THE DEPARTMENT
The Department of Public Works (PW) is committed to providing the highest standards of service delivery to the community as it works to build, maintain, and update the City’s civic infrastructure. Public Works is comprised of approximately 50 employees with a general budget of $33 million and a Capital Improvement Program (CIP) budget that ranges between $15–$30 million depending on the City’s annual infrastructure needs.
Its mission is to ensure San Rafael’s infrastructure meets the needs of a vibrant and growing city through careful management of major improvements and the maintenance of the City’s assets. By hiring highly trained, dedicated, responsive, and service-oriented personnel, PW is actively making its mission a reality.
Recently, the Department underwent a process of restructuring so that management of all City engineers is now under the Assistant Director for enhanced oversight, communication, and workflow. The City champions the Department's Dean Allison Award internship program annually, which shepherds talented young graduates into local government and encourages engagement with the public sector of California. PW is also currently completing several exciting initiatives to improve transformation, accessibility, and maintenance of the City’s infrastructure while also adding recreation spaces for the public to enjoy.

THE POSITION
The mission of the Senior Management Analyst in the City of San Rafael’s Public Works Department is to provide strategic analysis, fiscal oversight, public communications, and management projects that enhance the City’s infrastructure, services, and quality of life. This role works to build relationships through internal and external stakeholder collaboration and issue resolution. Data-driven insights, innovative problem-solving, and collaborative partnerships all play a critical role in advancing the Department’s efficiency, accountability, communications, and service delivery.
IDEAL CANDIDATE
Public Works is seeking a full-time Senior Management Analyst I/II to join the team of talented Analysts across City departments. The ideal candidate will be a collaborative and detail-oriented professional with strong analytical, financial, and project management skills. They will have experience in public works or municipal operations, excel at turning data into actionable insights, and communicate effectively with staff, leadership, and the community. A commitment to innovation, teamwork, and equity will be essential to success in this role.

ESSENTIAL DUTIES AND RESPONSIBILITIES

- Assists or leads projects, tasks, and assignments that are priorities for the Mayor and City Council and/or the senior management staff.
- Assumes direct responsibility for managing a variety of projects and programs; oversee assigned administrative support functions including budget.
- Supervises, plans, organizes, and reviews the work of lower level technical and clerical staff.
- Develops and implements operational, administrative, program, and other policies and procedures; assists in contract negotiations and administration.
- Leads departmental communication efforts, providing information to the public and interacting with media on issues pertaining to the functions and issues of the Department and City.
- Participates in drafting and implementing Departmental and/or City-wide goals, policies, and procedures
- Manages or participates in special projects including complex research of new programs and services, budget analysis and preparation, and feasibility analyses; prepare and present reports; participates in a variety of Department operations.
- Assists in the preparation of ordinances and other supporting program documents; prepares and monitors program contracts and related proposals; monitors compliance with applicable contractual agreements.
- Reviews council reports to ensure financial information is accurate and that policy issues have been addressed in advance.
- Prepares and monitors department annual and capital budgets, mid-year budget review, work plans and periodic forecasts; provides complete analysis of revenues and expenditures for each program, re-forecasts and develops new budgets.
- Compiles narrative, fiscal and status reports on department, division, project and fund revenues and expenditures and assists with necessary adjustments.
- Answers inquiries or complaints from the public and other governmental agencies by providing superior customer service.
- Conducts community outreach and civic engagement events.
EDUCATION/EXPERIENCE
Any combination of education and experience that demonstrates possession of the requisite knowledge, skill and abilities. A typical way to obtain these would be:
Equivalent to graduation from an accredited four-year college or university with major course work in public administration, business administration or a related field. A master’s degree in public administration, public policy, or business administration is highly desirable.
- Senior Management Analyst I
- Three to four years of progressively responsible analytical experience.
- Senior Management Analyst II
- Five years or more of experience performing increasingly complex, professional, analytical work with a high degree of autonomy.
All classifications: A valid CA driver’s license

The Senior Management Analyst I/II is a regular position of the City’s San Rafael Mid-Management Employee Association (SRMMEA) and is eligible to receive benefits including but not limited to:
- MEDICAL | City group health coverage, with the City paying a fixed dollar amount toward the cost of the monthly insurance premium. Employee only: $950.00; Employee plus one: $1,900.00; Family: $2,400.00 (City contribution increases in 2026)
- DENTAL AND VISION | Premium fully paid for employee plus eligible dependents.
- VACATION LEAVE | 15 days annually, increases after 5 years of service
- SICK LEAVE | 12 days annually
- ADMINISTRATIVE LEAVE | 10 days each calendar year, prorated if hired after the first of the year
- HOLIDAYS | 12 paid City holidays plus 1 floating holiday per year
- BEREAVEMENT LEAVE | Up to 5 days paid leave
- END OF LIFE CARE LEAVE | Up to 80 hours paid leave
- PAID PARENTAL LEAVE (if eligible) | Up to 300 hours paid leave. SRMMEA employees also contribute to State Disability Insurance (SDI)
- LIFE INSURANCE & AD&D | $300,000
- LONG TERM DISABILITY | 66.67% of salary, up to $7,500 per month
- RETIREMENT | Enrollment in the Marin County Retirement System (MCERA) pension plan, a defined benefit retirement program
- Tier 2 - hired on or after 7/1/2011: 2% @ 55, Average of 3 highest years
- Tier 3 PEPRA - hired on or after 1/1/2013: 2% @ 62, Average of 3 highest years
- DEFERRED COMPENSATION | City will contribute one percent (1.06%) of base pay into a City-provided deferred compensation plan
- GYM MEMBERSHIP REIMBURSEMENT | Up to $198 per year
- BILINGUAL PAY (if eligible) | Up to $250 per month
