THE POSITION

The City of San Rafael is seeking a motivated, civic and safety-minded Communications and Engagement Intern to support equitable outreach and engagement through the Fire Department's external communications, digital content, and public engagement initiatives. This temporary, part-time role is ideal for individuals interested in learning more about local government and public communications.

Under the direction of the Deputy Director of Emergency Management, the intern will assist with day-to-day communications tasks such as social media content creation, newsletter writing, website updates, and public information campaigns.  This is an exciting opportunity to gain hands-on experience and contribute to real-time public service storytelling and information sharing.  This is a part-time/temporary position, limited to 1,000 hours worked within a fiscal year (July 1 through June 30) that receives no City benefits.  This position will work for up to 30 hours per week (days/hours may vary). 

 

ESSENTIAL DUTIES AND RESPONSIBILITIES (may include but are not limited to the following):    

• Assist in designing, writing, and editing content for a variety of communications platforms including websites, social media, e-newsletters, flyers, presentations, and press materials.
• Help document Department programs and events through photography, videography, and brief interviews.
• Support the development and scheduling of social media content across platforms like Facebook, Instagram, and Nextdoor.
• Help maintain and update the Department's website and digital newsletters.
• Contribute to internal content calendars and project trackers.
• Participate in community outreach efforts, including tabling at events, supporting public meetings, and gathering community feedback.
• Track analytics and metrics from newsletters, social media platforms, and web traffic; monitor media coverage and social media engagement; compile analytics reports to inform communication strategies.
• Support translation coordination and multilingual content production, if bilingual (Spanish-English) skills are present.  

 

IDEAL CANDIDATE
The ideal candidate is detail-oriented, curious about public service, a strong communicator, and excited to learn in a hands-on environment.  They are a self-starter who can write clearly and adapt to a range of topics and formats.

 

KNOWLEDGE/SKILLS/ABILITIES

• Basic principles and practices of public communications, social media management, and/or media relations.
• Writing and editing for clarity, style, and grammar.
• Social media platforms, email marketing tools, and content management systems (e.g., WordPress, Mailchimp).
• Basic graphic design tools (e.g., Canva, Adobe Creative Suite) and video editing platforms (preferred).
• Cultural competency and sensitivity in engaging diverse communities.
• Highly preferred:  fluent, professional-level Spanish and English (both written and spoken).

 

MINIMUM QUALIFICATIONS DESIRED

• Fluency in English and Spanish (written and verbal) is highly desired.
• At least 1 year of experience in communications, public-engagement, media, or related work (internships included).
• OR currently enrolled in or recently completed a degree or certificate program in communications, journalism, graphic design, public relations, public administration, or a related field.
• Proficiency with Microsoft Office Suite, Canva, and social media platforms.

 

WORK SCHEDULE

• This is a hybrid, temporary position limited to a maximum of 1,000 hours per fiscal year (July 1 thru June 30.
• Part-time up to 30 hours per week.  Flexible scheduling is available, with occasional evening or weekend hours required for community events.

• Provide customer service and respond to general inquiries regarding Human Resources operations from the community, employees, and job applicants.

The City of San Rafael Sanitation District's mission is to protect the public health and the environment through proactively planning and operating a fiscally responsible and safe wastewater collection system.  Our crew of eight maintains 32 pump stations, 13 miles of force main, and clean 132 miles of sewer pipelines.  This collection and transportation system then delivers wastewater for treatment to the Central Marin Sanitation Agency.

The City of San Rafael Sanitation District is seeking a Sewer Maintenance Worker I/II (TWO positions available).  Under general supervision, the employee performs a variety of manual and semiskilled tasks involved in the maintenance, improvement and operation of the City's sewage pumping stations and gravity sewer lines.

• Operates light power driven, hand held and "walk behind" equipment and uses shovels, rakes, other hand tools, jackhammers, dump trucks in the performance of assigned duties.
• Performs manual and semiskilled work in flushing, clearing, maintaining sewer and storm drainage, pipelines, culverts, force mains, and pumping stations.
• Performs or assists in starts, stops, inspects, lubricates and adjusts pumps, valves, motors, drive shafts,  universal joints and flow rates at pumping stations.
• Performs or assists in taking chemical samples and adjusts rate of chemical flows.
• Performs or assists in removing and replacing pumps, motors, valves and related, and performs repairs.  May rebuild components on a limited basis.
• Performs or assists in excavation and repair or replacement of sewer gravity lines.
• Places traffic barriers and warning signs and directs traffic as necessary.
• Assists in the orientation and on-the-job-training of new employees.
• Assists in notifying residents of sewer system work which may affect their lines, and cooperates with other agencies on repairs.
• Assists in emergency Public Works repairs and maintenance including work in other sections of the Department.
• Performs related duties as required.

EDUCATION AND/OR EXPERIENCE:

A typical way of gaining the knowledge, skill, and ability outlined in the job description is:

Level I:

• Sufficient formal and/or informal education to provide the necessary reading and communication skills; AND
• Some prior experience in street maintenance work that would include mechanical and hydraulic repair of pumps, gates, valves, pipelines and related.

Level II:

• Equivalent to graduation from high school.
• Two years of increasingly responsible experience in the operations and maintenance of Public Works sewage pumping stations and gravity sewer lines, equivalent to the Sewer Maintenance Worker I classification at the City of San Rafael.

SPECIAL REQUIREMENTS:

• Within one year of hire as a Sewer Maintenance Worker I, must possess a valid California Driver's License with a tank endorsement to drive the vactor in a training capacity.
• Level II:  Must possess a valid California Class "B" license and have a satisfactory driving record
• Level I and Level II:  Must be willing to work underground, in confined places, in and near bacterially contaminated liquids, and in exposure to unpleasant and potentially hazardous conditions. 
• Level I and Level II:  Must be willing to work overtime and on call as needed for emergency repairs.

The Firefighter-Paramedic protects life, property, and the environment by performing firefighting activities, emergency medical aid, hazardous materials response, and fire prevention duties. The position is also responsible for maintaining fire equipment, apparatus, and facilities.

MINIMUM QUALIFICATIONS:

• CA State Firefighter 1 or completion of CA State Board of Fire Service Firefighter 1 curriculum prior to appointment
• Valid California Paramedic License (or equivalent); or ability to obtain prior to appointment
• 1-year experience as a full-time paid Firefighter/Paramedic

ABOUT THE POSITION: This position will receive immediate direction from the Management Analyst II. They provide a variety of clerical support and perform a wide range of customer service-related tasks in a fast paced, high touch environment. This position requires the ability to multi-task and respond to multiple requests from customers with professionalism and courtesy.

SCHEDULE: Staff will have the schedule flexibility to work weekday, weekend, early morning and evening shifts.  Staff may be asked to cover additional, unscheduled shifts due to absences by other Office Assistants. 

EXAMPLES OF DUTIES:
The following duties are essential to the success of this position:
• Performs a variety of clerical support and receptionist duties; data input, answer phones, directs calls, takes messages, greets public and provides general information for all Recreation department classes, programs, policies, and events.
• Monitors all admittance to the facility, checks required credentials and charges appropriate fees.
• Calculates fees, charges and operate, balance cash register during and at end of shift.
• Monitor guests' activities in the main lobby area and enforce all rules, regulations, and safety principles.
• Assists in opening and closing procedures for the Community Center and the Aquatics & Fitness Center.
• Handles such services as selling merchandise.
• Has the ability to speak English clearly and understandably.
• Reads and follows diagrams and instruction written in English.
• Maintain accurate, organized records and files.
• Interpret and apply policies and procedures.
• Communicate clearly and concisely in English, both orally and in writing.

WORKING CONDITIONS: Work is performed in an indoor setting working at a terminal keyboard for extended periods of time with the ability to move. at will to and from various points within the Community Center and Aquatics & Fitness Center. Must have ability to communicate orally with the public either in person or via the telephone. Must have ability to produce information in written form and operate office equipment (Computers, scanners, typewriters, calculators, printers, and copiers). It may be necessary to move objects weighing 20 lbs., such as mail, packages, merchandise inventory etc.

ABOUT THE POSITION

Under general supervision, a Police Officer is responsible to perform law enforcement and crime prevention work; to control traffic flow and enforce State and local traffic regulations; to perform investigative work; to participate in and provide support and assistance to special department crime prevention and enforcement programs. This is the entry level classification in the professional police series requiring sworn peace officer status.

Examples of Essential Duties (include but are not limited to):

•  Patrol the City in radio-equipped car or on foot.
•  Answer calls for the protection of life and property, and the enforcement of city, county, and state laws.
• Conduct both preliminary and follow-up investigations of disturbances, prowlers, burglaries, thefts, hold-ups, vehicle accidents, death, and other criminal incidents.
• Patrol the City and respond to calls related to traffic incidents and any other required emergencies.
• Observe, monitor, and control routine and unusual traffic conditions.
• Assist and advise motorists and enforce traffic safety laws.
• Make arrests as necessary.
• Interview victims, complainants, and witnesses.
• Interrogate suspects; gather and preserve evidence.
