ABOUT THE POSITION

ABOUT THE TEAM 
The Economic Development team is a small, but might group that consists of a Director and Manager dedicated to strengthening and diversifying the local economy in Gilroy. The team focuses on business attraction, retention, expansion, and strategic partnerships that enhance the city’s economic vitality. Working closely with internal departments, community stakeholders, and regional partners, the team plays a central role in shaping initiatives that support sustainable growth. As an intern, you will work directly alongside leadership, gaining insight into how economic development strategy is crafted and executed at the municipal level.

The Department: 

The Santa Clara City Library is a department of the City and has positioned itself as a dynamic community hub, providing access to information, literacy resources, educational programming, and promotes civic engagement in Santa Clara. The Library Department is organized into seven divisions: Administration, Adult Services, Branch Services, Customer Services, Facilities, Technical and Technology Services and Youth Services. Santa Clara City Library has recently finalized and is in the ongoing process of implementing its new Strategic and Facilities Master Plans that will support the direction of future library services.

 

The Position: 

This is an entry-level, as-needed position, requiring no previous training or experience.  After training, a Library Page is assigned routine tasks and duties, and works under direct supervision. Duties include manual work in connection with the use and maintenance of library resources such as checking in and shelving library materials and assisting with meeting room setup. This position may also assist in supporting library programs and services, as well as helping to create a welcoming environment at the library.   

 

The ideal candidate will demonstrate the ability to work collaboratively within a team while also being able to work independently. Strong communication skills, a commitment to excellent customer service, comfort with basic technology, and adaptability in a fast-paced public service environment are essential. Candidate should be someone who is approachable, dependable, and open to working in varied library locations. This recruitment is to fill multiple positions at Central Park and Northside Branch libraries.

 

As an as-needed employee, this is an "at-will" position and there is no guarantee of hours. Hours are limited to 999 in a fiscal year or 960 hours in a fiscal year for retired CalPERS annuitants.

The Position: 

The Code Enforcement Officer will conduct inspections, lead investigations and complete plan reviews. The Code Enforcement Officer will also determine violations and work towards compliance related to storm water pollution, sanitary sewer overflows, water waste incidents, fats, oils and grease (FOG) source control, recycled water, and related municipal codes and ordinances. Additionally, the incumbent will complete various water, sewer, and recycled water sampling.

Minimum Qualifications:

EDUCATION AND EXPERIENCE

Minimum Education Requirements: 

An Associate's Degree in City or Urban Planning, Business Administration, Construction Technology, Environmental Science, or closely related field.

 

Minimum Experience Requirements: 

Two (2) years of experience in public contact work involving zoning administrative investigation, building inspection or investigation, industrial/commercial pretreatment inspections, or stormwater pollution control, one year of which must have been in a supervisory capacity.

 

Acceptable Substitution: 

One (1) year of additional related experience may be substituted for each year, up to two years of the required education.

 

License/Certifications: 

Possession of a valid California Class C driver's license is required at time of appointment and for the duration of employment.

 

For the Public Works Department:
A recognized professional certification within the stormwater management field (QSP, QISP, CSM, CESSWI, CPESC, CPMSM, etc.) within twelve (12) months of appointment and for the duration of employment.
 
 For the Water and Sewer Utilities Department:
 A Grade II Environmental Compliance Inspector Certification issued by the California Water Environment Association within twelve (12) months of appointment and for the duration of employment.
 A Water Distribution Operators Certification from the State Water Resources Control Board is desirable.
 A Cross-Connection Control Program Specialist Certification from the American Water Works Association is desirable.

 

Desirable Qualifications: 

A Bachelor's Degree in City or Urban Planning, Business Administration, Construction Technology, Environmental Science, Sustainability, or closely related field is desirable.
A Code Enforcement Officer Certification by the California Association of Code Enforcement Officers (CACEO) is desirable.

Under general supervision performs a variety of semiskilled and some skilled manual tasks in the construction, repair and maintenance of public works and parks facilities; does related work as required.
 

DISTINGUISHING CHARACTERISTICS

Positions in this class are distinguished from those in maintenance worker by the requirement of the efficient operation of a dump truck, front end loader, light tractor with mower attachment or similar equipment on a production basis and requires a knowledge of the methods, tools and equipment of the department and/or division to which assigned.

 

Essential Job Functions

May include, but are not limited to, the following:

In addition to the general duties listed below, the following duties are also performed in the Golf Operations Division:  As a member of a crew, incumbents participate in the following crew activities, independently performing certain tasks as assigned.

• Operates various equipment involved in the maintenance of golf courses.
• Operates a light tractor with gang or sickle mower attachment, small roller or comparable attachment.
• Operates light equipment such as mowers, aerators, spray rigs, utility vehicles, backhoes, front-end loaders and dump trucks.
• Prunes small trees and shrubs
• Edges ground cover.
• Repairs irrigation, installs plant material, performs landscape construction duties.

General:

• Operates various equipment involved in the maintenance of street, sanitary sewers, storm sewers, water distribution system, parks, street trees, or golf course.
• Operates equipment such as air compressors, pneumatic hammers, power activated hammers, chain saws, concrete saws, pipe cutters, sprayers, compactors, forklifts, painting and spraying equipment and rollers.
• Operates power tools such as air compressors, jack hammers, wet tapping machines and painting and spraying equipment;
• Loads, unloads and operates pick-ups and trucks to transport maintenance supplies and materials.
• Places traffic control flags, signs and cones to direct traffic around work sites; may direct traffic.
• Uses general carpentry and mechanical hand tools such as brooms, rakes, shovels, ladders, hammers, screwdrivers, pliers, saws, drills and wrenches.
• Performs routine maintenance and repair of hand and power tools.
• Tactfully responds to questions and comments from the public.
• Responsible for the safe operation of equipment and tools used.
• May prepare and keep written records and make material and equipment requests.
• May perform some tasks regularly assigned to senior level classes, particularly on a training basis.
• Performs other duties as assigned.

 

WORKING CONDITIONS

Position requires sitting, standing, walking on level, uneven and slippery surfaces, reaching, twisting, turning, kneeling, bending, stooping, squatting, crouching, grasping and making repetitive hand movements in the performance of daily duties. The position also requires both near and far vision when operating assigned equipment. Acute hearing is required in both the field and the office. The ability to lift, carry and push tools, equipment and supplies weighing up to 70 pounds, such as a jackhammer, is also required. Additionally, the incumbent in this outdoor position works in all weather conditions, including wet, heat, and cold. The incumbent may be exposed to fumes, dust chemicals, biohazard materials and air contaminants. The nature of the work may also require the incumbent to climb ladders, use power and noise producing tools and equipment, work in confined spaces, drive motorized vehicles and work in heavy vehicle traffic conditions. Some of these requirements may be accommodated for otherwise qualified individuals requiring and requesting such accommodations.

The base salary for this classification includes pay for potentially hazardous duties as listed in the essential job functions. 

 

Minimum Qualifications

Education & Experience

The minimum qualifications for education and experience can be met in the following way:

Graduation from high school or tested equivalent; AND

Two years of maintenance experience equivalent to the level of Maintenance Worker I.

Knowledge and Abilities

Knowledge of: 

• The basic techniques, equipment and materials used in the maintenance of water systems, sewers and/or streets, as required by the program to which assigned.
• The safety procedures for operating equipment and power tools.
• The proper use and care of common hand tools.
• Work practices governing the maintenance and construction of municipal facilities such as streets, sewers, water lines, golf courses, and landscaped areas;
• Landscaped maintenance practices

Ability to: 

• Work effectively alone and as a member of a crew.
• Operate a dump truck or like mover vehicles requiring comparable skills.
• Operate pneumatic and power tools
• Locate utilities and understand Underground Service Alert (USA) procedures as required by the specific position.
• Safely perform heavy manual labor.

ABOUT THE POSITION

The City of Gilroy is recruiting an undergraduate or graduate-level City Emergency Management College Summer Intern for the summer of 2026. This internship will provide a significant opportunity to gain experience and exposure and accumulate skills that are used daily in city government emergency management programs that make substantial impacts to the community. The Emergency Management Team works year-round to ensure that community is prepared for disasters through planning, training, outreach, and coordination with local and regional partners. Working under the supervision of the Emergency Services and Volunteer Coordinator, the Emergency Management Intern will assist with planning, preparedness, outreach, and administrative functions that support OEM programs and Emergency Operations Center (EOC) readiness. DESCRIPTION 

We are seeking a collaborative, service-oriented individual to conduct a variety of code compliance duties with competence and professionalism.
