ABOUT THE POSITION

The Library Activity Leader supports the Youth Services and Neighborhood Libraries Divisions working year-round at the family friendly Redwood Shores Branch Library and Schaberg Branch Library. They work with library staff to create and deliver storytimes, events and programs, follow library policy and procedures, and provide excellent customer service to families, children and teens at the branch libraries.

DEFINITION

Under general supervision, performs a variety of administrative and technical duties associated with the maintenance and control of police property, evidence, and supplies, protects the integrity of evidence throughout the judicial process, and performs evidence-related procedures.

ESSENTIAL FUNCTIONS - INCLUDE BUT ARE NOT LIMITED TO THE FOLLOWING:

• Receives, logs, stores, and maintains property and evidence in accordance with departmental procedures.
• Review, verify and enter data into property and evidence system. 
• Maintain a complete chain of custody; identify and resolve discrepancies in and contact sworn personnel as needed; maintain the physical integrity of evidence.
• Release property and evidence to authorized persons.
• Periodically dispose of weapons and narcotics.
• Physically store property and evidence in the designated property and evidence locations. 
• Research case status for property and evidence release or purge following department policies and procedures as well as federal, state, and local laws, regulations and procedures.
• Prepare evidence and property for auction and/or disposal upon completion of court proceedings. 
• Work with sworn personnel to facilitate the release of property and evidence via front counter.
• Prepare correspondence, reports, forms, receipts, and specialized documents, such as letters to investigators, property claim letters to members of the public, and other correspondence.
• Prepare and transport evidence to the crime lab for examination and/or for court.
• Testify in court regarding handling and chain-of-custody of evidence.

The Position

The Public Works Maintenance Leadworker performs skilled work in the construction, maintenance, and repair of sewer infrastructure, road ways, sidewalks, and storm conveyance system. The Leadworker assigns and participates in the work of maintenance crews, operates power driven equipment, and performs related work as required.   This position is responsible for lead supervision of a sewer, street, storm or traffic safety maintenance field crew. Public Safety Dispatcher I is the entry level class in the Public Safety Dispatch series.  Performs a variety of duties involved in receiving, evaluating, prioritizing, and relaying calls for emergency and non-emergency public safety assistance; dispatches appropriate units and coordinates response of emergency personnel; operates a variety of telecommunications equipment including radio, telephone, and computer aided dispatch systems; and performs a wide variety of specialized clerical duties involved in the preparation, maintenance, and release of materials related to law enforcement activities.

Education and Experience Guidelines - Any combination of education and experience that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be:

Dispatcher I

Education/Training:

Equivalent to the completion of the twelfth grade supplemented by successful completion of the basic dispatcher course within specified time period.

Experience:

Two years of increasingly responsible clerical experience that includes customer service in an environment with frequent interruptions.

 

Dispatcher II Education/Training: Equivalent to the completion of the twelfth grade supplemented by successful completion of the basic dispatcher course. Experience: Two years of experience comparable to that of a Dispatcher I with the City of Ceres.

 

PHYSICAL DEMANDS and WORKING ENVIRONMENT

SELECTION PROCESS

Application Evaluation:  The qualifications of each applicant, as set forth in the application, will be continuously reviewed by the Police Department and Human Resources. Applicants who pass the initial Application Evaluation Test will advance to the next testing phase, the Interview.   Note: Meeting the minimum qualifications does not guarantee advancement in the selection process.  

Those candidates who successfully pass the Interview phase of testing will be certified to a Hiring Eligibility List and the top three (3) scorers will be referred to the Police Department for a selection interview with the Chief of Police.  A select number of candidates will be authorized by the Chief to advance to the Background Investigation, including Fingerprinting. 

Conditional Offer of Employment:  Candidates who pass the Background Investigation will receive a Conditional Employment Offer and will advance to the pre-employment medical examinations, which will include medical psychiatric and physical examinations, including drug testing.

About the Opportunity

The City of Millbrae is looking for a full-time Planning Manager based in Millbrae, California.

Reporting to the Community Development Director, you will play a pivotal role in managing planning functions, leading staff, and shaping the city’s land use, housing, and environmental policies.

In this position, you will be primarily responsible for overseeing the Planning Division, managing current and long-range planning activities, supporting the city’s development goals, and representing the department across internal and external stakeholders.

More About You

Education: Graduation from a four-year college or university with major coursework in urban planning, architecture, public administration, housing, or a closely related field. A Master’s degree in a related field may be substituted for one year of required experience.

Experience: At least 5 years of professional experience in urban planning or housing, including 1 year in a supervisory or project lead role.

Licenses: Possession of a valid California Class C Driver’s License and a satisfactory driving record is required. Certification through the American Institute of Certified Planners (AICP) is highly desirable.

Special Requirements: Ability to sit, talk, and hear clearly in person and by telephone; use hands to operate standard office equipment; and reach with hands and arms. Must be able to stand, walk, and perform site inspections on rough terrain and around construction areas. San Mateo County Parks is currently seeking a part time (20 hours/week) extra help Interpretive Specialist Intern for the Department’s Interpretive Division.

The Interpretive Division has an environmental education and community engagement focus. A little about Central County Fire Department:

The Central County Fire Department proudly serves the communities of Burlingame, Hillsborough, and Millbrae and its members come from different backgrounds to share the common goal of providing exceptional emergency/non-emergency services to members and visitors of our communities. Formed in April 2004, the Central County Fire Department (CCFD) provides all-risk fire protection, emergency medical and community risk reduction services to 70,000 residents and tens of thousands of visitors each year.

Our service area encompasses approximately 15 square miles, and our communities are a primary stopping point for San Francisco International Airport’s 53 million-plus passengers each year. Our jurisdiction has wildland urban interface areas and neighborhoods consisting of single-family homes, multi-residential buildings, retail and business districts, schools, hotels, a regional hospital, care facilities, as well as a large industrial area. Our two major highways, 101 and 280, and two commuter railways (BART and Caltrain) are vital transportation links between San Francisco and Silicon Valley.

We have seven strategically located and professionally staffed fire stations, in addition to an administrative headquarters and a training facility. Our daily staffing model consists of seven engine companies, one ladder truck, and one Battalion Chief, 24 hours a day, every day. We maintain a State of California Type I heavy rescue Urban Search & Rescue (USAR) unit that is cross staffed daily in addition to a Type 6 wildland unit. Many of our Special Operations trained personnel are members of California Urban Search and Rescue Task Force 3. The Department responds to approximately 9,000 calls for service annually.

Our Prevention Division manages several significant community risk reduction initiatives including vegetation and hazard abatement programs, plan reviews, comprehensive code enforcement activities, and fire investigations. They also produce and deliver numerous programs throughout the community.

The County of San Mateo Coroner's Office is accepting applications for the position of Forensic Autopsy Technician.
 
Forensic Autopsy Technicians assist pathologists in the performance of autopsies where trauma, unnatural, or suspicious deaths are examined, maintain the morgue and autopsy room in sanitary and orderly condition, and provide temporary care of decedents in the custody of the Coroner’s Office.

The ideal candidate:

• Will have at least one year of experience in a hospital setting (nursing, laboratory, or health sciences), a Coroner or Medical Examiner’s Office, or a morgue.
• Is knowledgeable of human anatomy/physiology, autopsy procedures and equipment, and methods of removing organs or preparing bodies for mortuary.
• Will have the knowledge and ability to package and preserve property and evidence according to department policy and maintain chain of custody.
• Is able to effectively multitask, manage competing priorities, and work efficiently in a fast-paced, high-volume environment while maintaining accuracy and attention to detail.

Duties may include, but are not limited to, the following:

• Handle the remains of deceased persons and assist in autopsies.
• Maintain morgue and autopsy room in a clean and orderly condition.
• Maintain records and adequate inventory of all instruments, materials, and chemicals used in autopsies and surgical pathology.
• Assist in enforcing institutional rules of privacy, decorum, and cleanliness in the morgue and autopsy room.
• Maintain routine records and perform custodial duties in the morgue, autopsy room, and adjacent areas.
• Prepare bodies for autopsy by taking photographs and collecting property and evidence.
• Assist pathologists during autopsies, including opening cranium, eviscerating, and collecting specimen, and suturing and cleaning bodies after autopsies.
• Take full-body x-rays.
• Clean and wash tools and equipment used during autopsies.
• Record weight of organs and volume of bodily fluids.
• Prepare specimens for laboratory testing.
• File pathologic specimens and perform minor laboratory work.
• Perform related duties as assigned.

Qualifications

Education and Experience:

San Mateo County Health’s Behavioral Health and Recovery Services Division (BHRS) is excited to launch a new and innovative role supporting individuals newly eligible for services under Senate Bill (SB) 43.  This position is part of a brand-new team created specifically to serve a historically underserved population, expanding access to care for individuals with severe mental illness (SMI) and/or severe substance use disordered (SUD). 

This role offers a unique opportunity to help shape how SB43 is implemented locally, from building systems and partnerships to developing policies, procedures and outcome measures that will define success for this pilot program and beyond. 

The SB43 Program Specialist will work collaboratively with the Facilities Utilization Management, Collaborative Care teams and partners across San Mateo County Health, including Aging and Disability Services, San Mateo Medical Center and regional hospitals and licensed facilities. This position requires strong clinical judgement, systems thinking and the ability to build trust across disciplines and organizations.

There is currently one vacancy for this program.  The position is based in San Mateo, with travel throughout the county and greater Bay Area as needed.

About SB43

Senate Bill (SB) 43 expands the definition of Grave Disability, one of the criteria used to place individuals on involuntary holds. 

Under SB43:

• Severe substance use disorder is added as a qualifying condition.
• Inability to provide for personal safety or necessary medical care is included as a criterion.

• Individuals may be considered gravely disabled when a mental health disorder and/or severe substance use disorder prevents them from meeting basic survival needs, such as maintaining housing or adequate nutrition. 

This legislation enables earlier intervention and expanded pathways to care for individuals who previously fell outside the system, requiring counties to build new processes, partnerships and clinical approaches to serve this population effectively and compassionately. 

Key Responsibilities 

The SB43 Program Specialist may be responsible for, but not limited to, the following: 

Clinical Care & Coordination

• Conduct regular visits to in-county and out-of-county (OOC) facilities to review cases and assess appropriate Level of Care (LOC)
• Meet with facility staff and clients to support engagement, transitions and treatment planning
• Participate in treatment reviews and provide clinical recommendations, including individualized behavior plans
• Initiate and coordinate case conferences for high-utilizing clients complex needs

Serve as a clinical resource related to substance use disorder and severe mental illness 

Systems Building and Collaboration

• Build and maintain strong relationships with hospitals, licensed facilities and contracted providers within and outside San Mateo County
• Act as primary liaison between BHRS, San Mateo Medical Center, Aging and Disability Services and partner hospitals
• with the SMMC, BHRS and AAS to facilitate and coordinate appropriate level of care and placement
• Participate regularly in multidisciplinary team meetings, hospital coordination meetings and SB43 meetings
• Facilitate planning groups to address SB43 implementation priorities and emerging system needs

Program Development and Oversight

• Contribute to the development, refinement and implementation of SB43 policies and procedures
• Identify Service gaps, system challenges and operational shortfalls, and support solutions in collaboration with partners

• Assist with monitoring and consulting with in-county and OOC contract providers
• Train facilities on new SB43 placement criteria and compliance requirements
• Develop, update and maintain an electronic facility database to support data tracking and outcomes analysis

Leadership and Support

• Participating in required leadership meetings
• Providing coverage and support for other supervisors as needed
• Provide clinical supervision and training to interdisciplinary staff as needed
• Apply basic knowledge of Listen, Empathize, Agree, and Partner (LEAP) Methodology and other engagement strategies to support client-centered care

Successful candidates will demonstrate:

• Familiarity with clients with complex needs, including individuals experiencing homelessness, co-occurring mental health and substance use disorders, and high utilization of services within San Mateo County’s system of care
• Ability to organize, lead, and facilitate complex case conferences and interdisciplinary team (IDT) meetings, bringing together multiple providers and stakeholders to coordinate care for high-utilizing clients
• Strong clinical skills related to both severe mental illness (SMI) and substance use disorders (SUD), with the ability to assess readiness for transitions in level of care
• Experience building and maintaining effective partnerships with hospitals, licensed facilities, and contracted providers
• A client-centered approach paired with a system-level perspective, balancing individual needs with program goals and regulatory requirements
• Flexibility, critical thinking, and creativity in navigating a new legal framework and evolving service model
• Comfort working in a pilot environment that requires innovation, data-informed decision-making, and continuous improvement

• Relevant post-licensure clinical experience (ideally two or more years) providing direct mental health services (desirable but not required)

• Bilingual proficiency in Spanish and English is highly desirable.

Examples Of Duties

 

Duties may include, but are not limited to, the following:

• Coordinate assigned program activities with services provided by and responsibilities of the Division's Regional clinics, private service providers, schools, state institutions and other public or community agencies
• Establish and maintain program procedures which are consistent with Federal, State and local laws governing mental health services
• Monitor and consult with contract providers to ensure compliance with services requested by the County and help determine jointly beneficial solutions to problem areas
• Research and prepare grant proposals for specific mental health projects
• Consult with schools and other public agencies regarding the assigned program and provide the proper program supervision and liaison to the contractees
• Evaluate and integrate changes in legislation into the program procedures
• Provide clinical consultation to various agencies
• Evaluate employee performance of subordinates assigned to program
• Compile data and prepare program evaluations and other reports
• Perform related duties as assigned

 

Qualifications

Licensure/Certification: 

• California license as one of the following: 1) Clinical Social Worker; 2) Marriage and Family Therapist; or 3) Clinical Psychologist

Education and Experience: 

• Any combination of education and experience that would likely provide the required knowledge, skills and abilities is qualifying. A typical way to qualify is three years of experience as a Mental Health professional.

Knowledge of:

• Principles, techniques and practices of program management and delivery
• Principles and practices of employee supervision and training
• Applicable federal, state and local laws and regulations and County policies and guidelines
• Individual, group and family psychodynamics
• Psychological diagnostic methods and terminology
• Current principles and practices of psychiatric casework
• Human and health services systems in the County including private agencies and other community resources
• Various methods used in individual and group therapies such as role playing, play, art and milieu
• Methods and techniques used in mental health education

Skill/Ability to:

• Plan, assign, supervise, review and evaluate the work of interdisciplinary subordinates
• Train staff in work procedures and provide technical and programmatic assistance to staff and subcontractors
• Analyze, interpret and apply various regulations, requirements and/or clinical approaches
• Prepare grant proposals and written reports
• Set realistic treatment goals and facilitate their attainment
• Evaluate patients/clients’ degree of mental disability or emotional distress
• Communicate effectively in writing and orally and make public presentations as needed
• Establish and maintain effective and cooperative relationships with those contacted in the course of the work
• Exercise sound independent judgment within general policy and regulatory guidelines
