DEFINITION

Under general supervision, the Code Enforcement Officer I/II will perform residential, commercial and industrial site inspections and investigations to determine compliance with applicable federal, state and local codes, laws and regulations; performs other related duties as required.

DISTINGUISHING CHARACTERISTICS

The Code Enforcement Officer I
The Code Enforcement Officer I is the entry level class in the code enforcement series that allows the incumbent to develop journey level knowledge and abilities. Initially, under immediate supervision, incumbents perform the more routine and less complex code enforcement assignments while learning City policies and procedures. As experience is gained, there is greater independence of action within established guidelines. This classification is alternatively staffed with Code Enforcement II and incumbents may advance to the higher level after gaining experience and demonstrating a level of proficiency that meets the qualifications of the higher-level class.

The Code Enforcement Officer II
The Code Enforcement Officer II is the journey level class in which incumbents are expected to independently perform the full scope of assigned duties. Incumbents are responsible for performing the full range of inspection and code enforcement responsibilities involving codes and regulations in a broad range of areas, including zoning, building, fire, health and safety. The work requires independence and discretion in working with the public and in conducting field inspections and involves a proactive implementation of applicable codes and regulations. This classification is distinguished from the Building Inspector class by the performance of duties primarily related to zoning and code violations.

The Code Enforcement Officer I
The Code Enforcement Officer I receives immediate supervision from the City Manager. Incumbents of this classification do not routinely exercise supervision.

The Code Enforcement Officer II
The Code Enforcement Officer II receives general supervision from the City Manager and may exercise technical and functional supervision over assigned staff.

ESSENTIAL FUNCTIONS     (Include but are not limited to the following)

• Performs residential, commercial, industrial and site inspections; determines existence and type of code violation; compiles, analyzes and evaluates findings of investigations and inspections; coordinates with property owners or their representatives and other regulatory agencies to take corrective action; performs follow-up inspections and investigation as required; ensures compliance with all applicable municipal codes and regulations; issues administrative citations for non-compliance.
• Interprets, applies and explains applicable municipal codes, zoning ordinances, building codes, vehicle codes, state housing, health and safety codes, relocation regulations, Community Development Block Grant (CDBG) administrative requirements and other related laws, codes and regulations; advises property owners on the requirements for compliance; explains processes and procedures for obtaining compliance or appropriate permits.
• Maintains clear, concise and comprehensive records and reports related to enforcement activities; composes and types correspondence, reports, forms and specialized documents; maintains communication/action logs for code enforcement cases; enters and retrieves information from automated records systems; prepares notices of violation and orders.
• Photographs violations; gathers evidence and prepares cases for court proceedings; produces photographs and records of violations for evidence; represents the City in court regarding noncompliance if required.
• Responds to questions and concerns from the public, departmental staff and other agencies; provides information as appropriate and resolves service issues and complaints; cooperates with other agencies, neighborhood improvement groups and organizations interested in neighborhood beautification, improvement and clean up.
• May be assigned on a City-wide basis or in targeted areas of the City.
• Establishes positive working relationships with representatives of community organizations, state/local agencies, City management and staff and the public.

PHYSICAL, MENTAL AND ENVIRONMENTAL WORKING CONDITIONS

Position requires sitting, standing, walking on level and slippery surfaces, reaching, twisting, turning, kneeling, bending, stooping, squatting, crouching, grasping and making repetitive hand movement in the performance of daily duties. The position also requires both near and far vision when making inspection, reading written reports and work-related documents. Acute hearing is required when providing phone and personal service. The need to lift, carry and push tools, equipment and supplies weighing 25 pounds or more is also required. Additionally, the incumbent in this outdoor position works in all weather conditions, including wet, hot and cold. Incumbents may frequently deal with irate members of the public.

SRFECC is preparing for a Dispatcher Academy, beginning February 2026! As a Dispatcher I, you will be a key player in the public safety network, managing both emergency and non-emergency calls. Your role involves receiving critical information, dispatching appropriate Fire and Emergency Medical Services (EMS) resources, providing live-saving instructions, relaying facts, and ensuring effective communication throughout the incident. This is an entry-level position ideal for individuals with no prior public safety dispatching experience. Advancement to Dispatcher II is expected within two years, and offers greater responsibility and higher pay.

This position requires the ability to work well under pressure, demonstrate exceptional communication skills, and think quickly during emergency situations. Shift work is required, and you must be available for nights, weekends, and holidays.

Key Responsibilities:
Dispatch Operations:

• Operate a Computer-Aided Dispatch (CAD) console with a multi-line telephone system, radio console, and office computer terminal.
• Answer incoming calls and gather necessary information to evaluate the nature and urgency of the situation, and triage the call appropriately.
• Following applicable policies, procedures, and guidelines, dispatch appropriate Fire and EMS units, ensuring a prompt and accurate response.

The Police Department is recruiting for Veterinary Technician (Part-time/Benefited).

The Position

The Veterinary Technician will assist in the care of animal patients at the City’s animal shelter. Additional key responsibilities include use of medical care equipment, as well as moving and handling domestic animals and wildlife. The Veterinary Technician reports to the Animal Services Manager and assists the veterinarian, animal services officers and administrative team and is responsible for quality humane treatment of all animals in the care of the Tri-City Animal Shelter. The Ideal Candidate

The Fremont Police Department Animal Services is seeking a motivated candidate with experience working in a veterinary or shelter environment providing humane animal handling and restraint techniques of healthy, ill and fractious animals. The ideal candidate will possess strong computer skills, initiate and complete tasks, and work autonomously. In addition, the incumbent will have demonstrated history of excellent customer service and an understanding of infectious disease in a shelter setting and within a community.

A Dispatcher II is a civilian employee of the Police Department who performs a variety of tasks in the Department’s Support Services Division. The Dispatcher II acts as the Department’s primary dispatcher, receiving and relaying incoming calls for emergency and non-emergency assistance; dispatching police units; operating a variety of telecommunications equipment including radio, telephone, and computer-aided dispatch systems; status monitoring, records and file maintenance in a computer-aided environment; and entry level dispatch training. A Dispatcher II may be assigned to work various hours, shifts, holidays, weekends and overtime.

Additional duties may include, but are not limited to, the following: prioritize requests for service based upon available resources, receive radio requests and handle accordingly, type, process and file a wide variety of reports and materials including memos, letters, complaints, declarations, warrants, citations, crime and traffic reports.  Assists Department personnel and the public in person and by phone performing record checks, collecting fees and mailing requested reports to outside agencies in accordance with established regulations. 

QUALIFICATIONS

Have a combination of education and work experience, including a minimum of one year of dispatch work; two years general office work involving typing of varied materials, public contact, general filing and basic record keeping; type at least 40 wpm (net).  Have knowledge of business English, spelling; modern office practices and procedures; record keeping. Ability to dispatch police units quickly and effectively; work under pressure; exercise independent judgment; work with minimal supervision; make sound decisions in emergency situations; learn assigned clerical tasks readily and to adhere to prescribed routine; write English legibly; establish and maintain effective working relationships with other employees and the general public; operate computer-aided dispatch system, 911 emergency telephone, and other multi-line telephone systems, various law enforcement telecommunications systems, radio console with headsets and handsets, computer keyboards, cameras, intercoms, security. Willingness to work varying shifts and radio dispatching skills. 

SPECIAL EMPLOYMENT INFORMATION

This is a one-year, limited-term assignment, with the possibility of extension based on budget, departmental needs and approval. The position will require a minimum of 24.5 hours and up to a maximum of 39.5 hours per week. The work schedule may include nights, weekends, and holidays. Shift schedules are reviewed every four months and are subject to change.

The Pool Tech is an hourly employee of the Parks & Recreation Department. The Pool Tech's primary responsibility is the maintenance of on-site recreation facilities at the Aqua Adventure Water Park and the safe operation of all rides. This responsibility includes water testing, writing reports, pool cleaning, general facility cleaning, public assistance and public education. The Pool Tech is expected to work evenings, weekends and holidays on a regular basis.

EXAMPLES OF DUTIES (This a general description of duties and is not all-inclusive)

• Provide outstanding customer service while performing assigned duties, including interpreting and conveying information throughout the Waterpark
• Perform a variety of tasks in the operation, maintenance, cleaning and servicing of water at Aqua Adventure Waterpark
• Complete a variety or records and reports, including inspection reports
• Conduct pool inspections to ensure the pool environment is safe for general use
• Treat water with chemicals to maintain safe and healthy water quality and monitor chemical usage
• Performing water tests for chlorine, Ph, calcium hardness and total alkalinity
• Receive chemical deliveries
• Recognize hazardous conditions, emergency notification and contain area until help arrives
• Pool cleaning
• Facility cleaning to ensure the deck is free of debris, clearing garbage and doing bathroom checks
• Maintain facility and make repairs as needed
• Comply with standards of City designated safety agencies

• Photocopies and distributes crime, incident, arrest and accident reports to the general public and various agencies such as the Department of Justice (DOJ), California Highway Patrol, District Attorney, Department of Motor Vehicles (DMV) and insurance companies; prepares reports for court; applies federal, state and local laws when releasing information.
• Establishes positive working relationships with representatives of community organizations, state/local agencies and associations, City management and staff, and the public.

PHYSICAL, MENTAL AND ENVIRONMENTAL WORKING CONDITIONS

Position requires prolonged sitting, standing, walking, reaching, twisting, turning, kneeling, bending, squatting, and stooping in the performance of daily office activities. The position also requires grasping, repetitive hand movement, and fine coordination in preparing reports and retrieving and entering data using a computer keyboard. Additionally, the position requires near and far vision in reading work related documents and using the computer, and acute hearing is required when providing phone, dispatch and face to face service. The need to lift, drag, and push files, paper, and documents weighing up to 25 pounds also is required.

KNOWLEDGE, SKILLS AND ABILITIES

Knowledge of:

Civil, criminal, and municipal provisions relating to the various activities of the Police Department; law enforcement, fire, and other operating procedures and functions of the Department as they relate to the dispatch function; geography of the City and the surrounding environment; legal and procedural techniques and regulations regarding transmission and reception of public safety radio traffic; basic radio and related equipment maintenance.

Skill to:

Operate an office computer and a variety of word processing and software applications; effectively operate specialized law enforcement automated information and communication systems; type accurately from clear copy at a rate of 35 words per minute.

Ability to:

Perform a variety of complex work with speed and accuracy; remain calm under emergency situations; learn to operate specialized law enforcement automated information and communication systems; work flexible hours including evenings, weekends and split shifts; learn basic Spanish speaking skills that allow for communication regarding addresses, locations, time descriptions, etc.; interpret, explain and apply applicable laws, codes and regulations; read, interpret and record data accurately; organize, prioritize and follow-up on work assignments; work independently and as part of a team; make sound decisions within established guidelines; follow written and oral directions; observe safety principles and work in a safe manner; communicate clearly and concisely, both orally and in writing; establish and maintain effective working relationships.

EXPERIENCE AND TRAINING

Education/Training:

• Equivalent to a Bachelor’s degree from an accredited college or university with major course work in civil engineering or a related field.

Experience:

• Five (5) years of increasingly responsible experience in professional civil engineering work, including two years of supervisory and project management responsibility.

License:

• Possession of a valid driver license and a satisfactory driving record throughout employment.
• Current registration as a Civil Engineer in the State of California.
