THE POSITION:

The Police Officer Trainee position is an entry level position, requiring no prior law enforcement experience. Applicants are required to possess a valid California Driver’s License, be legally authorized to work in the U.S and be at least 21 years old at time of swear-in. All applicants must possess a strong moral character, as well as good work ethic and maturity. All candidates will be required to undergo comprehensive testing processes to determine their physical and mental suitability for a career in Law Enforcement.

The Police Officer Trainee is a temporary employee.  The trainee attends a P.O.S.T. certified academy.  Upon successful completion of the academy, the trainee will be eligible for appointment to the position of Police Officer.  New Police Officers will receive benefits available to regular employees and will serve an 18-month probationary period.

Position Duties:

Salary Range

The Assistant Director salary range is currently $178, 713.34 - $288, 700.62. Placement within this range will be dependent upon the qualifications and experience of the individual selected. This salary includes an approximate five percent (5%) ongoing non-pensionable compensation. The salary is supplemented by an attractive benefits package. 

The Position

Reporting to the Director, the Assistant Director serves as the Chief Operating Officer of the Environmental Services Department (ESD), overseeing a budget of approximately $550 million and seven direct reports. This executive leader provides strategic and operational direction across a broad and complex portfolio, including Integrated Waste Management, Watershed Protection, Water Resources, Wastewater Management,  Regulatory Affairs and Purified Water, Utility Financial and Business Operations, and Communications. In partnership with Deputy Directors, department leaders, and citywide stakeholders, the Assistant Director drives alignment with City priorities while ensuring regulatory compliance, operational excellence, and organizational effectiveness. Key responsibilities include leading utility rate setting, guiding long-range capital and infrastructure planning, and supporting major initiatives such as homelessness response and environmental restoration. Minimum Qualifications:

• Education: A bachelor’s degree from an accredited college or university in business administration, public administration, engineering, environmental sciences, or related field.

• Experience managing a work unit equivalent to a major division within a public agency is preferred.

The Administrative Analyst I position is the entry level class which allows the incumbent in this position to perform a variety of professional, administrative and analytical tasks of a technical nature; conduct various studies and research projects and may have programmatic responsibilities depending upon assignment; and perform related work as assigned by Department or Division Manager.

This position will be assigned to the Engineering Division and will receive direct supervision from the Public Works Director, or designee. This position may exercise direct supervision over subordinate clerical personnel as assigned.

The ideal candidate is a self-motivated, customer service-oriented team player with experience in local government engineering operations. They will have demonstrated experience in developing and managing the full lifecycle of the bi-annual Capital Improvement Plan (CIP) from initial draft to final publication. Preferred qualifications include experience preparing and compiling a variety of reports for City Council approval, coordinating with executives on responses, meetings, and funding matters, and preparing complex project invoices that require reimbursement.

Additionally, the Administrative Analyst I may be responsible for writing City Council staff reports and preparing PowerPoint presentations. The ideal candidate will also have experience managing the property damage recovery process, coordinating and writing articles for community newsletters, preparing professional service agreements, and managing various municipal programs.

Duties may include but are not limited to the following:

• Participates in the establishment and maintenance of financial records, administrative processes, administrative systems and public service functions.
• Prepares and submits regular reports related to assigned functions.
• Conducts research, including policy and legislative analysis; attends various staff and project meetings and prepares information and reports for meetings as requested.

Education: AA degree or equivalent supplemented by specialized business courses.

• In the absence of the City Clerk, functions as the City Clerk, attends City Council meetings and perform all of the duties of holding a public meeting, including facilitating public comment, calling roll for Council votes, etc.
• Ensures adherence to established Council meeting procedures and rules; processes Council actions in the form of resolutions and ordinances; performs research, data gathering and analysis for written reports to the City Clerk.
• Prepares Council Chambers or other rooms for meetings.
• Generates Action Agendas and finalizes official minutes. • Processes and responds to Public Records Act (PRA) requests.
• Plans, organizes, develops, implements and administers the City-wide records management system.
• Assists in the development and implementation of goals, objectives, policies, procedures and work standards for the department.
• Participates in the development and administration of the department's budget.
• Maintains current knowledge of new trends and innovations in the field of records management.

Deputy City Clerk I: Equivalent to AA degree and three years of progressively responsible experience using state of the art technology in a local government agency, preferably in a City Clerk’s Office.

Deputy City Clerk II: in addition to the requirements for the Deputy City Clerk I, this level requires at least 4 years of experience as a Deputy City Clerk I or demonstrated ability to successfully complete the essential duties and responsibilities at the full journey level with a high degree of autonomy. Bachelor’s Degree preferred. Certified Municipal Clerk designation preferred. 

Both levels: Commission as a Notary Public in the State of California within six months of appointment

The City of Sebastopol is seeking two diligent, energetic, dependable Administrative Technicians, one to serve in the Public Works Department and the other will serve the Building and Community Development departments. The Administrative Technician will perform a variety of technical-level administrative duties in support of an assigned City department or program. Duties may include areas relating to finance, grants, building, planning, public works, engineering, or general support of City operations. The selected candidates will conduct research, collect and analyze data, and prepare draft reports. In addition to tracking and reporting operational statistics, this position provides technical assistance to management.

The Administrative Technician will reflect a demonstrative cultural competency working with all community members regardless of cultural differences or circumstances, including race, ethnicity, religion, language, gender identity, age, marital and familial status, sexual orientation, diverse physical and learning abilities, socioeconomic status, and other identities.

There are two assignments within the City, one located in Public Works and one in City Hall. The Administrative Technicians will be expected to cross-train as emergency coverage for any department's administrative duties.

For the position assigned to Public Works: The Administrative Technician assigned to Public Works will report to the Director of Public Works/ City Engineer at 714 Johnson Street, Sebastopol, CA 95472. This position will perform clerical duties such as answering phones, providing office support services, and ordering supplies for the department. In addition, the position will manage budget tracking operations that include Springbook reports, invoicing, and project close-outs. The Administrative Technician will oversee contract processing, special event permit processing, and California Department of Industrial Relations(DIR) registrations. The selected candidate will assist in Council agenda reports and in preparing the agenda packets. This position will also serve as the Water Conservation Coordinator, providing news to the public on drought reports and Covenants, Conditions and Restrictions (CC&Rs) within the City.

For the position located in City Hall: The Administrative Technician will report to the City’s Building Official or Community Development Director at City Hall, 7120 Bodega Avenue, Sebastopol, CA 95472. The primary duties of this assignment will serve as the main City contact at the City’s public counter, providing support to the Building and Community Development departments. In, addition to supporting Building and Community Development in all permitting activities, this assignment involves providing administrative and analytical support for the City Clerk, Assistant City Manager and City Manager, serving as staff and support for public meetings, administering the media and public comment for assigned public meetings, tracking and responding to public records act requests, records retention assistance, assisting with records management, transcribing minutes, and updating the City’s website with official documents.  

Both positions are designed to work between departments, when necessary, to align with the strengths and interests of the incumbents, ensuring cohesive support for City departments and a tailored, enriching professional experience for the incumbents

DEFINITION

The City of Orinda Planning Department seeks a responsible and enthusiastic college student or recent college graduate to assist the Department with a variety of tasks.  The ideal candidate will have interest in local government, be able to work both independently and collaboratively, and represent the City in a manner that is professional, effective, and tactful.  Working a flexible schedule of up to 20 hours per week, the Planning Intern will perform responsible work in the areas of both current and long-range planning.

The Planning Intern will be paid on an hourly basis for actual hours worked - up to a maximum of 20 hours per week.   

TYPICAL FUNCTIONS

• Responds to public inquiries regarding zoning and related matters on the phone, via email, and at the Planning Counter.
• Conducts field work, including Planning Final Inspections, site visits, and code-enforcement.
• Assists staff in collecting and preparing data for various planning projects and provides support at community meetings as necessary.
• Conducts basic office functions such as data entry and file management.
• Researches and prepares routine graphic displays/exhibits for use by the Department, Planning Commission, and City Council.
• Drafts reports of limited or variable complexity.

Required Qualifications:

• Strong communication (written and oral), research, and analytical skills.
• Competency in basic computer programs/applications such as Microsoft Office, Google Drive, Box, etc.
• Basic understanding of planning principles.
• Ability to work in a standard office environment including ability to sit, stand, walk, kneel, crouch, stoop, squat, twist, and lift 30 lbs.
• Ability to pass a comprehensive background check and an occupational medical pre-employment physical exam which includes a pre-employment drug screen.
• Ability to obtain a valid California Driver's License.

Preferred Qualifications:

• Coursework and/or experience with aspects of urban planning, long-range planning, urban redevelopment, public policy, civic engagement, stakeholder participation, and governance.
• Ability to remain flexible and work both independently and collaboratively in a diverse and dynamic environment.
• Ability to learn fast and adapt quickly without comprising the quality of work.
• Competency in ESRI ArcGIS.
