San Mateo County Health's Behavioral Health and Recovery Services Division is seeking a well-qualified individual for the position of Supervising Mental Health Clinician - Adult and Youth Services. Supervising Mental Health Clinicians supervise and coordinate the professional work of mental health professionals, paraprofessionals and interns in San Mateo County and participate in program planning, administration and evaluation; and provide specialized psychiatric casework counseling and therapeutic services to adults and youth in the field.
 
The current vacancy is in Behavioral Health and Recovery Services (BHRS) Crisis and Outreach Team including the Psychiatric Emergency Response Team, the Crisis Response Team (CRT), Healthcare for the Homeless (HCH), Homeless Engagement Assessment Linkage (HEAL) team, and the law enforcement, mental health partnership within multiple cities in the County.

Supervising Mental Health Clinicians are members of the Behavioral Health and Recovery Services Leadership Team and work with collaborative partners on system wide initiatives focused on improving services and service delivery. This position reports directly to a Clinical Services Manager.
 
The Supervising Clinician oversees daily operations and directs a multidisciplinary team providing recovery-based behavioral health services, outreach and linkage for BHRS' crisis and outreach teams. Services provided include: supervising mobile clinicians who are working in tandem with city law enforcement at behavioral health crises and/or with homeless outreach programs throughout the County, supervise the program specialist for the Crisis and Outreach Team, and conduct trainings and presentations to law enforcement and the community.
 
The teams include psychiatrists, social workers, marriage and family therapists, law enforcement officers and community workers who are consumers or family members. The clinical teams may also work with clinical interns.  
 
The ideal candidate will possess:

• Knowledge of system of care principles.
• Knowledge of program management techniques and practices.
• Knowledge of crisis de-escalation, crisis evaluation, 5150-hold application, and community crisis response.
• Knowledge of crisis continuum of care.
• Strong supervisory/leadership skills, which demonstrate an ability to direct and motivate a multi-disciplinary team some of whom will be mobile and in disparate parts of the County.
• The ability to establish and maintain productive working relationships with consumers, families, professionals, law enforcement, Psychiatric Emergency Services, SMART Medics and the public; including close collaboration with and engagement of community partners to plan for, implement and coordinate needed services.
• Ability to make sound decisions based on the exercise of judgment and the consideration of all available information often with very little time during active crises.
• Demonstrated expertise and skill in clinical work with adults and youth with serious mental illnesses who may also have had contact with law enforcement and psychiatric emergency services.
• Knowledge of evidence based clinical practice modalities, e.g. motivational interviewing, solution focused brief treatment, cognitive behavioral therapy, wellness and recovery principles, and trauma informed care, for examples.
• Knowledge of Medi-Cal and Medicare regulations and managed mental health care.
• Strong knowledge of Avatar, Soarian and other tools used by BHRS for information and charting.
• Strong clinical assessment, diagnostic and evaluation skills.
• Experience working with clients of diverse cultures and backgrounds.
• Inpatient and outpatient clinical experience.
• Experience working with clients on the streets and in shelters.
• Collaborative experience or knowledge of the Criminal Justice system.

 

Examples Of Duties

Duties may include, but are not limited to, the following: 

• Consult with clinicians in the field to determine a course of action during active crises that may involve law enforcement.
• Tracking of data for established and pilot programs and report these statistics out to leadership.
• Facilitate regular meetings with clinicians and all other systems partners that Crisis and Outreach Team collaborates with.
• Ongoing clinical training for field clinicians and law enforcement including the Quarterly Crisis Intervention trainings.
• Respond to active crisis scenes when required.
• Respond to and support requests involving the deployment of BHRS Crisis Response Team.
• Day to day oversight of the programs under the Crisis and Outreach umbrella.
• All other duties or projects as assigned.

Qualifications

Licensure/Certification:  
Possession of a valid California license in at least one of the following:  Registered Nurse; Clinical Psychology; Clinical Social Worker; or Marriage, Family and Child Counseling.

Education and Experience: 
Any combination of education and experience that would likely provide the required knowledge, skills and abilities is qualifying. A typical way to qualify is a Master's degree in a mental health specialty, such as social work, nursing, or clinical counseling and two years of professional post-graduate experience in a mental health setting.

Knowledge of: 
Basic program management techniques and practices; principles and practices of supervision and training; human and health services system in the County including private agencies and their community resources; current philosophy, principles and practices for services to clients with serious mental illness; legal and policy aspects of community mental health methods; techniques of family, individual and group counseling and diagnosis; individual, group and family psychodynamics; current principles and practices of psychiatric casework; mental health consultation and education; and problems, needs, attitudes and behavior patterns of patients/clients.

Skill/Ability to: 
Supervise, train and evaluate multi-disciplinary staff; work collaboratively with other senior professionals in planning and developing programs in San Mateo County; prepare and deliver written and oral reports; plan, implement and evaluate all operations of assigned area; oversee/provide treatment to adults; establish and maintain positive working relationships with consumers, family advocates and stakeholders.

Silicon Valley Power

Silicon Valley Power, Asset Management Group has an excellent opportunity for the position of Senior Engineering Technician. Job responsibilities include, preparing scaled and dimensioned plans based on sketches prepared by engineering and/or estimating personnel, maintaining records of as-builts and updating existing SVP maps and records utilizing ESRI-based GIS applications, maintaining master map files, including such records of block maps, street light maps, fiber communication, electric utility single line and operating diagrams and other maps, performing computing and drafting operations in AutoCAD, involvement in checking drawings of electric utility facilities, and performing other duties as assigned. 

Water and Sewer Utilities

The Water and Sewer Utilities Department is looking for a Senior Engineering Technician who desires to become a Water and Sewer Utility professional and support a talented group of engineers, administrative staff and utility operators with the sole aim of delivering safe, reliable utility services and excellent customer service to the community of Santa Clara. The Senior Engineering Technician will prepare exhibits, update CAD files, access and update asset management software, update spreadsheets and project folders, perform site visits, perform field measurements, perform research tasks, support the water sampling program, support plan checks, prepare construction documents, perform field inspections, update block books and communicate with customers, contractors, consultants, engineers, inspectors, and operators. 

The ideal candidate should be proficient in AutoCAD, the Microsoft Office Suite, working with PDF formats, navigating folder directories, and communicating effectively with a diverse group of stakeholders. Any experience, skills or certification related to the water, recycled water, sewer or general civil engineering industry is desired.

Department of Public Works

The City of Santa Clara's Department of Public Works seeks a results-oriented and innovative individual to serve out the Department's mission to provide the highest quality public works services to the residents of Santa Clara, the development community, and our customers in a responsible and efficient manner. The Department has focus areas that include Engineering Services and Operations and Maintenance. Engineering Services is comprised of four engineering divisions: 1) Design, 2) Field Services, Land and Property Development, and Traffic Engineering as listed below. Currently, the Field Services Division of the Department of Public Works (DPW) is looking for individuals for the position of Senior Engineering Technician.  This position will provide support to the Field Services division through updates to the Geographic Information System (GIS) system, AutoCAD, and miscellaneous databases.  This position will coordinate internally with various DPW staff to maintain system records and support their needs to successfully complete their projects on time.

The ideal candidate should have experience using and editing AutoCAD software. The Senior Engineering Technician will assist the City Surveyor with topographic, monument, and benchmark surveys conducted in the field. Additionally, the technician will help restore missing or damaged monuments and benchmarks and perform administrative tasks such as filing permits, updating block books, conducting research, and carrying out field inspections and investigations. Employees in this role are expected to be fully trained in all procedures related to their assigned responsibilities. Work is performed under the general supervision of the Chief of Party, a Professional Engineer, or a Principal Engineering Technician, who assigns tasks and reviews work to ensure compliance with instructions and established engineering standards.

The Design Division manages capital improvement planning and programming related to pavement management, storm drain facilities, and sanitary sewer systems. Additionally, the division provides capital project delivery services for a variety of City projects including transportation, roadways, pedestrian and bicycle, storm drains, sanitary sewers, buildings, libraries, and parks to implement the City’s capital improvement program. The division also coordinates with the Federal Emergency Management Agency on the City’s Community Rating System (CRS) program to maintain the City’s Class 7 rating. 

The Field Services Division provides construction management, construction inspection, materials testing, and surveying for capital improvement projects such as pavement rehabilitation, traffic signals, storm and sanitary sewers, parks, building improvements and other public improvements.  The Field Services Division also provides construction inspection and coordination for developer/private construction of public improvements within the City’s right-of-way. 

The Land & Property Development Division is responsible for providing efficient and effective engineering services to support private development projects during the entitlement, design, and construction phases. The division works closely with customers, developers, utility companies and the community to ensure projects comply with local, state and federal standards. The division is also responsible for reviewing and approving encroachment permits, easements, street/easement abandonments, subdivision maps, processing encroachment agreements, collecting development-related fees, and collaborating with other Public Works divisions, as well as other City departments throughout all project phases. Additionally, the division provides customer counter services to the general public as the City’s permit center.

The Traffic Engineering Division provides traffic engineering, traffic impact analysis reviews, bicycle and pedestrian improvement planning, grant administration, and traffic signal maintenance and operation services for the City. The division also investigates resident/business inquiries related to street parking, traffic calming, intersection control, and bicycling and pedestrian travel on public streets. Finally, this division coordinates with other agencies such as the Valley Transportation Authority, County of Santa Clara Roads and Airports, Caltrans, and the cities of San Jose, Cupertino, and Sunnyvale related to projects, programs, and grant opportunities. 

This position may be filled within various divisions of the Public Works, Water & Sewer Utilities, or Electric Utility Departments not included in this listing.

Minimum Qualifications

EDUCATION AND EXPERIENCE
• Graduation from high school or tested equivalent; and
• Two (2) years of full-time paraprofessional engineering experience at a level equivalent to City of Santa Clara Engineering Technician including at least one (1) year working with Computer Aided Drafting (CAD) and/or Geographic Information System (GIS) tools and software.

ACCEPTABLE SUBSTITUTION
Possession of an Associate’s degree or higher OR minor in engineering or GIS may be substituted for one (1) year of the required experience.

DESIRABLE QUALIFICATIONS

Under general supervision, the Light Rail Power Supervisor supervises and coordinates the overhead power and substation maintenance and repair of the light rail system.

Distinguishing Characteristics
This is the first full supervisory level in the maintenance and repair of electric power systems for light rail, including overhead and substations. The next higher class of Light Rail Way, Power and Signal Superintendent manages the overall activities of the program and supervises this class.

Way, Power & Signal Maintenance is responsible for timely and reliable maintenance, preventive maintenance, inspections, repair and servicing of the light rail right-of-way, rail system power, tracks, signals, station facilities and related equipment. Components of the Way, Power & Signal unit are:
 

• Station & Wayside Maintenance: Station & Wayside Maintenance maintains and repairs (including graffiti removal) light rail stations, terminal buildings, restrooms, park & ride lots, landscaping, fences, guardrails, and other trackside areas.

• Track Maintenance: Track Maintenance maintains (including right-of-way weed eradication, vegetation control, and graffiti removal), performs preventive maintenance, inspects, services and repairs rail, switches, ties, roadbed, and track systems.

• Passenger Facilities Maintenance: Passenger Facilities Maintenance maintains, performs preventive maintenance, inspects, repairs, and services all VTA-maintained passenger facilities, including bus stops. Services include: bench installation, painting and repair, core drilling for poles at new bus stops, garbage collection, trash receptacle installation and relocation, graffiti abatement, litter removal, pressure washing, red curb painting, signage inspection, route updates, and sweeping services. Minimum Qualifications

Employment Standards
Sufficient education, training and experience to demonstrate possession of the required knowledge, skills and abilities.

Development of the required knowledge, skills and abilities is typically obtained through the equivalent of six (6) years of experience in electrical/electronic maintenance, including one (1) year in an electrified rail or high voltage power supervisory position AND the equivalent of completion of a recognized apprenticeship program for electricians.

Possession of a valid California Class C driver's license and the ability to qualify for and maintain a Class B license.

About the Light Rail Maintenance Department

Light Rail Vehicle (LRV) Maintenance is located at the Guadalupe Light Rail Division. LRV Maintenance is responsible for timely and reliable maintenance, preventive maintenance, inspections, repair and servicing of light rail vehicles and service equipment.

After a light rail vehicle returns from revenue service at the end of each day, Maintenance performs an interior inspection/walk-through of the vehicle, analyzes the Operator Defect Card, performs a visual inspection of the vehicle undercarriage, performs exterior and interior cleaning, cleans and repairs windows and seating, and removes and repairs graffiti and vandalism.

Job Description

Under general supervision, the 8562 Counselor, Juvenile Hall, is responsible for the care, custody, safety and welfare of juveniles detained at Juvenile Hall.

Essential duties include, but are not limited to: 

1. Observes behavior of detainees in an assigned living unit; directs detainees in the upkeep of personal hygiene, during mealtimes, and while cleaning the unit; maintains appropriate close supervision over detainees to prevent negative incidents; provides appropriate discipline; consults with supervisors regarding disciplinary problems; conducts regular state mandated security checks of rooms; monitors visiting sessions to ensure the safety and security of detainees and counselors.

2. Inspects windows, locks doors when not in use, and keeps count of all detainees assigned to the unit; administers emergency first aid pending the arrival of medical staff; responds to emergency conditions which may require physically subduing and restraining hostile detainees to ensure the safety and security of the unit and the facilities.

3. Completes incident reports, behavior reports, individual case reports, and other departmental forms and reports; maintains the unit log book to ensure adherence to legal requirements. Maintains and updates electronic databases and case management systems.

4. Conducts ongoing individual and group counseling sessions with detainees by communicating rules, policies, expectations, and consequences; listens and responds to questions, concerns, complaints, and requests; provides assistance in working out problems to assist detainees.

5. Directs leisure time activities; teaches and encourages good sportsmanship.

6. Transports residents to and from various locations; directs and controls residents’ movement to ensure the safety and security of the residents.

7. Facilitates the admittance and release process of residents.

8. Confers with departmental personnel and representatives of outside agencies.

License and Certification:

There is currently one vacancy on the Central County Adult Mental Health Clinic team in San Mateo.

 

In this position, the psychologist will work as part of a dynamic, multicultural and multidisciplinary team, supporting our culturally diverse San Mateo residents who are diagnosed with a Serious Mental Illnesses and Co-Occurring Disorders.

This Psychologist will conduct admission assessments and evaluation, provide individual and group therapy, crisis intervention, case management, and rehabilitation services to a caseload of adults diagnosed with a serious mental illness.  The Psychologist will also support the psychology doctoral student program and the MSW/MFT graduated internship program at the clinic and provide students with supervision and provide clinical consultation. The Psychologist will work with the team in appropriate discharge planning and coordination of care with other community based organizations.

OASIS is community field-based mental health services provided to older adults at their place of residence. This home visit services include medication evaluation and monitoring, individual counseling/therapy, and case management. This multiple discipline team with language capacity in English, Spanish, and Chinese, consists of Psychiatrists, Licensed Clinical Social Workers, Licensed Marriage & Family Therapists, a Community Mental Health Nurse, and a Peer Support Worker. Services are available to San Mateo County residents age 60 and over with issues of mobility and mental health conditions that impact their day-to-day functioning.  

Clinicians will use evidence-based approach to perform assessment, diagnosis, make medical necessity treatment plans, case management, individual therapy, and work with family members of clients' and other community providers for clients' mental health follow-up care needs. Clinicians are committed to providing medical necessity treatment that supports the clients' goals of independence and self-sufficiency with other service providers' support to continually live in the community with better quality of life. These positions embrace the challenge of providing simultaneous cooccurring treatment for both mental illness and substance use disorders in some cases; to work in an older adult outpatient setting as a member of a multidisciplinary team in collaboration and within the system of care.  

The ideal candidates will possess:  

• A current license as either a Licensed Clinical Social Worker or Marriage and Family  
• Therapist, or are collecting hours to take the licensing exam;  
• Solid clinical treatment, assessment, diagnostic and evaluation skills;  
• Knowledge of principles, techniques and trends in counseling, psychotherapy, clinical case management, crisis management and various treatment modalities;
• Experience delivering services to adult and/or older adult consumers who have cooccurring behavioral health and substance use disorders;  
• Excellent documentation skills: progress notes, assessments, client care plans, etc.  
• Demonstrated expertise, skill and interest in working with a broad range of clients of diverse cultures and backgrounds, and an ability to provide culturally appropriate and proficient services  
• Skill in establishing and maintaining productive working relationships with families, coworkers, other professionals, collaborative partners and the public.  
• The ability to speak, read, and write fluently in both English and Chinese (Mandarin/Cantonese) is preferred. 

Minimum qualifications include: 

Licensure/Certification:  

• PSW I - current California registration as a Clinical Social Worker Associate (ASW).  
• MFT I - current California Registration as a Marriage and Family Therapist intern (IMF). Individuals hired in these classifications must become licensed within three years from the date of employment as a Clinical Social Worker or Marriage and Family Therapist by the State of California. 
• PSW-II - current California license as a Clinical Social Worker (LCSW).  
• MFT II - current California license as a Marriage and Family Therapist (MFT). 

Education and Experience  

Any combination of education and experience that would likely provide the required knowledge, skills and abilities is qualifying. A typical way to qualify is a Master's degree in Social Work, Social Welfare or a closely related field.
