The City of Sebastopol is seeking an engaging, inclusive, collaborative, and talented leader who is well-versed in project management, facility and infrastructure maintenance, water distribution and wastewater collection systems, public parks and facilities maintenance, and related laws, regulations, and safety standards. The Director of Public Works will oversee the City Engineer, direct assigned personnel, and coordinate assigned activities with other departments and outside agencies. This position plans, organizes, directs, and reviews the full range of activities, personnel, and operations of the Department of Public Works, including public works construction and inspection, repair and maintenance of City infrastructure and streets, the contract for City Engineer services, and engineering and transportation permits and programs.

The Director of Public Works will demonstrate cultural competency working with all community members regardless of cultural differences or circumstances, including race, ethnicity, religion, language, gender identity, age, marital and familial status, sexual orientation, diverse physical and learning abilities, socioeconomic status, and other identities. This position provides highly responsible and complex professional and administrative consultation to the City Manager and may serve as the City Manager or Assistant City Manager in either manager's absence or as assigned. This is an “at will” classification serving at the pleasure of and receiving administrative direction from the City Manager. This role's duties allow for a broad scope of independent decision-making within legal, policy, and regulatory guidelines. The Building Inspector Combination/Certified I/II/III/Senior position will be located subject to business need. This position will provide inspection support at a variety of City of San José facilities, including the Airport, Regional Wastewater Facility and Central Service Yard.  

Key responsibilities and duties may include, but are not limited to the following:  

• Conduct inspections of industrial, commercial, manufacturing, and facilities to ensure compliance with codes, regulations, ordinances, standards, and contract agreements which includes setting up inspection schedules; gathering information and evidence; and, ensuring conformance to plans, specifications, and safety regulations.   

• Investigate building, construction, and land use changes in the field by gathering factual data to ascertain present use of land and location of structures; conducting background investigations and research; and preparing reports to use as evidence.   

• Provide technical assistance for development of codes and policies.   

• Generate written reports and enforcement orders which includes noting deficiencies in standards and submitting final documentation.   

• Review plans and specifications for compliance with codes which includes assisting in projects in complying with regulations, prioritizing deficiencies, and preparing timetables.   

• Provide technical support for agencies and the public which includes inputting data into system for general public access.   

• Meet with architects, engineers, City officials, and building contractors to discuss construction projects.   

• Perform other duties of a similar nature or level.

The Senior Library Assistant performs the most complex paraprofessional library work; assists patrons; implements programs, outreach, and marketing; supervises volunteer or part-time staff within a designated service area; and provides lead direction to other Library Assistants.

• Frequently plants, transplants, fertilizes, cultivates, and waters fields, trees, medians, and other landscaped areas. 
• Frequently trims, cuts, shapes, and prunes shrubs and trees with tools. 
• Maintains, cleans, repairs, and constructs/installs park structures including but not limited to playground equipment, fences, railings, steps, lanes, paths, water fountains, irrigation, and related features. 
• Performs general grounds maintenance including but not limited to raking, sweeping, spraying, blowing, and picking up organic materials, debris, and trash. 
• Ensures personal safety and that of the team while working in a variety of conditions with a wide assortment of equipment and functions. 
• Repairs and cleans vandalism to parks facilities. 
• Picks up litter and trash in parks, landscapes, medians, and other areas. 
• Properly cares for, maintains, and safely stores equipment such as hand tools, power tools, mowing equipment, etc.
• Frequently works in/among vehicular traffic to perform maintenance and other activities in the City medians, storm drains, and sidewalks. 
• Assist with pest control operations utilizing the City's Integrated Pest Management (IPM) program.
• Assists with storm preparation, storm clean up, and other public safety needs.  
• Installs, adjusts, repairs, and maintains sprinkler and irrigation systems, and other related plumbing. 
• Operates a variety of mowers, edgers, chainsaws, and other specialized equipment. 
• Operates trenchers, dump trucks, backhoes and loaders, and other tractor attachments. 
• Occasionally responds to emergencies from on-call status. 
• Occasionally participates in emergency Public Works repairs and maintenance including working collaboratively with other Divisions (Streets, Sewers, etc.) or Departments (SASM, Arts & Recreation, etc.).

DISTINGUISHING CHARACTERISTICS

The Economic Development Specialist is an entry-level class. Employees may have only limited or no direct related work experience. Employees work under general supervision while learning job tasks.

SUPERVISION RECEIVED/EXERCISED

Receives direction from the Economic Development and Communications Specialist. May exercise technical and functional supervision over administrative support personnel.

ESSENTIAL FUNCTIONS (include but are not limited to the following)

• Prepares responses, proposals and presentations for Requests for Information and provides responsible, professional analytical assistance in the development, administration and implementation of economic development programs.
• Develops short- and long-range economic development plans; gathers, interprets and prepares data for studies, reports, and recommendations.
• Coordinates and participates in the review of City projects, project plans, and discussions.
• Helps maintain a comprehensive inventory of available buildings and sites in the community for economic development purposes and distributes to perspective economic development clientele as requested.
• Assists with marketing plans for attraction, retention and expansion of businesses.
• Recommends and investigates ways to obtain grants, loans and other procurement of funds for the development of business; works on financial statements.
• Serves as a liaison between the local government and the chamber of commerce, merchants’ associations, economic development districts, redevelopment agencies and other public, private or nonprofit groups and associations interested in economic development.
• Monitors local, state and Federal legislations and regulations relating to economic development; reports findings, trends and recommendations to supervisor.
• Establishes positive working relationships with representatives of community organizations, state/local agencies, City management and staff and the public.

PHYSICAL, MENTAL AND ENVIRONMENTAL WORKING CONDITIONS

Position requires prolonged sitting, standing, walking, reaching, twisting, turning, kneeling, bending, squatting and stooping in the performance of daily activities. The position also requires grasping, repetitive hand movement and fine coordination in preparing reports using a computer keyboard. Additionally, the position requires near and far vision in reading written reports and work-related documents. Acute hearing is required when providing phone and personal service. Additionally, the incumbent in this position may work in all weather conditions including wet, hot and cold. The need to lift, drag and push files, paper and documents weighing up to 25 pounds also is required.
