The Environmental Services Department (ESD) is a national leader in pollution prevention, watershed protection, utility services, and climate action. Position Duties:

Salary Range

The Assistant Director salary range is currently $178, 713.34 - $288, 700.62. Placement within this range will be dependent upon the qualifications and experience of the individual selected. This salary includes an approximate five percent (5%) ongoing non-pensionable compensation. The salary is supplemented by an attractive benefits package. 

The Position

Reporting to the Director, the Assistant Director serves as the Chief Operating Officer of the Environmental Services Department (ESD), overseeing a budget of approximately $550 million and seven direct reports. This executive leader provides strategic and operational direction across a broad and complex portfolio, including Integrated Waste Management, Watershed Protection, Water Resources, Wastewater Management,  Regulatory Affairs and Purified Water, Utility Financial and Business Operations, and Communications. In partnership with Deputy Directors, department leaders, and citywide stakeholders, the Assistant Director drives alignment with City priorities while ensuring regulatory compliance, operational excellence, and organizational effectiveness. Key responsibilities include leading utility rate setting, guiding long-range capital and infrastructure planning, and supporting major initiatives such as homelessness response and environmental restoration. The Assistant Director also plays a critical role in supporting the Director by overseeing the preparation of City Council presentations and tracking high-impact departmental initiatives. This position requires a leader with strong emotional intelligence, sound judgment, and the ability to navigate both day-to-day operations and long-term strategic goals. Minimum Qualifications:

• Education: A bachelor’s degree from an accredited college or university in business administration, public administration, engineering, environmental sciences, or related field.

• Experience: Seven (7) years of increasingly responsible experience in business management and/or administration, operations, or maintenance is required.

• Experience managing a work unit equivalent to a major division within a public agency is preferred.

SUMMARY DESCRIPTION

2. 8. Assist in the maintenance of the City land use data base; produce various reports derived from the data base; research and compile data for special projects and various reports.
9. Assist in the collection of data for annexations; assist in processing annexation applications.
10. Maintain a variety of statistical records; check and tabulate statistical data; prepare simple statistical reports; prepare monthly/annual report on department activity.
11. Compose routing documents for department comments and outside agencies’ comments.
12. Perform clerical duties related to department activities.
13. Serve as a member of various staff committees as assigned.
14. May be required to attend Planning Commission meetings to present information.

QUALIFICATIONS

The Process Control Technician performs a variety of technical and professional engineering duties related to the design, installation, set-up, programming, troubleshooting and maintenance of hardware, software and instrumentation associated with the District’s Supervisory Control and Data Acquisition (SCADA) systems.

They support Operations and Maintenance by troubleshooting, researching, designing, purchasing, and installing field instrumentation, programmable logic controller (PLC), operator interface terminals (OIT), variable speed drives, electrical systems, and other appurtenances. The Process Control Technician provides PLC and OIT programming and installation support making programming changes as required for the efficient operation of new and existing District facilities.

Position Duties  

The Department of Public Works is recruiting to fill an Information Systems Analyst (ISA) position within the Enterprise GIS (Geographic Information Systems) team.  

Salary range(s) for this classification is $137,089.68- $167,032.32 annually. This salary range(s) includes an approximate five percent (5%) ongoing non-pensionable compensation. Actual salary shall be determined by the final candidates’ qualifications and experience.  

The Enterprise GIS team operates out of the Department of Public Works but works across the city to coordinate GIS efforts, lead multi-departmental GIS projects, geospatially-enable City business systems, and administer Enterprise GIS infrastructure for citywide use. The city has standardized on a modern technology stack consisting of Windows Server, Esri ArcGIS platform, VertiGIS Studio, Safe Software FME, and SQL Server enterprise geodatabases. The city has an enterprise license agreement with Esri, and the Enterprise GIS team maintains a large Enterprise GIS server environment with public and internal-facing ArcGIS Server instances, complementary ArcGIS Portal and ArcGIS Online organizations, an SDE environment featuring a data catalog with over 1,000 feature classes, and integrations with dozens of business systems.   

The ISA is a professional-level position in the IT professional management series and responsible for GIS system administration, database design, business system integration, application development, and implementation of large-scale enterprise projects. The position requires a GIS professional with broad technical experience as well as the ability to take initiative and direct others. The ideal candidate must be a strong individual contributor that is able to take full ownership of projects, designing solutions in alignment with City Enterprise GIS standards and industry best practices and working at a hands-on level to build, implement, and support such solutions. The position also demands proven ability to troubleshoot and resolve complex technical issues with limited resources. Advanced knowledge of the ArcGIS platform and experience with GIS server administration is required. Experience with VertiGIS Studio and GIS web application development in an Esri environment is highly desirable.   

The GIS ISA reports to the Enterprise GIS Manager. This position is responsible for programming that supports the development and maintenance of major applications used citywide.  

Key responsibilities and duties may include, but are not limited to the following:   

• Administer Enterprise GIS server environment (ArcGIS Enterprise, VertiGIS Studio, FME Server), including planning for and conducting system upgrades; applying and confirming patches; capacity planning and load testing; publishing and tuning services; managing backups; troubleshooting and resolving system issues; managing security policies, user accounts, roles, and permissions; and maintaining system documentation. 

• Meet with business owners and end users to gather and document requirements for GIS solutions. Design, build, and deploy mapping applications on the ArcGIS platform. Provide documentation, training, and support to end users.  

• Develop and maintain web mapping applications using VertiGIS Studio Web 5.x, including web map authoring, site configuration, and development of print templates, reports, and workflows.  

• Develop and maintain complex geoprocessing routines and ETL workbenches using FME and/or Python.  

• Conduct data modeling and design activities for new datasets by analyzing inputs and developing appropriate schemas in alignment with City standards. 

• Build and support GIS integrations with City business systems.  

• Lead large-scale, cross-department Enterprise GIS projects. Work collaboratively with departments to reduce program redundancies and support effective use of enterprise resources. Train end users on enterprise standards and best practices; provide development oversight and guidance. 

In addition, this position is part of a team responsible for providing GIS support in the Emergency Operations Center (EOC) when activated.

The Associate Planner provides information and assistance to property owners, developers, contractors, and the public, in addition to providing complex professional assistance to the Community Development Director, City Council, Planning Commission, and others in areas of expertise.

THE POSITION

The Director of Finance is a regular full-time exempt and at-will position. Under general administrative direction, plans, directs, and manages the activities, staffing, resources and operations of the City’s Finance Department; acts as a member of the City Manager’s Executive Team; and provides Financial guidance to complex and sensitive issues.

The ideal candidate will have experience in directing, managing, and operations of a Finance Department in a Public Sector environment, excellent communication skills, ability to cultivate positive relationships, approachable, responsive, and innovative.

This is an excellent opportunity for a new or seasoned leader to advance progressive City initiatives.  The successful candidate will be offered an employment agreement based on their qualifications for the position.  

THE DEPARTMENT

The Finance Department operates with thirteen full-time staff members (inclusive of the Finance Director) with an annual budget of approximately $130 million to manage for the City of which 2.3 million is attributable to the Finance department.  The department is currently going through an enterprise ERP change over and are working on the final stages of the payroll conversion. The Finance Team is made up of dedicated and hardworking individuals that are improving the financial operations throughout the City.   The Financial department is a liaison for all City departments.

ABOUT THE POSITION

Under general supervision, a Police Officer is responsible to perform law enforcement and crime prevention work; to control traffic flow and enforce State and local traffic regulations; to perform investigative work; to participate in and provide support and assistance to special department crime prevention and enforcement programs. This is the entry level classification in the professional police series requiring sworn peace officer status.

Examples of Essential Duties (include but are not limited to):

•  Patrol the City in radio-equipped car or on foot.
•  Answer calls for the protection of life and property, and the enforcement of city, county, and state laws.
• Conduct both preliminary and follow-up investigations of disturbances, prowlers, burglaries, thefts, hold-ups, vehicle accidents, death, and other criminal incidents.
• Patrol the City and respond to calls related to traffic incidents and any other required emergencies.
• Observe, monitor, and control routine and unusual traffic conditions.
• Assist and advise motorists and enforce traffic safety laws.
• Make arrests as necessary.
• Interview victims, complainants, and witnesses.
• Interrogate suspects; gather and preserve evidence.
