Primary duties of the Planning Technician include (but are not limited to):

• Assist with data collection, analyze data using a variety of data sources, including GIS.

• Maintain and update GIS mapping system and other databases, create charts and maps as requested.
• Process code enforcement cases.
• Coordinate and conduct follow-up abatement procedures, including preparing correspondence, and property owner site visits. Conduct code and ordinance research for compliance. Receive, track/monitor and investigate public staff municipal codes and ordinances, standards, health and safety and other complaints.
• Conduct review of discretionary planning applications for design review, exceptions, tree removal, and other related requests.
• Serve as the City’s staff liaison to various groups (i.e., Orinda Historical Society)
  Basic mathematical principles.

• Proficiency in GIS mapping.

The Permit Technician will perform a variety of responsible technical and office support work in the Engineering division. Work may include reviewing permit applications relating to building, site development, construction, mapping, encroachment or occupancy; checking plans for completeness and performing basic review for permits; tracking plans and applications through the permitting process; calculating permit fees and issuing over the counter permits; performing a variety of office support activities, which may include telephone and counter reception, provision of factual information to visitors, receipt of payments, word processing, data entry and record keeping, report preparation and filing, and other related work as assigned. This position receives general supervision from the Public Works Director or designee, and exercises no direct supervision over staff.

SPECIAL EMPLOYMENT INFORMATION: This is a part-time position requiring a minimum of 24.5 hours per week, up to 37 hours per week. The schedule will typically be 25 hours per week, Monday through Thursday, with some flexibility with days and hours.
 

Examples of Duties:

• Provide customer service by responding to general public, developer, and agency inquiries by phone and at the counter; provide information regarding building, encroachment and grading permit policies and application procedures; and work cooperatively with property owners, contractors, architects, developers, engineers or their representatives to resolve questions regarding permit issuance and permit fees. 
• May review building, traffic control or engineering plans and specifications for completeness and conformance to application requirements and regulations; ensure that required permits have been obtained; verify contractor licensing; route plans to appropriate departments for review and sign off; track plans and ensure timely returns; prepare and track plan packets for plan check by outside contract services; and compiles plan check comments.
• Calculate, collect and record permit application and plan check fees; coordinate fee collection with staff; issue building, grading, encroachment, and over the counter permits for development projects; and coordinate bond releases with finance staff and contractors.
• Coordinate with outside agencies to ensure all necessary approvals acquired before issuing permits.
• Work closely with Code Enforcement Officer on code compliance issues to ensure community concerns are addressed and building code is adhered to.
• Assist in scheduling daily building or engineering inspections; monitor Division inspection phone line; and coordinate utility releases with building inspectors and utility company.
• Maintain department records, file and other reference materials; compile and disseminate data regarding permit activity and fee collections; prepare and edit correspondence, plan check comments and various technical and statistical reports.
• Establish positive working relationships with building contractors, developers, engineers, representatives of community organizations, state/local agencies, associations, City management and staff, and the general public.
• Perform related duties as assigned.

The Economic Development Manager will plan, organize, direct, coordinate and manage the activities of the economic development program utilizing specialized knowledge and skills to develop and implement strategies and projects to encourage business attraction, retention and expansion.  

The Economic Development Manager receives administrative direction from the Community Development Director. Responsibilities and essential functions of the position include, but are not limited to: 

• Assist the City Manager in developing and implementing the goals, objectives, policies and priorities for the economic development program. 
• Prepare and present staff reports and information on economic development projects to the City Council.
• Plan, prepare and implement marketing strategies, programs and special events that promote and expand the quality of life for both residents and businesses in the City and support economic vitality of the City.
• Participate in and manage collaborative programs of economic development with the Chamber of Commerce, business community and other public and private sector entities.
• Serve as the City’s representative and primary liaison to the Pleasant Hill Tourism Improvement District (TID), including staff support for formation/renewal of the TID. 
• Monitor, compile, analyze and report on various information data sources including employment, retail sales tax, business license, commercial real estate, population and demographics, hotel occupancy rates and assessed property values.
• Coordinate with other City divisions/departments on current and planned development projects.
• Exercise management and operational authority over assigned projects, services, and administration operations; maintain financial and administrative processes and records; develop recommendations for establishing and/or modifying policies and procedures.
• Monitor workflow of the Economic Development Division and review and evaluate work products, methods and procedures and make necessary recommendations to the City Manager.

The City of Newark is excited to announce an opportunity for an experienced professional to join our Public Works team as a Public Works Inspector! 

Under general supervision, the Public Works Inspector performs skilled and technical inspection work on a variety of public and private construction projects, including streets, utilities, and other public infrastructure. This role ensures conformance with approved plans, specifications, permits, industry standards, accepted construction practices, and all applicable local and state codes and contractual requirements.

The inspector reviews construction documents, oversees all phases of infrastructure installation and contract maintenance work—such as pavement overlays, stormwater systems, and utility installations—and ensures compliance with the Manual on Uniform Traffic Control Devices (MUTCD) for traffic control. Responsibilities include conducting field measurements, performing material testing, maintaining detailed daily field records, and using applicable software to compile construction reports. The inspector coordinates with contractors, developers, and agency representatives to resolve construction-related issues and may provide functional supervision of field staff on assigned projects. All work is performed in accordance with City safety policies and procedures.

This class performs a variety of technical inspections related to the construction of public streets, parks, site development improvements, paving, grading, drainage, erosion, and storm water quality controls. Assignments, objectives, and work methods are specified. Incumbents' work will be gradually performed on a more independent basis subject to occasional review through consultation with the supervisor.

EXPERIENCE AND TRAINING

Education: 

• Possession of a high school diploma or equivalent. College level course work in construction or engineering is desirable. 

Experience: 

• Two (2) years of technical experience in public works inspections, field surveying, grade checking, or related field.  

License: 

• Possession of a valid driver license and a satisfactory driving record throughout employment. 
• Possession of a Nuclear Density Gauge Certificate within the probationary period and throughout employment.

A Dispatcher II is a civilian employee of the Police Department who performs a variety of tasks in the Department’s Support Services Division. The Dispatcher II acts as the Department’s primary dispatcher, receiving and relaying incoming calls for emergency and non-emergency assistance; dispatching police units; operating a variety of telecommunications equipment including radio, telephone, and computer-aided dispatch systems; status monitoring, records and file maintenance in a computer-aided environment; and entry level dispatch training. A Dispatcher II may be assigned to work various hours, shifts, holidays, weekends and overtime.

Additional duties may include, but are not limited to, the following: prioritize requests for service based upon available resources, receive radio requests and handle accordingly, type, process and file a wide variety of reports and materials including memos, letters, complaints, declarations, warrants, citations, crime and traffic reports. Assists Department personnel and the public in person and by phone performing record checks, collecting fees and mailing requested reports to outside agencies in accordance with established regulations.

QUALIFICATIONS

Have a combination of education and work experience, including a minimum of 1 year of dispatch work; 2 years general office work involving typing of varied materials, public contact, general filing and basic record keeping; type at least 40 wpm (net). Have knowledge of business English, spelling; modern office practices and procedures; record keeping. Ability to dispatch police units quickly and effectively; work under pressure; exercise independent judgment; work with minimal supervision; make sound decisions in emergency situations; learn assigned clerical tasks readily and to adhere to prescribed routine; write English legibly; establish and maintain effective working relationships with other employees and the general public; operate computer-aided dispatch system, 911 emergency telephone, and other multi-line telephone systems, various law enforcement telecommunications systems, radio console with headsets and handsets, computer keyboards, cameras, intercoms, security. The City of Pleasant Hill offers a competitive compensation and benefits program.

• Salary: $6,987 to $9,050 per month. Placement within the range depends on experience and qualifications.

The City and the Public Works Director are seeking an ambitious leader with a service first mindset and eagerness for innovation and continuous improvement. Furthermore, the Maintenance Operations Supervisor oversees the maintenance and operations of City streets, storm water systems, sidewalks, facilities, landscapes, and parks within a Division of the Public Works Department. Responsibilities include planning and coordinating comprehensive maintenance programs, monitoring and inspecting repair work and service contracts, and ensuring quality and efficiency across projects.
