The City of Lincoln is hiring up to 20 part-time Water Safety Instructors within the Recreation Department.  This position may require you to work various days, weekends or evenings.

Seasonal employees are limited to working no more than 999 hours in a fiscal year.

Under the direct or general supervision of the Recreation Coordinator, performs a variety of duties to supervise the pool, decks, and additional areas of an aquatic facility; and provides swimming instruction.

ESSENTIAL FUNCTIONS

Include but are not limited to the following:

• Maintain constant surveillance as assigned to safeguard swimmers from drowning and other accidents.
• Maintain discipline and orderly conduct among patrons and enforce all pertinent City pool rules and regulations in order to maintain a safe environment. 
• Promote and enforce water safety procedures; effect swimming rescues; render first aid and CPR as required. 
• Assist in the planning, promoting and organizing of prescribed Red Cross programs and special events. 
• Perform pool facility maintenance functions as required. 
• Build and maintain positive working relationships with co-workers, other City employees, and the public using principles of good customer service. 
• Prepare and maintain accurate and up-to-date records and reports.
• Conduct classes at all participant levels (beginning through advanced) and supervise students and swim lesson aide (s).  
• Prepare daily lesson plans for assigned swim instruction classes.
• Perform related duties as assigned.

PHYSICAL, MENTAL AND ENVIRONMENTAL WORKING CONDITIONS

Perform heavy manual labor; learn to operate a variety of equipment; work with tools related to recreational maintenance. The position requires sitting, standing, walking on level and slippery surfaces, reaching, twisting, turning, kneeling, bending, stooping, squatting, crouching, grasping and making repetitive hand movement in the performance of daily duties. The incumbent needs to have the ability to hear and speak for purposes of communication. The position also requires both near and far vision when administering programs and operating equipment. The need to lift, carry and push equipment and supplies weighing 25 pounds or more is also required. The incumbent in this outdoor position works in all weather conditions, including wet, hot, and cold.

DISTINGUISHING CHARACTERISTICS

This is the full supervisory-level classification in the Police Records series. Incumbents are responsible for planning, organizing, assigning, supervising, and reviewing the work of staff engaged in police records functions and for overseeing the day-to-day operations of the Records Unit. This classification is distinguished from lead or senior-level records classifications by its ongoing responsibility for personnel supervision, work planning, evaluation, training, compliance oversight, and administration of unit procedures.

SUPERVISION RECEIVED/EXERCISED

Receives general direction from a Police Captain, Lieutenant, or designee. Exercises direct supervision over assigned records staff and may exercise indirect supervision over temporary staff and/or volunteers, as assigned.

ESSENTIAL FUNCTIONS

• Operates, maintains, and provides functional support related to records-unit hardware/software; tests and implements software updates and new programs as assigned.
• Responds to complex citizen, attorney, and interagency inquiries; researches issues and recommends appropriate action or resolution as needed.
• Coordinates and cooperates with other City departments and outside agencies to provide information or assistance as needed.
• May testify in court regarding police records, processes, and/or authenticity of records, as required.
• Performs related duties as assigned.

Physical Demands

The City of Lincoln is hiring up to 6 part-time Assistant Pool Managers within the Recreation Department.  This position may require you to work various days, weekends or evenings.

Under direction, assists in the overall operations of a swimming pool facility, and its assigned temporary employees; assists in the planning, organizing, coordination, development, implementation, promotion, and evaluation of aquatic activities and programs for all ages.

The Assistant Pool Manager is the working lead class responsible for assisting with the daily operations of the pool and aquatics program. This class is distinguished from the next higher classification of Pool Manager in that the latter has overall responsibility for the pool operations, programs, and staff.

SUPERVISION RECEIVED/EXERCISED

Receives direction from the Pool Manager. Exercises indirect supervision over temporary and seasonal aquatics personnel; may exercise direct supervision in the Pool Manager’s absence.

ESSENTIAL FUNCTIONS
Include but are not limited to the following:

• Assist in monitoring and supervision of the day-to-day operations of the aquatics program, which includes direction to lifeguards/instructors; enforce and explain pool regulations and policies; administer first aid and perform emergency rescues.
• Maintain proper health specifications, in restroom and locker areas and take all safety precautions.
• Manage the daily opening and closing of the facility.
• Assist in the oversight of proper sanitation and maintenance of pool water; ensure cleanliness of restrooms, dressing rooms, and public areas; report maintenance conditions affecting facility operation and security.
• Assist in the oversight of the safe and proper operations of assigned pool; ensure pool rules and safety guidelines are followed; maintain order with disruptive patrons and exercise crowd control where warranted; and refer escalated issues to assigned supervisor or proper authorities.
• Exercise lead/indirect supervision over all assigned staff including temporary and seasonal staff, independent contract instructors, and volunteers. Exercise direct supervision in the Pool Manager’s absence.
• Participate in the recruitment and hiring of temporary, part-time, or seasonal aquatics staff as required.
• Promote and enforce water safety procedures; effect swimming rescues; render first aid and CPR as required; ensure the safety of pool users and enforce all user rules and policies of the department.
• Complete, review, and file accident and incident reports; assist with follow-up related to reports; purchase, check, and maintain first aid equipment; perform daily safety checks and inspections of the facility and all equipment.
• Assist with employee schedules; complete reports on chemical tests; assist with the training of lifeguards and other aquatics staff; verify and check aquatics staff timecards; submit timecards to Pool Manager for approval; coordinate and facilitate staff meetings; assist with special events.
• Work with maintenance staff to ensure that pool facility maintenance procedures are followed.
• Keep the pool, pool deck, and auxiliary buildings/areas clean and free of litter and debris.
• Act as the Pool Manager in her/his absence.
• Perform related duties as assigned.

Additionally, the incumbent in this outdoor position works in all weather conditions, including wet, hot and cold and is required to swim.

This is a volunteer position intended as an educational and community service experience. ABOUT THE DEPARTMENT

Lincoln Police Officers serve a diverse community by performing law enforcement and crime prevention duties, which include but are not limited to: controlling traffic flow, conducting investigative work, and performing a variety of technical law enforcement tasks.  Police Officers also patrol the City in computer-equipped vehicles, make arrests as necessary, interview victims, complainants and witnesses, collect evidence, and prepare written reports.  The Lincoln Police Department is a full-service department of 28 sworn officers, 9 dispatchers and 4 civilian positions. THE POSITION

The Police Officer is the journey-level class responsible for performance of the full scope of assigned law enforcement duties and responsibilities, under general supervision. The position entails working in hazardous situations, and may involve abusive persons, potential physical violence and the potential risk of exposure to bloodborne pathogens in the performance of law enforcement duties. The nature of the work also requires the incumbent to drive motorized vehicles, operate a variety of law enforcement equipment, work in heavy vehicle traffic conditions and often work with constant interruptions.

The Placer County Community Development Resource Agency is seeking applications to fill one (1) full-time Long-Range Senior Planner vacancy on the Long-Range Planning team. This position performs a variety of complex, long-range planning functions, including supporting development of the General Plan update and Housing Element implementation and will support a Principal Planner and the Planning Director in fulfilling the role. This position can be based out of either the Auburn or Tahoe City office.

Key duties include:

• Assist in updating the County’s General Plan, including drafting and developing policy and code, permitting policies and/or development standards, and implementation strategies, as well as performing legislation review and education.
• Support work efforts centered around housing, including zoning code updates, policy development, permitting policies and/or development standards, legislation review and education, and implementation strategies.
• Collaborate on fees, incentives, and streamlining packages for housing and infill development, and coordinate with developers and landowners. Coordinate with current planning team.
• Perform research, data collection, and analysis.
•  Conduct public outreach and education for a variety of programs or projects, including presenting to stakeholders, advisory bodies, the Planning Commission, and the Board of Supervisors. Collaborate with regional partners and stakeholders.
• Utilize technology, such as GIS and mapping software, website management systems, and other tools to advance policy and program implementations.

Planning Services currently offers a hybrid remote work environment and alternative work schedules. This position requires occasional work outside of normal working hours, such as evenings and weekends, to attend and participate in community and/or staff decision-maker meetings and also requires travel to various countywide locations, including both the Auburn and Tahoe City offices, for a variety of meetings and hearings.

MINIMUM QUALIFICATIONS
EXPERIENCE
Three (3) years of increasingly responsible planning experience performing duties similar to those of an Associate Planner.

TRAINING
Equivalent to a bachelor’s degree from an accredited college or university with major course work in urban, regional, or environmental planning, or a related field.

THE IDEAL CANDIDATE
The ideal candidate is passionate about long-range planning, creative and innovative with policy development, flexible, and able to succeed in a fast-paced environment working both independently and with a team. They are familiar with state planning laws and requirements and can develop a comprehensive understanding of the laws and local implementing ordinances to ensure compliance. The candidate demonstrates excellent interpersonal and communications skills and negotiates effectively with development, community, and governmental interests to achieve mutually beneficial outcomes.

Additionally, the ideal candidate will have experience working in local government and/or in a long-range planning field and implementing the California Environmental Quality Act. The candidate should demonstrate experience working on a range of long-range planning documents including, but not limited to, General Plans, Specific Plans, and zoning text amendments, and will possess knowledge of a range of planning topics, including land use, community design, housing, sustainability and adaptation, mobility planning, habitat conservation, and natural resource programs.
