Position Type: Part-Time, Non-Sworn, Non-Benefitted
FLSA Status: Non-Exempt
Hours: Up to 20 hours per week
Anticipated Start Date: Estimated to begin the first week of April 2026

 

DEFINITION

Under general supervision, performs a variety of administrative and technical duties associated with the maintenance and control of police property, evidence, and supplies, protects the integrity of evidence throughout the judicial process, and performs evidence-related procedures.

 

DISTINGUISHING CHARACTERISTICS

This is a non-sworn, part-time position.

 

SUPERVISION RECEIVED AND EXERCISED

Receives general supervision from a higher-level position. 

 

ESSENTIAL FUNCTIONS - INCLUDE BUT ARE NOT LIMITED TO THE FOLLOWING:

  • Receives, logs, stores, and maintains property and evidence in accordance with departmental procedures.
  • Review, verify and enter data into property and evidence system. 
  • Maintain a complete chain of custody; identify and resolve discrepancies in and contact sworn personnel as needed; maintain the physical integrity of evidence.
  • Release property and evidence to authorized persons.
  • Periodically dispose of weapons and narcotics.
  • Physically store property and evidence in the designated property and evidence locations. 
  • Research case status for property and evidence release or purge following department policies and procedures as well as federal, state, and local laws, regulations and procedures.
  • Prepare evidence and property for auction and/or disposal upon completion of court proceedings. 
  • Work with sworn personnel to facilitate the release of property and evidence via front counter.
  • Prepare correspondence, reports, forms, receipts, and specialized documents, such as letters to investigators, property claim letters to members of the public, and other correspondence.
  • Prepare and transport evidence to the crime lab for examination and/or for court.
  • Testify in court regarding handling and chain-of-custody of evidence.

Ideal Candidate

QUALIFICATIONS

Knowledge of:

  • General police procedures for impounding and safekeeping of evidence and property.
  • Functions, principles, and practices of law enforcement agencies.
  • Operations and authority of the Police Department and the District Attorney’s Office. 
  • Local, state, and federal law enforcement databases.
  • Applicable federal, state, and local laws, regulatory codes, ordinances, and procedures relevant to assigned area of responsibility.
  • Principles of evidentiary record keeping.
  •  Modern office procedures, methods, and computer equipment and applications related to the work.
  • English usage, grammar, spelling vocabulary, and punctuation.
  • Techniques for providing a high level of customer service and communicating effectively with the public, vendors, contractors, and City staff.
  • Firearms handling and safety procedures.
  • Fire extinguishers, CPR, AED and Narcan application.

 

Skill/Ability to:

  • Understand and carefully follow handling, retrieval, and disposal procedures. 
  • Read and comprehend written directions.
  • Work with sensitive evidence and exercise discretion.
  • Verify information by checking tags, boxes, and bags. 
  • Exercise initiative and independent judgement to evaluate a situation, make effective decisions, and take appropriate action.
  • Listen, communicate, and work effectively with a diverse group of people. 
  • Learn and interpret rules, regulations, laws and processes. 
  • Operate a variety of office machines, including computers and supporting word processing and spreadsheet applications and duplicating equipment.
  • Establish and maintain effective relationships with others.
  • Communicate effectively, both orally and in writing. 
  • Ability to learn specialized computer programs.

 

Experience and Training Guidelines: Any combination of experience and training that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be:

  • Experience: One year of experience in a clerical or para-professional position related to law enforcement or criminal justice. 
  • Training: Equivalent to a graduation from high school.
  • Licenses and Certification: Possess and maintain a valid California Driver’s license.

 

ADDITIONAL INFORMATION:

  • Physical Conditions: Ability to sit, stand, walk, bend, stoop, and climb.  Finger dexterity to access, enter, and retrieve data using a computer keyboard; vision to examine evidence; hearing and speech to communicate in person and over the telephone or radio.  Employees in this classification must possess the ability to lift, carry, push, and pull materials and objects up to 30 pounds.
  • Working Environment: Employees work in an office environment with moderate noise levels, controlled temperature conditions, and exposure to hazardous substances.  Employees may be exposed to biological/infectious agents when handling and disposing of evidence.  Employees may interact with upset members of the public when interpreting and enforcing departmental policies and procedures.
