GENERAL INFO 
 

Under general supervision, the Lifeguard/Swim Instructor I/II performs routine public contact and safety work in serving as a pool lifeguard. They also provide essential support to recreation programs and services by performing custodial tasks, event setup and teardown, program support, and minor maintenance duties relating to aquatics. This temporary, parttime position requires working up to 20 hours per week. The role involves ensuring the health and safety of aquatic patrons, facilities are clean, safe, and operational while delivering excellent customer service. Performs other duties as assigned.  

UNIVERSAL POSITION DUTIES (Applicable to all roles; Illustrative Purposes Only) 

• Monitor the swimming pool and enforce safety regulations. 
• Assist with aquatics programs, special events, and facility upkeep. 
• Test and maintain pool water chemistry. 
• Set up and tear down for classes, programs, and events. 
• Lift and move up to 50 pounds regularly, and occasionally up to 100 pounds. 
• Work outdoors in sun, rain, or wind as needed.

Minimum Qualifications:

SWIM INSTRUCTOR (Illustrative Purposes Only) 

• Teach American Red Cross Learn-to-Swim lessons following provided lesson plans. 
• Maintain open communication with parents and participants. 
• Assist with emergency responses and pool safety as trained. 
• Attend weekly and monthly safety trainings. 
• Perform routine cleaning and maintenance to ensure facility upkeep. 

Minimum Qualifications: 

• Minimum Age: 15 
• Education: High school diploma or GED not required. 
• Skills: Swimming proficiency at American Red Cross Learn-to-Swim Level 4. 
• Preferred Certification: Water Safety Instructor 

LESSON MANAGER (Illustrative Purposes Only) 

• Oversee swim instructors and ensure consistent lesson delivery. 
• Arrive 30 minutes prior to and stay 30 minutes after swim lessons for setup and breakdown. 
• Assist with instructor training and safety drills. 
• Maintain and review lesson records to ensure program quality. 
• Perform facility upkeep and provide customer service. 

Minimum Qualifications: 

• All requirements from Swim Instructor, PLUS: 
  Experience: At least 6 months of experience as a Swim Instructor. 

POOL MANAGER -Weekends 

• Supervise lifeguards and enforce safety procedures. 
• Conduct lifeguard rotations and monitor staff performance. 
• Ensure staff maintain a “rescue-ready” posture and remain alert while on duty. 
• Assist in planning and leading weekly and monthly safety trainings.  
• Monitor pool chemicals and water quality. 
• Open, close, and secure facility as needed. 
• Provide customer service, event support, and light facility maintenance. 

Minimum Qualifications: 

• Minimum Age: 18 
• Experience: At least 6 months of experience as a lifeguard. 
• Preferred Certification: American Red Cross Lifeguard Instructor Certification.

DEFINITION
Crisis Response Clinician I: Under direct supervision of the Crisis Response Supervisor, provides field and office based professional behavioral health counseling, psychoeducation, outreach and engagement, case management, consultation, and quality assurance review of assigned cases; and performs related other work as required or assigned.

Crisis Response Clinician II: Under general supervision of the Crisis Response Supervisor, provides field and office based professional behavioral health counseling, psychoeducation, outreach and engagement, case management, consultation, and quality assurance review of assigned cases; and performs related other work as required or assigned. This is a full journey level position within the Crisis Response Clinician series and is distinguished from the Crisis Response Clinician I by the performance of the full range of duties with only occasional instruction or assistance.

Under the flexible staffing concept, Crisis Response Clinician II positions that become vacant may reasonably be filled at the Crisis Response Clinician I level for training purposes.

EXAMPLES OF DUTIES
Perform initial diagnostic evaluation during a crisis noting behavioral symptoms which may indicate mental health disorders in children, youth, or adults; determine whether individuals meet the criteria for a W&I 5150 and follow appropriate procedure; determine other resources to connect individuals to who do not meet criteria for 5150; work closely with different law enforcement communities; participate in monthly San Mateo County Field Crisis Consultation Committee (FCCC) as needed; establish and maintain effective relationships with contractors and community organizations and other governmental agencies regarding programs and services; participate in committees, meetings and conferences; provide guidance regarding appropriate social-psychological practices and services. perform suicidal/homicidal/Grave Disability risk assessments; conduct home visits and/or field-based services; provide crisis Intervention as needed; provide outreach counseling and refer clients to appropriate behavioral health resources; collect and evaluate medical or psychosocial data such as case histories, behavior patterns and family relationships of patients/clients; follow up with individuals where appropriate who are reluctant to engage with resources; work as a psychiatric team member with other treatment disciplines; utilize Trauma Informed Care and other evidence-based practices; provide consultation and education services; compile and prepare reports and documentation on clinical activities; maintain records; prepares periodic reports; ability to work weekends and perform related duties as assigned.

MINIMUM QUALIFICATIONS
Knowledge of: Office machines and specialized software applications; current philosophy, principles, and practices for services to clients with serious mental illness; individual, group and family psychodynamics as they relate to adults or children in crisis; psychological diagnostic methods and terminology; personality development from infancy through adulthood; human and health services systems in the County including private agencies and other community resources; applicable local, State and Federal laws, ordinances and rules.

Ability to: Provide crisis intervention treatment to adults, children or adolescents with various mental disabilities ranging from serious mental illness to dysfunctional behavior patterns, including victims of sexual or physical abuse; set realistic treatment goals and facilitate their attainment; evaluate the degree of mental disability or emotional distress of patients/clients; communicate effectively orally and in writing; provide consultation and technical assistance to agencies, schools and other organizations; operate modern office equipment including specialized software applications programs; interacts positively and cooperate with co-workers, responds politely to customers, works as a team member, functions under demanding time pressure, responds in a positive manner to supervision, attends work and perform duties on a regular and consistent basis.

Education: Master's degree from accredited college or university in Social Work, Social Welfare, Psychology, or a closely related field.

Experience:
Crisis Response Clinician I: One (1) year of experience working in the social work or counseling field with strong emphasis on social services, crisis response, severe mental illness, resources, and referrals using a collaborative and community framework.
Crisis Response Clinician II: Two (2) years of experience working in the social work or counseling field with strong emphasis on social services, crisis response, severe mental illness, resources, and referrals using a collaborative and community framework.

License:
Possession of a valid Class C California Driver's License.
Crisis Response Clinician I: Registered with the State of California Board of Behavioral Sciences as an APCC, AMFT or ACSW. A current license with the State of California Board of Behavioral Sciences, as either a LCSW, LMFT, LPCC or licensed Clinical Psychologist desirable.

Crisis Response Clinician II: A current license with the State of California Board of Behavioral Sciences as either a LCSW, LMFT, LPCC or licensed Clinical Psychologist required.

Position Summary

The Deputy General Manager, Bus Transit Division plans, organizes, and directs all activities of the Bus Transit Division and performs all duties and responsibilities subject to executive approval by the General Manager within limits of Board of Directors policy.  The Deputy General Manager, Bus Transit Division exercises the maximum degree of initiative and judgment in developing, coordinating, and executing policies, programs, methods, and procedures relating to operations, maintenance, administration, and related activities.   Responsibilities include routine high-level personal contact with transit agency personnel, civic groups, and members of boards and commissions.  This individual must have the ability to negotiate effectively, resolve conflict, and inspire others to achieve the vision of the Golden Gate Bridge, Highway and Transportation District. The Deputy General Manager, Bus Transit Division collaborates extensively with the General Manager, District Board of Directors, Officers, Deputy General Managers for the Bridge Division, Ferry Division and Administration and Development Division and various department managers to formulate and implement strategic objectives to successfully execute the District’s mission.

Essential Responsibilities

• Plans, organizes and directs the administration, operations, safety, training, fleet and facility maintenance, and service scheduling activities of the Bus Transit Division.  Collaborates extensively with the Deputy General Manager-Ferry and other transit agencies to effectively coordinate service
• Oversees operations and maintenance at several facilities including San Rafael, San Francisco, Santa Rosa and Novato
• Directs and manages a customer-focused approach to services consistent with the District’s values, including service, respect, integrity, accountability, teamwork, safety and inclusion; establishes policies and procedures to address operational and administrative issues/challenges within that framework
• Leverages performance monitoring systems, programs and/or technologies for identifying strategies and approaches to achieving the most economical use of workforce and equipment while maximizing service for meeting ridership needs
• Champions the implementation of new technologies and innovative solutions in response to operating challenges and regulatory changes within the Bus Transit Division
• Identifies and supervises implementation of cost control procedures and training programs to effect safe, efficient, and economical bus transit service
• Develops the Bus Division’s annual, performance-based operating and capital budget for presentation to the General Manager and the Board of Directors that meets the Division’s goals, projects, and operating priorities
• Reviews and approves plans for scheduling changes and expansion of service; coordinates activities of the Scheduling Department in preparing for new service or for changes in service in coordination with adjoining transit systems

• In collaboration with the District’s Planning Department, researches, recommends and implements solutions for transportation issues and concerns including service expansion or reduction planning
• Participates in the preparation of procurement documents and makes recommendations to the General Manager and Board for acceptance of the various bids and proposals received
• Plans, assigns, reviews and evaluates work of staff; selects and trains employees as appropriate; responds and resolves personnel issues and problems; recommends and implements employee discipline
• Provides leadership in creating a work environment that encourages process and continuous improvement, performance management, communication, accountability, and collaborative problem solving
• Identifies and facilitates relevant training, workforce development, and teambuilding programs for promoting customer service and improvements to processes to enhance service delivery and operational efficiency
• Participates directly in labor negotiations, labor and employee relations, and labor contract administration; may conduct final step grievance hearings on appeal decisions with unions operating in the bus Transit Division and at times, conduct hearings for matters in other Divisions of the District
• Leads efforts to strengthen labor-management partnerships with Bus Division collective bargaining units, including the Workforce Investment Network (WIN) Partnership with ATU Local 1575 that provides the foundation for the Bus Operator Mentor, Pre-apprenticeship and Apprenticeship Programs
• Fosters relationships with community-based organizations (CBOs), local colleges, and other community stakeholders; leverages those relationships to strengthen GGT’s community presence and understanding of its services, to build local goodwill, and to access resources and/or services that support employee recruitment and retention efforts
• Monitors local, state and federal policies and regulations, analyzes their impact on the operational efficiency, effectiveness, and sustainability of the Golden Gate Transit (GGT) system; effectively communicates any impacts to the General Manager, District colleagues and internal staff
• Participates as a member of the District’s executive management team
• Works collaboratively and effectively with District staff to carry out the organization’s vision and mission and advance projects and programs for meeting operational priorities 
• Acts as a liaison between the Board of Directors, its committees and the Bus Division on transit policy, programs and related matters; prepares detailed reports and recommendations for agenda items for presentation at Board and Committee meetings
• Represents to the Golden Gate Bridge, Highway and Transportation District at national and regional meetings of the American Public Transportation Association, the California Transit Association, the Metropolitan Transportation Commission, and other transit-related organizations
• May be appointed by the General Manager to act on his/her behalf

The Department

The Parks and Recreation Department is the third largest department in the City and is organized by program area, with each program administered by a supervisor, coordinator, or specialist. The department is comprised of the Recreation, Community Services, Parks, Facilities and Common Greens divisions.

The Parks Division is in charge of planning and maintaining the city’s parks, playgrounds, sports fields, and other landscaping. There are approximately 25 parks and play lots, including Sign Hill Park, which has 60 acres of open space, and Centennial Way Linear Park, a 3-mile pedestrian and bicycle trail. Amenities include Centennial Dog Park, bocce ball courts, an above-ground skate park, a variety of ball fields, tennis and basketball courts, picnic shelters and group picnic areas.

• Assists in the general cleaning and maintenance of the Corporation Yard.

QUALIFICATIONS: Any combination of experience and training that would provide the required knowledge, skills, and abilities would be qualifying. A typical way to obtain the knowledge, skills, and abilities would be:

Experience: One year of experience in parks and landscape maintenance work is preferred. 

Training: Equivalent to graduation from high school.

Licenses/Certificates: All licenses and certificates must be maintained as a condition of employment.

• Possession of an appropriate valid California driver’s license and a satisfactory driving record.

Position Summary

Under general direction from the Director of Planning, manages projects, leads and supervises staff and performs difficult and complex transit planning studies, investigations and analyses. Supports the three elements of the department work program: Short-Range and Service Planning, Long-Range Strategic Planning, and Facilities Planning. Develops various transit and traffic analyses, plans, and projects which include complying with requirements of CEQA, NEPA, Title VI and ADA. Develops, executes, analyzes and summarizes complex planning projects or manages consultant efforts to accomplish such projects. Coordinates the District’s data using sources from, Golden Gate Bridge Traffic and Toll Revenue Collection System and data from outside the District, and will plan for new data resources to be integrated into the District’s systems as they become available on-line. Provides District data regarding bridge, road and transit facilities, traffic data and performance, transit ridership and performance, and toll and parking policies to outside and partner agencies. 

Makes regular personal contact with District staff to interpret planning policy and interacts with outside public works and transit partner agency representatives to exchange planning and conceptual design information.  Regularly works with the public and other agencies to develop and implement District programs. Receives general assignments or objectives from the Director of Planning, and performs related duties as required or assigned.

Essential Responsibilities

• Researches, compiles, analyzes and interprets complex technical, demographic, economic, financial and other statistical data for the development of various roadway and transit facility plans and projects such as the District's transit service plan, transit capital improvement program, proposed bridge tolls  or parking facilities.
• Monitors and evaluates transit service performance, bridge traffic patterns, parking occupancy and trends, and transit service patronage, including the use of computer techniques or models where appropriate
• Prepares, or supervises preparation of, routine evaluations of the efficiency and effectiveness of bus on-street operations, major transit facilities and bus stops.  Recommends specific improvements based on these evaluations
• Assists in the preparation of the District's Short-Range Transit Plan and other federal and state required reports, including the organization of meetings between various staff providing input to these reports on an as-needed basis
• Leads teams of planning and other staff working on planning projects.  Develops project staffing requirements and timelines
• Prepares official recommendations and informational reports for consideration by the general public, the District's Board of Directors, technical staff of the District or other agencies and other groups on technical and planning subjects. Prepares or assists with verbal presentations to staff groups, public groups, and the boards of local municipalities and advises District personnel on matters related to interactions with these groups
• Supports and coordinates staff responsibilities with regard to monthly meetings of the District’s Service Review Committee and other internal and external coordination meetings as directed
• Acts, when directed, as liaison between the District and other agencies on planning matters by reviewing outside reports, attending meetings, drafting correspondence and providing technical information to public agencies and other transit groups.  Communicates with the general public on technical matters related to facility planning and District data
• Supervises or provides staff support and coordination to certain advisory groups to the District, including the District’s three Passenger Advisory Committees (Bus Passengers Advisory Committee, Ferry Passengers Advisory Committee, and Advisory Committee on Accessibility), as appropriate when specific questions related to bus, ferry, or bridge traffic operations or facilities need a response.
• Prepares scopes of work for planning projects to be undertaken by consultants; coordinates the process of consultant selection; provides technical liaison with consultants and coordinates contract administration
• May assist District Engineering Department with development of capital projects related to transportation and traffic support facilities
• Represents Director of Planning in their absence at various District meetings, meetings with other public agencies, and with the Planning Department  
• May assign and supervise work of Senior Planner and Associate Planners
• Performs related duties as assigned
• Ensures that employees under his or her supervision follow established safe work practices and obey all safety rules
• Regular and reliable attendance and performance is required
