POSITION DESCRIPTION, DISTINGUISHING CHARACTERISTICS, AND QUALIFICATIONS:

Under immediate supervision, the Customer Service Technician performs a variety of customer service and billing support duties, including processing payments, maintaining customer accounts, responding to billing inquiries, and coordinating service orders. The position also provides administrative support to an assigned supervisor and performs related work as required.

This is the entry-level class in the Customer Service series. Employees in this class typically have little or no directly related work experience but demonstrate the ability to perform the full scope of duties and meet performance standards. Incumbents work under close supervision while learning job tasks, progressing to general supervision as procedures and processes are learned.

The Newark Recreation and Community Services Department is looking for Senior Lifeguards for our fantastic swim lesson and aquatic programs and the upcoming to work at the year-round Silliman Activity & Family Aquatic Center. We are looking for positive, patient, motivated, self-driven individuals that have a passion for working in aquatics and with children, who wish to make a difference in a child's life by teaching them lifelong water skills! The City of Newark is seeking an experienced skateboarding instructor who can connect with participants of all ages, especially youth and teens. The Recreation Instructor will be responsible for the planning and implementation of skateboarding classes to be held at Mel Nunes Skatepark in Newark. Responsibilities include teaching fundamental techniques, promoting safety, and creating an encouraging environment where participants can build confidence and have fun while learning to skate.

The Senior Building Inspector conducts routine and complex inspections of buildings and structures at various stages of construction, alteration, and repair to verify compliance with approved plans and applicable building, accessibility, fire, electrical, energy, mechanical, plumbing, zoning, and sign codes. This position also performs plan checks of construction documents, prepares inspection reports, and issues corrective actions when necessary, while maintaining strict adherence to safety regulations on all job sites.

Under general supervision, the Senior Building Inspector provides technical assistance to the public, responds to inquiries regarding the construction process, and works collaboratively with other City departments. In addition, this role oversees inspection assignments, supervises and trains building inspectors, serves as the primary staff contact for building inspection complaints and dispute resolution, and performs related duties as assigned.

Experience and Training - Sr. Building Inspector 

Any combination of education and experience that would provide the required knowledge, skills, and abilities is qualifying. A typical way to obtain the required qualifications would be:

• Possession of a high school diploma or equivalent, and four (4) years of increasingly responsible and recent work experience in building inspection and/or construction. Public sector and lead or supervisory experience is preferred.

Special Requirements:

Some outdoor work is required in the inspection of various land use developments and construction projects. Compensation:

Police Officer Trainee:   $6,668.53 - $6,997.47 monthly
Police Officer:  $9,113.87 - $10,998.00 monthly

THE POSITION:  This is a trainee level classification which provides transition into the position of Police Officer.  A Police Officer Trainee is hired into this civilian position for the period prior to and during the time they are assigned to a Commission on Peace Officer Standards and Training (POST) certified police academy.  The police academy has an expected duration of approximately 6 months.  Upon successful completion of training at an academy and upon the availability of a Police Officer position, Police Officer Trainees are sworn in and appointed to the classification of Police Officer.  The Police Officer Trainee is represented by SEIU Local 1021 and benefits are limited to those of a civilian employee.

The City of Lincoln is hiring up to 20 part-time Water Safety Instructors within the Recreation Department.  This position may require you to work various days, weekends or evenings.

Seasonal employees are limited to working no more than 999 hours in a fiscal year.

Under the direct or general supervision of the Recreation Coordinator, performs a variety of duties to supervise the pool, decks, and additional areas of an aquatic facility; and provides swimming instruction.

PHYSICAL, MENTAL AND ENVIRONMENTAL WORKING CONDITIONS

Perform heavy manual labor; learn to operate a variety of equipment; work with tools related to recreational maintenance. The position requires sitting, standing, walking on level and slippery surfaces, reaching, twisting, turning, kneeling, bending, stooping, squatting, crouching, grasping and making repetitive hand movement in the performance of daily duties. The incumbent needs to have the ability to hear and speak for purposes of communication. The position also requires both near and far vision when administering programs and operating equipment. The need to lift, carry and push equipment and supplies weighing 25 pounds or more is also required. The incumbent in this outdoor position works in all weather conditions, including wet, hot, and cold.

• Provides or coordinates training and compliance support related to access to and use of  CLETS (California Law Enforcement Telecommunications System), and associated records requirements in accordance with applicable laws, regulations and department policy.
• Operates, maintains, and provides functional support related to records-unit hardware/software; tests and implements software updates and new programs as assigned.
• Responds to complex citizen, attorney, and interagency inquiries; researches issues and recommends appropriate action or resolution as needed.
• Coordinates and cooperates with other City departments and outside agencies to provide information or assistance as needed.
• May testify in court regarding police records, processes, and/or authenticity of records, as required.
• Performs related duties as assigned.

PHYSICAL, MENTAL AND ENVIRONMENTAL WORKING CONDITIONS
Physical Demands

• Must possess mobility to work in a standard office setting and use standard office equipment, including a computer; vision to read printed materials and a computer screen; and hearing and speech to communicate in person and over the telephone.
• Work is primarily sedentary with intermittent standing/walking; requires finger dexterity for keyboarding and operating office equipment; occasional bending/stooping/reaching; occasional lifting/carrying of files and records generally up to approximately 20 pounds. 

Mental Demands

• Must maintain concentration and accuracy amid frequent interruptions; interpret and apply rules and legal requirements; exercise sound judgment and discretion;  and manage multiple priorities and deadlines.

Environmental Conditions / Working Conditions

• Work is performed in an office environment with regular contact with staff, the public, including occasionally upset individuals, and criminal justice partners. Incumbents may be exposed to sensitive or disturbing information 
• May be required to work evenings, weekends, holidays, or after-hours on-call based on operational needs. 
• Must successfully complete a thorough background investigation. 

KNOWLEDGE, SKILLS AND ABILITIES
Knowledge of:

• Principles and practices of law enforcement records management, including confidentiality, dissemination restrictions, quality control, and records security. 
• Operations, services, and activities of a Police Records Unit. 
• Applicable federal, state, and local laws, regulations, court orders and policies affecting police records, including the California Public Records Act, and related information systems. 
• Records retention, sealing, purging and authorized destruction practices. 
• Computer systems and criminal justice information systems, including CLETS/NCIC concepts as applicable to assigned duties. 
• Principles and practices of supervision, training, performance evaluation, coaching and basic discipline. 
• Modern office procedures, methods, and equipment, including standard business software.
• Methods of researching, compiling, analyzing, and maintaining technical and statistical records and reports.

Skill to:

• Effectively use records-related software and standard business applications to compile, audit,  retrieve, and maintain information and to produce accurate reports and correspondence. 

 
Ability to:

• Plan, organize, supervise, train, and evaluate assigned staff and ensure work is performed effectively and in compliance with applicable laws, regulations, and policies. 
• Interpret, explain, and apply records unit policies and applicable laws to routine and complex records requests, subpoenas, court orders, and disclosure decisions. 
• Maintain confidentiality and exercise tact, discretion, and independent judgment within general policy and legal guidelines. 
• Independently organize and prioritize multiple tasks and meet critical deadlines in a high-interruption environment. 
• Communicate clearly and concisely, orally and in writing, using appropriate English grammar and syntax. 
• Establish and maintain effective working relationships with staff, law enforcement agencies, courts, attorneys, other public agencies, and the public.

THE SELECTION PROCESS

The process may include an in-basket exercise, individual interviews, panel interviews and/or other related components.  Only those candidates who have the best combination of qualifications in relation to the requirements and duties of the position will continue in the selection process. Meeting the minimum qualifications does not guarantee an invitation to the process.
