What You'll Do

Under general direction, assists the Human Resources Director in the administration, planning, and coordination of the operations of major functional areas of the Human Resources Department; coordinates assigned activities with other City departments, divisions, and outside agencies; and provides highly responsible and complex administrative support to the Human Resources Director.

Examples of essential duties may include, but are not limited to the following:

• Assist in the development, implementation, and evaluation of departmental policies, procedures, goals, objectives, and priorities for each assigned service area.
• Assist in monitoring and evaluating the efficiency and effectiveness of human resources services and programs, processes, and practices. Assess and monitor workload, staffing levels, and resources. Identify opportunities for improvement.
• Conduct a variety of organizational and operational studies and investigations and make recommendations.
• Coordinate activities between major departmental divisions and/or sections to ensure efficiency and effectiveness of departmental operations.
• Assist in planning, directing, and coordinating the Human Resources Department’s work plan.
• Serve as an active member of the City’s negotiation team as assigned
• Represent the Human Resources Department in meetings with other City departments, elected officials and outside agencies; explain and interpret Human Resources Department programs, policies, and activities; negotiate and resolve sensitive, significant and controversial issues; and provide advice and assistance to management staff regarding personnel matters.
• Assist in ensuring compliance with policies, contracts, Federal, State and local human resources management regulations; review and analyze reports, legislation, court cases, and related personnel matters.
• Act as liaison with regulatory agencies to address formal complaints of harassment and discrimination; and prepare reports and documents as required. 
• Select, supervise, train, motivate and evaluate assigned personnel; develop and implement action plans to address work deficiencies.
• Provide consultation to departmental managers on a variety of human resources matters; discuss organizational problems, develop alternatives and strategies for dealing with those problems; and assist in implementation of solutions, as necessary.
• Assist in the development and administration of the Human Resources Department budget, including the forecast of additional funds needed for staffing, equipment, materials, and supplies. Assist in monitoring and approving expenditures.
• Assist with coordinating Human Resources Department activities with those of other departments, divisions and outside agencies and organizations; provide staff assistance to the Human Resources Director, City Manager, and City Council; prepare and present staff reports and other necessary correspondence.
• Research, collect, compile, and analyze information from various sources on a variety of specialized human resources topics; prepare comprehen­sive technical records, reports, and summaries to present and interpret data, identify alternatives, and make and justify recommen­da­tions.
• Assist in the development and revisions of City policies, procedures, and programs.
• Assist in monitoring legislation and analyzing proposed legislation to determine impact on human resources operations and programs.
• Prepare and direct the preparation of a variety of written correspondence, reports, procedures, and other written materials.
• Serve as liaison with employees, public and private organizations, community groups, and other organizations; provide information and assistance regarding human resources programs and services; receive and respond to complaints and questions relating to human resources; review problems and recommend corrective actions.
• Participate in a variety of committees and task forces; attend and participate in professional group meetings; stay abreast of new trends and innovations in the field of human resources and benefits.
• Assume responsibility for the department's operations in the absence of the Director of Human Resources, and as needed. Represents the Director of Human Resources in a variety of meetings and committees.
• Perform other related duties and responsibilities as assigned

THE POSITION

The main role for this position of Network Administrator I/II will focus on Cybersecurity.  The candidate that fills the role will assist in defining enterprise cybersecurity policies, standards, guidelines, and procedures to ensure a robust and current cybersecurity program. They will also be responsible to monitor and analyze cybersecurity incident-related data and determine the appropriate response.

DEFINITION

Network Administrator I: Under general supervision, performs skilled technical work on the City’s data and voice networks, including LAN/WAN equipment, Windows servers, department-specific client/server applications, switching equipment, and UPS devices. This position reports to the Senior Network Administrator under the Department of Finance and Administrative Services. Performs other duties as needed.

Network Administrator II: Under limited supervision, performs complex technical work on the City’s data and voice networks, including LAN/WAN equipment, Windows servers, department-specific client/server applications, telecommunications infrastructure, switching equipment and UPS devices. Manages Microsoft 365 cloud services (O365, Azure, Intune) and enterprise security environments. Provides professional level work, including the design, implementation, evaluation, and daily management of security systems and solutions; and performs duties related to threat detection and prevention, education, risk assessment, compliance, governance, business recovery, forensics, and incident response. Other duties would include, but are not limited to aiding other Network Administrators. Positions in this class require frequent use of a high degree of independent judgment and interpretive ability.

Positions in the Network Administrator II classification are flexibly staffed and normally filled from advancement from the Network Administrator I class, or when filled from the outside, require specific technology experience. Appointment to this class requires the employee to be performing substantially the full range of Network Administrator duties and to meet the qualifications for the class. The class requires the ability to work independently exercising judgment and initiative and a greater knowledge of the City’s data and voice networks. This position reports to the Senior Network Administrator under the Department of Finance and Administrative Services.

EXAMPLES OF DUTIES

Administration of the City’s Data and voice networks, including maintaining, upgrading, and troubleshooting LAN and WIFI network switches, routers, and servers. Maintains network security and data integrity. Researches, implements, and maintains physical and wireless data networks. Configures, maintains, and manages upgrades to client/server software applications. Researches, recommends, installs, and maintains server and network software. Administers and maintains Cloud-based Microsoft 365 solutions. Administers and maintains Virtual Infrastructure (Compute, Storage, and Network).

Develops and maintains the documentation regarding configurations, operations and diagnostic procedures for servers, network, and applications. Maintains system and hardware support contracts. Architects, implements, monitors, maintains, and troubleshoots various security systems that protect the City’s networks, IT/OT systems (including SCADA), applications and critical infrastructure. Designs, organizes, modifies, installs, secures and supports security infrastructure; and provides technical support for network and security issues associated with enterprise applications. Analyzes both raw and processed security alerts, logs and event data to identify potential security incidents, threats, mitigations, and vulnerabilities. Architects, implements, maintains, and troubleshoots the City’s business continuity plan and emergency response plan as it relates to redundant, secure infrastructure. Investigates, analyzes, produces reports, and remediates security incidents that occur on City systems and applications, both onpremises as well as in the cloud. Confirms viable backups, tests, maintains and monitors both on-premises and within the cloud. Performs other duties as required.

MINIMUM QUALIFICATIONS

Knowledge of: Network firewall, VPN, layer 2/3 switching, VLAN, IP subnetting, Microsoft Online and related services, M365, Azure, Teams, Intune, Exchange, ADFS SSO, Server Virtualization VMware/Hyper-V, Windows Services (GPO,AD, LDAP, NTFS, DFS, DNS, DHCP,NPS, IIS), Enterprise Storage, Data Backup and Recovery, Patch management, Network and System Endpoint Security, System Monitoring, High availability. Microsoft Windows operating systems and Office suites, UPS systems, voice communication technology including PBX, public safety, and voice recording/logging systems. Relevant industry requirements and government regulations (e.g., PCI-DSS, CJIS, NIST, NERC CIP, ISO 27000, etc.)

Ability to: Apply current industry-standard technologies toward the administration of public sector data and voice networks; provide broad and narrow analyses of systems and recommend improvements; manage multiple tasks and projects simultaneously; communicate effectively both orally and in writing; document current status and progression of systems; assist in training of team members and the user community; interact positively and cooperate with co-workers, respond politely to customers, work as a team member, function under demanding time pressure, respond in a positive manner to supervision, and attend work and perform duties on a regular and consistent basis.

Experience:

NETWORK ADMINISTRATOR I: A minimum of three years of full-time, responsible experience in administering server and network infrastructure, storage, and security.

NETWORK ADMINISTRATOR II: A minimum of five years of full-time, increasingly responsible experience in administering server and network infrastructure, storage, and security.

Education:

NETWORK ADMINISTRATOR I: High school graduation or equivalent. Graduation from college or university with emphasis in computer science, information technology, or related field, and current certification (CCNA, MCSE, CCSA, CCSE, CEH, Security+) desirable.

NETWORK ADMINISTRATOR II: High school graduation or equivalent. Graduation from college or university with emphasis in computer science, information technology, or related field, and current certification (CCNA, MCSE, CCSA, CCSE, CEH, Security+) desirable.

The City of East Palo Alto is now actively seeking a compassionate, organized, responsible Administrative Assistant. Working Conditions/Physical Requirements:

Ability to use standard office equipment, including a computer; sit, stand, walk, kneel, crouch, stoop, squat, twist, and maintain sustained posture in a seated or standing position for prolonged periods of time; vision to read printed materials and a computer screen; hearing and speech to communicate in person and over the telephone; lift from the ground and carry 60 pounds; move several boxes via hand truck or cart. Travel to different sites and locations; must maintain safe driving record; maintain a clean and neat appearance.

The Department

The Parks and Recreation Department is the third largest department in the City and is organized by program area, with each program administered by a supervisor, coordinator, or specialist. The Parks and Recreation Department is composed of a Director and 22 full-time management positions. The department is comprised of the Recreation, Parks, and Building Maintenance divisions. The Parks and Recreation Department mission is to provide opportunities for physical, cultural and social well being; protect and enhance the physical environment; and ensure the effective and efficient use of public facilities and open space.

The Building Maintenance Division maintains 32 facilities totaling more than 563,000 square feet and over 275 acres of park land. The division provides janitorial, preventative maintenance services, and necessary building and related equipment repairs to all of the City's facilities, including interior and exterior work. The division also performs a variety of tasks, which include moving furniture, set-ups, and many other miscellaneous tasks as required. 

The Board of Supervisors and District Four

San Mateo County is governed by a five-member Board of Supervisors, each elected to represent one of five supervisorial districts. The Board:

• Establishes legislative policies to support the effective administration of County government and the delivery of services to residents.
• Exercises legislative and quasi-judicial authority to protect and promote public health, safety, and welfare.
• Serves as the governing body for the Housing Authority and 47 Special Districts.
• Members are elected to four-year terms and may serve up to three consecutive elected terms.

District 4 includes Redwood City, East Palo Alto, the Belle Haven neighborhood and eastern portions of Menlo Park (east of El Camino Real), and the unincorporated community of North Fair Oaks.

Role Overview: Chief of Staff

The Chief of Staff provides high-level strategic and administrative support to the Supervisor, ensuring alignment with County priorities and addressing the unique needs of District 4. This position plays a central role in policy development, community engagement, and office management. Key responsibilities include:

• Leading and coordinating policy initiatives and legislative priorities for the district.
• Advising the Supervisor on complex policy and community issues.
• Serving as a liaison and spokesperson for the Supervisor with constituents, community groups, media, and other government entities.
• Responding to constituent concerns, including conducting site visits and direct outreach as needed.
• Conducting research and policy analysis on local and regional issues.
• Managing the office budget, processing invoices, and ensuring compliance with County financial procedures.

Position Duties  

The Department of Public Works (DPW) is currently seeking to fill one (1) Principal Engineer/Architect position in the City Facilities and Architectural Services (CFAS) Division. Salary range(s) for this classification is $179,076.82 - $218,123.62 annually. This salary range(s) includes an approximate five percent (5%) ongoing non-pensionable compensation. Actual salary shall be determined by the final candidates’ qualifications and experience.  

The Principal Engineer/Architect will support the Library Department (LD) in leading the coordination for the Library Facilities and Customer Experience Planning. This individual will play a key leadership role in driving critical infrastructure initiatives, including supporting the implementation of the California State Library Building Forward Infrastructure Grant projects and managing capital and facilities planning processes in collaboration with the LD and consultants. This individual will act as a leader, ensuring timely and effective project execution, and delivering results that meet organizational and state funding objectives.  

Reporting to the Deputy Director, the Principal Engineer/Architect will require the ability to extensively collaborate across the LD, the DPW, Planning, Building and Code Enforcement (PBCE) and other contractors/vendors, while maintaining adherence to budgets, timelines, and plans. Outstanding leadership, a high degree of accountability, and the ability to establish an excellent working relationship with all stakeholders are required to be successful in this position.  

Key Responsibilities 

• Lead the design and construction of major public works projects, in partnership with the Library Department.  

• Lead a multi-disciplinary team of engineers, architects, technicians, and inspectors to deliver high-quality, cost-effective, and consistent services. 

• Oversee engineering/architectural or other technical research; review, analyze, and prepare recommendations to Senior and Executive staff regarding project and/or program scope or objectives. 

• Direct and coordinate the preparation of cost estimates and project and/or program budgets; monitor budgets and schedules for performance. 

• Consult with Senior and Executive staff, contractors, other departments, and consultants to plan, design, and construct major engineering/architectural and/or other technical projects. 

• Direct and coordinate the creation, planning, and management of capital budgets and staffing plans to successfully deliver capital projects. 

• Oversee the planning and execution of the procurements of design consultants and construction contracts. 

• Partner with the department’s other executive staff to lead transformation, training, and other process improvement efforts in the City’s capital improvement program. 

• Prepare technical reports and correspondence as required.

Minimum Qualifications & Certifications

• Education - Associate degree (or equivalent coursework) in automotive technology, mechanics, maintenance management, or related field

• Experience

• • Mechanic I - 2 years progressively responsible automotive diagnosis & repair

• • Mechanic II - 4 years progressively responsible automotive diagnosis & repair

• License - Valid CA Class B driver’s license or ability to obtain within 6 months of hire

• Certifications

• • Mechanic I - ASE certifications are preferred; Master Mechanic is highly desirable

• • Mechanic II - similar to Mechanic I, plus demonstrated journey-level competency.

THE POSITION

The City of San Mateo is seeking a Per Diem Human Resources Technician providing a wide variety of technical human resource work in a variety of program areas including benefit administration; recruitment and selection; compensation; human resources information systems database analysis and report writing, and to do related work as required. This position receives general supervision from the HR Director or Senior HR Analysts.

EXAMPLE DUTIES

• Prepare and maintain personnel records.
• Write, edit and prepare digital and print communications materials.
• Assist in the recruitment process by preparing and distributing job announcements, composing, and placing ads, composing and recording announcements for the job hotline, updating and monitoring recruitment information on the City’s web site, screening applications, and answering inquiries from applicants.
• Work with departments in coordinating examination schedules and locations; prepare necessary correspondence for the examinations; notify candidates; enlist the services of examination board members; assemble and mail packets to oral board members.
• Process, update, and maintain invoices and accounts payable.
• Gather and assemble data and prepare routine reports; maintain a variety of records and files.
• Screen calls and visitors, referring inquiries as appropriate, and respond to requests for information regarding general personnel matters.
• Use specialized technical equipment or computer programs.

JOB RELATED SKILLS & ESSENTIAL QUALIFICATIONS

Knowledge of:

• Personnel policies and procedures relating to recruitment, selection, benefit administration, compensation, human resources information systems, and related areas.
• English usage, grammar, spelling and punctuation.
• Modern office procedures, methods and computer equipment.

• Two years of increasingly responsible clerical or account clerical experience, preferably in a human resources environment.
• Equivalent to a high school diploma. Additional specialized training in public administration, human resources management, business administration or a related field is desirable.
