Tri-City is now actively recruiting for a  JPA Administrator/Clerk position that will directly support our Executive Team. Tri-City Mental Health Authority is seeking an experienced and detail-oriented professional to serve as our Joint Powers Authority (JPA) Administrator/Clerk.

This role is ideal for someone with strong public sector governance experience, exceptional organizational skills, and knowledge of California public agency compliance requirements.
 

THE POSITION

The JPA Administrator/Clerk serves as the official custodian of Governing Board and Behavioral Health Commission records and oversees governance-related public records administration. The position acts as the Recording Secretary for public meetings and supports compliance with the Brown Act, California Public Records Act, and Political Reform Act.

This position is responsible for a variety of ongoing responsibilities, including, but not limited to:

• Serve as the official Recording Secretary to the Governing Board and Behavioral Health Commission, including attending meetings; preparing, recording, certifying, and maintaining official minutes, resolutions, agendas, and related governance documentation

• Coordinate and process governance-related filings, legal notices, resolutions, declarations, and official documentation requiring Governing Board review, approval, certification, or publication
• Administer and coordinate responses to Public Records Act requests, subpoenas, claims, and records retrieval requests while ensuring confidentiality and proper handling of sensitive information
• Maintain and update governance-related information on the Agency website, including Governing Board and Behavioral Health Commission rosters, agendas, meeting notices, minutes, and public announcements
• Conduct research, gather and organize information, and prepare reports, memoranda, presentations, and technical documents for the Executive Director, Executive Management Team, Governing Board, and Behavioral Health Commission
• Provide high-level confidential administrative and governance support to executive leadership on sensitive, complex, or agency-wide matters requiring discretion and independent judgment
• Support governance and administrative coordination of contracts and agreements requiring Governing Board review or official record retention, including routing documents through administrative and legal review processes
• Coordinate meeting logistics, schedules, follow-up actions, and communication between Governing Board members, Commission members, executive leadership, legal counsel, and agency staff

The Process Control Technician performs a variety of technical and professional engineering duties related to the design, installation, set-up, programming, troubleshooting and maintenance of hardware, software and instrumentation associated with the District’s Supervisory Control and Data Acquisition (SCADA) systems.

They support Operations and Maintenance by troubleshooting, researching, designing, purchasing, and installing field instrumentation, programmable logic controller (PLC), operator interface terminals (OIT), variable speed drives, electrical systems, and other appurtenances. The Process Control Technician provides PLC and OIT programming and installation support making programming changes as required for the efficient operation of new and existing District facilities.

DEFINITION

The City of Live Oak Internship Program is designed to attract, develop and mentor innovative individuals interested in pursuing a career in the public sector. CLASS CHARACTERISTICS

General

The Principal Transportation Planner, Multimodal Corridor Programs will report to the San Mateo County Transportation Authority (SMCTA) Manager, Planning and Fund Management, and will be responsible for leading strategic planning initiatives for the Corridor Connect Program, managing the Highway Program Call for Projects, and leading major multimodal safety and congestion relief planning projects. This Principal Transportation Planner will work in partnership with jurisdiction staff across San Mateo County to support local agencies with complex transportation projects, community engagement, and grant or funding strategy development. This role will also support the Planning & Fund Management team members with other SMCTA managed programs, as needed, including the Pedestrian & Bicycle Program and Transportation Demand Management Program. 

Essential Functions & Duties

Examples of Essential Functions: 

• Coordinate on-going initiatives and programmatic activities, monitor progress of priority projects, and communicate updates regularly to stakeholder groups along SMCTA Corridor Connect major highways include US 101, El Camino Real, and Highway 1   
• Manage complex and multi-disciplinary planning projects, or significant portions of such projects, involving a high level of technical complexity, public visibility, and coordination with numerous stakeholders.
• Compile, arrange, analyze, and interpret transportation, demographic and financial data, and presenting them in both quantitative and qualitative formats.
• Facilitate public meetings/workshops and assist with promoting community-based organization partnerships in planning efforts.
• Provide technical assistance to stakeholder agencies on various transportation subject areas by leading projects on behalf of outside agencies, managing consultant contracts, and providing strategic guidance on an as needed basis.
• Lead the development of funding strategies to assist with advanced planning for implementing projects.
• Work collaboratively with internal and external teams to help advance and support mobility initiatives with a focus on multimodal safety and congestion relief for highways and major arterials.

Coordinate staff training and professional development, establish performance objectives, monitor and evaluate employee performance.

• Manage projects and/or programs in partnership with outside agencies, including but not limited to cities, County of San Mateo, and City/County of San Mateo Association of Governments (C/CAG).

• Prepare or coordinate the research, analysis and writing of reports for the SMCTA Board and/or advisory committees.

• Develop and present oral reports in relation to SMCTA planning and program initiatives.

• Knowledge of transportation planning and/or engineering for bicycle/pedestrian, transit, transportation demand management, multimodal highways and the environmental process for transportation projects is preferred.
• Knowledge of Caltrans Local Assistance Procedures Manual and best practice design standards such as NACTO, AASHTO, and other sources.
• Knowledge of local, regional, state, and federal grant funding opportunities.  
• Experience with GIS and proficiency with Microsoft Office Suite.
• Proven experience utilizing analytical, written and verbal communication and presentation skills at many different levels of an organization.

Position Duties:

Salary Range

The Assistant Director salary range is currently $178, 713.34 - $288, 700.62. Placement within this range will be dependent upon the qualifications and experience of the individual selected. This salary includes an approximate five percent (5%) ongoing non-pensionable compensation. The salary is supplemented by an attractive benefits package. 

The Position

Reporting to the Director, the Assistant Director serves as the Chief Operating Officer of the Environmental Services Department (ESD), overseeing a budget of approximately $550 million and seven direct reports. Experience: One (1) year of experience in the handling of or caring for animals.

Education: Equivalent to completion of twelfth (12th) grade.

License: Possession and maintenance of a valid Class C California Driver's License by the time of appointment.

Persons hired must obtain a certificate from the California Commission on Peace Officers Standards and Training covering laws of arrest and safety in firearms as described in Chapter 4.5, Section 832 of the Penal Code within 90 days from the date of employment.

Person hired must obtain Certification in Humane Euthanasia within 90 day days from the date of employment.

ABOUT THE DEPARTMENT

The San Rafael Fire Department is an all-risk fire agency with 69 highly trained operational firefighters providing services in firefighting, Advanced Life Support (ALS) response, ambulance transport, technical rescue, hazardous material response, disaster response, fire prevention, and community preparedness.   

The San Rafael Fire Department delivers exceptional public service from seven neighborhood fire stations.  Our department philosophy of community fire servicing emphasizes collaborative relationships with the community.  

THE POSITION

The San Rafael Fire Department is seeking a full-time Administrative Analyst to join our Administrative Division.  At the direction of the Department's Senior Management Analyst, this position provides professional administrative support to the Fire Department, with responsibilities including contracting, grant management, principles in accounting and other administrative duties.

The ideal candidate will be a blend of the following skills and experience:

• Background and knowledge of accounting and budgeting including accounts payable, accounts receivable, and budgeting.
• Experience with managing contracts, risk management, and the RFP process.
• Ability to create flyers, news posts, and other outreach material to the broader community.
• Excellent written and verbal communication skills, with the ability to prepare clear, accurate meeting agendas, minutes, and memos.
• Experience with payroll and understanding of basic human resources policies and principles.
• Ability to analyze data and present concise written recommendations or summaries of findings.
• A collaborative, service-oriented approach to working with the public, internal staff, and staff across departments.

• Plans, organizes, coordinates and implements day-to-day program assignments independently.
• Conducts research, analyzes data, and presents conclusions and recommendations.
• Analyzes federal and state laws and regulations as they relate to assigned programs and develops and implements changes.
• Develops program manuals, comprehensive reports, handouts, flyers, newsletters, and other documents for communicating program  information.
• Drafts and publishes authorized social media posts, consistent with City messaging, and responds to citizen inquiries on behalf of Department.
• Plans and coordinates civic engagement events.
• Participates in the training of clerical personnel.  May provide work direction to others.
• Prepares comprehensive written reports regarding program activities.
• Educates and engages with other city staff, city council, community representatives, and citizens.

EDUCATION AND EXPERIENCE

Any combination of experience and training that would provide the required knowledge and abilities is qualifying.  A typical way to obtain the required knowledge and abilities would be:  (Please see  job spec for additional details):  

• Equivalent to an Associate's degree with college course work in public administration, business administration, or a related field, AND
• Three (3) years of progressively responsible administrative support experience, preferably within a public agency.
• Experience involving extensive written customer communications, employer social media posts, research, budget preparation/reconciling; development of marketing materials and event planning/coordination may substitute for the required education on a year-for-year basis.
