THE POSITION:

This position oversees the work of the Building Division, inclusive of managing permit technicians, plan checkers, building inspectors, and support staff, they are responsible for enforcing the adopted building codes as well as ensuring construction projects comply with federal and state laws and ordinances. Performs contract administration, project management, and coordinates activities with various outside agencies, contractors, municipalities, and other departments; manages the effective use of division resources to improve organizational productivity and customer service.

The mission of the Development Services Department is to help manage the future development of Hayward, to ensure the economic and environmental health of the community and a high quality of life for its residents, protect the health and safety of the community through building inspection and enforcement of codes and standards, and provide new housing opportunities for the residents of the City.

Duties may include but are not limited to the following:

• Assists in the development and implementation of goals, objectives, policies and priorities for the division.
• Plans, organizes, controls, and evaluates the functions and activities of the Building Inspection Division, including building inspections, electrical inspections, plumbing and mechanical inspections, plan checking, and issuance of permits.
• Establishes, improves, schedules, and coordinates the plan checking and building inspection procedures of the City.
• Maintains close coordination between various City departments for the plan check and building inspection functions.
• Makes presentations to public agencies, business and civic groups, and other organizations regarding code and safety-related issues.
• Assists in the preparation and administration of the budget, including recommendations for establishing and adjusting plan check and inspection fees.
• Serves as staff liaison and provides recommendations to the Building Abatement Hearing Panel and various citizen advisory committees.
• Supervises, trains, and evaluates subordinate professional, technical, and clerical personnel.
• Determines code interpretations in complex and unclear cases.
• Provides leadership and motivation to expand staff knowledge and provides excellent customer service.

Minimum Qualifications:

You have: 
Any combination of education and experience that would likely provide the required knowledge and abilities is qualifying.  A typical way to obtain the knowledge and abilities would be:

Experience: Five (5) years of increasingly responsible experience of a supervisory, administrative, or professional nature in the design, construction, and inspection of public, commercial, industrial or residential buildings. 

Education: Equivalent to a Bachelor's Degree from an accredited college or university with major work in structural, mechanical, or civil engineering, architecture, or a closely related field. 

License: Possession and maintenance of a valid Class C California Driver's License. Possession of Certification as Building Official by International Code Council (ICC) is required within one (1) year of appointment. Possession of a Certificate of Registration as a professional engineer in the State of California is desirable.  

OTHER REQUIREMENTS 
Essential duties require the mental and/or physical ability to: work in a standard office environment and use standard office equipment and current software; safely drive to various locations throughout the City and County to manage, direct, coordinate and/or participate in meetings and community events in a variety of community settings and weather conditions; make effective presentations to public audiences; perform building inspections in the field on an infrequent, as-needed basis; conduct City business during day and evening hours, including occasional weekend and irregular hours; grasp, perform repetitive hand movements and fine coordination to prepare documents and data using a computer keyboard and mouse/trackball; sit for prolonged periods of time; stand, walk, reach, bend and safely lift and move equipment and materials weighing up to 35 pounds; converse by telephone, by email, in person, and before small and large groups, and be clearly understood; read and comprehend legal, technical and complex documents; interact with the public and all different levels of City staff in an effective and professional manner. Position Duties

 

The Energy department is seeking to fill one (1) full-time Power Resources Specialist I/II position to support the Risk Management and Contracts Administration Division. This position is part of an exciting fast-paced team responsible for mitigating risks and managing a power portfolio comprised of hundreds of Megawatts of renewable energy projects. 

The selected candidate will have the following duties and responsibilities:

• Develop analytical modeling and reporting for evaluating portfolio-level and enterprise-wide risks, providing insights that strengthen decision making. 
• Define and quantify the risk metric to demonstrate financial risk during extreme, disadvantageous energy market conditions and assess their implications for the organization. 
• Support the creation of scalable risk management tools to track the various operational, financial, strategic, legislative, regulatory risks specific to the energy industry.
• Perform quantitative and qualitative analysis to assess critical energy-sector risks - such as wholesale market fluctuations and evolving regulatory requirements - and recommend mitigation strategies.
• Perform attribution analysis to identify the factors contributing to power portfolio performance and generate insights for strategic decision making.
• Perform sensitivity analyses on key energy-related risk variables using financial modeling techniques to evaluate organizational impact and prepare clear, data-driven reports for management.
• Coordinate with different divisions within the department to identify the key risks across various categories, supporting the development and maintenance of an enterprise risk register.
• Monitor the organization's risk exposure and the effectiveness of existing risk management strategies through continuous data analysis. 
• Evaluate enterprise risks, conduct risk assessments, and collaborate with business units to assess, track, and mitigate business-level risks, while informing enterprise-level risk assessment and management.
• Identify emerging operational and financial risks by analyzing internal and external energy-market data to evaluate risk likelihood, impact, exposure, and control effectiveness, providing strategic recommendations to prevent or reduce potential losses.
• Maintain an understanding of existing and new regulatory laws related to California Energy Regulation and assess how policy changes may impact organizational operations and compliance.
• Perform other duties that may be assigned from time to time.

The ideal candidate is a highly motivated individual with strong modeling, analytical, quantitative and problem-solving skills. The candidate should have effective communication skills, show attention to detail, and be able to work independently. Candidates that are highly collaborative with colleagues and are able to think outside the box are ideal. Experience in energy sector is desirable.
 

The Risk Management and Contracts Administration Division is responsible for providing independent oversight of the risks in transacting for energy products and services as well as ensuring compliance with adopted risk management policies and procedures.  This unit also provides strategic support to facilitate the development and execution of various non-energy contracts, administers signed energy contracts, and manages the invoicing process.

The position will remain open until filled, with the first review of applications on March 13, 2026.

The Department of Transportation is currently seeking to fill 1 vacancy for the Parking Manager I/II position. Parking and Downtown Operations Parking Manager

The Parking Manager reports to the Parking and Downtown Operations Division Manager and will focus on managing the day-to-day operations of eight (8) parking garages and six (6) surface lots with a total of approximately 7,300 parking spaces primarily in Downtown San José.  They will also manage roughly 2,500 on-street parking meters throughout the City.

The Parking Manager oversees a team of eleven (11) which include two (2) direct reports, one Parking and Ground Transportation Administrator and one Sr. Analyst. 

The primary focus of this position is to manage and lead a team that works directly with Downtown businesses and residences, community groups and associations, Council Offices, the Downtown Parking Board, the Convention Center and Cultural Facilities operator and City departments to deliver off-street and on-street parking services. 

Under direction, the position performs professional, analytical and administrative work of considerable difficulty in developing, implementing and managing agreements and contracts that involve off-street and on-street parking operations. Projects currently underway include major facade and elevator modernization improvements, analysis of the off street parking security program, developing capacity and usage trends for each parking Facility and on-street meter zones, administration and development of parking agreements to spur downtown development or office leasing activity.   

The successful candidate for this position will be expected to achieve results, lead continuous improvement efforts and ensure that the operations of the off-street and on-street parking program are consistently managed and maintained to provide the highest level of customer service, minimize program costs, and maximize cash flow to the City. 

This position is responsible for leading and managing the Off-Street Parking and On-Street Parking meters Section in the Department of Transportation. Principal areas of responsibility include the following: 

• Leading and managing off-street and on-street parking staff through the establishment of goals, creation of an innovative work environment, maximizing development opportunities and providing appropriate recognition. 

• Quantitative planning and analysis of Downtown San Jose parking supply and demand based on local market conditions and future developments. 

• Oversight and maintenance of parking facilities, parking guidance system, and on-street parking meters.

• Performing and analyzing results from semi-annual customer service survey for all parking facilities and tracking City Council approved Performance Measures and preparing Off-street and On-Street parking operating budgets.

Overview:

Under general supervision, this role assists in the implementation of the Pure Water Silicon Valley (PWSV) project, including planning, design, and validation studies of the advanced water treatment facility (AWTF) and the distribution of product water for direct potable reuse (DPR). Key responsibilities encompass the development of water quality testing plans, validation of treatment processes, provision of technical support for design, piloting, operational planning, monitoring plans, ensuring regulatory compliance with DPR regulations, managing Reverse Osmosis Concentrate, and aiding in the integration of purified water into the current water supply and distribution system.

The Associate Engineer additionally acts as a technical liaison for the Water Supply Outreach team-evaluating outreach materials for precision and conducting tours of the Silicon Valley Advanced Water Purification Center for stakeholders and community organizations. The associate engineer would also assist the R&PW Unit in its ongoing collaboration with the District Financial Planning & Management Services Division regarding State and Federal grant and loan applications. In addition, the incumbent would assist in the development of agreements for the PWSV. This position is essential for the implementation of the Pure Water project and ensuring that Valley Water achieves its long-term recycled water objectives while securing community backing and regulatory approvals.

• Supporting the R&PW Unit in enacting a robust communications plan for outreach and associated strategies for promoting potable use and also technical tours at SVAWPC and continued proactive communication with key parties-consumers, elected officials, regulators, advocacy organizations, media outlets, utility staff- before, during, and after PWSV project development and continued leadership for the purified bottling and taste-testing efforts.
• Support the R&PW Unit in its continued coordination with the District Financial Planning & Management Services Division on State and Federal Grant and Loan applications.

Recycled and Purified Water Unit (Position Code 443)
Valley Water Telework Program: Eligibility for telework will depend on the type of work performed, operational needs, and the ability for the employee to perform the essential functions of their job duties while teleworking. Employment with Valley Water requires employees to live within 150 miles of their primary physical work location located in San Jose, California by their start date.

This position is eligible for a hybrid telework schedule, typically working 40% remote and 60% onsite.

The Midpeninsula Regional Open Space District (Midpen) Ranger is a challenging and adventurous generalist position offering a wide variety of responsibilities and opportunities to exercise independent judgement while working on Midpen preserves. Rangers serve a unique role as stewards of the open space by regularly interacting with the community to provide visitors information, natural resource education, interpretive services, enforcement of pertinent regulations, and performing limited maintenance and resource management work on Midpen properties and facilities. Rangers patrol on foot, in all-terrain vehicles, on motorcycles, and in four-wheel drive patrol trucks while enforcing Midpen land use regulations and applicable laws.  Rangers ensure safe public use of preserves, while also responding to emergency calls including medical aids and wildland fires.

About the Position:

There are two types of Ranger Assignments:

1. Ranger with a primary assignment - Generally works at a primary reporting location with regularly occurring consecutive days off.
2. Ranger with a flexible assignment - Will be assigned initially to a primary reporting location with regularly occurring consecutive days off, however Rangers with a flexible assignment may work a varied schedule across multiple reporting locations based on operational needs. They may be assigned to cover both planned and unplanned shift vacancies, including extended leaves of absence and promotional vacancies. During these assignments, rangers with a flexible assignment may be required to report to alternate field offices and/or adjust regular days off.

The Ranger Recruit is a training-level position for individuals who do not possess a Ranger Academy certificate or equivalent, and valid PC 832 certificate.  Upon commencement of employment, new Ranger Recruits will participate in pre-academy instruction on the duties of a District Ranger, receive orientation to District lands and operations and complete additional required training.  Upon completion of pre-academy instruction, new Ranger Recruits will participate in a district approved Park Ranger Law Enforcement Academy based out of the South Bay Regional Public Safety Training Center in San Jose, CA located on Bailey Avenue with the nearest cross street on Santa Teresa Avenue.  The 14-week long academy begins in January 2027 and will include California Penal Code 832 training.  The academy’s full course and tuition are paid for by Midpen. Upon successful completion of the academy and the District’s required robust 12-week Field Training Program and final review by the Chief Ranger, a Ranger Recruit may be appointed as a probationary Ranger.

The Ranger is a challenging and adventurous journey level position offering a wide variety of responsibilities and opportunities to exercise independent judgement while working on Midpen preserves.  Upon commencement of employment, new Rangers will participate in a robust 12-week Field Training Program.

What does a District Ranger do?  District Rangers are generalists who perform a wide variety of functions. A brief list of day-to-day activities follows:

• Midpen Rangers are sworn peace officers responsible for patrolling District Preserves and enforcing the District's regulations and pertinent local, State, and Federal laws on District Preserves. Patrol may be by 4x4 truck, foot, UTV, motorcycle, or mountain bike.

Peace Officer Standards for Rangers: Ability to satisfy the selection standards for peace officers in California as set forth in Government Code Sections 1029, 1030 and 1031, and by the District. • Equivalent to an Associate degree from an accredited college or university and one (1) year of experience working in visitor/customer service or an equivalent position that includes interacting with the public.  Education and/or experience in law enforcement, resource management, natural sciences, park management, wildland firefighting, or a related field is highly desirable. 

• Certificates and Licenses: A valid California Class C driver’s license (or ability to obtain one upon appointment for candidates possessing an out of state license).

Ranger

• Meet all qualifications for Ranger Recruit, plus:

Working Conditions: Rangers work cohesively with local law enforcement, fire agencies and other adjoining land agencies. Rangers typically work alone and self-initiate their day-to-day patrols. Work conditions require rangers to work weekends, nights, and holidays in all weather conditions.  Most work is outdoors within Midpen’s open space lands with exposure to inclement weather conditions. Position Duties

Under the direction of the Assistant Director of Transportation, the Information Technology (IT) Manager will plan, lead, manage, and execute the technology and innovation efforts of DOT.

This position is open until filled with a first review date scheduled for November 21, 2025.

The DOT Information Technology (IT) Manager will refine and manage the DOT information technology roadmap, which fuses departmental priorities and opportunities with technology and resource needs. The business plan includes coordination with the IT Department to assess centralized capabilities and opportunities for partnership and advancement of key strategies and systems. Some of the top priorities include:

Implementing innovative field technology improvements and integrated data systems – With the transportation and utility infrastructure spread across 178 square miles of the City, most of the Department’s work, particularly maintenance of the infrastructure, occurs in the field. With
the growth of advanced technologies like the Internet of Things (IoT) and Artificial Intelligence (AI) the City has an opportunity to strategically deploy innovations that could save time and resources, as well as improve response times. The IT Manager will work with the IT Department, the City Manager’s Office, and other City Departments to lead the assessment of existing processes and systems to identify, develop, and implement automated workflows to improve efficiency and productivity.

Automating, updating, and supporting multiple IT Systems – DOT has a number of important IT needs and coordination efforts that are identified and prioritized in the DOT IT Business Plan. These projects include the maintenance and development of feature request applications in our Salesforce Work Order platform, updates to the Geographic Information System (GIS), and upgrades of various administrative and engineering databases.

Coordinating Civic Innovation – The DOT IT Manager will also play a lead role in planning and implementing DOT’s Civic Innovation Projects. The transportation industry is dramatically changing around us with the emergence of Automated Vehicles, highly advanced traffic signal management systems, and complex data reporting and analytics capabilities. In alignment with the San Jose’s technology vision and in coordination with the Mayor’s and City Manager’s Office, the DOT IT Manager will build upon current momentum to make San Jose one of the most innovative cities. The IT Manager supervises and/or coordinates staff in the Information Systems Analyst, Senior Geographic Systems Specialist, Systems Applications Programmer, Network Engineer, Innovation Program Manager, and Network Technician classifications.

Key General Responsibilities:

• Develops, coordinates, guides, and maintains IT system strategic and tactical plans in support of the department’s overall direction and within the framework of Citywide IT protocols and standards.
• Plans, implements, and manages the department’s information technology operations ensuring efficient utilization of resources.
• Collaborates and coordinates with IT and other departmental stakeholders to assess centralized capabilities, opportunities for partnership, and advancement of key strategies in a way that maximizes the interoperability of systems between DOT and other departments.
• Utilizes in-depth technical knowledge and business requirements to design and implement technology solutions.
• Analyzes complex business needs and recommends technical solutions.
• Ensures technology projects and systems are adequately resourced with the appropriate levels of technology staff and line staff.
• Serves as a liaison with other departmental divisions and operations to identify and address technology needs.
• Negotiates and administers contracts and agreements with vendors and agencies.
• Supervises staff by hiring, selecting, training, evaluating, and making work assignments. May also coordinate and supervise the work of teams comprised of individuals in a variety of organizations.
• Leads and manages a staff of 12, and assists with budget management, personnel, and training matters.

Minimum Qualifications

Education
A Bachelor’s degree from an accredited college or university with coursework in computer science, information systems, business administration, or closely related field

Experience
Five (5) years of experience managing, maintaining, and implementing technology programs, computer system infrastructure and design, network operations, security design, application development and configurations, and system/server administration, including three (3) years of supervisory experience over a technical team.

Certifications/Licenses
One or more credentials in Salesforce is desired, preferably certification as a Salesforce Administrator and/or Developer.

Possession of a valid license authorizing operation of a motor vehicle in California. The selected candidate will be enrolled in the Employer Pull Notice (EPN) program; an authorization for release of driver record information form must be signed as a condition of employment.

COMPENSATION AND BENEFITS
The approved salary range for this position goes up to $183,248. Employees in the Department Information Technology (IT) Manager classification will also receive an approximate five percent (5%) ongoing non-pensionable pay.

Overview:

The Assistant Engineer I/II in the Construction Management Services Unit performs essential execution-level civil engineering and construction management support functions for Valley Water capital construction projects. This position performs professional engineering tasks related to managing construction contracts, including reviewing and processing contractor submittals and requests for information (RFIs), interpreting contract documents, evaluating design changes, and supporting change orders and construction claims. The Assistant Engineer I/II provides continuity during the transition from pre-construction into construction by supporting constructability review, contract administration setup, early contractor coordination, and issue resolution as work progresses. The role supports project delivery by providing timely technical analysis and coordination support under the direction of Associate and Senior Engineering staff to manage construction risks related to cost, schedule, and compliance.

Key Responsibilities include, but are not limited to:

• Perform professional civil engineering duties in support of construction contract management for various capital projects, including technical review of construction activities, evaluation of construction issues, and coordination with construction management, inspection staff, and contractors to support issue resolution.
• Review, track, and respond to contractor RFIs, submittals, shop drawings, and design clarifications; interpret contract documents and coordinate with design engineers and construction management staff to support timely resolution of construction issues.
• Support evaluation and documentation of construction contract changes, including change orders, force account work, and claims; assist with technical analysis and preparation of supporting documentation.
• Review plans, specifications, and contractor-submitted work products for conformance with professional codes, standards, and Valley Water requirements as part of quality control and constructability support efforts.
• Review and apply statutes, regulations, and contract requirements related to construction activities; support documentation and coordination to ensure compliance during construction and project closeout.

Ideal Experience:

Assistant Engineer I: None-One (0-1) year of professional civil and/or internship or public agency engineering experience.

Assistant Engineer II: Two+ (2) years of professional civil engineering experience.

Assistant Engineer I & II: Work or internship experience related to construction projects and managing construction contracts preferred.

Ideal Knowledge:

Ideal Training and Education:

Graduation from an accredited four-year college or university with major coursework in civil engineering or a related field.

OR

Possession of a valid California Engineer-in-Training (EIT) Certificate with two (2) years of associated paraprofessional engineering experience.

The Department of Transportation (DOT) is recruiting for a Senior Heavy Equipment Operator (Senior HEO). Key responsibilities include:

Field Leadership & Supervision

• Provide frontline supervision of field crews
• Prioritize, assign, and coordinate daily work activities
• Ensure safety compliance and oversee job site operations
• Communicate with residents at project sites
• Evaluate staff performance

Operations & Project Oversight

• Supervise and participate in projects within the Pavement and Sewer divisions
• Coordinate and support emergency storm response efforts
• Maintain service levels for:
  • Emergency response
  • Pavement maintenance
  • Sanitary sewer maintenance
• Support timely sewer repairs and overall customer service goals

Programs & Compliance

• Coordinate the Heavy Equipment Operator Trainee Program
• Implement Safety and Wellness programs for Pavement and Sewer sections
• Ensure all training meets OSHA standards

Sewer & Capital Improvement Projects

• Provide field supervision for sewer repair and capital improvement projects
• Oversee a crew of approximately 14 maintenance and heavy equipment staff
• Help reduce backlog of sewer repair projects to minimize community impact

Administrative & Technical Duties

• Input data and generate reports using systems such as ACCESS and UNITY
• Support capital projects requiring heavy equipment and concrete crews, including:
  • Traffic calming improvements
  • ADA improvements
  • Median island construction
  • Traffic signal construction
• Contribute to approximately 12 large-scale projects annually

The Senior Heavy Equipment Operator may be required to work 10-hour shifts, overtime, weekends and holidays. This position may work in confined spaces.

Minimum Qualifications:

Education: Completion of high school, or General Educational Development (GED) Certificate, or California Proficiency Certificate.

Experience: Four (4) years of experience operating heavy motorized equipment such as that used in the construction trades.

Certifications/Licenses: Possession of a valid State of California Class A driver's license with applicable endorsements is required.

Key Strategic Initiatives 

Key Strategic Initiatives: During the next 24 to 36 months, Public Works has several large initiatives underway to improve organizational performance and further advance community goals. The Zero Waste Strategic Plan and accompanying Five Year rate implementation will be key to funding new programs and infrastructure needed to achieve Berkeley’s waste diversion goals. The Bike Plan, Pedestrian Plan, and Vision Zero Plans are scheduled for large scale updates and public processes to define the traffic safety and infrastructure priorities of the future. Finally, an update of the goBerkeley Parking Program is underway to re-evaluate parking demand and transit uses to continue to drive effective curb management of metered parking and reduce emissions through improved programs.

Division Overviews

Refuse & Recycling – Berkeley has a long-standing commitment to reducing and ultimately eliminating landfill waste. The City established one of the nation’s first municipal recycling programs and, in 2019, adopted one of California’s most comprehensive ordinances regulating single-use foodware and litter. Berkeley operates its own transfer station and waste-collection franchise—an uncommon model in the region. Given its commitment to waste diversion, Berkeley is one of the few municipalities in the region that has its own City-owned transfer station and waste collection franchise operations. 

Streets & Utilities – Includes street maintenance, sewer maintenance, the Clean City Program which is responsible for illegal dumping collection, litter collection, encampment support, street sweeping).

Facilities Management – Responsibilities include electrical maintenance and Radio Shop; building maintenance and janitorial services; and property management support. This Division maintains public service facilities, traffic signals and pedestrian control devices, and streetlights. 

Public Works Administration – Leading, integrating and supporting departmental services, the administrative division provides strategic planning and policy formulation, budget administration, human resources management, payroll processing, coordination of legislative issues, and management of information systems.

Engineering & Capital Infrastructure – Under the leadership and technical guidance by the Engineering Manager/City Engineer Sidewalk Program, Sanitary Sewer Program, Pavement Rehabilitation Program, Storm Water, Utilities, Land Use Permitting, and Facilities Capital Renovations. In 2016 Berkeley voters passed the $100 million T1 infrastructure bond. There are more than $40 million in capital projects currently underway. In addition, in 2024, Berkeley voters approved Measure FF, which is a parcel that tax that is estimated to generate $15 million per year for the City to make repairs to streets, sidewalks, and pedestrian paths.

Transportation Division – The Transportation Division oversees citywide transportation planning, traffic engineering, parking, bicycle and pedestrian planning, and alternative transportation programs. In partnership with neighborhood organizations, community groups, and local business associations, the Transportation Division develops short- and long-range policy recommendations and directs program implementation to support a safe, efficient transportation environment in Berkeley.

THE PUBLIC WORKS DIRECTOR

The Director of Public Works is responsible for leading the operations, planning, administration, financial management, and intergovernmental relations associated with all Public Works activities, including:

-Directing the operations of the Department which include streets and sanitation, engineering, traffic engineering, facilities maintenance, equipment maintenance, and solid waste management, collection and disposal; performs related work as required.

-Planning and administering all aspects of the following: streets and sanitation, including construction and maintenance of streets, sidewalks, storm drains, and lateral sewer lines; facilities maintenance for City buildings and grounds, and installation and repair of electrical facilities such as street lighting, police and fire alarm, and communications systems; equipment maintenance for police and fire vehicles, solid waste trucks, construction equipment, fleet vehicles and other motorized equipment.

-Overseeing operations management including solid waste collection and the long-range planning of environmentally sound solid waste collection, recycling, and disposal which meets with community standards; the planning, design, installation and maintenance of traffic signs, signals and markings; and engineering design and inspection.

-Assuming direct responsibility for dealing with complex matters involving policy, administration and operations. This position requires considerable public partnership with citizen groups, boards, commissions, other governmental agencies, and other City departments and officials.

THE IDEAL CANDIDATE

The ideal candidate is a strong leader and an effective communicator with broad public works experience. Because this role interacts with a wide range of internal and external stakeholders - including commissions and community interest groups - exceptional interpersonal skills are essential. The successful candidate will bring strong management, financial, and political acumen to lead a large, complex department with extensive capital projects and contracts. They will have a passion for public service in an engaged and progressive community; a vision for expanded, energy-efficient capital investments; and a commitment to safe, low-stress, multimodal streets. They will also understand the culture of a large municipal public works agency and demonstrate the ability to lead and communicate with diverse professional and skilled-labor teams. 

Equivalent to graduation from an accredited college with a degree in civil engineering, architecture, planning, public administration, or a closely related field. Six years of professional experience in the field of public works, planning, or high-level project management. A minimum of four years of this experience must have involved high-level management of a variety of programs and demonstrated success in supervising a sizable professional and administrative staff involving policy information, program planning, development and implementation. An advanced degree may be substituted for the non-supervisory experience on a year-for-year basis, for up to two years of the required experience.
