Building Inspector Combination Certified I: $118,154.40 - $143,554.32

Building Inspector Combination Certified III: $126,169.68 - $153,709.92 

Building Inspector Combination Certified Senior: $143,073.84 - $174,370.56  

This salary range(s) includes an approximate five percent (5%) ongoing non-pensionable compensation. Actual salary shall be determined by the final candidates’ qualifications and experience. 

Position Duties  

The Department of Public Works is recruiting to fill two (2) Building Inspector-Electrical Specialty, Combination/Certified I/II/III/Senior positions within the Engineering Services Division, Code Inspection Section.   

The Building Inspector Combination/Certified I/II/III/Senior position will be located subject to business need. This position will provide inspection support at a variety of City of San José facilities, including the Airport, Regional Wastewater Facility and Central Service Yard.  

Key responsibilities and duties may include, but are not limited to the following:  

• Conduct inspections of industrial, commercial, manufacturing, and facilities to ensure compliance with codes, regulations, ordinances, standards, and contract agreements which includes setting up inspection schedules; gathering information and evidence; and, ensuring conformance to plans, specifications, and safety regulations.   

• Investigate building, construction, and land use changes in the field by gathering factual data to ascertain present use of land and location of structures; conducting background investigations and research; and preparing reports to use as evidence.   

• Provide technical assistance for development of codes and policies.   

• Generate written reports and enforcement orders which includes noting deficiencies in standards and submitting final documentation.   

• Review plans and specifications for compliance with codes which includes assisting in projects in complying with regulations, prioritizing deficiencies, and preparing timetables.   

• Provide technical support for agencies and the public which includes inputting data into system for general public access.   

• Meet with architects, engineers, City officials, and building contractors to discuss construction projects.   

• Perform other duties of a similar nature or level.

THE POSITION

The City of San Rafael is seeking a motivated, civic and safety-minded Communications and Engagement Intern to support equitable outreach and engagement through the Fire Department's external communications, digital content, and public engagement initiatives. This temporary, part-time role is ideal for individuals interested in learning more about local government and public communications.

Under the direction of the Deputy Director of Emergency Management, the intern will assist with day-to-day communications tasks such as social media content creation, newsletter writing, website updates, and public information campaigns.  This is an exciting opportunity to gain hands-on experience and contribute to real-time public service storytelling and information sharing.  This is a part-time/temporary position, limited to 1,000 hours worked within a fiscal year (July 1 through June 30) that receives no City benefits.  This position will work for up to 30 hours per week (days/hours may vary). 

ESSENTIAL DUTIES AND RESPONSIBILITIES (may include but are not limited to the following):    

• Assist in designing, writing, and editing content for a variety of communications platforms including websites, social media, e-newsletters, flyers, presentations, and press materials.
• Help document Department programs and events through photography, videography, and brief interviews.
• Support the development and scheduling of social media content across platforms like Facebook, Instagram, and Nextdoor.
• Help maintain and update the Department's website and digital newsletters.
• Contribute to internal content calendars and project trackers.
• Participate in community outreach efforts, including tabling at events, supporting public meetings, and gathering community feedback.
• Track analytics and metrics from newsletters, social media platforms, and web traffic; monitor media coverage and social media engagement; compile analytics reports to inform communication strategies.
• Support translation coordination and multilingual content production, if bilingual (Spanish-English) skills are present.  

IDEAL CANDIDATE
The ideal candidate is detail-oriented, curious about public service, a strong communicator, and excited to learn in a hands-on environment.  They are a self-starter who can write clearly and adapt to a range of topics and formats.

KNOWLEDGE/SKILLS/ABILITIES

• Basic principles and practices of public communications, social media management, and/or media relations.
• Writing and editing for clarity, style, and grammar.
• Social media platforms, email marketing tools, and content management systems (e.g., WordPress, Mailchimp).
• Basic graphic design tools (e.g., Canva, Adobe Creative Suite) and video editing platforms (preferred).
• Cultural competency and sensitivity in engaging diverse communities.
• Highly preferred:  fluent, professional-level Spanish and English (both written and spoken).

MINIMUM QUALIFICATIONS DESIRED

• Fluency in English and Spanish (written and verbal) is highly desired.
• At least 1 year of experience in communications, public-engagement, media, or related work (internships included).
• OR currently enrolled in or recently completed a degree or certificate program in communications, journalism, graphic design, public relations, public administration, or a related field.
• Proficiency with Microsoft Office Suite, Canva, and social media platforms.

The City of San Rafael Sanitation District's mission is to protect the public health and the environment through proactively planning and operating a fiscally responsible and safe wastewater collection system.  Our crew of eight maintains 32 pump stations, 13 miles of force main, and clean 132 miles of sewer pipelines.  This collection and transportation system then delivers wastewater for treatment to the Central Marin Sanitation Agency.

• Operates light power driven, hand held and "walk behind" equipment and uses shovels, rakes, other hand tools, jackhammers, dump trucks in the performance of assigned duties.
• Performs manual and semiskilled work in flushing, clearing, maintaining sewer and storm drainage, pipelines, culverts, force mains, and pumping stations.
• Performs or assists in starts, stops, inspects, lubricates and adjusts pumps, valves, motors, drive shafts,  universal joints and flow rates at pumping stations.
• Performs or assists in taking chemical samples and adjusts rate of chemical flows.
• Performs or assists in removing and replacing pumps, motors, valves and related, and performs repairs.  May rebuild components on a limited basis.
• Performs or assists in excavation and repair or replacement of sewer gravity lines.
• Places traffic barriers and warning signs and directs traffic as necessary.
• Assists in the orientation and on-the-job-training of new employees.
• Assists in notifying residents of sewer system work which may affect their lines, and cooperates with other agencies on repairs.
• Assists in emergency Public Works repairs and maintenance including work in other sections of the Department.
• Performs related duties as required.

EDUCATION AND/OR EXPERIENCE:

A typical way of gaining the knowledge, skill, and ability outlined in the job description is:

Level I:

• Sufficient formal and/or informal education to provide the necessary reading and communication skills; AND
• Some prior experience in street maintenance work that would include mechanical and hydraulic repair of pumps, gates, valves, pipelines and related.

Level II:

• Equivalent to graduation from high school.
• Two years of increasingly responsible experience in the operations and maintenance of Public Works sewage pumping stations and gravity sewer lines, equivalent to the Sewer Maintenance Worker I classification at the City of San Rafael.

SPECIAL REQUIREMENTS:

• Within one year of hire as a Sewer Maintenance Worker I, must possess a valid California Driver's License with a tank endorsement to drive the vactor in a training capacity.
• Level II:  Must possess a valid California Class "B" license and have a satisfactory driving record
• Level I and Level II:  Must be willing to work underground, in confined places, in and near bacterially contaminated liquids, and in exposure to unpleasant and potentially hazardous conditions. 
• Level I and Level II:  Must be willing to work overtime and on call as needed for emergency repairs.

THE DEPARTMENT

The Department of Public Works (PW) is committed to providing the highest standards of service delivery to the community as it works to build, maintain, and update the City’s civic infrastructure. Public Works is comprised of approximately 50 employees with a general budget of $33 million and a Capital Improvement Program (CIP) budget that ranges between $15–$30 million depending on the City’s annual infrastructure needs.

ESSENTIAL DUTIES AND RESPONSIBILITIES

• Assists or leads projects, tasks, and assignments that are priorities for the Mayor and City Council and/or the senior management staff.
• Assumes direct responsibility for managing a variety of projects and programs; oversee assigned administrative support functions including budget.
• Supervises, plans, organizes, and reviews the work of lower level technical and clerical staff.
• Develops and implements operational, administrative, program, and other policies and procedures; assists in contract negotiations and administration.
• Leads departmental communication efforts, providing information to the public and interacting with media on issues pertaining to the functions and issues of the Department and City.
• Participates in drafting and implementing Departmental and/or City-wide goals, policies, and procedures
• Manages or participates in special projects including complex research of new programs and services, budget analysis and preparation, and feasibility analyses; prepare and present reports; participates in a variety of Department operations.
• Assists in the preparation of ordinances and other supporting program documents; prepares and monitors program contracts and related proposals; monitors compliance with applicable contractual agreements.
• Reviews council reports to ensure financial information is accurate and that policy issues have been addressed in advance.
• Prepares and monitors department annual and capital budgets, mid-year budget review, work plans and periodic forecasts; provides complete analysis of revenues and expenditures for each program, re-forecasts and develops new budgets.
• Compiles narrative, fiscal and status reports on department, division, project and fund revenues and expenditures and assists with necessary adjustments.
• Answers inquiries or complaints from the public and other governmental agencies by providing superior customer service.
• Conducts community outreach and civic engagement events.

EDUCATION/EXPERIENCE

Any combination of education and experience that demonstrates possession of the requisite knowledge, skill and abilities. A typical way to obtain these would be:

Equivalent to graduation from an accredited four-year college or university with major course work in public administration, business administration or a related field. A master’s degree in public administration, public policy, or business administration is highly desirable.

• Senior Management Analyst I
  • Three to four years of progressively responsible analytical experience.

• Senior Management Analyst II
  • Five years or more of experience performing increasingly complex, professional, analytical work with a high degree of autonomy.

All classifications: A valid CA driver’s license

About the position
Under the general direction of the Water Utilities Division Manager, the Superintendent will supervise, plan and coordinate the operation and maintenance of water treatment plants to ensure compliance with regulatory requirements, oversee operation of water testing and labs, participate in capital improvement projects related to water treatment facilities, and perform a variety of related tasks. This position is essential to ensuring our dependable water treatment system continues to operate well.

ABOUT THE POSITION

Under general supervision, a Police Officer is responsible to perform law enforcement and crime prevention work; to control traffic flow and enforce State and local traffic regulations; to perform investigative work; to participate in and provide support and assistance to special department crime prevention and enforcement programs. This is the entry level classification in the professional police series requiring sworn peace officer status.

• Patrol the City and respond to calls related to traffic incidents and any other required emergencies.
• Observe, monitor, and control routine and unusual traffic conditions.
• Assist and advise motorists and enforce traffic safety laws.
• Make arrests as necessary.
• Interview victims, complainants, and witnesses.
• Interrogate suspects; gather and preserve evidence.

The Mill Valley Police Department is currently seeking applicants for the position of Police Officer Trainee, a salaried and benefitted, at-will classification which includes a Sponsored Police Academy opportunity. 

A valid (within 1-year) and passing PELLETB T-Score of 42 or higher, as well as a passing score of 320 for the Physical Agility Exam and a maximum run completion time of 14 minutes for the 1.5 mile run is required to move forward in the hiring process. If selected for the position, the employee will undergo a full background check, psychological testing, and medical testing. After passing required tests, the employee must commit to attending a 20-week program with the Santa Rosa Junior College Public Safety Training Center. The police academy will be held Monday – Friday and include some nights and weekends. The next academy is January 5 - May 22, 2026. 

Upon graduation, the successful trainee will be transitioned to a Field Training Officer program with the Mill Valley Police Department and promoted to Step 1 Police Officer (probationary) with full benefits. If the employee does not complete and graduate the police academy with a POST academy certificate, they will be released from employment. The applicant may be released at any point they do not pass required testing during the course of the police academy. 

ABOUT THE POSITION

The Police Officer Trainee position enables an incumbent to attend a local law enforcement academy and earn their POST (California Commission on Peace Officer Standards and Training) certificate of academy completion while enjoying the support and mentorship of our agency, and receiving compensation. Through the academy and certification process, the successful incumbent will become eligible for promotion to Police Officer and immediate transition into MVPD's Field Training Program.
