San Mateo County Health is seeking a well-qualified individual for the position of Social Work Supervisor - Aging & Disability Services (ADS) – Supportive Services. Social Work Supervisors plan, assign, review, and evaluate the work of a team of Social Workers, a Community Worker and Public Health Nurses. The Social Work Supervisor provides directions to staff on casework concepts, methods and procedures, provisions of services, and departmental policies and procedures under direction of a Health Services Manager.

The Social Work Supervisor position is located within ADS’ Supportive Services unit, which includes the Enhanced Care Management (ECM), Partners for Independence (PFI), and In-Home Supportive Services (IHSS) programs. In addition to overseeing operations and providing supervision to Social Workers in Supportive Services programs, the supervisor will assist with the on-going integration of California Advancing and Innovating Medi-Cal’s (CalAIM) ECM and Community Supports programs, working closely with the Health Plan of San Mateo (HPSM) – a Managed Care Plan for San Mateo County Medi-Cal recipients. In collaboration with key stakeholders, the supervisor will facilitate and refine care management and care coordination services to promote a seamless continuum of care within a whole-person centered care model.

The ECM and PFI program serve adult clients who need assistance managing complex medical and psychosocial needs, linking to community resources, and coordinating in-home care to safely remain in the community. The team conducts home and other field visits to assess clients’ psychosocial and safety needs engaging clients in the creation of appropriate case planning, care coordination and management goals.

This full-time position follows a Monday - Friday, 8am-5pm schedule, working in both South San Francisco and San Mateo offices. It is anticipated that the position will primarily work in the office during the probationary period, but include hybrid work accordingly. Office requirements include four on-site workdays to align with operational needs and County requirements.

The ideal candidate will possess the following:

• Strong leadership skills to direct the work of and motivate a team of Social Workers, Public Health Nurses and Community Workers.
• Familiarity with the laws, rules, regulations and procedures governing the operation of public social services agencies and the variety of service programs.
• Excellent organizational skills with the ability to plan and implement social service programs.
• Knowledge of case management principles, including integrating social and health care services to enhance client function and stability.
• Work experience and proficiency with IHSS.
• The ability to manage day-to-day program details while keeping in view the agency’s broader philosophy, standards, and requirements.
• Strong analytical and problem-solving abilities, with sound judgment in decision-making.
• A talent for innovating and streamlining processes to expand community access and simplify program operations for staff.
• Effective communication skills, with experience preparing and presenting both oral and written reports.
• The ability to build and maintain cooperative, respectful relationships with clients from diverse backgrounds, as well as with representatives of other units and agencies.
• Experience providing supervision and guidance to staff through a racial and equity lens.
• Possession of a clinical license such as an LCSW (or equivalent), which is highly desirable but not required.

Examples Of Duties

The Supportive Services Social Work Supervisor’s responsibilities may include, but are not limited to:

• Providing support and supervision to a team of Social Workers, Public Health Nurses, Community Worker, and/or office staff.
• Reviewing and approving health and psychosocial risk assessments, care plans, and other clinical assessments.
• Coordinating, overseeing, and participating in Interdisciplinary Care Team meetings.
• Overseeing the process for care coordination related expenses.
• Troubleshooting issues with the Q Continuum System, HPSM MedHOK database system and the State IHSS CMIPS II database system.
• Establishing and maintaining collaborative working relationships with peers and colleagues from IHSS and other managed long-term services and supports programs.
• Maintaining and reporting on program specific data, metrics and performance measures.
• Participating in on-going quality improvement and program evaluation.
• Assigning new ECM/PFI and IHSS referrals to ECM/PFI staff
• Reviewing, consulting and guiding IHSS work, including initial and reassessments.
• Providing field instruction to MSW graduate students if applicable.
• Understanding and supporting LEAP efforts (e.g., process improvement) tracking progress, and continuously gathering information about process improvements.
• Coordinating training for staff on ECM/PFI/IHSS related topics
• Conducting presentations to community partners, contract agencies, and other County staff.
• Reviewing client cases and communicating with clients’ formal and informal support as needed.
• Collaborating with HPSM and other partners.
• Developing and updating Supportive Services Policies and Procedures.
• Ensuring compliance with State and Federal regulations.
• Other duties as assigned.

Qualifications

Education and Experience:

San Mateo County Health is seeking a well-qualified individual for the position of Community Program Analyst II - Aging & Disability Services.

The Community Program Analyst II position within the In-Home Supportive Services (IHSS) Unit, a community-based service for older adults and people living with disabilities, within the Aging and Disability Services (ADS) Division. The position performs a variety of technical tasks related to monitoring, policy interpretation, policy development, and development of training materials for the IHSS program. Much of the work includes compiling and analyzing data, collaborating with staff and clients/families to ensure a service delivery system that is responsive to the needs of older adults and people with disabilities. Individuals should have knowledge of issues regarding aging, disabilities, functional/cognitive/mental limitations and experience in QA within a large, regulation driven service delivery system.

The Community Program Analyst will conduct QA case documentation reviews, home visits, and consultation as detailed by the California Department of Social Services (State). The analyst will provide technical guidance and education on program regulations and county operations and produce monthly, quarterly and year-end reports for Aging and Disability Services management/executives and State QA/Program Integrity. In addition, the analyst will serve as liaison among social workers, Public Authority and IHSS clients/providers to resolve disputes. The role also includes leading investigations and collaboration with the California Department of Health Care Services on suspected program misuse and oversight of all required QA monitoring work of the unit.

Community Program Analysts provide technical assistance and evaluate program functions to support effective community and client service delivery. They serve as County liaisons with contract service providers, and community-based organizations, ensure compliance with program regulations and procedures and monitor contracts related to assigned programs. Analysts may also perform other work-related duties as required.

The current vacancy is in the ADS Division located in San Mateo, CA, but may move to the South San Francisco office if needed. The position will travel throughout the County to perform the duties of this position. Travel to meetings and training courses located in Sacramento and other counties is also required.

The ideal candidate will demonstrate:

• Fluency in Spanish, Russian, Tagalog, Mandarin, or Cantonese (preferred but not required).
• A self-directed, proactive, and solutions-oriented approach, with strong attention to detail.
• Excellent written and verbal communication skills.
• Two to three years of leadership experience in a highly regulated program.
• Prior experience with IHSS.

Essential Duties and Responsibilities:

Qualifications:

• Help develop the strategic vision and goals and manage daily operations for the CAP.
• Coordinate the evaluation of the current CAP and launch the re-designed program.
• Pro-actively develop relationships with County departments and regional and local transportation agencies and other partners.
• Develop and implement a marketing and communications strategy and oversee all customer service-related issues for the CAP.
• Identify Transportation Demand Management best practices to be incorporated into the CAP.
• Serve as a liaison to County departments and regional transportation planning initiatives and partnerships.
• Execute contracts, monitor budgets, and coordinate with contractors and County Departments on logistics of the CAP (enroll employees, resolve any issues regarding transit passes, etc.)
• Conduct commute surveys and analyze commute and emissions data.
• Coordinate and support outreach events.

Education and Experience:
Any combination of education and experience that would likely provide the required knowledge, skills and abilities is qualifying. A typical way to qualify is three years of experience in the field of transportation planning or resource conservation which has included program analysis and coordination.

Description 

We are seeking an innovative and proactive Sustainability Manager who will be responsible for leading and managing important environmental programs and projects for the City of Thousand Oaks! As a key Division Head and member of the Public Works Senior leadership team, the Sustainability Division Manager will lead and guide professional staff and will be instrumental in integrating the City’s vision, goals, and people strategy. This is an essential senior management position reporting to the Deputy Public Works Director. 

Primary Responsibilities: 

Oversee, coordinate, and manage key programs and projects in solid waste, organic/food and hazardous waste, water conservation, drought contingency planning and implementation, energy conservation and efficiency, distributed energy resources including solar, battery energy storage and microgrids, clean energy procurement, and electric vehicle charging infrastructure citywide. 

• Plan, develop, implement, and manage strategies to reduce resource use and waste, and minimize the City’s environmental footprint.  

• Promote innovative practices which are economically, socially, and environmentally sustainable. 

• Plan, develop and manage activities for electric vehicle support within the City.  

• Lead implementation of City’s climate action plan including tracking, monitoring and reporting of performance metrics and greenhouse gas inventory. 

• Develop and implement methods and procedures to monitor projects, research strategies, analyze findings, create progress reports, and inform leadership and partners of status to ensure effective collaboration.  

• Promote, gather and communicate sustainability resources and the City’s sustainability efforts within the community.

• Plan, develop and manage programs for waste management and waste reduction including organic waste, food recovery and distribution, recycling, and household hazardous waste.

• Select, mentor and supervise staff to deliver optimum services. Provide regular and supportive feedback to staff to assist in their development.

The Department

The Parks and Recreation Department is the third largest department in the City and is organized by program area, with each program administered by a supervisor, coordinator, or specialist. The Parks and Recreation Department is composed of a Director and 22 full-time management positions. The department is comprised of the Recreation, Parks, and Building Maintenance divisions. The Parks and Recreation Department mission is to provide opportunities for physical, cultural and social well being; protect and enhance the physical environment; and ensure the effective and efficient use of public facilities and open space.

The Building Maintenance Division maintains 32 facilities totaling more than 563,000 square feet and over 275 acres of park land. The division provides janitorial, preventative maintenance services, and necessary building and related equipment repairs to all of the City's facilities, including interior and exterior work. The division also performs a variety of tasks, which include moving furniture, set-ups, and many other miscellaneous tasks as required. 

Ideal Candidate

The ideal candidate will have knowledge of methods, materials, tools, equipment, and techniques used in performing custodial repair and maintenance; occupational hazards and safety practices and procedures related to the work; and techniques for dealing with the public, City staff, and representatives of contractors in an effective manner. The ideal Building Maintenance Custodian will also have the ability to maintain proper standards of cleanliness in assigned areas; follow written and verbal instructions; maintain basic records; and use materials, tools, and equipment safely and effectively form physical labor, including periodic heavy labor.

The Position

TYPICAL DUTIES AND RESPONSIBILITIES (may include but are not limited to the following):

• Sweeps, mops, waxes and polishes floors; shampoos and cares for carpets and rugs.
• Dusts and polishes woodwork, furniture, fixtures and equipment; wash windows, walls and other fixtures.
• Empties and cleans trash containers and wastebaskets; picks up paper and other debris.
• Cleans rest rooms and maintain supplies.
• Locks and unlocks doors, as necessary, provides for other forms of building security.
• Sets up rooms for meetings and other special events.
• May deliver materials and supplies to and from City locations.

QUALIFICATIONS: Any combination of experience and training that would provide the required knowledge, skills, and abilities would be qualifying. A typical way to obtain the knowledge, skills, and abilities would be:

Experience: One year of janitorial experience 

Training: Equivalent to graduation from high school.

Licenses/Certificates: Possession of, or ability to obtain, an appropriate, valid California driver’s license and a satisfactory driving record, which must be maintained as a condition of employment.

Position Summary

Under general direction of the Director of Transportation for the Bus Transit division, contributes to the mission of Golden Gate Transit by ensuring that Golden Gate Transit has the best possible trained Bus Operators. Instruct Bus Operators for safe operations of vehicles, uniform compliance, and enforcement of District rules, regulations, policies, and procedures. Document Bus Operator Students’ performance. Must be willing to work shift assignments from Santa Rosa, Novato, San Rafael, or San Francisco Division locations. May be assigned to perform other duties.
 

Essential Responsibilities

• Conducts training class for newly hired bus operators, including obstacle course, classroom and “over the road” instruction by delivering standardized curriculum.
• Develops classroom curriculum, including itinerary, lesson plans, training and testing materials and implement training for newly hired and existing bus operators.
• Acts as designated D.M.V. examiner in the testing and certification of bus operators; or coordinates with D.M.V. to get student operators V.T.T. cards and license conversations.
• Maintains complete and accurate documentation on every facet of training and testing for each student as required and mandated by state and federal governments.
• Performs individual evaluations of student operators progress in the training program.
• Conducts ongoing Verification of Transit Training Classes for existing bus operators and other commercially licensed employees who need to maintain a V.T.T.
• Supervises Bus Operators fitness -for -duty as they report to work, including observing for divergencies from normal behavior patterns, uniform appearance, grooming and possessions of driving credentials and medical card.

• Works with the Director of Training and Safety on compliance with D.O.E., D.O.T., and D.M.V. training and documentation requirements
• Develops and implement minimum standards for bus operator trainees.
• Monitors progress of trainees and provide periodic counseling and progress evaluation.
• Conducts refresher training for bus operators returning to work after extended absence.
• Testifies on training or related fields at bus operator hearings, arbitrations, or trials.

• Re-trains bus operators as directed by disciplinary hearings on accidents or rule violations.
• Evaluates new equipment and changes in existing equipment and prepare data to be used as instruction criteria. (This material is distributed to bus operators when training on this equipment) outlines and checklists.

• Compiles and maintain "Training Subjects Manuals."
• Obtains and maintain appropriate certifications.
• Works with appropriate staff in the recruiting and selection process for bus operators.
• Works with passenger relations and planning department to provide ADA training for persons with disabilities.
• Represents GGT as necessary and assist in the structure and the presentation of the annual Regional Bus Roadeo.
• Instructs and monitor operation of G.F.I farebox and radio systems.
• Observes and monitor safe operation of vehicles by riding with operators, contact and correct operators on safety procedures.
• Issues infractions and/or discipline for violations of safety policy and procedures.
• Ensures employees under their supervision follow established safe work practices and obey all safety rules.
• Performs driver safety observations by riding on board buses or observing from a moving vehicle or fixed location and provide written reports on these observations; and issues discipline for safety violations observed.
• Knows and follows the safety and health rules and safe working practices applicable to his or her job.
• Establishes and maintains effective working relationships with District employees, customers, vendors, and all others contacted during the course of work using principles of excellent customer service.
• Performs additional related duties as assigned.
