The County Executive’s Office is seeking a Management Analyst to join the Office of Budget, Policy & Performance (BP&P) — a team at the core of the County’s budgetary operations and strategic planning.

This is more than a budget job — it's an opportunity to build technical expertise, lead high-impact projects, and work closely with County leadership. The position is open to both external candidates as a Limited Term position and current County employees through a Work-Out-of-Class assignment (up to 18 months).

This is a Limited Term position.  Limited term positions are full-time, fully benefited, temporary positions.  The current position is funded for up to 18 months and could extend longer depending on the department’s needs.  Limited Term employees receive medical and dental benefits, like regular employees, and a defined contribution retirement plan (401-A).

ABOUT THE UNIT

The BP&P unit manages the County’s $5 billion budget, oversees performance reporting, coordinates fiscal policy, and leads strategic initiatives across departments. Analysts are deeply involved in building the County’s operating and capital budgets from the ground up — gathering data, consulting with departments, evaluating requests, and helping shape budget strategy.

KEY RESPONSIBILITIES

Budget Development and Creation

• Collaborate with assigned departments to build detailed annual and mid-cycle operating and capital budgets.
• Provide departments with guidance on budget assumptions, salary and benefits projections, and cost containment strategies.
• Analyze revenue forecasts, expenditure plans, and fund balances to ensure accurate, balanced budgets.
• Draft budget documents, schedules, narrative justifications, and presentations for leadership and the Board of Supervisors.
• Monitor departmental compliance with budget policy, timelines, and reporting standards.
• Support the County’s transition to enhanced or new budget platforms and tools.

Fiscal Policy and System Support

• Lead or contribute to major budget system administration efforts, including testing, implementation, training, and troubleshooting.
• Maintain accuracy and consistency of budget data across departments using a variety of systems and Excel-based tools.
• Use financial models and data visualization to highlight trends, risks, and opportunities.

Strategic and Analytical Work

• Evaluate fiscal implications of department proposals and develop funding recommendations.
• Produce reports, dashboards, and decision packages that support executive decision-making.
• Support capital planning, resource allocation, and long-term financial forecasting.
• Conceive of and execute analytical projects for County Executives and the Board of Supervisors.

Performance and Project Management

• Track program and policy performance across departments to ensure alignment with fiscal priorities.
• Coordinate and manage special projects, including the Children, Youth & Family Budget, Youth Commission, Lean improvement initiatives, and Measure K funding allocations.
• Engage with stakeholders at all levels to implement policy and funding strategies.

QUALIFICATIONS

Education and Experience

Any combination of education and experience that would likely provide the required knowledge, skills, and abilities is qualifying, unless otherwise specified. A typical way to qualify is: 

• A bachelor’s degree in public administration, business, finance, political science, or related field plus three years of analyst experience; OR
• A master’s degree in the same fields plus one year of analyst experience; OR
• Five years of progressively responsible analyst experience in a public or nonprofit agency.

Knowledge of

• Public budgeting and financial management processes in government.
• Financial reporting, cost accounting, and multi-year forecasting.
• ERP or similar systems, Excel modeling, and data presentation tools.
• Local government operations and interdepartmental coordination.

Skill/Ability to

• Independently manage the full lifecycle of departmental budget development.
• Interpret and explain complex financial information to both technical and non-technical audiences.
• Work collaboratively with department fiscal officers, executives, and elected officials.
• Prepare clear, concise, and comprehensive budget documents and reports.
• Adapt to evolving budget systems and processes.

What You’ll Do

The Assistant Planner/Associate Planner performs professional level work in the field of current planning and/or advance planning to promote the City’s Mission and Values. The current vacancy may be filled at either level based on experience.

Assistant Planner - is the entry level class in the professional planning series and is distinguished from the Associate Planner by the performance of less complex tasks and duties in the fields of current or advance planning, which require the application of fundamental planning principles. Assignments are generally limited in scope and within the design and procedural framework established by higher level employees. However, as experience is acquired, the employee performs with increasing independence. Since this class is typically used as a continued training class, employees may have only limited work experience.

Associate Planner - is the journey level class in the professional planning series and employees within this class are distinguished from the Assistant Planner by the performance of the full range of duties as assigned, which require the application of professional knowledge and skills to various municipal planning, zoning, and environmental problems and the preparation of specific reports and plans. The position provides opportunity for independent judgment in planning work details and making technical determinations. Work in this class is distinguished from that of Assistant Planner by the greater complexity of assignments including preparing zoning code and general plan amendment studies, and by the greater independence with which the incumbent is expected to operate. Employees at this level receive only occasional instruction or assistance as new or unusual situations arise, and are fully aware of the operating procedures and policies of the work unit. Positions in this class are flexibly staffed and are normally filled by advancement from the lower class of Assistant Planner or, when filled from the outside, require prior professional planning work experience.

The Assistant Planner receives general supervision from a Senior Planner or higher level department personnel. General

The Engineering Manager will report to the Director, Bus Infrastructure and Capital Projects and will be responsible for the engineering functions of the infrastructure and capital project development department for the San Mateo County Transit District (SamTrans). 

The Bus Infrastructure and Capital Projects Department oversees the delivery of major bus fleet and facilities infrastructure projects for SamTrans. The department’s projects include design and construction of zero emission infrastructure (battery electric bus (BEB) charging infrastructure and hydrogen fuel cell electric bus (FCEB) infrastructure) for SamTrans's revenue and non­revenue fleet of nearly 400 vehicles, sea level rise and flood mitigation structures, bus administration, transportation, and maintenance buildings, and other structures at SamTrans' North Base and South Base Maintenance Facilities.

Supervision: Works under the general supervision of the Director, Infrastructure who establishes goals and objectives and evaluates performance.   

The County of Yuba is currently recruiting for the position of Social Worker Supervisor III in the Child and Adult Protective Services division of the Health and Human Services Department. Position Summary

Under general supervision of the Director of Planning and Principal Planners, manages projects and performs work tasks to support the department’s work program, which includes service and operations planning, short- and long-range planning, facilities planning, and compliance reporting for all three of the District’s operating divisions.

This position advances the District’s business interests by analyzing complex operating conditions and recommending detailed changes, producing reports and planning studies, researching and interpreting relevant regulations, and meeting with internal staff and external stakeholders on a wide variety of topics. Work may require the use of specialized software, such as GIS and Hastus, and travel to District facilities and off-site meeting locations. May supervise and assign work to Associate Planner(s) and Planner(s) as directed.

Essential Responsibilities

• Research, compile, analyze, and interpret complex technical, demographic, economic, financial, and other statistical data for the development of transit plans and projects, such as the District's transit service plan, transit capital improvement program, and proposed bridge toll or transit fare changes.
• Monitor, forecast, and evaluate transit service performance and patterns of bridge traffic, parking, and transit service patronage and recommend changes where necessary.
• Prepare or supervise preparation of routine evaluations of the efficiency and effectiveness of bus and ferry routes, schedules, major transit facilities, and bus stops. Recommend specific improvements based on these evaluations.
• Prepare or oversee preparation of major compliance documents, including the Short-Range Transit Plan (SRTP), National Transit Database (NTD), Title VI, and other federal and state reports, including the organization of internal stakeholder meetings to provide input on these reports.
• Prepare official recommendations and informational reports for consideration by the public, the District’s Board of Directors, and technical staff of the District or other agencies and groups.
• Prepare or assist with verbal presentations to staff groups, public groups, and the boards of local municipalities and advise District personnel on matters related to interactions with these groups.
• Support and coordinate staff responsibilities regarding other internal and external coordination meetings as directed. May participate in public meetings and hearings.
• Act, when directed, as liaison between the District and other agencies on planning matters by reviewing outside reports, attending meetings, drafting correspondence, and providing technical information to public agencies and other transit groups.
• Develop and coordinate changes to the District’s routes and fares in the Clipper and Genfare systems.
• Provide staff support to the District’s public advisory committees, including attendance at off-site meetings and/or meetings that occur outside normal business hours.
• Formulate short- and long-range plans or recommendations on transit services; coordinate service planning, detour, and bus stop issues with local jurisdictions when needed.
• Study and research physical characteristics of areas served by Golden Gate Transit; assess conditions of roads and related features; determine the physical and operational feasibility of transit routes and bus stops.
• Assess feasibility of transit service changes and develop plans for implementation. May use Hastus scheduling software as appropriate.
• Analyze possible environmental impacts that could result from proposed service, operations, or pricing changes to the District’s transit or bridge operations.
• Obtain encroachment or other permits as necessary to address the District’s business needs.
• Perform bridge traffic or transit demand projections and studies based on available travel data, community surveys, U.S. census data, and development reports from cities served by the District.
• Conduct geographical and demographic analyses of existing and potential District customers using socioeconomic data from passenger or other market research surveys. May use geographic information system (GIS) software as appropriate.
• Develop, coordinate, and conduct bus and ferry passenger surveys; analyze data from those surveys and prepare related reports.
• Review environmental impact reports and statements and project plans within the Golden Gate Transit service area and assess potential impacts to the District’s operations.
• Support environmental reviews related to the District’s transit projects.
• Research and interpret applicable local, state, and federal laws and regulations relating to transportation, planning, or environmental permit activities.
• May supervise and assign work to Associate Planner(s) and Planner(s) as directed.

The City of San Mateo Public Works Department is looking for a qualified

The City has a current vacancy for a Deputy Director of Public Works. The Public Works Department consists of several different Divisions, including the Administrative Division, Business Group, Wastewater Treatment Plant, Clean Water Program, Fleet and Facilities, Data Management, Field Maintenance, Regulatory Compliance, Capital Improvements Program, and Transportation (including Traffic Engineering, Right-of-Way/Private Development, and Transportation Planning) . What You’ll Do

The Deputy Director of Public Works is responsible for directing and managing all programs within the Divisions for which they are responsible. This may include capital improvement program development and implementation, traffic engineering, private development review, regulatory compliance, solid waste management, operations and maintenance, asset and data management, construction management, fleet coordination, downtown coordination, and building maintenance; and the position may serve as the City Engineer and/or the Director of Public Works in their absence.

• Utilize your experience and skills to lead a number of divisions within the Public Works Department.
• Engage in a positive manner with City Council, Public Works Department staff, City Departments, and citizens.
• Lead and mentor a dedicated and talented staff featuring many emerging leaders.
• Analyze current processes and procedures to make system improvements for efficiency, updating standards, and improvements to the customer experience.
• Collaborating with other agencies and stakeholders to plan regional solutions on shared items of interest such as traffic and the City’s General Plan.
• Contribute to a collaborative and dynamic Public Works Leadership team.

The Deputy Director receives general direction from the Director of Public Works and exercises direct supervision over management, supervisory, professional, technical, and administrative support staff.
