What You'll Do

Under general direction, assists the Human Resources Director in the administration, planning, and coordination of the operations of major functional areas of the Human Resources Department; coordinates assigned activities with other City departments, divisions, and outside agencies; and provides highly responsible and complex administrative support to the Human Resources Director.

Examples of essential duties may include, but are not limited to the following:

• Assist in the development, implementation, and evaluation of departmental policies, procedures, goals, objectives, and priorities for each assigned service area.
• Assist in monitoring and evaluating the efficiency and effectiveness of human resources services and programs, processes, and practices. Assess and monitor workload, staffing levels, and resources. Identify opportunities for improvement.
• Conduct a variety of organizational and operational studies and investigations and make recommendations.
• Coordinate activities between major departmental divisions and/or sections to ensure efficiency and effectiveness of departmental operations.
• Assist in planning, directing, and coordinating the Human Resources Department’s work plan.
• Serve as an active member of the City’s negotiation team as assigned
• Represent the Human Resources Department in meetings with other City departments, elected officials and outside agencies; explain and interpret Human Resources Department programs, policies, and activities; negotiate and resolve sensitive, significant and controversial issues; and provide advice and assistance to management staff regarding personnel matters.
• Assist in ensuring compliance with policies, contracts, Federal, State and local human resources management regulations; review and analyze reports, legislation, court cases, and related personnel matters.
• Act as liaison with regulatory agencies to address formal complaints of harassment and discrimination; and prepare reports and documents as required. 
• Select, supervise, train, motivate and evaluate assigned personnel; develop and implement action plans to address work deficiencies.
• Provide consultation to departmental managers on a variety of human resources matters; discuss organizational problems, develop alternatives and strategies for dealing with those problems; and assist in implementation of solutions, as necessary.
• Assist in the development and administration of the Human Resources Department budget, including the forecast of additional funds needed for staffing, equipment, materials, and supplies. Assist in monitoring and approving expenditures.
• Assist with coordinating Human Resources Department activities with those of other departments, divisions and outside agencies and organizations; provide staff assistance to the Human Resources Director, City Manager, and City Council; prepare and present staff reports and other necessary correspondence.
• Research, collect, compile, and analyze information from various sources on a variety of specialized human resources topics; prepare comprehen­sive technical records, reports, and summaries to present and interpret data, identify alternatives, and make and justify recommen­da­tions.
• Assist in the development and revisions of City policies, procedures, and programs.
• Assist in monitoring legislation and analyzing proposed legislation to determine impact on human resources operations and programs.
• Prepare and direct the preparation of a variety of written correspondence, reports, procedures, and other written materials.
• Serve as liaison with employees, public and private organizations, community groups, and other organizations; provide information and assistance regarding human resources programs and services; receive and respond to complaints and questions relating to human resources; review problems and recommend corrective actions.
• Participate in a variety of committees and task forces; attend and participate in professional group meetings; stay abreast of new trends and innovations in the field of human resources and benefits.
• Assume responsibility for the department's operations in the absence of the Director of Human Resources, and as needed. Represents the Director of Human Resources in a variety of meetings and committees.
• Perform other related duties and responsibilities as assigned

THE POSITION

The main role for this position of Network Administrator I/II will focus on Cybersecurity.  The candidate that fills the role will assist in defining enterprise cybersecurity policies, standards, guidelines, and procedures to ensure a robust and current cybersecurity program. They will also be responsible to monitor and analyze cybersecurity incident-related data and determine the appropriate response.

DEFINITION

Network Administrator I: Under general supervision, performs skilled technical work on the City’s data and voice networks, including LAN/WAN equipment, Windows servers, department-specific client/server applications, switching equipment, and UPS devices. This position reports to the Senior Network Administrator under the Department of Finance and Administrative Services. Performs other duties as needed.

Network Administrator II: Under limited supervision, performs complex technical work on the City’s data and voice networks, including LAN/WAN equipment, Windows servers, department-specific client/server applications, telecommunications infrastructure, switching equipment and UPS devices. Manages Microsoft 365 cloud services (O365, Azure, Intune) and enterprise security environments. Provides professional level work, including the design, implementation, evaluation, and daily management of security systems and solutions; and performs duties related to threat detection and prevention, education, risk assessment, compliance, governance, business recovery, forensics, and incident response. Other duties would include, but are not limited to aiding other Network Administrators. Positions in this class require frequent use of a high degree of independent judgment and interpretive ability.

Positions in the Network Administrator II classification are flexibly staffed and normally filled from advancement from the Network Administrator I class, or when filled from the outside, require specific technology experience. Appointment to this class requires the employee to be performing substantially the full range of Network Administrator duties and to meet the qualifications for the class. The class requires the ability to work independently exercising judgment and initiative and a greater knowledge of the City’s data and voice networks. This position reports to the Senior Network Administrator under the Department of Finance and Administrative Services.

EXAMPLES OF DUTIES

Administration of the City’s Data and voice networks, including maintaining, upgrading, and troubleshooting LAN and WIFI network switches, routers, and servers. Maintains network security and data integrity. Researches, implements, and maintains physical and wireless data networks. Configures, maintains, and manages upgrades to client/server software applications. Researches, recommends, installs, and maintains server and network software. Administers and maintains Cloud-based Microsoft 365 solutions. Administers and maintains Virtual Infrastructure (Compute, Storage, and Network).

Develops and maintains the documentation regarding configurations, operations and diagnostic procedures for servers, network, and applications. Maintains system and hardware support contracts. Architects, implements, monitors, maintains, and troubleshoots various security systems that protect the City’s networks, IT/OT systems (including SCADA), applications and critical infrastructure. Designs, organizes, modifies, installs, secures and supports security infrastructure; and provides technical support for network and security issues associated with enterprise applications. Analyzes both raw and processed security alerts, logs and event data to identify potential security incidents, threats, mitigations, and vulnerabilities. Architects, implements, maintains, and troubleshoots the City’s business continuity plan and emergency response plan as it relates to redundant, secure infrastructure. Investigates, analyzes, produces reports, and remediates security incidents that occur on City systems and applications, both onpremises as well as in the cloud. Confirms viable backups, tests, maintains and monitors both on-premises and within the cloud. Performs other duties as required.

MINIMUM QUALIFICATIONS

Knowledge of: Network firewall, VPN, layer 2/3 switching, VLAN, IP subnetting, Microsoft Online and related services, M365, Azure, Teams, Intune, Exchange, ADFS SSO, Server Virtualization VMware/Hyper-V, Windows Services (GPO,AD, LDAP, NTFS, DFS, DNS, DHCP,NPS, IIS), Enterprise Storage, Data Backup and Recovery, Patch management, Network and System Endpoint Security, System Monitoring, High availability. Microsoft Windows operating systems and Office suites, UPS systems, voice communication technology including PBX, public safety, and voice recording/logging systems. Relevant industry requirements and government regulations (e.g., PCI-DSS, CJIS, NIST, NERC CIP, ISO 27000, etc.)

Ability to: Apply current industry-standard technologies toward the administration of public sector data and voice networks; provide broad and narrow analyses of systems and recommend improvements; manage multiple tasks and projects simultaneously; communicate effectively both orally and in writing; document current status and progression of systems; assist in training of team members and the user community; interact positively and cooperate with co-workers, respond politely to customers, work as a team member, function under demanding time pressure, respond in a positive manner to supervision, and attend work and perform duties on a regular and consistent basis.

Experience:

NETWORK ADMINISTRATOR I: A minimum of three years of full-time, responsible experience in administering server and network infrastructure, storage, and security.

NETWORK ADMINISTRATOR II: A minimum of five years of full-time, increasingly responsible experience in administering server and network infrastructure, storage, and security.

Education:

NETWORK ADMINISTRATOR I: High school graduation or equivalent. Graduation from college or university with emphasis in computer science, information technology, or related field, and current certification (CCNA, MCSE, CCSA, CCSE, CEH, Security+) desirable.

NETWORK ADMINISTRATOR II: High school graduation or equivalent. Graduation from college or university with emphasis in computer science, information technology, or related field, and current certification (CCNA, MCSE, CCSA, CCSE, CEH, Security+) desirable.

The Department:

The Human Resources Department provides support to all City Departments. 

The City of Santa Clara Human Resources Department is seeking collaborative, innovative, enthusiastic individuals with great interpersonal skills to deliver high quality services that meet the community’s needs.  The City is looking for an experienced professional to manage the Citywide Occupational Health and Safety Program. The successful candidate must effectively multi-task, have exceptional communication skills, considerable initiative, high capacity to work demands, and work successfully independently and in a team environment while maintaining the highest degree of confidentiality, trust and ethics.  Experience in the public sector is desirable.  

The Position: 

The Human Resources Division Manager will be responsible for managing and administering the City-wide Occupational Health and Safety Program to ensure compliance with local, state, and federal laws and regulations. The incumbent will provide expertise and experience with industrial safety programs including but not limited to: lock out tag out (LOTO), confined space entry, machinery safety, fall protection, hazardous materials, commercial vehicle operation programs, and other industrial safety program elements.  The ideal candidate will have experience developing, administering and evaluating Cal/OSHA programs and have strong technical knowledge in occupational health and safety.   This position will manage the City’s workers’ compensation program.

This position requires experience interpreting occupational health and safety regulations across various work sites and job functions. The incumbent will be expected to provide guidance and collaborate with Departments that have various work sites, including general office spaces, electric and water and sewer utility work, general field work, work along creeks and waterways, work in heavy industrial settings, traffic and commercial vehicle operations and emergency response.

In addition, this position provides: City-wide safety policy and program development, provides training, ergonomic evaluations, conducts inspections, investigates incidents, accidents, and claims, oversees safety training programs.  This position will manage one Management Analyst and Senior Human Resources Technician.

General responsibilities include: 

• Develop, administer, and evaluate the Citywide safety program
• Understand, interpret, and apply City, State and Federal laws, rules and regulations pertaining to employee safety
• Perform safety audits and analysis of department near-miss and injury claims
• Serve as the primary liaison between the City and CAL/OSHA and other regulatory agencies
• Maintain effective communications between the City-wide safety team, department leadership and City management to assess and mitigate worksite risks
• Implement new and improve existing safety programs and strengthen a culture of safety
• Serve as a technical expert and City Safety Officer, including advising departments and track status of corrections of dangerous conditions as a result of safety audits/inspections
• Manage third party safety consultants and third-party workers’ compensation administrator
• Provide management oversight of direct reports  
• Collect and analyze safety metrics data, identify and communicate meaningful leading and lagging indicators and provide program recommendations.
• Oversee, investigate, evaluate, and make timely recommendations on incidents and accidents regarding safety issues in coordination with City policies and procedures
• Collaborate with departments to develop and maintain job hazard assessment (JHA), safe work practices (SWP) or other safety procedures, and safety training matrix
• Maintain accurate and organized records for program needs and requirements.

A certification such as the Certified Safety Professional (CSP), Certified Safety and Health Manager (CSHM), Certified Industrial Hygienist (CIH), or equivalent is highly desirable.

As a member of the City's Unclassified Service, this is an "at-will" position and the incumbent serves at the discretion of the City Manager.

The City of East Palo Alto is now actively seeking a compassionate, organized, responsible Administrative Assistant. The Administrative Assistant performs a variety of complex office administrative, secretarial, and clerical duties in support of an assigned Department Director or for the East Palo Alto Sanitary District (EPASD), including coordinating, organizing, and overseeing the administrative operations and functions of the assigned office. The Position: 

The Public Works Supervisor is a supervisory position in the classified service in the Public Works Department serving one of the following divisions: Fleet Operations, Facilities Maintenance, which includes Building Maintenance and Mechanical Maintenance, Traffic, Street/Storm Maintenance, or Landscape Maintenance. An incumbent in this class supervises the activities of lead staff, field crews, and individuals working on the inspection, service, and repair of City-owned equipment and vehicles; maintenance and repair of City buildings; maintenance, operation, installation, troubleshooting, and repair of electrical and mechanical equipment in City buildings; traffic maintenance activities; street and storm drain construction; or landscape maintenance. An incumbent in this class exercises independent judgement and discretion not of a routine or clerical nature.

This current recruitment is for the Facilities division and includes the Mechanical Maintenance Foreman and Building Maintenance Foreman working as Public Works supervisors. The Facilities division has two work groups, Mechanical Maintenance worker and Building Maintenance worker in which we repair and maintain over 1,100,000 sq feet of facilities within the City of Santa Clara.   We are looking to fill the Supervisor position in both work groups.

Five (5) years of progressive experience, with a minimum of two (2) years as a lead or supervisor in at least one of the following areas:

1. Repair of Fleet vehicles and equipment to include heavy and light power-driven equipment, aerial trucks, combination trucks, fire apparatus, and various other specialized equipment used in Public Works Departments that burn gas, diesel, and alternative fuels.
2. Building construction trades, including painting, carpentry, plumbing, minor electrical work, building hardware, and/or building security including key and alarm systems.
3. Maintenance, operation, installation, and troubleshooting of diesel and gas engines, heating, ventilation, air conditioning, emergency generators and mechanical equipment found in heavy duty machinery and large buildings, such as manufacturing plants, office buildings, or public building.
4. Operation of street maintenance equipment, spray painting equipment, and the installation of pavement marking materials.
5. Street or storm drain construction and/or maintenance experience.
6. Grounds-keeping, gardening, tree trimming, or landscape maintenance.

Acceptable Substitution: 

Five (5) additional years of progressive experience in any area listed above may be substituted for the required two (2) years of lead or supervisor experience.

License/Certifications: 

All licenses and/or certifications are required at the time of appointment and for the duration of employment, unless stated otherwise.

For all Divisions:

• Possession of a valid California Class C driver's license.
• A Fall Protection Certification is required at the end of the probationary period and for the duration of employment.

For the Facilities Maintenance Division – Mechanical Maintenance:

• Possession of a HVAC/Refrigerant certification.
• Possession of a California State issued Forklift certification is required by the end of the probationary period and for the duration of employment.
• RRP Certification for the renovation, repair and painting of public facilities is required by the end of the probationary period and for the duration of employment.
• Competent Person Class III Certificate for asbestos 16-hour training to comply with Cal-OSHA, Title 8, CCR 1529.

Desirable Qualifications: 

For all Divisions:

• An Associate Degree in Automotive Technology, Business, Construction Management, Public Administration, or related field.

For the Facilities Division – Mechanical Maintenance:

• Experience with in-house Building Management System (B.M.S.), Direct Digital Controls (D.D.C), and Variable Air Volume (V.A.V.).

Other Requirements:  

• May be required to work odd and unusual hours in the performance of duties and in emergency situations and to be available on an on-call basis, as assigned.
• Incumbents with a California Commercial driver's license may be subject to drug and/or alcohol testing as mandated by federal regulations.
• Must be able to perform all of the essential functions of the job assignment.

This essential role provides logistical support to ensure the operational readiness of all five City Fire stations and assists city-wide departments through reliable mail, materials, and records handling.

TYPICAL DUTIES:

• Provides logistical support to all five of the City’s Fire stations and departments by delivering essential supplies and materials to maintain operational readiness.
• Picks up, sorts, and delivers interdepartmental and USPS mail, packages, and materials to City departments and external entities; processes outgoing mail, meters postage, and maintains departmental records of postage use.

Work Schedule

The Board of Supervisors and District Four

Role Overview: Chief of Staff

The Chief of Staff provides high-level strategic and administrative support to the Supervisor, ensuring alignment with County priorities and addressing the unique needs of District 4. This position plays a central role in policy development, community engagement, and office management. Key responsibilities include:

• Leading and coordinating policy initiatives and legislative priorities for the district.
• Advising the Supervisor on complex policy and community issues.
• Serving as a liaison and spokesperson for the Supervisor with constituents, community groups, media, and other government entities.
• Responding to constituent concerns, including conducting site visits and direct outreach as needed.
• Conducting research and policy analysis on local and regional issues.
• Managing the office budget, processing invoices, and ensuring compliance with County financial procedures.

The Department

The Parks and Recreation Department is the third largest department in the City and is organized by program area, with each program administered by a supervisor, coordinator, or specialist. The Parks and Recreation Department is composed of a Director and 22 full-time management positions. The department is comprised of the Recreation, Parks, and Building Maintenance divisions. The Parks and Recreation Department mission is to provide opportunities for physical, cultural and social well being; protect and enhance the physical environment; and ensure the effective and efficient use of public facilities and open space.

The Building Maintenance Division maintains 32 facilities totaling more than 563,000 square feet and over 275 acres of park land. The division provides janitorial, preventative maintenance services, and necessary building and related equipment repairs to all of the City's facilities, including interior and exterior work. The division also performs a variety of tasks, which include moving furniture, set-ups, and many other miscellaneous tasks as required.
