This is a non-sworn, civilian training classification to be used while incumbent is attending a certified P.O.S.T. Basic Police Academy.  Incumbent in this classification receives the same employee benefits as Police Officers, with the exception of being placed in the “Miscellaneous” retirement category until successful completion of a designated police academy, and as a civilian employee, will not be covered by government code sections 4850 and 3300 through 3311.  Upon successful completion of an academy, incumbent shall be sworn as a Police Officer, placed in the safety retirement category and begin an 18-month probationary period as a Police Officer on the date of swearing in. 

Education: 

• High school graduate or its equivalent. 
• Completion of 30 semester (or equivalent quarter) units from an accredited college or university preferred. 

Physical Capabilities/Vision:

• Must be capable of performing the full range of work assigned to a Police Officer free from physical, mental or emotional restrictions, which would adversely impact job performance. 
• All vision must be corrected to 20/20.
• Must be free from color blindness and have a normal field of vision.

We are currently looking for a Clinical Therapist I or II to work on our MHSSA Grant Team within Tri-City's Child & Family Clinic. This position will be a part of a 3 year - federally funded MHSSA Grant Team set to end in 2026. A Clinical Therapist I/II provides behavioral health clinical intervention and recovery services to assigned clients and their families; develops treatment plans and performs individual, group, and family psychotherapeutic counseling, routine and emergency assessment, crisis intervention, and related treatment services; manages an assigned caseload of adults, juveniles, and/or children; provides 
consultation to other staff, programs, and agencies related to treatment needs and plans; and 
performs related duties as assigned. 

The Clinical Therapist I/II position will report to a Clinical Supervisor I and will work on a multidisciplinary team consisting of other Clinical Therapists and Mental Health Specialists in partnership with the school and families.

These positions are responsible for a variety of ongoing responsibilities including, but not limited to:

•  Provides individual, group, and family interventions, rehabilitation, and treatment services including counseling, therapy, case management, and referral and linkage to community services to a variety of clients including high acuity clients. 

•  Within scope of authority, assesses, diagnoses, and treats a variety of clients with mental health disorders; collaborates with clients and creates individualized treatments plans according to client’s needs and circumstances. 

• Initiates and conducts individual, group, and family counseling and biopsychosocial therapy sessions utilizing a variety of techniques and modalities; provides case management services in the office and in the field. 

•  Performs routine and emergency intake evaluations according to Authority procedure; completes appropriate forms and documents relating to the intake process; and prepares medical and demographic case history for use in diagnosis.

• Assists clients and family members in understanding behavioral health diagnosis, contributing factors/causes, effects, prognosis, rehabilitation, and treatment. 

•  Works with clients to address stressors and barriers to treatment and/or social functioning; identifies and focuses on client strengths and personal resources to effectively engage and treat client. 

•  Performs crisis intervention for clients and walk-in non-clients; evaluates individuals to identify level of stable behavior; provides support and assistance in problem resolution; coordinates or arranges for the provision of appropriate care services; and places holds as necessary within scope of authority. 

• Attends and participates in a variety of meetings, staff trainings, utilization and peer review activities, clinical supervision and case consultation, and public information and education functions.

•  As a member of a multidisciplinary treatment team, provides critical clinical input related to client diagnosis and recommended treatment; presents findings and clinical observations; and makes recommendations for additional services. 

• Maintains and submits accurate, detailed, and thorough documentation, case records, and notes of all billable and non-billable activities and services related to client care; completes necessary documentation for billing purposes.

•  Provides resources and referrals to address basic needs and other barriers to wellness and recovery including food, housing, clothing, transportation, and other financial resources. 

•  Maintains client confidentiality in compliance with all Health Insurance Portability and Accountability (HIPAA) regulations.

THE POSITION: 

The City of San Rafael is recruiting for a Police Officer. This position performs a wide variety of peace officer duties involving the protection of life and property, enforcement of laws and ordinances, criminal investigation, crime prevention and suppression.  Police officers prepare cases and provide courtroom testimony, provide information and assistance to the public and perform special assignments in areas such as patrol, traffic, investigations and gang enforcement.  General supervision is provided by the Police Sergeant.  Responsibilities may include the direct supervision of officers in training and/or the indirect supervision of other officers and/or support staff.   

This position performs the following essential job duties:

• Patrols an assigned area in a radio car, on motorcycle or on foot to observe and report suspicious activities or hazardous conditions for the prevention and detection of crime; arrests law violators in accordance with applicable statutory and case laws.
• Answers routine and emergency calls for protection of life and property and the enforcement of City, County, State and Federal laws, codes and ordinances.
• Investigates crimes, accidents, deaths and disturbances; collects, preserves and presents evidence using scientific identification techniques; interviews, questions and/or takes statements from victims, witnesses and suspects and completes investigative reports.
• Directs traffic, including regulation of vehicle flow at emergency or congested places, stops drivers who are operating vehicles in violation of laws and issues citations or warnings as appropriate.
• Appears in court to present evidence and testimony in connection with criminal prosecution and/or civil cases; serves writs, warrants, subpoenas and other legal documents.
• Provides information and direction to the public; assists in developing community policing strategies; maintains effective public relations and makes public service appearances.
• Provides emergency first aid and/or assistance to injured or incapacitated persons and requests additional emergency medical services as necessary.
• Searches, guards, transports and assists in the booking and custodial care of prisoners.
• Handles missing person cases; takes custody of runaway or delinquent juveniles; investigates child welfare cases involving potential mental, physical or sexual abuse.
• Assists with emergency or planned events, including natural disasters, fires, parades, and crowd control; participates in special details and assignments.
• Directs, instructs, and supervises officers in training; conducts in-service and/or briefing training.

THE POSITION:

The City of San Rafael is recruiting for the position of Police Cadet (3 positions available).  This is an excellent job opportunity for students interested in law enforcement.  Under direct supervision, this fixed-term/limited term, civilian position provides general and specific information and assistance to the public.  The position also provides logistical assistance to all police department functions.  The primary assignments for the Cadet position are crime prevention, patrol support, and records/front office support.

The Community

Located nearly halfway between the metropolitan powerhouses of San Francisco and the state’s capital, Sacramento, Suisun City is a hidden gem of the Bay Area. The Department

The City’s Volunteer Fire Department is older than the City itself, founded as a volunteer corps in 1861 to replace a U.S. Army fire brigade. The largest volunteer urban Fire Department in California has undergone change to become a combination department, composed of both paid and volunteer staff. In addition, the department provides Advance Life Support (ALS) services and responds to over 3,000 calls for service annually. Staffing includes a Fire Chief, one Deputy Chief, one Fire Marshal, six Fire Captains, six Fire Engineers, an Administrative Assistant and 10 Reserve Volunteer Firefighters. Dispatch is staffed through the Public Safety Dispatch Center housed at the Police Department. Ambulance services are handled through a countywide contract. The Suisun City Department responds to fire, emergency and medical calls, as well as attaching units to wildland strike teams, when possible.

The Position

The ideal candidate will be a team-oriented problem-solver with a focus on public service. Recruits enter a training program to develop skills necessary to demonstrate abilities to respond to emergency fire and medical alarms, to protect life and property, to participate in fire suppression training and emergency medical training, to assist with station, apparatus and equipment maintenance, and to do related work as required. Volunteers are required to participate in a minimum of two 24 hour shifts or four 12 hour day shifts each month and complete assigned training.

POSITION SUMMARY

The Wildfire Resilience Coordinator will manage projects related to the overall MRCA efforts regarding wildfire resilience, including tracking and analyzing existing funding sources related to wildfire preparedness and response, supporting staff project as defined by the early action wildfire resilience plan, coordinating with other MRCA and SMMC staff members working on wildfire related projects and programs, preparing and documenting further regional needs.

This position requires a highly motivated, responsible, organized and self-starting individual who can handle an array of tasks at the same time as part of standard workload, has good judgment and can make decisions, and works well independently and as part of a small team.

This is professional and technical work pursuant to the terms of grants, contracts, and applicable regulations, involving frequent communication with others. Project managers must also build community and political support, seek funding opportunities, actively cooperate with other government agencies and non­profit organizations, and keep abreast of related planning processes. The work performed will support MRCA’s capital Workprogram for wildfire resilience including improvements, workforce development, ignition prevention and suppression, inspection and monitoring and structure hardening and other MRCA efforts related to public access, open space conservation, habitat restoration, and urban park development. Special projects assigned or led by the Chief of Staff will be supported by this position.

ESSENTIAL FUNCTIONS

The following duties are typical for this classification. Incumbents may not perform all of the listed duties and/or may be required to perform additional or different duties from those set forth below to address business needs and changing business practices.

• Implement multiple projects simultaneously: The project manager is the central point of contact on all issues concerning assigned projects and will be responsible for project quality. Perform project tracking, scheduling, and budget management.
• Coordinate between MRCA divisions to track agency-wide wildfire resilience efforts and guide the agency towards accomplishment of big picture wildfire resilience priorities.
• Perform day-to-day administration of grants, prepare required reports and ensure conformance with grant agreements. Analyze, verify and obtain payment approvals for invoices.
• Interagency coordination: Coordinate with Santa Monica Mountains Conservancy grantees to perform tracking and data management on wildfire resilience grants.
• Coordinate with Santa Monica Mountains Conservancy, its grantees, and regional stakeholders to advance wildfire resilience efforts in Southern California.
• Determine project scope, options, and alternatives to overcome constraints. Revise as often as needed to address unexpected conditions.

• Oversee consultants and contractors, manage contracts, coordinate project team and collaborate with coworkers to ensure that the project scope is completed according to grant agreements, schedules, and cost limits. Assist in selection of consultants/contractors.
• Write and coordinate grant proposals and research new funding opportunities for wildfire resilience and workforce development related planning efforts.
• Cooperate with other team members to accomplish project goals; provide support to coworkers on other projects.
• Produce written materials including staff reports, text for publication, proposals, progress reports, and a variety of other documents.

Physical Demands

Required Hours And Location

Monday through Friday, 8 hours per day, 40 hours per week with some scheduling flexibility. Occasional overtime work in evenings or weekends upon prior approval by supervisor. The position will work remotely and out of the Los Angeles River Center and Gardens but may be required to travel to various other locations. Offices at the River Center are spread among multiple buildings and floors.

Public Contact

As public parklands, the majority of MRCA properties are open to the general public during operating hours. This position will have contact with members of the public in public areas such as parking lots and shared public/office restrooms, and during public meetings.

MINIMUM QUALIFICATIONS

Education and Experience

• B.A. or B.S. degree or higher in preferably environmental studies, education, project management, landscape architecture, or related field. Experience may substituted for academic degree.

THE POSITION:

The City of San Rafael Police Department is recruiting for a full-time, Police Communications Dispatcher.  This is a specialized police civilian classification and performs all duties required to effectively dispatch police services including operating police radio communication equipment to communicate with the public and police.  Receives, interprets, and transmits information essential to the delivery of emergency and non-emergency police services.

• Monitors local emergency services radio transmissions; maintains contact and monitors status of field units; monitors the county mutual aid channel.
• Responds to emergency phone lines, including calls to and from fire department, alarm companies, and tow companies.
• Prioritizes needs of difficult callers, including hysterical victims, incoherent persons and suicidal subjects; assesses and evaluates emergency situations.
• Enters calls for service information into the CAD system, including type, location, nature and description of event; enters all field unit transmissions.
• Enters information into automated systems, including temporary warrants, missing persons, property, stolen vehicles, domestic violence restraining orders and firearms; searches various databases and automated systems in response to information requests.
• Performs a variety of clerical duties, including photocopying, completing forms and maintaining records; receives and responds to document requests for warrants and DMV printouts.

• Answers front office non-emergency lines after hours.
• Informs on-duty shift Sergeant of street activity and pending calls for service.

Facility and Sports Field Attendants work in the formal Suisun City classification of Recreation Specialist I. Starting hourly rate will depend on qualifications. This position works on average 19 hours per week.

The Department: The Recreation, Parks and Marina Department is responsible for the operations and programs of the Suisun City Marina, the Senior Center and the Joseph A. Nelson Center, including preschool, after-school programs at various sites, recreation classes and sports leagues, community events and special event rentals.
