THE DEPARTMENT

The Human Resources Department provides a wide range of internal service support to the City's 12 departments and over 400 employees, strategically aligned with the City Manager's Office leadership of the City team.

The Human Resources Department is composed of a Human Resources Director, Risk Manager, Senior Human Resources Analyst, and three additional support staff positions.

The Human Resources Operations Manager oversees a variety of labor relations and benefits administration duties and serves on the bargaining team during union negotiations.  They will work closely with the HR Director to make important decisions for the HR Department, such as organizational structure changes and staff oversight responsibilities while also serving as a subject matter expert to fellow HR staff and department heads.  They will oversee HR staff and contribute to the development of the Department's annual budget.  This role focuses on supporting the HR team in union relations, meet and confer challenges, grievance responses, and contract negotiations, while supporting department managers through the employee coaching and progressive discipline process.  The Human Resources Operations Manager will use a high degree of accuracy, independent judgment, and discretionary decision-making with respect to interpretation and Memorandum of Understanding (MOU), City policies and procedures, the Employer-Employee Relations Resolution and Public Employment Relations Board rulings.  This position also provides oversight for employee benefits administration, and worker's compensation programs for the City.  

IDEAL CANDIDATE

The Human Resources Department has one (1) vacancy to be filled at either the Human Resources Operation Manager or Principal Human Resources Analyst classification.

The ideal candidate will bring extensive experience in labor relations, collective bargaining, contract negotiations, and employee relations, including grievance response, workplace investigations, performance management, and providing guidance and coaching to supervisors and managers.  Experience with benefits administration, day-to-day payroll functions, and local government operations is highly desirable.  The successful candidate will be results-driven, adaptable, and customer-service orientated, with the ability to excel in a highly autonomous environment and effectively support eight bargaining units.  

This individual will possess strong analytical and strategic thinking skills enabling them to navigate complex human resources issues and develop practical, innovative solutions.  Exceptional interpersonal and communication skills are essential to building and maintaining productive relationships with department leaders, elected and appointed officials, employees, and labor representatives.

• Assists in the development and implementation of goals, objectives, policies, procedures and work standards for the department, assists in administering the department's budget.
• Plans, organizes, administers, reviews and evaluates the activities of professional and technical support staff.  Assist the Human Resources Director in employee relations and labor negotiations.
• Confers with City employees regarding personnel, employee relations, or related activities or problems and may assist the Director in conferring with supervisors and managers on the same matters.
• Prepare complex written reports and make presentations to the City Council as required.
• Assists the Director in managing the training program for the City in assessing training needs and in developing programs to enhance the skill and performance level of employees.
• Selects assigned staff and provides for their training and professional development; interprets City policies and procedures to employees.
• Directs and conducts analytical studies; develops and reviews reports of findings, alternatives, and recommendations.
• Helps in preparing the department's annual operating budget; monitors expenditures to ensure that the department operates within the allocated budget.
• Oversees the recruitment testing and certification program for the City; reviews and approves recruitment and examination plans for open and promotional recruitments using established guidelines and authorities; works with subordinate staff to design and implement appropriate internal procedures to assure that the recruitment, testing, and certification meet accepted standards.
• Manages and directs the City's employee benefits program, including leave management programs; negotiates with insurance carriers on rates and coverage; works with insurance brokers to obtain the best rates and coverage for a variety of products.
• Participate in labor relations activities, including contract negotiations, meet and confer sessions and meet and consult sessions.
• Serve as the HR lead regarding Information Systems/Technological management
• May be required to conduct investigations into discrimination complaints and make recommendations for resolving complaints; coordinates City response to state and federal enforcement agencies when required.

• Develops and delivers training and interprets City policies and procedures to employees.
• Directs and conducts analytical studies; develops and reviews reports of findings, alternatives and recommendations.
• Helps in preparing the department's annual operating budget; monitors expenditures to ensure that the department operates within the allocated budget. 
• Periodically reviews and evaluates established recruitment and selection procedures and recommends and implements changes when required.

EDUCATION/EXPERIENCE

Human Resources Operations Manager

• Sufficient education, training and/or work experience to demonstrate possession of the following knowledge, skills and abilities which would typically be acquired through:
  • Education: Possession of a bachelor's degree with major course work in business or public administration, industrial relations, human resources management or a closely related field, AND
  • Experience: Five (5) years of professional experience in public administration required, including two (2) years of direct supervision preferably in a public agency.
  • Master's degree in Human Resources Management, Public Administration or a related field is preferred.

Principal Human Resources Analyst

• Sufficient education, training and/or work experience to demonstrate possession of the following knowledge, skills and abilities which would typically be acquired through:
  • Education: Possession of a bachelor's degree with major course work in business or public administration, industrial relations, human resources management or a closely related field, AND
  • Experience: Five (5) years of professional experience in public administration required, including two (2) years of increasingly responsible work in the areas of labor and employee relations and/or Worker's Compensation.
  • Master's degree in Human Resources Management, Public Administration or a related field is preferred.

THE POSITION

The successful candidate for Director of Finance & Administrative Services will bring a proven breadth and depth of financial management experience to the position. Appointed by and reporting to the City Manager or their designee, the new Director will lead a staff of 35 in the management of accounting, cash management, revenue collections, business licensing, utility billing, purchasing, payroll, budget, and information technology. Bringing supervisorial and leadership experience, the Director will have an opportunity to continue to build and enhance the department team as it faces future retirements. The Director will offer recommendations and solutions to the City Manager and will advise the City Council on long-term financial planning on policy matters. Working collaboratively with other members of the executive team and staff, the Director will take a proactive approach to identifying opportunities for new ideas, creativity, innovation, and technological advances. In addition, the Director will foster a team approach of customer service and problem solving as well as a culture that accepts and embraces change. Exceptional communication skills and a strong desire to provide superior services to both internal and external customers are critical. The Director will be comfortable in an organizational culture that welcomes input, engagement with, and participation of the community. The city utilizes a two-year, budget and currently faces budgetary challenges due to changing CalPERS retirement costs and laws, decreased tax revenues, and other structural issues. The Director will work closely with the City Manager, executive team, and staff in order to address these issues, identify necessary solutions, and facilitate highly efficient services and programs to the community.

MINIMUM QUALIFICATIONS

This position requires a Bachelor’s degree, and desirably a Master’s degree and CPA, in accounting, public or business administration or a related field. In addition, progressive executive level responsibility is desirable in finance administration, accounting, auditing, budget administration, purchasing and risk management, long-range financial forecasting, debt and investment strategies, and labor negotiations. Experience with information technology and computer software systems is highly desirable.

This is an excellent career opportunity for individuals who have a breadth of financial management experience in various agencies as a division head, Deputy Director, or Director. While experience in municipal finance is highly desirable, a combination of public and private sector experience is acceptable as well.

ABOUT THE POSITION

The City of Redwood City, Engineering and Transportation Department announces an opportunity for the position of SUPERVISING CIVIL ENGINEER.  The Supervising Civil Engineer works under general direction of the Engineering and Transportation Director/City Engineer.  This position is responsible for planning and overseeing the work of the Capital Improvement Program (utilities, parks/special projects for building facilities, and creek/channel/levee improvements) and inspection services and supervising and participating in design, construction, and support services.  In addition, the Supervising Civil Engineer provides technical staff assistance in the review of agreements and other engineering functions.  The Supervising Civil Engineer may be required to fulfill the duties of the City Engineer, in the City Engineer’s absence.

Position Duties

The Department of Transportation is currently seeking to fill 1 vacancy  for the Transportation Services Manager  (Parking Manager I/II) position. The Transportation Services Manager (Parking Manager I/II)  reports to the Parking and Downtown Operations Division Manager and is responsible for overseeing the operations, administration, and strategic management of eight (8) parking garages and six (6) surface lots comprising of approximately 7,300 parking spaces, primarily located in Downtown San José. The position also oversees approximately 2,500 on-street parking meters citywide and plays a key role in the development and implementation of parking and curb management policies, operational procedures, and infrastructure and technology improvements. Responsibilities include managing parking operations and technology systems, supporting mobility and access initiatives, coordinating maintenance and capital improvement efforts, and advancing curb space management strategies to balance parking demand, transportation needs, and downtown economic activity.
 
The Transportation Services Manager (Parking Manager I/II)  oversees a team of eleven (11) which include two (2) direct reports -- a Parking and Ground Transportation Administrator and a Sr. Analyst. 
 
One of the primary focuses of this position is to manage and lead a team that works directly with Downtown businesses and residences, community groups and associations, Council Offices, the Downtown Parking Board, the Convention Center and Cultural Facilities operator and City departments to deliver off-street and on-street parking services. 
 
Under direction, the position performs professional, analytical and administrative work of considerable difficulty in developing, implementing and managing agreements and contracts that involve off-street and on-street parking operations. Projects currently underway include major facade and elevator modernization improvements, analysis of the off street parking security program, developing capacity and usage trends for each parking 
facility and on-street meter zones, administration and development of parking agreements to spur downtown development or office leasing activity.   
 
The successful candidate for this position will be expected to achieve results, lead continuous improvement efforts and ensure that the operations of the off-street and on-street parking program are consistently managed and maintained to provide the highest level of customer service, minimize program costs, and maximize cash flow to the City. 
 
This position is responsible for leading and managing the Off-Street Parking and On-Street Parking meters and curb management in the Department of Transportation. Principal areas of responsibility include the following: 
• Leading and managing off-street and on-street parking staff through the establishment of goals, creation of an innovative work environment, maximizing development opportunities and providing appropriate recognition. 
• Quantitative planning and analysis of Downtown San Jose parking supply and demand based on local market conditions and future developments. 
• Oversight and maintenance of parking facilities, parking guidance system, and on-street parking meters, and curb spaces.
• Providing staff support and working effectively with advisory committees, boards, task forces, community groups, associations and staff in other departments and/or agencies. 
• Coordinating/assisting in preparation of new parking ordinances/resolutions, Requests for Proposals (RFPs), agreements, and City Council memorandums for Off-Street and On-Street Parking Services. 
• Managing marketing agreements and implementing strategies to attract customers and participation in various current or future parking programs  
• Performing and analyzing results from semi-annual customer service survey for all parking facilities and tracking City Council approved Performance Measures and preparing Off-street and On-Street parking operating budgets. 
• Taking the lead for assessing the current operational technology infrastructure and developing a strategic roadmap to enhance existing systems while identifying and implementing new technology solutions.
• Representing Division Manager at meetings with internal and external stakeholders and other duties as assigned.
