The Fiscal Analyst I/II/III position at the Glenn County Community Action Division, performs varied and complex professional accounting and financial analysis work relating to various grants and programs; fiscal and contract management; fiscal program analysis and compliance; prepares analytical, narrative, statistical, accounting and financial reports; develops and monitors budgets; prepares financial statements and reports, and related duties as assigned. Fiscal Analyst II is the journey-level classification in the series and is distinguished from the Fiscal Analyst I by the responsibility and working independently with minimal supervision. Fiscal Analyst III is the advanced level and supervisory classification in the series, and is distinguished from Fiscal Analyst I/II by the performance of the most complex accounting and analytical work within the assigned department. WHAT YOU’LL DO

• Provides information for and prepares periodic accounting, fiscal reports, and analysis to internal units, federal, state, and local agencies and/or to private auditing firms as required by governing agencies. 
• Prepares reports and analysis on accounting activities relating to funds, grants, and programs. 
• Prepares various financial statements including worksheets, balance sheets, income statements, statements of cash flow, adjusting and closing balance sheets, depreciation schedules, allocation schedules, and cost reports.

The Substance Use Disorder Counselor I/II position is located in the Behavioral Health division at the Health and Human Services Agency. This position performs a variety of para-professional and responsible eligibility determination and case management duties for alcohol and drug programs, including crisis services to individuals; and performs related duties as assigned. The Substance Use Disorder Counselor II is the full journey-level class within series and performs the full range of duties as assigned, responsible for direct client contact in the provision of case management including complex cases. This position is scheduled for forty (40) hours per week.

WHAT YOU’LL DO

• Performs client intake procedures, eligibility determinations and establishes case loads and services for programs in drug and alcohol, specialized programs, grant funded programs, and other health and human services programs.

DEFINITION:

DISTINGUISHING CHARACTERISTICS:

Construction Inspector I

The Construction Inspector I is the entry level class in the Construction Inspector series. Incumbents are responsible for making field inspections of a variety of public and private construction projects related to City facilities and private development, ensuring that construction work is completed in conformance with applicable standards, plans, specifications and City ordinances. This class is alternately staffed with Construction Inspector II and incumbents may advance to the higher-level after gaining experience and demonstrating a level of proficiency that meets the qualifications of the higher-level class.

Construction Inspector II

The Construction Inspector II is the journey level class responsible for inspecting, observing, measuring and testing materials utilized in construction of public facilities such as streets, storm drains, sidewalks and other public works construction to assure compliance with City standards, codes and specifications. Work is done in the office and field. This class is distinguished from the next higher classification of Construction Manager, in that the latter is responsible for overall supervision of the Public Works construction inspection program.

SUPERVISION RECEIVED/EXERCISED:

Construction Inspector I

Receives immediate supervision from the Construction Manager or City Engineer, or designee. May receive lead direction from a Construction Inspector II. Incumbents in this classification do not routinely exercise supervision.

Construction Inspector II

Receives general supervision from the Construction Manager or City Engineer, or designee. Exercises technical and functional supervision over assigned staff.

ESSENTIAL FUNCTIONS:

(include but are not limited to the following)

• Inspects the work quality and materials used in a variety of public works construction projects, capital improvement projects, residential, commercial and industrial development within the city to ensure conformance with approved plans, specifications, codes, ordinances, laws and departmental regulations; observes and measures materials used in street, gutter, curb, sidewalk, parking lots, water and sewer systems, storm drain construction, underground improvements and capital projects; takes samples and arranges for laboratory tests.
• Conducts field sampling and testing of construction materials; directs lab testing operation; analyzes and interprets lab test results and writes test reports; approves materials for use on construction projects; makes field determinations of scope and method of work to be performed; authorizes field changes to plans when required.
• Reviews project plans for accuracy and conformance with City specifications; observes construction progress and documents with field reports; observes safety conditions and workmanship for compliance with City and State regulations; drafts letters to contractors; responds to complaints related to construction activities at the counter, over the phone and in the field.
• Keeps accurate as builts and informs engineering staff of any deviation from proposed plans; provides interpretation of the City’s standard specification manual; reviews plans and specifications for assigned projects; meets with developers and contractors about work progress and or problems.
• Demonstrates a full understanding of applicable policies, procedures and work methods associated with assigned duties; serves in a lead capacity in the training and scheduling of assigned personnel; coordinates project work and design alterations with developers, contractors, public utilities, engineers, the public and other City departments; identifies alternative construction methods and materials; provides interpretation of the City’s standard specification manual.
• Prepares technical reports, as built drawings, letters and change orders; maintains written records of work performed; performs construction surveys; checks contractors progress on jobs; reviews invoices and recommends progress payments; reviews certified payroll; conducts change order negotiations.
• Responds to questions and concerns from the general public regarding assigned projects; provides information as is appropriate and resolves complaints; investigates complaints or claims against the City.
• Establishes positive working relationships with representatives of community organizations, state/local agencies, City management and staff, and the public.

PHYSICAL, MENTAL AND ENVIRONMENTAL WORKING CONDITIONS:

Position requires sitting, standing, walking on level and slippery surfaces, reaching, twisting, turning, kneeling, bending, stooping, squatting, crouching, grasping and making repetitive hand movement in the performance of daily duties. The position also requires both near and far vision when inspecting work and operating assigned equipment. The need to lift, carry and push tools, equipment and supplies weighing 25 pounds or more is also required. Additionally, the incumbent in this outdoor position works in all weather conditions including wet, hot and cold. The nature of the work also requires the incumbent to climb ladders, enter confined spaces, use a variety of hand tools and equipment, drive motorized vehicles, work in heavy vehicle traffic conditions and often work with constant interruptions.

KNOWLEDGE, SKILLS AND ABILITIES:

Knowledge of:

Performs a variety of semi-skilled and skilled tasks in the construction, maintenance, and repair of streets, sidewalks, traffic control, curbs, gutters, signs and markings.  The purpose of this recruitment is to fill a vacancy in the Street Maintenance Division of the Public Works Department, as well as establish an eligibility list for future vacancies.  Initial position/assignment and salary of the selected candidate will be based on previous work experience and valid licenses/certificates. 

IDEAL CANDIDATE

The Ideal Candidate for this position will have prior experience in road maintenance, including work on sidewalks, driveways, roads, curbs, and gutters. While this experience is preferred, it is not required. The candidate must be able to follow directions accurately and demonstrate strong communication skills, both verbally and in writing. They should be punctual, maintain good attendance, and have a positive attitude. The ability to work independently with minimal supervision is essential, along with a willingness to learn new skills and take on additional responsibilities as needed. This position requires flexibility, including availability for overtime, weekend shifts, and holiday work when necessary. While a Class B Commercial Driver’s License (CDL) is preferred, it is not mandatory at the time of hire.

Maintenance Worker I:

This is the entry level class in the Maintenance Worker series. The Maintenance Worker I may often perform many of the duties required of Maintenance Worker II but is not expected to have the depth of experience, skill level and certifications of the Maintenance Worker II. As a result, the Maintenance Worker I will have fewer opportunities to exercise independent discretion and judgment on matters related to work procedures and methods. This position is required to work any shift, weekends and holidays as needed.

Maintenance Worker II:

This is the journey level in the Maintenance Worker series. This class differs from Maintenance Worker I in that incumbents perform more complex maintenance duties including working independently, exercising judgment, and operating the full range of tools and mechanical equipment related to a specific assignment. The Maintenance Worker II may also be expected to assist in the oversight and training of less experienced personnel. Positions in this class are flexibly staffed and are normally filled by advancement from the Maintenance Worker I level, or by candidates with prior work experience elsewhere. This position is required to meet all Standby Program requirements, take standby duty, and to work any shift, weekends and holidays as needed.

ESSENTIAL JOB FUNCTIONS

The following are typical illustrations of duties encompassed by the job class; this is not an all-inclusive or limiting list: 

• Assist other departments in addressing Right of Way (ROW) issues within the city, this may include homeless camps, illegal dumping and blight related issues
• Ensure that safe traffic control measures are deployed, and that proper safety precautions and safe work methods are followed
• Design, fabricate, and install traffic signs and markings, set up barricades, direct traffic, and remove traffic control devices as needed

The City of Dixon Recreation Department is accepting applications for one (1) position of Pool Manager for the 2025 Aquatics Season.

The Aquatics Supervisor organizes, leads, supervises and performs all aquatic activities as related to the management and operation of the City of Dixon swimming pool. Performs regular lifeguard duties, organizes and instructs swim classes. Performs related and other work as required.

This is a temporary/seasonal position working the Aquatic Season as early May 2025 through November 2025. Staff can average between 20-40 hours per week based on the season, needs of the program, and staff availability. Staff may be expected to work weekends and on fixed holidays. Those who work on a City Holiday will earn 1 ½ times their base hourly salary.

This position provides support, mentoring, education, skill-building, advocacy, and youth-guided programming to persons receiving services at the Community Drop-In Youth TAY Center located in the Behavioral Health Division at the Glenn County Health and Human Services Agency. The incumbent will work as part of Behavioral Health with the Transition Age Youth Team delivering outreach/engagement and supportive service to youth and families on school campuses, in the community, and/or at the TAY Center. The County of Yuba is recruiting for both Extra-Help and Full-Time Juvenile Corrections Officers I/II, in an effort to fill current vacancies and expand staffing levels. These positions are located on the Tri-County Youth Rehabilitation Campus which falls under the Juvenile Institutions Division of the Yuba County Probation Department.  The primary responsibilities of this flexibly staffed position are to: provide care, custody, supervision, and control of youth housed in the secured detention facilities while they are pending legal action or serving a post adjudication commitment; ensure and sustain a safe and secure environment for youth; and coordinate counseling and behavior modification activities associated with the operation of the facilities.

About Detention Services & Yuba County:

Our Department believes people can change and we can be instrumental in supporting that change.  We are  a small workplace family that supports one another to accomplish our mission and allow our team members to live full lives outside the workplace. Our Campus provides youth detention services to the communities of Yuba, Sutter, and Colusa Counties as well as several contract counties through our Camp Singer program.  We operate 24 hours a day, 365 days per year, and includes the Tri-County Juvenile Hall, Secure Housing Unit, and Maxine Singer Youth Guidance Center (Camp Singer), under a Joint Powers Agreement between the three counties. Our Department is the administrative agency responsible for the management and daily operation of the facility. The shared goal of facility staff is to provide youth with support and tools that will assist them with successfully reintegrating back into the community.  Staff are provided with state mandated relevant training, which includes youth trauma; crisis management; cultural competence; mental health awareness; sexual abuse and harassment; and proper use of force.

Benefits provided for the Maintenance Worker series includes: CalPERS retirement, District paid health insurance up to the Kaiser HMO Full Family Rate, 457 plan with District match up to $150 per bi-weekly pay period, Vacation, Sick leave, and Life insurance.

This position performs a variety of semi-skilled tasks in the maintenance, repair, and operation of a wastewater collection system including sewer mains, laterals, manholes, and lift stations; operates light and moderately heavy power-driven equipment.

Minimum requirements are a high school diploma or G.E.D. and possession of a valid CA Class C driver's license. Employees in this classification must reside within 30 miles of the District's corporation yard and be able to respond and travel there within 30 minutes.

Employees appointed to the Maintenance Worker classification must obtain an appropriate Class B CA driver's license and a Grade 1 certification in Wastewater Collection System Maintenance from the California Water Environment Association (CWEA) (additional details on these requirements are contained in the job description).
