The Pacifica Police Department is responsible for all functions related to law enforcement and crime prevention and is made up of several divisions that carry out specialized duties to help the department perform as a cohesive whole. DEFINITION

Under general supervision, to promote community order, to protect life and property, to prevent crime, to maintain order, to enforce laws, ordinances, and constitutional mandates, to do investigative work in detection of crime, to perform public service tasks, while working varying hours and shifts, and to do related work as required.

DISTINGUISHING CHARACTERISTICS

This is an entry level, sworn position serving the city of Pacifica maintaining and fostering high ethical, and professional standards within the police department and throughout the community.

Responsible for protecting life and property while enforcing the California Penal Code, California Vehicle Code and Pacifica Municipal Codes

SUPERVISION RECEIVED/EXECUTED

Receive general supervision from the Police Sergeant, Police Corporal, Police Captain and/or the Chief of Police.

ESSENTIAL FUNCTIONS - INCLUDING BUT ARE NOT LIMITED TO THE FOLLOWING:

• Protect life and property through patrolling assigned areas.
• To maintain law and order.
• Answer calls for service from citizens regarding criminal activity and other matters relating to the safety of the community.
• Investigate crimes through contact with victims, suspects, and witnesses collecting, processing, and storing evidence.
• Monitor traffic to prevent accidents.  Enforces Vehicle Code laws and promotes traffic movement throughout the city.
• Investigate traffic accidents.
• Issues citations or warnings as appropriate.
• Give assistance to the injured.
• Make arrests.
• Issue citations or warnings as appropriate.
• Guard prisoners.
• Question suspects.
• Note and report unsafe conditions.
• Prepare evidence and appear in court.
• Search for stolen property and lost persons.
• Give information to the public regarding laws, ordinances, traffic safety, directions, and available public services.
• Document activities with complete, clear, and concise written reports and correspondence.
• Interact with social agencies, schools, families and juveniles regarding juvenile matters.
• Assist citizens, give directions, and promote community relations.
• Maintain effective working relationships with other law enforcement agencies, employees, and the public.

QUALIFICATIONS
 

Knowledge of

• Principles and practices of law enforcement services and program administration.
• Pertinent local, State and Federal rules, regulations, and laws.
• Criminal law as it relates to the apprehension, arrest, and prosecution of law violators and the collection of evidence.
• City of Pacifica streets, neighborhoods, and municipal code.
• Departmental policies and procedures
• Modern office procedures and computer equipment.
• Use of firearms and other modern police equipment and communications and information systems related to law enforcement.

EXPERIENCE AND TRAINING GUIDELINES

Any combination of education and experience that would likely provide the required knowledge, skills and abilities is qualifying. A typical way to qualify is:
 

Experience: none
 

Training: High school graduate or equivalent qualification, and 30 semester units from an accredited college or university desired (not required)
 

Certification: Must pass a comprehensive physical examination, meeting the standards established by the California Commission on Peace Officers Standards & Training (POST)
 

License: Possession and maintenance of a California Class C driver’s license and have a satisfactory driving record.
 

Minimum requirements for lateral entry officers:

• Must meet all minimum requirements for entry level officer with the exception of written and agility examination requirements.
• Must possess a POST Basic Certificate.
• A minimum of one-year satisfactory past police patrol experience within the past three years.
• Must have no record of felony criminal convictions or misdemeanor convictions that could affect credibility as a witness in a court of law.
• Vision and hearing capabilities consistent with guidelines by POST and/or the City.
• Must be of good moral character to be determined by a thorough background investigation, which will be conducted under POST guidelines.

ADDITIONAL INFORMATION:

Physical Skills

Vision adequate to operate vehicles and equipment, read instructions and follow directions, read maps and small print, detect subtle shades of color; hearing adequate to distinguish mechanical noises, converse on radio, telephone and in person at distances of up to 50 feet, and detect unusual sounds; voice volume and speech clarity to command during an emergency; body mobility adequate to operate emergency equipment and perform required duties; stamina to perform administrative functions and to meet physical and mental demands during an emergency; use of hands and fingers adequate for operation of special equipment and weapons, writing, typing and computer related functions; ability to lift heavy equipment, as needed in emergency conditions.

·         The Police Officer Trainee will attend a P.O.S.T. Certified Academy. Upon successful completion of the academy, the trainee will be appointed to the Civil Service position of Police Officer.

·         At the time of appointment to the Civil Service position of Police Officer, the employee will be informed of City employment rights and available benefits.

ABOUT THE DEPARTMENT

Lincoln Police Officers serve a diverse community by performing law enforcement and crime prevention duties, which include but are not limited to: controlling traffic flow, conducting investigative work, and performing a variety of technical law enforcement tasks.  Police Officers also patrol the City in computer-equipped vehicles, make arrests as necessary, interview victims, complainants and witnesses, collect evidence, and prepare written reports.  The Lincoln Police Department is a full-service department of 28 sworn officers, 9 dispatchers and 4 civilian positions. The department serves a population of nearly 50,000 residents in a 20+ square mile suburban area.

THE POSITION

The Police Officer is the journey-level class responsible for performance of the full scope of assigned law enforcement duties and responsibilities, under general supervision. This classification is distinguished from the next higher classification of Police Sergeant in that the latter is responsible for performance of the more complex and difficult tasks, and the supervision of assigned activities.  Receives general supervision from a Police Sergeant, or higher ranking position depending upon assignment. May provide technical supervision and training if serving in the Field Training Program.

ESSENTIAL FUNCTIONS

Include, but are not limited to the following:

• Patrols assigned areas by car, foot or bicycle; performs crime suppression and prevention activities; answers special calls; conducts initial and follow-up investigations; interviews victims, complainants and witnesses; answers complaints including domestic disturbances, health code and local ordinance violations; performs surveillance activities; conducts chemical, drug and alcohol testing; investigates suspicious circumstances.
• Enforces traffic laws; conducts complete accident investigations; controls and directs traffic when necessary; performs crowd control, special event or riot duties; assists in crime prevention activities and the control of juvenile delinquency; serves search warrants and subpoenas; administers first aid in cases of emergency; transports, books and is responsible for the care and custody of detained persons.
• Trains and assists less experienced personnel as assigned; may serve as a Field Training Officer or in a variety of special program areas including gang taskforce, community resources, schools liaison, traffic patrol, task forces, crime prevention and administration.
• May serve as a detective; coordinates and conducts complete and detailed investigation of crimes against persons and property, and crimes involving vice, gaming and narcotics violations; performs undercover and surveillance activities; conducts registration and tracking of sex offenders; collects, preserves and maintains evidence and property.
• Obtains and processes evidence; takes written statements; prepares required reports and maintains investigative records; serves warrants and subpoenas; testifies in court in connection with prosecution of offenders; contacts and cooperates with other law enforcement agencies as warranted.
• Responds to questions, concerns and requests for service from the general public; provides information as appropriate and resolves complaints.
• Establishes positive working relationships with representatives of community organizations, state/local agencies and associations, City management and staff, and the public.

PHYSICAL, MENTAL AND ENVIRONMENTAL WORKING CONDITIONS

Position requires prolonged sitting, standing, walking, running, jumping, reaching, twisting, turning, kneeling, bending, squatting and stooping in the performance of daily activities. The position also requires both near and far vision and acute hearing. Additionally, incumbents may work outdoors in all weather conditions including wet, hot and cold. The position entails working in hazardous situations, and may involve abusive persons, potential physical violence and the potential risk of exposure to bloodborne pathogens in the performance of law enforcement duties. The nature of the work also requires the incumbent to drive motorized vehicles, operate a variety of law enforcement equipment, work in heavy vehicle traffic conditions and often work with constant interruptions.

KNOWLEDGE/ABILITIES/SKILLS

THE SELECTION PROCESS

The City of Hayward is accepting application for Police Officer--Academy Graduates and Academy Participants. Police Officers at the City of Hayward perform a wide variety of law enforcement assignments including but not limited to: patrol, traffic control, criminal and juvenile investigation, and radio communication. These require operating a patrol car or motorcycle, arresting and citing violators of laws, writing reports, serving warrants, testifying in court and providing information to the public.

Those candidates who are currently participating in the Police Academy would be hired as a Police Officer Trainee ($5,837-$6,125). The Police Officer Trainee is hired into a civilian position for the period of time they are assigned to the police academy. Upon successful completion of training at the academy, Trainees will then be sworn in and appointed to the classification of Police Officer. Police Officer Trainee benefits are limited to those of a civilian employee.

The Hayward Police Department is comprised of a staff of 197 sworn personnel and 124 professional staff.  The Department supports a Community Policing philosophy and offers excellent promotional and special assignment opportunities.  The Patrol Division currently works 3-12.5 hour days and has weekends off at least six months out of the year. Patrol Officers enjoy a minimum of 9 training days per year.  Detectives who work investigations (SVU, Homicide, Gangs, Narcotics, etc.) receive incentive pay and participate in several task forces in Alameda County.  Officers have a wide variety of specialty assignments to choose from, such as School Resource Officer, K9, Special Duty Unit (street enforcement related to gangs), and Traffic (motors).

DEFINITION 

Under general supervision, the Police Officer patrols the City's commercial, industrial, and residential districts; enforces laws and ordinances of the state of California and the city of Hayward, works closely with the community to preserve the peace and promote public safety; carefully documents own activities in written reports and statements; performs a wide variety of law enforcement assignments such as patrol, traffic control, criminal and juvenile investigation, radio communications, and administrative services; provides court testimony; investigates crimes such as burglary, robbery, assault, and disturbing the peace; assists firefighters and emergency medical technicians; and performs related duties as assigned.

DISTINGUISHING CHARACTERISTICS 

Work normally consists of routine police tasks performed according to Department rules and regulations. Incumbents receive general and special instructions and must be able to act without direct supervision. The absence of ongoing supervisory responsibilities distinguishes this class from the class of Police Sergeant.

Provide occasional supervision to volunteers, reserve officers and professional support staff.

 

Essential Duties

Duties may include but are not limited to the following:

• Patrols the assigned area on foot or in patrol vehicle, makes routine security checks, inspects places of possible disorder and keeps alert to discover suspect circumstances or persons.
• Operates a patrol car, motorcycle, or other vehicle
• Responds to radio and telephone dispatches and appears at scene or disorder or crime.
• Resolves disputes, admonishes individuals, responds to accidents and provide emergency first aid.
• Arrests and cites violators of laws and ordinances.
• Investigates calls and complaints.
• Investigates traffic accidents.
• Prepares and documents cases; write reports; serve warrants and subpoenas; and testifies in court.
• Writes citations.
• Investigates conditions hazardous to life or property.
• Coordinates crime scene control; makes initial investigations of crimes and crime scenes.
• Assists Detectives and other investigators in crime investigation.
• Watches for suspicious cars, curfew violators and wanted persons.
• Operates two-way radio equipment.
• Takes fingerprints and photographs and processes evidence
• Assists in booking and jailing prisoners.
• Processes and transports prisoners.
• Directs traffic.
• Questions suspects and witnesses.
• Provides information, directions, other services and assistance to the public.
• Inspects patrol cars/motorcycles, equipment and weapons to ensure proper operation.
• Prepares for and participates in planned events; stands and directs traffic at collision scenes and demonstrations; controls crowds; and cooperates with City, State and other agencies to secure areas at special events or crime scenes.
• Participates in special details and assignments.
• May serve as a field training officer.
• Perform related duties as assigned.

Minimum Qualifications

 

EXPERIENCE AND EDUCATION 

Any combination equivalent to experience and education that could likely provide the required knowledge and abilities would be qualifying. A typical way to obtain the knowledge and abilities would be:

Experience:  One (1) year in a law enforcement agency within the last thirty-six (36) months and possession of a current Basic California P.O.S.T Certificate.       

OR 
Currently employed by a law enforcement agency and have successfully passed a field training officer (FTO) program, but have yet to complete probation.

OR
Successful completion of a California Basic P.O.S.T approved academy certificate. Obtained within the past eighteen (18) months from date of application is desirable.
 
Education:  High school diploma or equivalent. Possession of an Associate's degree or Bachelor's degree from an accredited institution is desirable.
 
Necessary Special Qualifications: 

- Free of any felony convictions.

- A citizen of the United States or a permanent resident alien who is eligible for and has applied for citizenship (Government Code Para. 1031).

- Age, not less than 21 years at time of appointment.

- Vision in each eye, correctable to at least 20/30.

- Must pass a background investigation.

- Must meet all Department medical, physical and psychological standards.

Licenses and Certificates: Possession and maintenance of a valid Class C California Driver's License.
