The Challenge

As a Police Officer your duties will typically include patrolling assigned areas; interacting with the public; conducting criminal investigations; enforcing laws; investigating collisions; preserving the peace and writing reports. You will be assigned to one of three shifts spanning the 24-hour day and these shifts will periodically change. In the Patrol Section you will work three 12 hour and 20-minute workdays and have four days off. If you are assigned to any other Section, you will work four 10-hour workdays with three days off. As your skills develop you may be assigned to investigations; community policing,; traffic; canine; bicycle patrol; Special Weapons and Tactics Team; narcotics; or school resource officer.

PART-TIME PERMIT TECHNICIAN 
(Engineering Division)

The Permit Technician will perform a variety of responsible technical and office support work in the Engineering division. Work may include reviewing permit applications relating to building, site development, construction, mapping, encroachment or occupancy; checking plans for completeness and performing basic review for permits; tracking plans and applications through the permitting process; calculating permit fees and issuing over the counter permits; performing a variety of office support activities, which may include telephone and counter reception, provision of factual information to visitors, receipt of payments, word processing, data entry and record keeping, report preparation and filing, and other related work as assigned. This position receives general supervision from the Public Works Director or designee, and exercises no direct supervision over staff.

SPECIAL EMPLOYMENT INFORMATION: This is a part-time position requiring a minimum of 24.5 hours per week, up to 37 hours per week. The schedule will typically be 25 hours per week, Monday through Thursday, with some flexibility with days and hours.
 

Examples of Duties:

• Provide customer service by responding to general public, developer, and agency inquiries by phone and at the counter; provide information regarding building, encroachment and grading permit policies and application procedures; and work cooperatively with property owners, contractors, architects, developers, engineers or their representatives to resolve questions regarding permit issuance and permit fees. 
• May review building, traffic control or engineering plans and specifications for completeness and conformance to application requirements and regulations; ensure that required permits have been obtained; verify contractor licensing; route plans to appropriate departments for review and sign off; track plans and ensure timely returns; prepare and track plan packets for plan check by outside contract services; and compiles plan check comments.
• Calculate, collect and record permit application and plan check fees; coordinate fee collection with staff; issue building, grading, encroachment, and over the counter permits for development projects; and coordinate bond releases with finance staff and contractors.
• Coordinate with outside agencies to ensure all necessary approvals acquired before issuing permits.
• Work closely with Code Enforcement Officer on code compliance issues to ensure community concerns are addressed and building code is adhered to.
• Assist in scheduling daily building or engineering inspections; monitor Division inspection phone line; and coordinate utility releases with building inspectors and utility company.
• Maintain department records, file and other reference materials; compile and disseminate data regarding permit activity and fee collections; prepare and edit correspondence, plan check comments and various technical and statistical reports.
• Establish positive working relationships with building contractors, developers, engineers, representatives of community organizations, state/local agencies, associations, City management and staff, and the general public.
• Perform related duties as assigned.

Typical Qualifications:

Knowledge of:

• Building and municipal code sections as related to permit processes and inspection procedures; various construction methods and terminology; real property description and terminology; basic research methods used in the collection, tabulation, analysis and application of building inspection data. 
• Related departmental policies and procedures.
• Modern office practices, procedures, methods and equipment, including computer systems and software, including specialized permit maintenance systems.
• English usage, spelling, grammar and punctuation.

Ability to:

Any combination of experience and training that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and experience would be:

Experience: Three (3) years of office support experience including public contact and at least one year working in an Engineering or Building department.

Education: Associates degree in public administration, architecture, or other closely related field.

DEFINITION 
Perform technical building inspection work to enforce compliance with California State building, plumbing, mechanical, electrical, green building and energy codes; research new construction materials and methods; reviews plans for compliance with local, state, and federal rules and regulations; and provide information to and work with the public to resolve problems.

SUPERVISION RECEIVED AND EXERCISED
Receives direction from the Permit Center Supervisor under the guidance of the Chief Building Official.  This position does not exercise supervision of others.

ESSENTIAL JOB DUTIES
Essential job duties may include, but are not limited to the following:

• Perform routine to complex building, electrical, plumbing, mechanical, energy and accessibility inspections of new and existing commercial and residential structures. 
• Ensures construction conforms to CA state building codes, local ordinances, approved plans, calculations, and specifications.
• Review specifications, and architectural plans of buildings to be constructed, altered, or repaired.
• Process minor building permit applications and over-the counter plan checks and assist in the issuance of building permits and front counter coverage as needed.

Knowledge of:

• Knowledge of the California building, electrical, mechanical, plumbing, energy, fire, accessibility, and housing codes, ordinances and laws, and related local, State, and Federal codes, laws, and regulations.
• General zoning and land use laws; general grading practices.
• Accepted safety standards, testing procedures and methods of construction.
• Principles and techniques of building inspection and plans examining work.
• Basic understanding of the plan checking process.  

Ability to:

• Analyze, interpret and accurately check building plans, specifications and building codes; draw valid, independent conclusions.

EXPERIENCE AND EDUCATION

Experience:
Two (2) years of experience as an entry-level combination-building inspector.  
Specialized training and hands-on experience in the building trades are desirable.

Education:
Equivalent to the completion of the twelfth grade. An associate degree in construction technology, engineering, or closely related field is desirable.

LICENSE(S) AND CERTIFICATION(S)
Possession of a valid California State Driver’s License, or license in another state with the ability to obtain a California license within 30 days of hire. 
Minimum of two (2) IAPMO or ICC Certifications in building, plumbing, mechanical, or electrical.
A State Contractors License, or engineering degree may be substituted for IAPMO or ICC Certification with the ability to obtain an International Code Council (ICC) certification as a Building Inspector, Combination Inspector, or equivalent during first year of employment.

Annual Salary: $149,472 - $198,792 (placement in this range depends on qualifications)

The Economic Development Manager will plan, organize, direct, coordinate and manage the activities of the economic development program utilizing specialized knowledge and skills to develop and implement strategies and projects to encourage business attraction, retention and expansion.  

The Economic Development Manager receives administrative direction from the Community Development Director. Responsibilities and essential functions of the position include, but are not limited to: 

• Assist the City Manager in developing and implementing the goals, objectives, policies and priorities for the economic development program. 
• Prepare and present staff reports and information on economic development projects to the City Council.
• Plan, prepare and implement marketing strategies, programs and special events that promote and expand the quality of life for both residents and businesses in the City and support economic vitality of the City.
• Participate in and manage collaborative programs of economic development with the Chamber of Commerce, business community and other public and private sector entities.
• Serve as the City’s representative and primary liaison to the Pleasant Hill Tourism Improvement District (TID), including staff support for formation/renewal of the TID. 
• Monitor, compile, analyze and report on various information data sources including employment, retail sales tax, business license, commercial real estate, population and demographics, hotel occupancy rates and assessed property values.
• Coordinate with other City divisions/departments on current and planned development projects.
• Exercise management and operational authority over assigned projects, services, and administration operations; maintain financial and administrative processes and records; develop recommendations for establishing and/or modifying policies and procedures.
• Monitor workflow of the Economic Development Division and review and evaluate work products, methods and procedures and make necessary recommendations to the City Manager.
• Prepare budget and forecasting for the Economic Development Division.
• Serve as primary staff support for the City Council’s Economic Development Committee providing policy research and project implementation of economic development activities in the City.
• Serve as the City’s primary contact with the commercial real estate brokerage community including participation at local and regional International Council of Shopping Center (ICSC) events.
• Represent the City and establish and maintain positive working relationships with representatives of community organizations, business organizations, state and local agencies and associations, city management, staff and the general public.
• Serve as the City’s liaison with the property owner and manager of Downtown Pleasant Hill to coordinate and facilitate projects in the Downtown. 
• Perform related duties as assigned.  

The ideal candidate will have significant economic development experience and will excel project management. The ideal candidate will be able to “hit the ground running” and quickly establish rapport, trust, and credibility within the organization and the community.  

Top areas of focus for the next Economic Development Manager will be:

• Collaboration – Continue to work seamlessly with the City Manager and the Community and Economic Development Director’s team.
• Development – Maintain and carry on the momentum the incumbent has set forth on various projects and negotiations such as the Farmers Market. Continue to work on the City’s shopping centers developments.
• Housing – Work with the Planning team on meeting state housing requirements. Work on rezoning commercial areas for mixed-use developments.
• Communication – Foster open and timely communication internally with staff and other departments and externally with developers and stakeholders. Represent the City as a staff liaison on commissions and boards such as the Education Commission.
