What You’ll Do

The Senior Instrument Control Technician installs, maintains, calibrates, tests and repairs a variety of data acquisition, radio communications, and instrumentation and control equipment for wastewater collection and treatment plant systems; principal oversight of Supervisory Control and Data Acquisition (SCADA) computer systems and Programmable Logic Controllers (PLC); assists in the oversight of the Computerized Maintenance Management Systems (CMMS); performs highly skilled electrical, electronic and mechanical work related to in-plant metering equipment and remote controlled devices; operates, monitors, and controls an advanced wastewater treatment (tertiary) system; and performs other related work as required.

Depending upon assignment, duties may include, but are not limited to the following:

• Assist in the installation, calibration, maintenance and troubleshooting of electronic and electromechanical equipment to ensure proper operation; assist in the troubleshooting and repairing of control system and electrical power failures in the WWTP, pump and lift station.
• Install, calibrate, maintain, troubleshoot and repair electronic and electromechanical equipment to ensure proper operation; maintain and troubleshoot computerized process control equipment such as PLCs, RTUs, and SCADA system devices; troubleshoot control system and electrical power system failures in plants, lifts and pump stations; and maintain awareness of new related technology.
• Develops and implements improvement projects for the instrumentation and controls systems and equipment by contractors or in-house staff. Clean, oil and paint equipment.
• Maintain documentation and records for the department’s SCADA system and instrumentation/control systems at the wastewater treatment plant (schematics, licenses, etc.).  Perform regular technical programming of the SCADA system to provide programming and troubleshooting assistance as needed during special testing and operations. Confer with operators, mechanics, project engineers and supervisors regarding SCADA issues.
• Respond to and resolve internal customer complaints and issues; provide documentation as required. Communicate in advance with affected staff on programming and related SCADA work.
• Provide oversight, technical support, inspection and coordination over control system modification made by contractors. Maintain documentation and plans of modifications.
• Prepare reports on technical issues as required.
• Develop, implement, and maintain procedures for documenting activities in instrumentation and control areas related to programming of RTUs and HMI software, field implementation of programming change, and process control improvements.
• Provides safety and skills training to apprentice instrumentation technicians, electrician and other plant staff.
• Write basic PLC programming for the implementation of system modifications and process enhancements. Interpret, prepare, and verify control schematics, diagrams and prints.  Provide technical assistance and guidance to staff. Program control systems, instruments and computer operated devices.
• Read, understand and perform minor modifications to existing PLC code. Download PLC programs to PLCs and RTUs.
• Perform as lead person on Instrumentation/Controls projects; effectively provide training and direction to the Instrument Control Technician, calibration Technician and other plant staff.
• Install, troubleshoot, modify, and implement computer hardware and software applications and components. Analyze and correct data communication and acquisition system problems.
• Design, install, test, repair, calibrate and maintain complex electrical, electronic and mechanical equipment such as meters, telemeters, integrators, tone control equipment, temperature control devices, fire alarm equipment, water quality analyzers, life safety equipment, and remote controlling devices, including relays, rectifiers, and manometers.
• Perform related duties as assigned.

The Senior Instrument Control Technician receives supervision from the Wastewater Treatment Plant Maintenance Superintendent.  This position performs lead duties over the Instrumentation Control Technician and Calibration Technician and may provide technical or functional supervision related to the impacted systems to Plant operations or maintenance personnel, contractors or other designed personnel as required.

The Position

The San Bruno Police Department is recruiting for Public Safety Dispatchers (Lateral.)  Public Safety Dispatchers are responsible for public safety dispatch and related records management activities. This position operates on a 24-hour, 365 days per year basis, and may be assigned to either a day, swing, or graveyard shift on a regular, rotational basis that includes nights, weekends, and holidays.  Public Safety Dispatchers perform a wide range of duties involving radio, telephone, and computers, applying various procedures and codes. Dispatchers receive and transmit emergency and non-emergency telephone and radio traffic as well as process communication reports, records, and radio logs, while maintaining a high level of confidentiality.  Dispatchers may also support the Police Department by performing clerical tasks, training, assisting with fingerprinting, and being accountable for financial transactions.  This position is integral in supporting the goals and objectives of the City and Police Department.  

Examples of Duties

Essential Duties

• Receives and transmits emergency telephone and radio traffic.  
• Maintains and processes a variety of communications reports, records and radio logs.
• Operates a dispatch console, uses Computer Aided Dispatch (C.A.D.) System and other computer programs to process information and records.
• Maintains a high level of confidentiality.
• Performs collateral duties including a variety of related clerical tasks: assisting in preparation of work schedules; training and evaluating performance of new employees; conducting training sessions; assisting in fingerprinting and jail operations, which may include searching prisoners; and is accountable for handling cash, bond, and check transactions. 
• Plans, organizes, and directs dispatching and related activities on an assigned shift. This may include preparing schedules and prioritizing work; observing work performed by Dispatcher I employees to ensure compliance with standards; approving time off; conducting employee evaluations; and providing effective recommendations on personnel matters.
• Prepares and maintains training and procedure manuals.
• Maintains liaison with other Department Divisions, City Departments, and other law enforcement and emergency response agencies.
• Maintains various C.A.D and Record Management Files.
• Performs related duties and responsibilities as assigned.

Education

Experience

• Two (2) years of progressively responsible experience performing duties similar to that of a Public Safety Dispatcher I.

Certificates and Licenses

• Must possess and maintain a valid California Driver’s License, Class C with a good driving record.
• Peace Officer Standards and Training (POST) Intermediate Dispatch Certificate; an Advanced California POST Certificate is preferred.

ABOUT THE ROLE

Reporting to the Executive Director, the Deputy Director will oversee department-wide administrative operations and strategic initiatives including organizational planning, program performance, budget development, financial accounting, procurement, contracting, human resources, recruitment, and other administrative functions. This role will supervise three staff members in the Operations Division and closely collaborate with other staff to achieve the Commission’s strategic goals.

The Deputy Director must be willing to forego involvement in all local political activity while a member of the Commission staff and publicly file an annual Statement of Economic Interests (Form 700).

ESSENTIAL DUTIES

Essential duties of the position include, but are not limited to the following:

• Establish and implement departmental goals, policies, and strategic plans as directed by the Executive Director.
• Develop and maintain a broad understanding of the Commission’s laws, policies, programs, procedures, and operations.
• Oversee daily administrative operations of the department including financial management, procurement, accounting, payroll, and related office operations.
• Effectively plan, coordinate, supervise, and evaluate the work of direct reports.
• Manage the department’s hiring initiatives including tracking vacancies, producing hiring-related documents, coordinating recruitment functions with staff and DHR, and supporting onboarding activities.

Minimum Qualifications

Desired Qualifications

• A Master's degree in public administration, business administration, public policy, or a closely related field of study, or a juris doctor degree.

• Two or more years of demonstrated experience with public sector management, budgeting, financial accounting, procurement, contracting, and/or recruitment functions.
• Experience in the fields of campaign finance and governmental ethics.

The Position:

This is a non-sworn classification structured for incumbents hired for the purpose of becoming a sworn police officer.  Police Officer Trainees are hired into this civilian position for the period prior and during the time they are assigned to a POST-certified Basic Law Enforcement Academy.  Upon successful completion of training at the academy and upon the availability of a Police Officer position, Police Officer Trainees are sworn in and appointed to the classification of Police Officer.  Police Officer Trainee benefits are limited to those of a civilian employee.

Successful candidates must have two years of full-time (2080 hours) experience working in a California County Probation Department as a Deputy Probation Officer AND have successfully completed a California POST OR STC-certified P.C. 832 Arrest and Control course AND a STC-certified Probation Officer Core course to qualify.

IMPORTANT: Individuals who are not currently employed full-time as a Deputy Probation Officer but have a minimum of two years of full-time experience in a California County Probation Department should not have a separation date greater than six months from the date of application.

To qualify for this position, you must possess all of the following:

• Graduation from an accredited four-year college or university. A degree in sociology, psychology, corrections, criminal justice, counseling or a closely related social or behavioral science is preferred.

• *Completion of a certified Probation Officer Core training course as prescribed by the California Board of State and Community Corrections (BSCC).

As a Deputy Probation Officer, you will be responsible for, but not limited to, the following duties:

• Interview adults or juveniles, their families, and other relevant individuals to assess the nature of their marital, domestic, employment, financial, environmental, or other challenges.
• Formulate probation plans and present recommendations to supervisors and the court.
• Set up and recommend payment schedules for restitution and fines; evaluate restitution claims submitted by victims and assess the probationer's ability to pay.
• Explain procedures, rights, and responsibilities to probationers.
• Inform juveniles, adults, or their families of available community resources.
• Propose alternative probation plans as needed.
• Obtain releases for medical, psychiatric, or other necessary information about probationers.
• Supervise the welfare and conduct of adults on probation and juveniles under the jurisdiction of the Juvenile Court, assisting them in complying with court orders.
• Identify treatment, educational, employment, or other programs required by probationers; make referrals and follow up to verify and evaluate services received.
• Take necessary legal actions to report non-compliance with court orders.
• Initiate court processes when probationers violate probation terms.
• Consult with professionals in law enforcement, medicine, religion, law, and mental health.
• Collaborate with state and local welfare, school, and law enforcement agencies.
• Stay informed of departmental policies and procedures.
• Maintain records and prepare reports.
• Participate in mandatory training programs.
• Perform related duties as assigned.

Qualifications

Experience:

Two years of experience performing duties comparable to those of an entry level Deputy Probation Officer I in San Mateo County.

Education:

Graduation from an accredited four-year college or university. A degree in sociology, psychology, corrections, criminal justice, counseling or a closely related social or behavioral science is preferred.

Licensure/Certification:

• Possession of a class C California driver license or equivalent.

Other Requirements:

• Must be at least 21 years of age on or before date of appointment.
• Must be legally authorized to work in the United States by federal law.
• Must not have been convicted of a felony.
• Must successfully pass a background investigation prior to employment.

San Mateo County Behavioral Health and Recovery Services (BHRS), Child and Youth Services https://www.smchealth.org/bhrs, provides a broad spectrum of Trauma Informed mental health and substance use services for children, youth, and families focusing on prevention, early intervention, and treatment of youth diagnosed as Severely Emotionally Disturbed (SED) and/or substance use disorders. We provide services through specialty teams, outpatient clinics, in schools, and field-based teams in Daly City, San Mateo, Half Moon Bay, Redwood City and East Palo Alto.

BHRS also provides services through a network of community agencies and independent providers who offer outpatient and wraparound services. BHRS supports treatment of the whole person to achieve wellness and recovery and to promote the health and well-being of the people, families, and communities we serve.

Additionally for Residential Youth Treatment at Canyon Oaks Youth Center, Community Care Licensing requires providers working in this facility to maintain 40 hours of annual training related to the field, most of which are provided by the facility. Job Description

Under general supervision, the 8562 Counselor, Juvenile Hall, is responsible for the care, custody, safety and welfare of juveniles detained at Juvenile Hall.

Essential duties include, but are not limited to: 

1. Observes behavior of detainees in an assigned living unit; directs detainees in the upkeep of personal hygiene, during mealtimes, and while cleaning the unit; maintains appropriate close supervision over detainees to prevent negative incidents; provides appropriate discipline; consults with supervisors regarding disciplinary problems; conducts regular state mandated security checks of rooms; monitors visiting sessions to ensure the safety and security of detainees and counselors.

2. Inspects windows, locks doors when not in use, and keeps count of all detainees assigned to the unit; administers emergency first aid pending the arrival of medical staff; responds to emergency conditions which may require physically subduing and restraining hostile detainees to ensure the safety and security of the unit and the facilities.

3. Completes incident reports, behavior reports, individual case reports, and other departmental forms and reports; maintains the unit log book to ensure adherence to legal requirements. Maintains and updates electronic databases and case management systems.

4. Conducts ongoing individual and group counseling sessions with detainees by communicating rules, policies, expectations, and consequences; listens and responds to questions, concerns, complaints, and requests; provides assistance in working out problems to assist detainees.

5. Directs leisure time activities; teaches and encourages good sportsmanship.

6. Transports residents to and from various locations; directs and controls residents’ movement to ensure the safety and security of the residents.

7. Facilitates the admittance and release process of residents.

8. Confers with departmental personnel and representatives of outside agencies.

Qualifications

Education:
Possession of a baccalaureate degree from an accredited college or university.

License and Certification:
Possession of a valid California driver license.
Possession of a valid Cardiopulmonary Resuscitation (CPR) certificate.

Substitution:
Experience as a counselor in a juvenile detention facility or experience involving the organization, detention, or suspension of youth groups in a recreational or correctional program may substitute for up to two (2) years of the education requirement on a year-for-year basis. One (1) year equals thirty (30) semester units or forty-five (45) quarter units.
