The Organization 

The City is comprised of 9 departments: City Manager, City Attorney, Strategic Communications & Public Affairs, City Clerk, Finance, Community Development, Human Resources, Cultural & Community Services, and Public Works. The City contracts with Ventura County for police services and is served by the Ventura County Fire District. The Position 

The City of Thousand Oaks is seeking an innovative and proactive Deputy Community Development Director – Operations with a forward-thinking perspective who will: 

• Oversee a portion of the Planning Division, code compliance, open space planning, CDBG/housing, and  administrative services. Manages administrative support to the department and establishes methods, procedures, and standards for office services.  

• Manage department-wide special projects and process improvement initiatives, including e-planning and e-permitting through a new land management system implementation,  

• Develops and implements organization development programs, department’s training programs, and coordinates agency personnel related issues, which may include payroll. 

• Develops and administers the operating budget for the department.   

• Supervises management information systems of the department, including, but not limited to, computer and software support, maintaining records and archives, and developing and maintaining a variety of databases.    

• Assist in integrating the City’s vision, goals, and people strategy with the business strategy of the Community Development Department. 

• Direct, plan, and organize Community Development services, programs, budget, and operations.  

• Manage budgeting, resource allocation, and performance metrics to optimize department efficiency and service delivery. 

• Craft and implement department and City objectives, goals, policies, and performance metrics within guidelines established by the City Council and City Manager.  

• Exercise a high degree of judgment and discretion along with political acumen and an understanding of the needs of the business community. 

• Serve as back-up liaison to the Planning Commission.  

• Performs other administrative duties as required to support each division within the department.   

CURRENT PRIORITIES AND INITIATIVES

The Community Development Department is experiencing a high volume of development applications, including residential, commercial, assisted living, and industrial projects. In addition, there is significant interest in downtown revitalization, including mixed-use projects. Some key initiatives on the horizon for the Deputy Community Development Director – Operations include: 

• Assisting with the ongoing implementation of the General Plan 

• Administration of process improvement initiatives, including e-planning and e-permitting  

• Leading staff to be innovative, collaborative, excel in community outreach, promote continuous improvement and continue moving forward in an enthusiastic and professional manner 

• Shaping and positively influencing the Community Development Department environment by supporting a culture of collaboration and project ownership by employees  

• Identification, development and promotion of innovative strategies and technological solutions to maximize service delivery. Working across department lines to promote collaboration in order to improve efficiencies 

• Development and implementation of key performance metrics to measure operational effectiveness, identify areas of success and areas for improvement  

• Planning and executing staffing and operational strategies to provide high quality, cost-effective services to external and internal customers 

• Refining the Land Management System, including coordinating the zoning code update, specific plans, and supporting the implementation of the Housing Element

ABOUT ALLCOVE:
allcove™ https://allcove.org/ is a youth drop-in center model that has evolved from the Head Space Program in Australia and Foundry Program in British Columbia, Canada. PHCD is working closely with Stanford’s Center for Youth Mental Health and Well Being (CYMHWB) leadership who have been instrumental in defining the model for California and successfully influencing the State of California Mental Health Services & Oversight Accountability Commission (MHSOAC) to provide start up grants for five pilot centers around the State. The Foster City Police Department is seeking a dedicated and highly skilled individual to join our team as an Police Dispatcher. This position receives police and emergency calls and dispatches police units following prescribed procedures; answers non-emergency calls for public safety and other City departments; performs a variety of general administrative support duties including record keeping, typing, and filing; and performs related work as required.

Education and Experience:
Any combination of training and experience that would provide the required knowledge, skills, and abilities is qualifying. A typical way to obtain the required qualifications would be:  

Education: Possess a high school diploma or a G.E.D. 

Experience: One (1) year of work experience involving public contact which involved using good judgment, tact, and effective written and/or verbal communication skills.

It is desirable, but not a requirement, that the applicant for this position have the ability to type no less than 40 net words per minute. The typing certificate must but be certified and dated within the last 12 months of application.

License or Certificate: 

• Verification of successful completion of the POST Entry-Level Dispatcher Selection Test Battery Examination with a minimum passing “T-score” of 50 or higher within the last 12 months. 
• Possess a POST Basic Dispatcher Certificate prior to the completion of the probationary period. This certificate must be obtained and maintained throughout employment within this classification.

Selection Process
Applications will be reviewed for relevant education, experience, training and other job related qualifications. Based upon a review of employment applications received, a limited number of the qualified applicants will be invited to participate in the examination process. 

The process will consist of an Oral Panel Interview. An eligibility list will be established from those who pass the examination process with a score of 70% or higher. Current and future vacancies may be filled from this list. The list will remain in effect for at least one year unless exhausted sooner. 

The department will invite the most qualified candidates from the eligibility list to a final department interview. The Police department will make the hiring decision.

Position Summary

Under the general direction of the Senior Information Systems Manager, this position provides system support during implementation and ongoing support after implementation including report writing, configuration, routine inquiries and user support for the District’s various enterprise technology systems including UKG Pro Workforce Management Time & Attendance and Central Square Technologies Finance Enterprise.   The Business Information Systems Engineer works with end-users, vendors, and members of the Information Systems Department to identify, analyze, and resolve systems issues and provide maximum capability and satisfaction to users.

Essential Responsibilities

• Serves as a technical lead of the enterprise application
• Focused on delivering excellent customer service
• Adhere to incident, problem, change management, and other Information Systems best practices
• Plan, organize, direct and coordinate the ongoing automation and usage of the district-wide application systems
• Develop and maintain user and technical knowledge of application systems
• Serve as the liaison between application system users, vendor provided help desk as well as the Information Systems Department
• Plan, co-ordinate and test system upgrades
• Fulfill users various data mining requests
• Support the various large interface integrations between the application systems and fixing data problems that occur in these interfaces
• Develop and provide user training for all modules of the systems
• Writes user documentation, provides user information, procedures, and training materials in a variety of formats as needed
• Develops a knowledge base of problem symptoms and solutions to improve the timeliness of problem resolution
• Identify unused system functionality and present opportunities for improvement of business processes using this functionality
• Continue to monitor and stay current on new features contained in new releases of the software
• Recommend and implement software upgrade paths
• Develop relationships with other agency users of the applications
• Maintains strong technical competence in Microsoft Office products such as Access, Excel, Word, Outlook, Project, and PowerPoint

The Department

The Parks and Recreation Department is the third largest department in the City and is organized by program area, with each program administered by a supervisor, coordinator, or specialist. The Parks and Recreation Department is composed of a Director and 22 full-time management positions. The department is comprised of the Recreation, Parks, and Building Maintenance divisions. The Parks and Recreation Department mission is to provide opportunities for physical, cultural and social well being; protect and enhance the physical environment; and ensure the effective and efficient use of public facilities and open space.

The Building Maintenance Division maintains 32 facilities totaling more than 563,000 square feet and over 275 acres of park land. The division provides janitorial, preventative maintenance services, and necessary building and related equipment repairs to all of the City's facilities, including interior and exterior work. The division also performs a variety of tasks, which include moving furniture, set-ups, and many other miscellaneous tasks as required. 

Ideal Candidate

The ideal candidate will have knowledge of methods, materials, tools, equipment, and techniques used in performing custodial repair and maintenance; occupational hazards and safety practices and procedures related to the work; and techniques for dealing with the public, City staff, and representatives of contractors in an effective manner. The ideal Building Maintenance Custodian will also have the ability to maintain proper standards of cleanliness in assigned areas; follow written and verbal instructions; maintain basic records; and use materials, tools, and equipment safely and effectively form physical labor, including periodic heavy labor.

The Position

TYPICAL DUTIES AND RESPONSIBILITIES (may include but are not limited to the following):

• Sweeps, mops, waxes and polishes floors; shampoos and cares for carpets and rugs.
• Dusts and polishes woodwork, furniture, fixtures and equipment; wash windows, walls and other fixtures.
• Empties and cleans trash containers and wastebaskets; picks up paper and other debris.
• Cleans rest rooms and maintain supplies.
• Locks and unlocks doors, as necessary, provides for other forms of building security.
• Sets up rooms for meetings and other special events.
• May deliver materials and supplies to and from City locations.
• Performs related duties and responsibilities as assigned.

QUALIFICATIONS: Any combination of experience and training that would provide the required knowledge, skills, and abilities would be qualifying. A typical way to obtain the knowledge, skills, and abilities would be:

Experience: One year of janitorial experience 

Training: Equivalent to graduation from high school.

Licenses/Certificates: Possession of, or ability to obtain, an appropriate, valid California driver’s license and a satisfactory driving record, which must be maintained as a condition of employment.

A Communications Dispatcher receives emergency calls from the public requesting police, fire, medical, or other emergency service; determine priority, and dispatch police, or other emergency units as necessary and in accordance with established procedures. 

Typical duties may include, but are not limited to the following:

• Maintaining contact with all units on assignment and maintaining status and location of police field units.
• Coordinating emergency calls (911) and relaying information and assistance requests involving other agencies.
• Entering, updating, and retrieving information from networks relating to wanted persons, stolen property, vehicle registration, stolen vehicles and other information.
