Qualifications

Certificate: As required by the State of California, incumbents at this level must possess a valid California Basic POST Certificate.

Education: High school diploma or its equivalent.

License: Valid California Class C Driver License or equivalent.

Background: No felony convictions and no recent drug use.

Physical Requirements: Must be free from any condition which might adversely affect fitness for the duties of the position; uncorrected visual acuity of at least 20/100 in each eye, correctable to 20/30 in each eye; weight must be in proportion to height.

Other requirements: Willing to work irregular hours, holidays, weekends, and rotating shifts. Refrain from using tobacco products at any time for employees hired by the County after October 1, 2004.

THE ORGANIZATION

THE DEPARTMENT

The Community Development Department provides timely, public-facing, and internal services related to the review of applications for development and building permits, as well as code enforcement of the City’s development regulations and other laws of the City. The Department has primary responsibility for the maintenance and implementation of the City’s General Plan, Local Coastal Program, Zoning Regulations, and Building Code, as well as environmental review of City and private development projects in accordance with CEQA regulations. The Department provides staff support to the City’s Planning Commission, Open Space and Parkland Advisory Committee, and Climate Action Adaptation Committee.

With the recent completion of Plan Pacifica – a comprehensive multi-year effort that updated the General Plan and Housing Element, Sharp Park Specific Plan, Local Coastal Land Use Plan, and Climate Action and Resilience Plan – the department is focusing on implementation and modernization.

The Community Development Department is staffed by 14 full-time staff, along with the support of outside consulting agencies as required. THE POSITION

The Deputy Director of Community Development is a full-time, high-level management position that requires significant administrative, analytical, and technical skills. This position assists in the strategic planning, organization, and management of the department. San Mateo Medical Center is seeking an experienced Surgery Scheduling Specialist for a Full-Time, Extra-help position for the Surgery Department. The Surgery Scheduling Specialist provides technical, complex and specialized administrative support to surgeons and patients scheduled for surgery, which includes interaction with operating room staff and patients; handles multiple competing priorities; interacts with diverse customer groups; handles multiple patient-related tasks such as tracking patient financials to ensure information is correctly entered; and moves patients from the clinic to the operating room, including all pre-operative processes necessary for the patients prior to surgery, pre-op process sheets and clinic schedules, data entry of items into the operative database, financial reconciliation, and post-op order sets, and may have some responsibilities for ordering supplies or equipment.
 
The ideal candidate for this position will possess excellent communications skills, including the ability to communicate complex medical terminology to a variety of people with varying levels of medical knowledge. In addition, they would possess skills in conflict resolution, and problem solving. The ideal candidate will have the ability to work with challenging patients, and patients who may have a language or communication barrier. This position will require attention to detail, and therefore the ideal candidate will possess strong organizational skills and the ability to multi-task.
 
NOTE: The ability to speak, read and write in fluent English and Spanish is preferred for this position.
 
 Duties for this position may include, but are not limited to, the following:

• Tracking patient financials to be sure they are correctly entered.

b) National Testing Network (NTN) Corrections REACT Exam: Passing scores accepted for this exam are Video Judgement Test 65% or higher; Reading 75% or higher; and Count 70% or higher. This examination is administered directly by the National Testing Network, and it may be taken virtually or in person at testing sites nationwide. Step 2:  Written Examination: Applicants for the Sheriff’s Correctional Officer have four options for meeting the written examination requirement – (a) submittal of a valid and passing T-Score on the POST Entry-Level Law Enforcement Test Battery (PELLETB) exam dated within the last 12 months prior to the date of application or (b) possession of a passing score on the National Testing Network (NTN) Corrections REACT Examination dated within the last 12 months prior to the date of application or (c) possession of a California Department of Corrections and Rehabilitation certification (CDCR) or possession of an Adult Corrections Officer Core completion certificate from a certified Standard and Training for Corrections (STC) academy from the Board of State and Community Corrections (BSCC) or (d) possession of an associate’s degree or higher from an accredited U.S. college or university. 

 

Step 3:  Application Appraisal (weight: 100%): Applicants who meet the written examination requirement as outlined in Step 2 and meet the qualifications for the position will be placed on the eligible list for a period of six months. 

 

After placement on the eligible list, qualified candidates will be invited to participate in the following departmental process with The San Mateo County Sheriff’s Office:
 

Oral Interview: Qualified candidates will be invited to participate in a panel interview with the Sheriff’s Office Professional Standards Bureau.

 

Physical Agility Exam: Qualified candidates will be invited to participate in a physical agility test which may include, but is not limited to, the following events: weight drag, obstacle course, fence/wall climb and 1.5 mile run completed in 15 minutes or less.

THE ORGANIZATION

The City of Pacifica is a General Law City incorporated in 1957 and operates under the Council/Manager form of government. Legislative authority is vested in a five-member City Council elected by district for four-year overlapping terms. The Mayor is selected each year by a majority vote of the other Council members. The Council appoints the City Manager, City Attorney, and members of advisory commissions and committees.

Pacifica is a full-service city (approximately 188 FTE) with a proposed FY 2023/24 general fund budget of $40.1M. The City delivers municipal services through seven departments: the City Manager’s office (including the City Clerk, Economic Development, and contract City Attorney); Administrative Services (Finance, Human Resources and IT Divisions); Parks, Beaches, and Recreation; Planning; Public Works (Field Services & Engineering and Wastewater); Police; and Fire (via North County Fire Authority). Employees are represented by eight bargaining units.

Each year the City Council convenes in advance of the new fiscal year to review and amend as necessary City Council goals, and to develop a list of priorities to be implemented in the upcoming fiscal year to fulfill the goals. In Spring 2023, over the course of three public meetings, the Pacifica City Council undertook a comprehensive strategic planning process instead of its annual goal-setting process. Beginning with identifying Mission, Vision, and Values statements for the organization, followed by identifying goals that represent those statements and strategies to fulfill those goals, the Pacifica City Council developed this 2023 to 2030 Strategic Plan.

THE PUBLIC WORKS DEPARTMENT
The Public Works Department is organized into two Divisions: Field Services/Engineering and Wastewater.  The City has two Deputy Director positions, one that is responsible for Field Services/Engineering and the other that is responsible for Wastewater.  This position would be responsible for the Field Services/Engineering Division of Public Works, with a key emphasis on delivery of the Capital Improvement Program (CIP).  The Field Services section maintains parks, buildings, playing field and medians and keeps streets and trails clean and well-maintained.  Additionally, Field Services coordinates the tree program, cleans beaches and maintains the city’s storm drain system. The Engineering section implements the city’s CIP related to streets, roads, storm drains, facilities and coastal projects.  Additionally, the Engineering section pursues grants, manages consultants, reviews development projects and oversees the construction of the CIP and development within the City’s right of way. 

The Principal Civil Engineer will work under general direction, to direct, manage, supervise the Engineering Division; to perform highly complex professional engineering work; to plan, director, and supervise a variety of engineering projects and programs; and to conceptualize, develop, design, and implement all phases of difficult design and engineering research projects, to supervise and review the work professional and technical staff engaged in the preparation and/or review of plans, specifications, maps, designs, estimates, and inspections of capital improvement, construction, development and maintenance projects; coordinate the work of Engineering Division with the rest of Public Works.  

The Public Works Department is supported by 56 Full-Time staff and an operating budget of $21 million, along with FY2023-24 CIP appropriation of $26 million. The Engineering Division has an annual operating budget of $5 million, along with a FY2023-24 CIP appropriation of $18.5 million and is supported by 28 full-time staff. The Principal Civil Engineer reports to the Deputy Director of Public Works.

BASIC EXAMPLE OF DUTIES

Duties may include, but are not limited to the following:

• Develop, plan, and implement goals and objectives of the Public Works Engineering Capital Improvement Projects; recommend and administer policies and procedures.
• Supervise, coordinate, and review all Public Works engineering activities including engineering design, construction inspection and surveying, as well as contract administration.
• Develop a cohesive team working atmosphere between city staff and contract staff. Establish design guideline parameters to meet regulatory requirements and the goals of the program for the benefit of the customers served.
• Participate in the development and administration of the Capital Improvement Program projects. Forecast annual funding needed for construction, staffing, equipment, materials, and supplies to complete the Capital Improvement Program. Monitor and approve capital improvement expenditures and implement mid-year budget adjustments.
• Determine scope of engineering projects, review plans of private developers and contractors, make technical engineering decisions and establish technical criteria and standards.
• Ensure that quality assurance and quality control plans are in place and being followed for engineering work. Verify computations, plans, specifications, and estimates for Public Works projects, review engineering drawings, and land record maps.
• Attend and participate in meetings and conferences, make project presentations to the City Council and other City commissions and committees, City administrators, public officials, professional organizations, contractors, County, Regional and State regulatory agencies regarding matters relating to areas of assigned responsibilities.
• Prepare a variety of budgets, reports, correspondence, and special studies.
