Essential Duties

What you will do: 
Duties may include but are not limited to the following:

Performs specialized and detailed work in the review and processing of various financial records and related materials; ensures the integrity of data and information related to area of assignment which may include cash management, payroll, accounts payable/receivable and consolidated billing.

Analyzes and reconciles a variety of journals, accounts, reports and records; to prepare, process, and maintains accounting system records, and transactions.

Prepares journal entries and general ledger reconciliations and performs month and year-end closing of accounting records; assists with City-wide budget development and monitoring.

Balances financial information system controls; balances and posts financial transactions to ledgers and sub-ledgers and reconciles to the accounting system; and balances various other financial transactions with source documents and controls.

Processes and prepares payrolls; responds to staff regarding payroll related questions; updates employee information in payroll systems.

Maintains subsidiary records of fixed assets and depreciation, and tags all fixed assets.

Assists in the preparation of schedules as required for audits and special requests.

Prepares, compiles, tabulates and maintains data and complex documents; assists with preparing technical financial, statistical and operational reports, statements and records.

Responds to inquiries from the public in person, by telephone, and/or in writing, regarding areas of responsibility and initiates appropriate action to resolve problems.

Researches and answers inquiries from employees and other City departments regarding the status of accounts and payments, including proper transaction coding and related matters.

Builds and maintains positive working relationships with co-workers, other City employees and the public using principles of good customer service.

Assists in daily operations providing general clerical support as needed.

Performs related work as necessary.

The Technician, under general supervision, performs journey-level technical and administrative accounting duties related to the preparation, maintenance, and processing of accounts receivable and accounts payable transactions for the City. THE POSITION:

This is a division head management position at the Hayward Executive Airport, reporting to the Airport Manager. The incumbent is responsible for the management of the business and accounting functions at the airport and provides second-line supervision and direction of staff within the Airport Division. This position is distinguished from the Airport Operations Supervisor classification which is responsible for the direct supervision of staff performance of Airside and Landside operations and maintenance tasks at the airport. Under general direction, the Airport Business Supervisor, oversees the airport business function including budget preparation, the real property program, tenant compliance with contract provisions, collections, preparation of grant applications, and other administrative duties.

The Airport Business Supervisor is a key administrative position in the Airport division of Hayward Public Works Department. Licenses and Certificates:  Possession of either an FAA Private Pilot Certificate or standing as a Certified Member (CM) of the American Association of Airport Executives is desirable.

The Fiscal Analyst I position, performs varied and complex professional accounting and financial analysis work relating to various grants and programs; fiscal and contract management; fiscal program analysis and compliance; prepares analytical, narrative, statistical, accounting and financial reports; develops and monitors budgets; and prepares financial statements and reports and related duties as required. Fiscal Analyst I is the entry-level classification in the Fiscal Analyst series. Incumbents in this class work under supervision. WHAT YOU’LL DO

• Prepares reports and analysis on accounting activities relating to funds, grants, and programs.
• Prepares various financial statements including worksheets, balance sheets, income statements, statements of cash flow, adjusting and closing balance sheets, depreciation  schedules, allocation schedules, and cost reports.

The Judicial Council of California is accepting applications for the position of Senior Fiscal Analyst for the Budget Services office.  

The Senior Fiscal Analyst serves as the lead staff for the Trial Court Budget Advisory Committee and its three subcommittees: Funding Methodology, Revenue & Expenditure, and Fiscal Planning, providing comprehensive support for all committee operations. This role manages the Funds Held on Behalf of the Trial Courts program, a fiscal process that assists courts in managing their operational budgets. The analyst also provides budgetary support for the Court Interpreter Program and acts as a key backup to the Senior Fiscal Analyst responsible for the trial court allocations and Workload Formula policy implementation. This position requires advanced, journey-level analytical expertise to manage complex projects and programs, conduct in-depth research, develop fiscal policies and procedures, compose official comprehensive written reports, and serve as a subject matter expert in trial court finance and planning.

The Judicial Council of California is the policy setting body for the state court system and has constitutionally conferred statewide rule-making authority. This authority includes developing, advocating for, and allocating the judicial branch budget. RESPONSIBILITIES

• Serve as lead staff and provide high-level professional support to the Trial Court Budget Advisory Committee, its subcommittees, and working groups. This is one of the most active advisory bodies to the Judicial Council that represents trial court funding priorities and policies. This role involves strategic planning, policy compliance, stakeholder engagement, and administrative coordination to ensure the committee’s operations align with Judicial Council governance standards. 
• Manage the annual submission cycle, analyze funding requests from trial courts, and coordinate the Funds Held on Behalf of the Trial Courts program to ensure compliance, transparency, and effective fiscal oversight. 
• Provide high-level professional support in a backup capacity to the Senior Fiscal Analyst position that oversees the trial court budget allocations of $3 billion annually and the Workload Formula policy. This role collaborates extensively with Judicial Council leadership and trial court representatives to ensure effective governance of trial court funding and policy execution. 
• Provide advanced-level analytical and budgetary support to the Court Interpreter Program. This includes technical assistance to the Language Access Program for annual court interpreter allocations to the trial courts, implementation of budget proposals, and review of reports to the Legislature and other documents. 
• Provide support for the development and implementation of the annual trial court budget. Contribute to cross-functional initiatives that support trial court operations, ensure fiscal integrity, and support the goals of the Judicial Council. 
• Document and maintain detailed records of operational processes, procedures, and related backup information to ensure clarity and consistency for key budgetary processes that support the trial courts.

MINIMUM QUALIFICATIONS 
Bachelor’s degree, preferably in business, finance, accounting, or a directly related field, and four (4) years of professional experience in accounting, financial analysis, budgetary, or contract administration/procurement. 

Possession of a bachelor’s degree in a directly related field such as accounting, finance, business, etc., may be substituted for one (1) of the years of required experience. An additional four (4) years of professional experience in the assigned function as noted above may substitute for the bachelor’s degree. Or, additional directly related experience and/or education may be substituted on a year-for-year basis. 

OR

Juris doctor, Master of Business Administration, or master’s degree in a directly related field for the assigned discipline such as finance, contract administration or accountancy, and one year of experience as identified above. 

OR 

One (1) year as a Fiscal Analyst in the assigned field with the Judicial Council of California or one (1) year of experience performing the duties of a class comparable in the level of responsibility to that of a Fiscal Analyst in a California superior court or California state-level government entity. 

Desirable Qualifications

• Knowledge of California’s state budget process and governmental budgeting practices.
• Strong political acumen and understanding of governmental laws, rules, and policies.
• Experience implementing budgetary policies within government frameworks.
• Proficiency in Microsoft Office tools, including Outlook, Word, Excel, and PowerBI.

About the Finance Department
The Finance Department is responsible for the overall financial management of the City, including
oversight of the citywide operating budget of $272 million ($175.8 million General Fund) for FY 25-
26 with 550 budgeted FTEs and a capital improvement program budget of $61.5 million. The
Department’s core function is to maintain a strong and secure financial position for the City by
providing comprehensive financial and analytical services to the City Council, City management and

The Opportunity
The Deputy Director of Finance assists in planning, directing, organizing, and coordinating the
operations of the Finance Department. This position manages assigned functional areas, which may
include accounting, payroll, revenue and treasury operations, and/or budget planning. The Deputy
Director provides highly responsible technical and professional staff support, serves as a key
member of the department’s leadership team, and performs complex financial and operational
analyses to support the City’s strategic and fiscal objectives.

The Judicial Council of California is accepting applications for the position of Fiscal Supervisor for Budget Services.   

The Fiscal Supervisor over the Court Budget Unit (CBU) in the Budget Services office plans, organizes, supervises, reviews, and evaluates the work of assigned staff responsible to support all aspects of budget development and implementation for the 58 trial courts. The Supervisor oversees the development of allocations and distribution of $3 billion annually to the trial courts and manages other budgetary processes and programs that support court operations. The Supervisor oversees the preparation of trial court financial documents and required reporting; provides technical fiscal assistance to the courts; reviews funding requests to ensure compliance with statute, budget authority, and Judicial Council policy; and related assignments for court leadership, Budget Services management, and the Judicial Council’s Executive Office. DEFINITION

Performs complex clerical accounting tasks involving the maintenance of financial, accounting, or statistical records within an on-line accounting system. Posts transactions to journals and ledgers; adjusts accounts according to established procedures; and assists with the preparation of worksheets and financial summaries.

 

SUPERVISION RECEIVED AND EXERCISED

Receives direction from the Accounting Analyst. This position does not exercise supervision of others.

 

ESSENTIAL JOB DUTIES

• Maintain cost accounting records by computing, allocating, and posting to various accounts; prepare journal entries and other data entries as needed.

• Administer Business License program, answer calls and process business licenses in HDL software.

• Process cash receipts for all departments; clear cash register, post receipts, reconcile and balance receipt journal, and prepare bank deposits; deliver cash receipts/deposits to bank.

• Assist with Accounts Payable function as needed.

• Generate and check a variety of computerized accounting reports; maintain and update spreadsheet reports as assigned.

• Maintain accurate and thorough files related to assigned activities, including scanning and attaching supporting documents and filing accounts receivables and other documents.

• Update fixed asset inventory system, track purchases, transfers, and sales of fixed assets.

• Assist with accounting reports; compile and organize various types of financial and statistical information.

• Explore and resolve a variety of problems through review of multiple records; exercise initiative in anticipating or identifying problems or errors and follow-up to resolve.

• Research and answer public, employee, department, and vendor inquiries regarding the status of various accounts and payments.

• Analyze and reconcile account activity and balances and make or request appropriate adjustments; assist with year-end close.

• Assist with maintaining petty cash fund and report expenditures.

• Prepare budget documentation using Excel and Word.

• Scan and maintain financial documentation in Laserfische.

 

QUALIFICATIONS

Knowledge of:

• Accepted principles, techniques, and practices of governmental accounting, fund accounting, auditing, and fiscal management.

• Accounting systems and data processing interrelationships.

• Microsoft Excel and Word; ideal candidates will have familiarity with Munis, HDL software, ActiveNet, InDesign, Granicus, and SharePoint or be capable of learning.

 

Ability to:

• Rapidly analyze financial data and draw sound conclusions to prepare clear, complete, and concise reports.

• Follow and retain verbal written instructions.

• Communicate effectively orally and in writing; and establish and maintain cooperative work relationships.

• Work with minimal supervision.

 

EXPERIENCE AND EDUCATION

Any combination of experience and education that would likely provide the required knowledge and abilities would be qualifying.  A typical way to obtain knowledge and abilities would be:

 

Experience:

Three (3) years of experience in computerized bookkeeping or administrative work involving accounting, record keeping and reporting. Two (2) years of computer spreadsheet (Excel) and document (Word) processing experience. Two (2) years of experience dealing with the public in a service capacity.

 

Education:

Education equivalent to a high school diploma and two (2) years of college coursework or training in accounting or bookkeeping methods.

LICENSE(S) AND CERTIFICATION(S)

Possession of a valid California State Driver’s License, or license in another state with the ability to obtain a California license within 30 days of hire.
