DESCRIPTION 

We are seeking a collaborative, proactive Revenue Operations Manager who will be responsible for the direction and management of the Public Services Division of the Finance Department! 

The primary focus of this position is to manage and provide oversight of Citywide Revenue Operations, including billing, delinquency processing, and collection duties; oversees tax collection, the issuance of licenses and regulatory permits; cashiering and the receipt of payments. The position leads and guides the Public Services Division’s staff of nine, and is an essential senior management position reporting to the Deputy Finance Director. 

  

PRIMARY RESPONSIBILITIES 

• Plans, organizes, and manages the operations and staff of the Public Services Division of the Finance Department.   

• Develops, implements, and monitors long-term plans, goals, and objectives focused on achieving the department’s mission and priorities.   

• Directs the development, implementation, and evaluation of policies, procedures, systems, and work processes to achieve annual objectives and service standards.  

• Monitors and evaluates the efficiency and effectiveness of service delivery methods and procedures; recommends appropriate services and staffing levels.  

• Provides leadership, supervision, and mentorship to staff to ensure a high-performance, customer service-oriented work environment.  

• Forecasts, monitors, and directs Citywide revenue collection; oversees delinquency reviews, collection activities, cashiering functions , and appeals of enforcement actions.  

• Administers the Utility Billing program, including initiation and termination of customer accounts, delinquency processing, collections, and lien recommendations.  

• Coordinates water and wastewater utility rate administration, including working with consultants on financial and cost of service studies, verifying research and recommendations, and presenting findings to the Finance and Public Works Directors, City Council workshops, and Proposition 218 hearings.  

• Administers and oversees tax programs, including Transient Occupancy Tax, Business Tax and Licensing; reviews renewals, remittances, and applications; conducts audits; and ensures compliance.  

• Administers and oversees the parking citation adjudication program, including administrative reviews, procurement of hearing officers, and scheduling and conduct of hearings for various local programs on contested citations.  

• Oversees billing and collection of False Alarm fines.  

• Monitors and evaluates the impact of proposed legislation and regulations; researches and recommends new policies, procedures, and programs to ensure compliance with changing requirements.  

• Researches, prepares, and presents management studies, staff reports, and related documents to departmental leadership and City Council. 

• Manages procurement and contract administration for division programs and services, including development of RFPs, vendor selection, contract compliance, insurance requirements, and timely processing of vendor payments. 

• Provides staff assistance to the Deputy Finance Director; completes special projects as assigned; and represents the City at various meetings, workshops, and events. 

• Establishes and maintains appropriate internal controls; directs staff responsible for cash control, accounts receivable, revenue collection, and customer service.

Experience:

• Four years of responsible facilities, streets, landscape or fleet maintenance experience including one year of administrative and/or lead supervisory experience.

License or Certificate:

• Possession of, or ability to obtain, an appropriate, valid driver’s license.
• When assigned to vehicle and equipment maintenance:
  • Possession of, or ability to obtain, an appropriate, Class A Commercial Driver's License with P (Passenger) endorsement within probationary period.

Building Maintenance & Facility Oversight

• Proven experience managing building systems, including electrical, HVAC, plumbing, carpentry, painting, locksmithing, roofing, and door repair
• Ability to conduct regular inspections of City buildings to assess physical condition and ensure high-quality work from staff and contractors
• Oversight of custodial services across all City facilities
• Skilled in operating and maintaining computerized energy management systems

• Experience managing spare parts inventory and procurement processes
• Skilled in writing specifications for new vehicle purchases and conducting predelivery inspections

• Ability to train personnel in commercial driving standards and DMV-approved routes

• Supervise, train, evaluate, and participate in the selection of subordinate clinical and administrative staff, student interns, Mental Health Specialists, and Mental Health Workers; initiate and participate in personnel actions in accordance with Agency HR practices.
   

• Provide or arrange clinical supervision for licensed and unlicensed staff.
   

• Analyze caseloads, forecast resource needs, and review reports for accuracy and timely adjustments.
   

• Ensure compliance with mandated documentation, quality assurance, and regulatory requirements to maintain efficient and effective unit operations.
   

• Assist in the development and coordination of in-service training and staff development programs.
   

• May be required to transport clients using personal or Agency vehicles.
   

• Participate in on-call rotations and perform other duties as assigned.

THE POSITION

Tri-City is now actively recruiting for a Clinical Supervisor I or II for the School Based Services Program within the Child & Family Clinic. The Clinical Supervisor I/II position will report to the Clinical Program Manager and will supervise Clinical Therapists.

This position is responsible for a variety of ongoing responsibilities including, but not limited to:

• Collaborate with Program Manager to provide appropriate staff placement based on the clinical needs of the patients and ensure delivery of quality patient care; monitor, maintain, and adjust staffing levels according to unit productivity and staffing goals; participate in data collection for unit based on quality assurance indicators

 

• Provide guidance to subordinates on Agency philosophy, goals, objectives, policies, and procedures through casework conferences, staff meetings, and work review; assist and participate in the development and coordination of in-service training and staff development programs.

 

• Coordinate, supervise, and direct the clinical, operational and program activities, inclusive of unit personnel, on a day-to-day basis to meet unit objectives.

 

• Provide direct services to clients under appropriate scope of practice.

 

• Make or review decisions on difficult client assessment and casework matters; supervise the timely and accurate submission of activity logs of assigned staff; and review caseload and task/needs reports for accuracy and timely changes.

The City of Thousand Oaks is currently accepting applications to fill 3 part-time openings in the Public Works department: 2 in our Water division and 1 in our Wastewater division. Under supervision, the Public Works Utilities Aide (Hourly City Worker) will perform a variety of duties in support of Public Works staff.

Part-time work schedules are approximately 20-25 hour per week and may not exceed 1,000 hours in a fiscal year (July 1 – June 30).

 

Primary Responsibilities:

Responsibilities vary based on the division.

Water:
Assist with a variety of routine assignments and day-to-day tasks under the guidance of the Public Works utilities maintenance team, including:

• Fire hydrant maintenance
• Valve exercise program
• Air-Vac and blow-off maintenance
• Maintenance at the Municipal Service Center (MSC)'s pump station and reservoirs
• Inputting data into the MSC's work order system, MaintStar
• Meter reading, changing out meter registers and cellular endpoints, and moving to an AMI reading system

Wastewater:
Assist with a variety of routine assignments and day-to-day tasks under the guidance of the Public Works utilities maintenance team, including:

• Hydro cleaning maintenance
• CCTV inspections
• Canyon inspections
• Maintenance hole inspections
