San Mateo County Health's Public Health Policy & Planning (PHPP) Division has an exciting opportunity for an experienced Veterinarian to work in Animal Control and Licensing as a member of the team.
 
The current vacancy is extra help part time 20-hours per week in the Public Health, Policy and Planning Division. The position is stationed in San Mateo, CA, but will travel/drive throughout the County to perform duties of the position.
 
Scheduling is flexible. Daily reporting hours and days of the week may vary according to the needs of the department. Evening and weekend work may be required based on the needs of the organization. This position is a hybrid of remote work as well as field-based at clinics.
 
The Veterinary Wellness Program provides veterinary services to the pets of the unhoused, those in transitional housing, and very low-income San Mateo County residents who are receiving services from San Mateo County. This position works with San Mateo County Health and cross collaborates with other programs within the County. Technical expertise, as well as knowledge of veterinary public health practices, are preferred.
 
San Mateo County is unique in that most of our homeless shelters allow residents to bring their pets with them, not just an emotional support or service animal. One of the barriers for homeless people to get into a shelter with their pets is that their pet must be current on their vaccinations. Within 10 days of a new resident moving into a shelter with a pet, the County veterinarian will meet with the owner and their pet to provide a general exam, the necessary vaccinations and flea control. This position will visit various sites throughout the County on a regular basis, providing vaccines, flea control, antibiotics, anti-inflammatories, and general exams. In addition, the Veterinarian will travel to various homeless encampments to provide these services and to offer and encourage spaying and neutering of the pets.
 
When pets need additional care, this position will coordinate with local veterinary clinics we contract with for services. These contracts allow us to provide spay and neuter services, dental services, and many other procedures that the pet owner would not otherwise be able to afford. These vital veterinary services keep pets from being relinquished to animal shelters and provides peace of mind for the pet owner. In addition, our veterinary program partners with our Street Medicine Program to provide health care services to the pet owners, which advances San Mateo County’s One Health Concept.
 
This Veterinarian position will be providing technical/subject matter expertise on issues relating to the spread of zoonotic, epizootic, and exotic diseases, as well as consulting on cases of rabies in domestic and wild animals. The position will also act as a liaison between the veterinary community, Veterinary Public Health, California Department of Public Health, and residents of the County.
 
Duties will include, but are not limited to, the following:

• Provide lead direction to staff responsible for following prescribed treatment and maintaining treatment records for animals treated.
• Ensure that the highest level of service and care are provided and that changes in animals’ conditions are recorded and properly addressed.
• Examine and evaluate animals, and perform veterinary medical treatments, including vaccinations and preventative treatment as appropriate. 
• Coordinate with local veterinarians and clinic/shelter professionals to arrange spay and neuter surgeries and medical procedures.
• Arrange for care at a contracted veterinary hospital for severely injured, sick or diseased animals and provides full orders for care.
• Establishes and maintains medical records and drug use logs to standards of veterinary practices.
• Ensure that records are in order and complete and prepare written reports as needed; ensures that all State and Federal laws, regulations, accepted standards, are adhered to. 
• Maintain up-to-date knowledge of shelter animal health protocols, surgical procedures, and companion animal health issues.
• Build and maintain effective relationships with the staff, community, local veterinarians, State Veterinarian. 
• Assist in the monitoring of inventory and ordering of medical supplies and pharmaceuticals.
• Serve as technical/subject matter expert to answer questions from the County Health Officer, medical community and the general public regarding issues related to/involving animals—including but not limited to researching, recommending, implementing and/or maintaining measures to prevent the spread of zoonotic diseases, epizootic diseases, exotic diseases and disease outbreaks. 
• Serve as a consultant in suspect cases of rabies in domestic and wild animals as well as complex issues deriving from animal bites.
• Review pertinent legislation, regulations, and policies to provide recommendations, especially with regards to vaccination of domestic animals, rabies vaccine exemptions, quarantine/euthanasia of animals exposed to rabies.
• Disseminate relevant information to the local veterinary community as well as to residents of the county. 
• Assist with emergencies and disaster services.
• Perform related duties as assigned.

 
Ideal candidate will possess:
•       Experience working one – two years as a Veterinarian.

• Experience in diagnosing and treating disease, illness, and injuries of dogs, cats, rabbits, and other animals. 
• Ability to test animals for disease and administer vaccines.
• Ability to evaluate condition and coordinate maintenance of equipment and supplies.
• Ability to help ensure the safe storage, access, and use of medications.
• Ability to develop and provide guidance on sanitary protocols, feeding, preventative medicine, and general care to promote the health of all animals.
• Ability to research and prepare medical reports for guidance of management upon request.
• Ability to write grant proposals for funding.
• Ability to communicate effectively with all levels of staff and residents of the community.
• Attend meetings and other meetings as requested or required.
• Obtain continuing education as required and be committed to staying up-to-date technically with industry best practices and applying learned knowledge.
• Demonstrated ability to establish and maintain effective working relationships with partner and contract providers.
• Excellent communication skills, both written and verbal.

This is an extra-help, at-will assignment, paid on an hourly basis. Extra-help hours are dependent on the business needs of the department and therefore work hours may vary from week to week. Extra help employees shall not exceed 1,040 hours of work per fiscal year. Some extra help positions are eligible for benefits under the Affordable Care Act. Extra help employees are not guaranteed permanent status at the end of the assignment.

Licensure/Certification:

• Veterinarian license to practice in the State of California
• California class C driver license or equivalent. Must possess and maintain a good driving record.

Supervising Mental Health Clinicians supervise and coordinate the professional work of mental health professionals, paraprofessionals and interns in San Mateo County and participate in program planning, administration, and evaluation; and provide specialized psychiatric casework counseling and therapeutic services to adults and youth in the field. The current vacancy is in Behavioral Health and Recovery Services (BHRS) Crisis and Outreach Team including the Psychiatric Emergency Response Team (PERT), the Crisis Response Team (CRT), Healthcare for the Homeless (HCH), and Homeless Engagement Assessment Linkage (HEAL) team.

 

Supervising Mental Health Clinicians are members of the Behavioral Health and Recovery Services Leadership Team and work with collaborative partners on system wide initiatives focused on improving services and service delivery. This position reports directly to a Clinical Services Manager.

 

Services provided include supervising mental health clinicians working in tandem with city law enforcement for behavioral health crises and/or homeless outreach mental health programs throughout the county, supervising the program specialist for the Crisis and Outreach Team, and conducting trainings and presentations for various partner agencies and the community.

The teams include psychiatrist, social workers, marriage and family therapists, SUD case manager, mental health counselor, and community workers who are consumers or family members. The clinical teams may also work with clinical interns.

 

The ideal candidate will possess:

• Knowledge of system of care principles.
• Knowledge of program management techniques and practices.
• Knowledge of crisis de-escalation, crisis evaluation, 5150-hold application, and community crisis response.
• Knowledge of crisis continuum of care.
• Strong supervisory/leadership skills, which demonstrate an ability to direct and motivate a multi-disciplinary team some of whom will be mobile and in disparate parts of the County.
• The ability to establish and maintain productive working relationships with consumers, families, professionals, law enforcement, Psychiatric Emergency Services (PES), homeless services providers, and the public; including close collaboration with and engagement of community partners to plan for, implement and coordinate needed services.
• Ability to make sound decisions based on the exercise of judgment and the consideration of all available information often with very little time during active crises.
• Demonstrated expertise and skill in clinical work with adults and youth with serious mental illnesses who may also have had contact with law enforcement and psychiatric emergency services.
• Knowledge of evidence based clinical practice modalities, e.g. motivational interviewing, solution focused brief treatment, cognitive behavioral therapy, wellness and recovery principles, and trauma informed care, for examples.
• Knowledge of Medi-Cal and Medicare regulations and managed mental health care.
• Strong knowledge of Avatar, EPIC and other tools or databases used by BHRS for information and charting.
• Strong clinical assessment, diagnostic and evaluation skills.
• Experience working with clients of diverse cultures and backgrounds.
• Inpatient and outpatient clinical experience.
• Experience working with clients on the streets and in shelters.
• Collaborative experience or knowledge of the Criminal Justice system.

 

As the Supervising Mental Health Clinician, your responsibilities will include, but are not limited to, the following:

• Consulting with clinicians in the field to determine appropriate courses of action during active crises that may involve law enforcement.
• Tracking data for established and pilot programs and reporting these statistics to leadership.
• Facilitating regular meetings with clinicians and system partners collaborating with the Crisis and Outreach Team.
• Providing ongoing clinical training for field clinicians and law enforcement, including the Quarterly Crisis Intervention Training (CIT).
• Responding to active crisis scenes when required.
• Addressing and supporting requests for the deployment of the BHRS Crisis Response Team (CRT).
• Overseeing the daily operations of programs under the Crisis and Outreach umbrella.
• Performing all other duties or projects as assigned.

 

Qualifications

Licensure/Certification : Possession of a California license in at least one of the following: Clinical Psychology, Clinical Social Worker, or Marriage and Family Therapist.

Education and Experience: 

Any combination of education and experience that would likely provide the required knowledge, skills and abilities is qualifying.

• A typical way to qualify is a Master's degree in a mental health specialty, such as social work or clinical counseling and two years of professional post-graduate experience in a mental health setting.

THE DEPARTMENT

San Mateo County Behavioral Health and Recovery Services (BHRS) seeks a board eligible or board-certified psychiatrist to serve as a staff Child and Adolescent Psychiatrist within BHRS. The position is full time, and provides child psychiatric diagnostic and therapeutic services to clients in various divisions of San Mateo County Behavioral Health and Recovery Services. Potential service sites include our outpatient behavioral health clinics, the Canyon Oaks Youth Center (youth residential program), the Youth Services Center, the Therapeutic Day School programs, the Transitional Age Youth program, and BHRS’s integrated behavioral health team co-located within the County’s pediatric clinics. Deputy Probation Officer II is the journey level class of this series. Under direction, incumbents independently perform a variety of complex assignments primarily in the areas of intake, investigation, or supervision. This class is distinguished from Deputy Probation Officer III in that the latter has acquired greater work experience and technical competence and handles the exceptionally difficult cases requiring a high level of intensive probation casework. The III level may also mentor or train other staff in areas in which they possess expertise, provide lead direction or substitute for the supervisor on a short-term basis.

IMPORTANT: Individuals who are not currently employed full-time as a Deputy Probation Officer but have a minimum of two years of full-time experience in a California County Probation Department should not have a separation date greater than six months from the date of application.

As a Deputy Probation Officer, you will be responsible for, but not limited to, the following duties:

• Set up and recommend payment schedules for restitution and fines; evaluate restitution claims submitted by victims and assess the probationer's ability to pay.

• Collaborate with state and local welfare, school, and law enforcement agencies.
• Stay informed of departmental policies and procedures.

Deputy Probation Officer II ($48.09/hr-$60.07/hr) - Two years of experience performing duties comparable to those of an entry level Deputy Probation Officer I in San Mateo County.

There are currently various vacancies in the Probation department. Depending on qualifications, the vacancy may be filled at the Deputy Probation Officer I or Deputy Probation Officer II level.

Selected candidates must be available to work flexible shifts, including graveyards, day shift, swing shift, weekends and holidays at any of the Probation Department locations. Selected candidates must also successfully pass a background investigation, including fingerprints, medical examination, psychological evaluation, a truth verification test and be free from any physical, emotional or mental condition which might adversely affect the exercise of the powers of a Peace Officer.
