The Novato Sanitary District is seeking a collaborative, professional municipal leader who is well-versed in managing complex budgets, accounting, and financial systems. This position is under the general direction of the Administrative Services Manager, with strategic direction from the General Manager. The Finance Manager is an at-will, single independent classification within the District.

The Finance Manager position is responsible for directing, managing, coordinating, and participating in the District’s financial activities and operations, including accounting, financial planning and reporting, debt issuance, budgeting, treasury and investment portfolio, payroll/benefit administration, financial system management/administration, and implementation and monitoring of internal controls. This is a detail-oriented position requiring strong verbal and written communication skills, the ability to work independently, and strong analytical skills.

Under general supervision, provides clerical and administrative support to a department head, division head, section supervisor and/or supervisory and professional staff within a variety of City departments.  Typical functions may include, but are not limited to reception, word processing, record keeping, and filing.  May also perform related work as assigned.

 

CLASS CHARACTERISITICS:

Office Specialist I – This is the entry-level class in the Office Specialist series.  Initially under close supervision, incumbents learn office and City procedures.  As experience is gained, there is greater independence of action within established guidelines.  The Office Specialist I class includes part-time and temporary positions with incumbents available to provide relief support to a variety of City departments.  This class is alternately staffed by the Office Specialist II class.  Full-time incumbents may advance to the higher level after gaining experience and demonstrating proficiency which meet the qualifications of the higher class.

 

Office Specialist II – This is the journey-level class in the Office Specialist series.  Requires the competency to independently perform a variety of office support duties.  All positions are characterized by the presence of fairly clear guidelines from which to make decisions and the availability of supervision in non-routine circumstances.  Specific duties, including the amount of typing, word processing, and use of on-line of personal computers will vary with the organizational unit to which you are assigned.  This class is distinguished from Office Specialist III, which is the working lead-level of the series, because that class performs more complex and/or specialized office clerical support functions.  Full-time incumbents may advance to the higher level after gaining experience and demonstrating proficiency which meet the qualifications of the higher class.

 

EXAMPLES OF DUTIES (illustrative only):

• Types correspondence, reports, forms and specialized documents related to the functions of the organizational unit to which assigned from drafts, notes, dictated tapes, or brief instructions, using a typewriter, word processor, or personal computer.

THE POSITION:

The City of San Rafael Police Department is recruiting for a full-time, Police Communications Dispatcher.  This is a specialized police civilian classification and performs all duties required to effectively dispatch police services including operating police radio communication equipment to communicate with the public and police.  Receives, interprets, and transmits information essential to the delivery of emergency and non-emergency police services.

This position performs the following essential job duties:

• Monitors local emergency services radio transmissions; maintains contact and monitors status of field units; monitors the county mutual aid channel.
• Responds to emergency phone lines, including calls to and from fire department, alarm companies, and tow companies.
• Prioritizes needs of difficult callers, including hysterical victims, incoherent persons and suicidal subjects; assesses and evaluates emergency situations.
• Enters calls for service information into the CAD system, including type, location, nature and description of event; enters all field unit transmissions.
• Enters information into automated systems, including temporary warrants, missing persons, property, stolen vehicles, domestic violence restraining orders and firearms; searches various databases and automated systems in response to information requests.
• Performs a variety of clerical duties, including photocopying, completing forms and maintaining records; receives and responds to document requests for warrants and DMV printouts.
• Operates a variety of specialized equipment related to dispatch work.
• Answers front office non-emergency lines after hours.
• Informs on-duty shift Sergeant of street activity and pending calls for service.
• May train and evaluate new employees.
• Performs related duties as required.

To be eligible for this position you must have knowledge of:

The Department

The City’s Volunteer Fire Department is older than the City itself, founded as a volunteer corps in 1861 to replace a U.S. Army fire brigade. The largest volunteer urban Fire Department in California has undergone change to become a combination department, composed of both paid and volunteer staff. In addition, the department provides Advance Life Support (ALS) services and responds to over 3,000 calls for service annually. Staffing includes a Fire Chief, one Deputy Chief, one Fire Marshal, six Fire Captains, six Fire Engineers, an Administrative Assistant and 10 Reserve Volunteer Firefighters. Dispatch is staffed through the Public Safety Dispatch Center housed at the Police Department. Ambulance services are handled through a countywide contract. The Suisun City Department responds to fire, emergency and medical calls, as well as attaching units to wildland strike teams, when possible.

The Position

The ideal candidate will be a team-oriented problem-solver with a focus on public service. Recruits enter a training program to develop skills necessary to demonstrate abilities to respond to emergency fire and medical alarms, to protect life and property, to participate in fire suppression training and emergency medical training, to assist with station, apparatus and equipment maintenance, and to do related work as required. Volunteers are required to participate in a minimum of two 24 hour shifts or four 12 hour day shifts each month and complete assigned training.

EXPERIENCE AND TRAINING

• Two (2) years of clerical, administrative, or dispatching experience.
• Experience in emergency dispatching, law enforcement or emergency-related services is desirable.

License and Certificate:

• Possession of California Peace Officer Standards and Training (POST) Public Safety Dispatching Certificate is required within the probationary period and throughout employment.
• This classification requires the ability to travel independently within and outside of City limits.

A Dispatcher I is a civilian employee of the Police Department who performs a variety of tasks in the Department’s Support Services Division. The Dispatcher I receives incoming calls for police assistance and response; acts as a primary Dispatcher when appropriate; performs a variety of general support duties related to police communications; completes a wide variety of general clerical duties.

The Dispatcher I duties may include, but are not limited to, the following:

Answer emergency and non-emergency police related phone calls, help prioritize requests for service based upon available resources, receive radio requests and handle accordingly, type, process and file a wide variety of reports and materials including memos, letters, complaints, declarations, warrants, citations, crime and traffic reports.  Assists Department personnel and the public in person and by phone performing record checks, collecting fees and mailing requested reports to outside agencies in accordance with established regulations.  A Dispatcher I may be assigned to work various hours, shifts, holidays, weekends and overtime.

QUALIFICATIONS

A combination of education and work experience including 2-3 years of general office work involving typing of varied materials, public contact, general filing and basic record keeping; type at least 40 wpm net.  Knowledge of business English, spelling; modern office practices and procedures; record keeping. Ability to learn assigned clerical tasks readily and to adhere to prescribed routine; write English legibly; establish and maintain effective working relationships with other employees and the general public; type and learn the operation of other standard office equipment; a willingness to work varying shifts; and to learn radio dispatching skills. 

COMPENSATION & BENEFITS

The City of Pleasant Hill offers a competitive compensation and benefits program.

• Salary:  $6,455 to $8,321 per month. Effective 7/1/2025, 3.5% COLA ($6,681 to $8,612/month).

The Department

The Human Services Department (HSD) delivers and supports services by forging long-term community partnerships; engaging with and building the capacity of the community to do its own problem-solving; and leveraging financial and volunteer resources.

The Position

The Multipurpose Senior Service Program (MSSP) Case Manager will perform professional and clinical social work tasks and duties for older adults living with complex medical conditions to assist them to obtain optimum health, financial, and/or social services. The City is currently seeking General Maintenance Workers. This temporary position works with the City’s maintenance staff to perform: unskilled labor in the parks and landscape medians, street and sidewalk maintenance, street sign maintenance, and fleet building maintenance. Duties include, but are not limited to: raking, emptying trash cans and litter removal, irrigation repair, weeding, edging, street sign maintenance and graffiti removal. Work is closely supervised; work methods are explained in specific terms and work is subject to frequent review. 

Incumbents must possess the physical and mental capacity to work under the conditions described in this document and to perform the duties required by their assigned position.

KNOWLEDGE, SKILLS, ABILITIES

• Knowledge of methods, materials, and equipment used in landscaping, street and sidewalk maintenance, and building maintenance, as well as safety practices and precautions to be used in work.
• Skill in operating hand and power tool equipment such as rakes, pick and shovel, etc.
• Ability to work outdoors in all weather and to follow oral and written instructions. Intermittently, sit while studying or listening to training; bend, squat, climb, kneel and twist when performing maintenance, repair, or installation tasks; perform simple and power grasping, pushing, pulling, and fine manipulation; and lift or carry heavy weights up to 90 lbs.; work in conditions of various outdoor exposure.
• Capable of working independently.

SPECIAL REQUIREMENTS

• Driving a city truck is required for the position and the applicant must have an acceptable driving record, subject to California DMV pull records.
• Ability to work Saturday and/or Sunday shifts.  Hours are 7AM-4:30PM and may fluctuate due to operational needs.
