The Housing Authority of the City of Alameda (AHA) is seeking an exceptional, process-orientated professional to serve as the Director of Administration and Services. This is a fast-paced agency that seeks to meet the mission through a high level of accountability and transparency.

AHA is seeking to fill the Asset Management Specialist position in the Property Operations Department. The Asset Management Specialist performs a variety of specialized technical work in support of the Housing Authority’s asset management and property operations functions. Conducts operational monitoring and asset management analysis by supporting portfolio performance tracking, capital project planning, compliance reporting, and financial review. Provides responsible and professional assistance to the department team, and performs related work as required.

Experience with LIHTC or HUD compliance, property management accounting and/or asset management, and Yardi software are desirable.

DEFINITION:

The Music Instructor is responsible for providing quality music instruction to participants of varying skill levels in a positive and engaging environment. This position requires strong knowledge of music techniques and the ability to plan and deliver lessons that meet individual participants’ needs. The instructor will plan, prepare, and implement music lessons tailored to each participant’s abilities and goals, teaching music theory, aural skills, and practical techniques to individuals and groups. They will also prepare participants for performances or showcases as part of the program, select and acquire appropriate teaching materials and resources, and motivate participants to achieve continuous progress. In addition, the Music Instructor will communicate effectively with recreation staff and parents/caregivers regarding schedules, progress, and participant needs, assess participants’ abilities, provide constructive feedback, and maintain progress records. Delivering excellent customer service and representing the City in a professional and positive manner are essential aspects of this role. The ideal candidate will be patient, enthusiastic, and dedicated to fostering a supportive learning environment where participants can grow both musically and personally. 
 

CLASS CHARACTERISTICS:

1-10 hours per week as needed.

Under general supervision, the Swim Instructor’s Aide assists in teaching swim lessons to persons of all ages. Some evening and weekend hours may be required. Mandatory pre-season in-service training sessions will be held in June.

 

DUTIES AND RESPONSIBILITIES

Assists in developing lesson plans for aquatic activities and helps maintain pool records, including program registrations and safety reports. Provides First Aid and CPR when necessary and aids in teaching swimming lessons to participants of all ages. Follows city policies and procedures and performs other assigned duties as required.

 

QUALIFICATIONS

Age Requirement:                                         

• At least 14 years of age

Experience:

• No prior experience necessary.
• Recommended exposure to swimming lessons instruction or working with young people in an organized environment and/or participation in the Junior Lifeguard program.

Knowledge of:           

• The City of Woodland’s Swim Lesson Program and basic pool policies and procedures.

Ability to:

• Communicate clearly, both in oral written forms.
• Collaborate well with colleagues and others encountered during work.
• Swim proficiently and showcase various swimming techniques. 

Certifications:

• Standard First Aid, CPR in adult, child, and infant (or equivalent)
• American Red Cross Water Safety Aide is recommended.
• Exposure to American Red Cross Lifeguard Training is desirable.

 

SALARY SCHEDULE

$16.90-$17.90 per hour, based on experience and years of service.

The City of Lincoln is hiring up to 6 part-time Assistant Pool Managers within the Recreation Department.  This position may require you to work various days, weekends or evenings.

Seasonal employees are limited to working no more than 999 hours in a fiscal year.

Under direction, assists in the overall operations of a swimming pool facility, and its assigned temporary employees; assists in the planning, organizing, coordination, development, implementation, promotion, and evaluation of aquatic activities and programs for all ages.

The Assistant Pool Manager is the working lead class responsible for assisting with the daily operations of the pool and aquatics program. This class is distinguished from the next higher classification of Pool Manager in that the latter has overall responsibility for the pool operations, programs, and staff.

 

SUPERVISION RECEIVED/EXERCISED

Receives direction from the Pool Manager. Exercises indirect supervision over temporary and seasonal aquatics personnel; may exercise direct supervision in the Pool Manager’s absence.

 

ESSENTIAL FUNCTIONS
Include but are not limited to the following:

• Assist in monitoring and supervision of the day-to-day operations of the aquatics program, which includes direction to lifeguards/instructors; enforce and explain pool regulations and policies; administer first aid and perform emergency rescues.
• Maintain proper health specifications, in restroom and locker areas and take all safety precautions.
• Manage the daily opening and closing of the facility.
• Assist in the oversight of proper sanitation and maintenance of pool water; ensure cleanliness of restrooms, dressing rooms, and public areas; report maintenance conditions affecting facility operation and security.
• Assist in the oversight of the safe and proper operations of assigned pool; ensure pool rules and safety guidelines are followed; maintain order with disruptive patrons and exercise crowd control where warranted; and refer escalated issues to assigned supervisor or proper authorities.
• Exercise lead/indirect supervision over all assigned staff including temporary and seasonal staff, independent contract instructors, and volunteers. Exercise direct supervision in the Pool Manager’s absence.
• Participate in the recruitment and hiring of temporary, part-time, or seasonal aquatics staff as required.
• Promote and enforce water safety procedures; effect swimming rescues; render first aid and CPR as required; ensure the safety of pool users and enforce all user rules and policies of the department.
• Complete, review, and file accident and incident reports; assist with follow-up related to reports; purchase, check, and maintain first aid equipment; perform daily safety checks and inspections of the facility and all equipment.
• Assist with employee schedules; complete reports on chemical tests; assist with the training of lifeguards and other aquatics staff; verify and check aquatics staff timecards; submit timecards to Pool Manager for approval; coordinate and facilitate staff meetings; assist with special events.
• Work with maintenance staff to ensure that pool facility maintenance procedures are followed.
• Keep the pool, pool deck, and auxiliary buildings/areas clean and free of litter and debris.
• Act as the Pool Manager in her/his absence.
• Perform related duties as assigned.

 

PHYSICAL, MENTAL AND ENVIRONMENTAL WORKING CONDITIONS:

Position requires sitting, standing, walking, reaching, twisting, turning, kneeling, bending, stooping, squatting, grasping, and making repetitive hand movement in the performance of daily duties. The position also requires both near and far vision when reading correspondence, statistical data and using a computer. The need to lift, drag and push files, paper and equipment weighing 25 pounds or more is also required. The incumbent may use cleaning chemicals, or pool chemicals, which may expose the employee to fumes, dust and air contaminants. Additionally, the incumbent in this outdoor position works in all weather conditions, including wet, hot and cold and is required to swim.

 

KNOWLEDGE/ABILITIES/SKILLS
The following are a representative sample of the KSA’s necessary to perform essential duties of the position.

Knowledge of: Modern principles and practices of aquatics programs; facilities, operations, and techniques used in aquatics programs; routine swimming pool maintenance, chlorinators, heaters, and other equipment used in a pool facility; current techniques in swim lesson instruction; basic pool chemistry, including chemicals used to disinfect water and maintain proper PH in a public pool; practices and principles of first aid and CPR lifesaving safety measures at a public pool; health and safety codes applicable to the operation of a public pool; principles and practices of customer service; modern office equipment, methods, and procedures; computer hardware and software; proper English, spelling, and grammar.

Ability to: Supervise and instruct individuals and groups in various aquatic and related recreational activities; plan and lead the work of volunteers, seasonal/part-time staff; establish and maintain effective working relationships with those contacted in the course of work; interpret community demand for aquatic programs; successfully resolve a variety of customer service related matters; respond to emergency situations in a calm and effective manner; administer first aid and CPR; work outdoors in a variety of weather conditions.

PROJECT DESCRIPTION

The Woodland Joint Unified School District (WJUSD) Maintenance, Operations, and Facilities Department is seeking a motivated Civic Fellow to support the district’s sustainability and environmental stewardship efforts. This role offers a hands-on opportunity to gain experience in sustainability practices, facilities operations, and process improvement within a public education setting.

The Civic Fellow will assist in assessing current district practices related to recycling, waste reduction, and resource conservation. This may include reviewing recycling programs, observing waste management practices at school sites, and identifying opportunities to improve sustainability efforts. Working closely with Maintenance, Operations, and Facilities staff, the Fellow will help research best practices and develop practical recommendations to improve environmental outcomes and operational efficiency.

This fellowship provides practical exposure to sustainability planning, facilities management, and public sector operations, equipping participants with valuable skills in research, data analysis, environmental practices, and process improvement while contributing to the district’s commitment to responsible resource management.

 

SUPERVISION RECEIVED AND EXERCISED

Receives general directions from the designated WJUSD host-site employee.

 

IDEAL CANDIDATE

The ideal candidate is a motivated and detail-oriented individual with an interest in sustainability, environmental science, public administration, and/or facilities operations. The Civic Fellow should be comfortable conducting research, making observations, and working collaboratively with staff across multiple departments.

The successful candidate will demonstrate strong organizational and problem-solving skills, curiosity, and a willingness to learn about sustainability practices. Interest in environmental responsibility, waste reduction, or operational efficiency is desirable. Experience with research, data collection, or spreadsheets is helpful but not required.

This position is well suited for someone who enjoys identifying practical solutions, working on real-world challenges, and contributing to efforts that improve environmental responsibility within a large organization.

 

THE POSITION OBJECTIVES/GOALS

The goals of the position are to:

1. Assess current sustainability practices within Maintenance, Operations, and Facilities, including recycling programs, waste disposal practices, and resource conservation efforts.

 

2. Review existing procedures and practices related to recycling and waste reduction, identifying opportunities to improve efficiency and environmental impact.

 

3. Research best practices from other school districts or public agencies related to sustainability, recycling programs, and waste reduction strategies.

The City of Orinda Parks and Recreation Department seeks a qualified, experienced and trustworthy individual with a passion to work with youth as a summer Camp Director / Recreation Program Specialist in the Parks and Recreation Department.   This position takes direction from and reports to the City's full-time Recreation Coordinator.

Supervision:

Under the general supervision of the Recreation Coordinator, the Camp Director assists the Recreation Coordinator in the administration of summer camp staffing, programming, training and camper/family relations.  The Camp Director is responsible for overseeing the camp coordinators and camp counselors, and the Director is the on-site camp liaison for families. 

This position is a 40 hour per week Monday through Friday seasonal position during summer.  In addition to staff recruitment and selection and summer program planning hours prior to camp start dates, there is also an opportunity to continue employment on a part-time basis with the Parks and Recreation Department during the school year to assist in the planning and implementation of Orinda Youth Sports (OYS), adult sports, and the Orinda Teen Advisory Council (OTAC).

Essential Duties:

• Collaborate with Recreation Coordinator to develop, coordinate and facilitate summer camp programs and activities.
• Oversee camp staff, and promote a safe, supportive and engaging environment for all staff.
• Assist Recreation Coordinator in staff hiring and training and with staff scheduling and evaluation.
• Lead weekly debriefs involving city-run summer camps with Camp Coordinators.
• Direct Counselor-in-Training camp during last one week of summer.
• Utilize strong communication and decision-making skills to handle crisis management, discipline, or troubleshooting issues related to campers, families or staff.
• Maintain fiscal records and work within budget to order and maintain camp supplies and resources.
• Act as liaison between families, campers, staff, and Parks and Recreation Department.
• Ensure the health and safety of all campers and staff are prioritized in all summer camp programs.
• Support Recreation Coordinator with ePACT management and administration.

Minimum Qualifications:

Education: Must have completed at least eleventh (11) grade by the start of camp and be seventeen (17) years of age or older by the start of camp.  College-level coursework in Recreation, Sports, Administration, Human Development, Education or related field is preferred.  

Experience: Recreation, athletics and/or education experience is desirable.  Experience teaching and/or working with children and youth age twelve (12) and under is preferred.

Licenses/Certifications: CPR, First Aid, and AED training and/or certification are required prior to the first day of camp.  There will be a CPR, First Aid and AED training on the May 30, 2026 training for any staff who are not certified.

THE OPPORTUNITY

Although the City Attorney’s Office collectively serves as the City’s Risk Manager, this is the first time the role has been established as a stand-alone position. As the inaugural Risk Manager, the incumbent will have the unique opportunity to shape and develop the program. Under the general direction of the City Attorney, the Risk Manager administers the general liability claims program, provides advice and education to City officials and employees on risk avoidance, retention, and transfer, and serves as the City’s liaison to the Bay Cities Joint Powers Insurance Authority.

While advanced expertise in public agency insurance and risk management terminology is ideal, candidates with strong transferable skills and the ability to quickly learn the nuances of municipal risk management are encouraged to apply.

 

THE RISK MANAGER

This is a supervisory position in which incumbents direct, coordinate and perform the work related to managing the City’s claims through the Bay Cities Joint Powers Insurance Authority and outside counsel conducting legal work on behalf of the city. Incumbents work collaboratively with attorneys within the City Attorney’s Office and with staff from City Departments related to liability claims made against the City. This classification is distinguished from other classifications responsible for occupational health and safety and workers’ compensation by the absence of those program elements. Areas of responsibility include:

• Plans, organizes, develops, supervises and coordinates the operations of the Risk Management Division within the City Attorney’s Office. 
• Receives claims, determines if claims meet statutory requirements, sets reserves, and determines who will adjust. 
• Performs or facilitates investigations; works with City staff, third-party claims adjusters, attorneys, and subject matter experts to evaluate investigation and determine whether a claim should be accepted or denied.
• Ensures that all statutory time limits and documentation are complied with; represents the City in small claims matters involving tort claims; coordinates with City Attorney's Office staff with regards to claims evolving into litigation.
• Develops and maintains a comprehensive claims management system for making determinations on processing of public liability claims and supervises the processing of City claims, individuals and other agencies.
• Coordinates with attorneys to provide research and recommendations for legal issues concerned with safety and risk management. 
• Maintains a complete record system of all claims and related activities. 
• Coordinates, prepares and presents studies, reports and agenda items to the City Council and other City boards or teams. 
• Studies statutory and regulatory requirements and modifies program components to ensure they meet standards and legislative mandates established by federal and state regulations; analyze the impact of legislative changes. 
• Represents the City on the Bay Cities Joint Powers Insurance Authority for general liability.
• Evaluates insurance risks; monitors the City's insurance program including reviewing and approving contracts to reduce risk exposure and to develop accident insurance and indemnification provisions and contacting vendors and consultants regarding insurance requirements; evaluates costs and benefits of alternative coverage; re-negotiates or makes arrangements for coverage; and develops insurance requirements, reviews bids, and recommends policy purchases. 
• Supervises, evaluates, and trains staff. 
• Performs related duties as assigned.

 

MINIMUM QUALIFICATIONS

A typical way of gaining the knowledge, skills, and abilities for this position is: 

Education
Equivalent to a bachelor’s degree from an accredited college or university with major coursework in public or business administration, human resources, industrial engineering, risk management, or a closely related field.

Experience
Four (4) years of progressively responsible professional experience in risk management, loss prevention or municipal/corporate insurance administration, including supervisory experience.

Licenses, Certifications, and Other Requirements
Designation as Associate in Risk Management for Public Entities (ARM-P) is highly desirable. When driving on City business, must possess a valid California driver’s license.

The City of Lincoln is hiring up to 20 part-time Water Safety Instructors within the Recreation Department.  This position may require you to work various days, weekends or evenings.

Seasonal employees are limited to working no more than 999 hours in a fiscal year.

Under the direct or general supervision of the Recreation Coordinator, performs a variety of duties to supervise the pool, decks, and additional areas of an aquatic facility; and provides swimming instruction.

 

ESSENTIAL FUNCTIONS

Include but are not limited to the following:

• Maintain constant surveillance as assigned to safeguard swimmers from drowning and other accidents.
• Maintain discipline and orderly conduct among patrons and enforce all pertinent City pool rules and regulations in order to maintain a safe environment. 
• Promote and enforce water safety procedures; effect swimming rescues; render first aid and CPR as required. 
• Assist in the planning, promoting and organizing of prescribed Red Cross programs and special events. 
• Perform pool facility maintenance functions as required. 
• Build and maintain positive working relationships with co-workers, other City employees, and the public using principles of good customer service. 
• Prepare and maintain accurate and up-to-date records and reports.
• Conduct classes at all participant levels (beginning through advanced) and supervise students and swim lesson aide (s).  
• Prepare daily lesson plans for assigned swim instruction classes.
• Perform related duties as assigned.

 

PHYSICAL, MENTAL AND ENVIRONMENTAL WORKING CONDITIONS

Perform heavy manual labor; learn to operate a variety of equipment; work with tools related to recreational maintenance. The position requires sitting, standing, walking on level and slippery surfaces, reaching, twisting, turning, kneeling, bending, stooping, squatting, crouching, grasping and making repetitive hand movement in the performance of daily duties. The incumbent needs to have the ability to hear and speak for purposes of communication. The position also requires both near and far vision when administering programs and operating equipment. The need to lift, carry and push equipment and supplies weighing 25 pounds or more is also required. The incumbent in this outdoor position works in all weather conditions, including wet, hot, and cold.
