ADMINISTRATIVE SERVICES DEPARTMENT – HUMAN RESOURCES & RISK MANAGEMENT

Salary Range: $6,363.67- $8,954.25 Monthly Plus Excellent Benefits

Opportunity to work a 9/80 schedule with every other Friday off. This is a full-time, on-site position that actively supports department operations.

Initial salary placement is typically at the entry point of the range unless the candidate has prior directly related “lateral-level” human resources and/or risk management experience which may warrant initial placement at a higher step. The last three steps in the salary range noted above require 5, 10, and 15 years of City of Gilroy service.

 

ABOUT THE POSITION
Under general direction of the Administrative Services & Human Resources Director/Risk Manager, provide a wide variety of paraprofessional and technical duties related to human resources and/or risk management operations. This is a generalist position and as such, projects and tasks may be assigned in some or all functional areas of human resources and/or risk management. The Human Resources and Risk Management Technician I is the entry level position at the para-professional level with advancement to the Human Resources & Risk Management Technician II level once experience and specified training have been obtained. This position will provide salary and benefits support, data, and information for labor negotiations and, therefore, is designated as a confidential, non-exempt, unrepresented job classification.

1. Assist employees and the public by providing information regarding human resources and/or risk management, including, but not limited to, recruitment processes, liability claims, workers compensation, classification and compensation, employee onboarding, employee programs and events, employee safety programs, employee performance evaluations and merit increases,   and personnel policies and procedures, in a courteous and professional manner to both internal and external customers as appropriate.

2. Utilizing the Human Capital Management system, enter employee data, create personnel actions for new hires, separations, and other employee changes for full-time and/or part-time/temporary/seasonal employees, and enter employee information into various employee benefit portals. Accuracy and attention to detail are vital to ensuring correct employee transactions and enrollments.
3. Track and prepare reports for employee performance evaluations; track probation periods; process related personnel actions; and provide monthly evaluation reports to department heads.
4. Using the Enterprise Resource Planning (ERP) system, process payments/invoices related to assigned program areas in a timely manner using correct account numbers and following purchasing processes; reconcile accounts as assigned.
5. Reconcile and enter accurate information for department purchasing cards following established procedures.
6. Run reports from the ERP system related to payments and/or various aspects of the Human Capital Management system.
7. Organize, coordinate, and maintain records and files (paper and electronic) related to assigned program areas to include providing support for records retention practices.
8. Assist with updating documents used for the annual open enrollment process for employee health benefits, including the City’s cafeteria program and assist with coordination of the annual Employee Health and Wellness Fair.
9. Receive and create files for new workers compensation and/or general liability claims; timely provide claim to claims examiner, third-party administrator, and/or director; provide claim information to risk pool, third party-administrator, employee, or claimant as appropriate; gather and prepare information for outside agencies related to risk management programs.
10. Coordinate and participate in periodic claim review meetings for general liability and/or workers compensation claims with assigned claim examiner; maintain current claim tracking charts; process claim related information as assigned.
11. Coordinate the agenda packet, minutes, and follow-up action items related to the city-wide employee safety committee and/or accident review board.
12. Provide technical and/or administrative support for the work of the Personnel Commission.
13. Regularly obtain and provide updates for Department of Justice criminal records check information for employees and/or volunteers as assigned; completed required training for DOJ program access.
14. Create and/or update forms and documents used for human resources and/or risk management to include creation of fillable forms using Adobe or other forms software.
15. Track employee certificate pay and/or drivers licenses expiration dates; coordinate with employee for updates and appointments; process transactions related to licenses and/or certificate pay.
16. Track employee service dates for service awards/employee recognition; track and order inventory of supplies needed for service award recognition.
17. Provide general information and tracking related to certain employees leaves to include union time off and/or catastrophic donation of leaves.
18. Provide timely benefit notices to separating employees related to COBRA benefits and/or retirement.
19. Assist with the development and provision of annual employee benefits statements and benefit summary documents to ensure that employee’s have accurate information regarding benefit enrollment and cost.
20. Coordinate projects to further a paperless office concept to improve the efficiency and storage of records within human resources and risk management.
21. Provide administrative and/or set-up support for recruitment and selection processes, including, but not limited to interview and/or testing processes as assigned.
22. Interpret rules, regulations, contracts, policies, procedures, and apply them in the performance of assigned job responsibilities.
23. Prepare quarterly report data and information for review and submittal.
24. Coordinate and/or assist in the coordination of group life, accidental death and dismemberment, and long-term disability programs, including researching and responding to claims.
25. Gather information and/or data as needed for informational purposes and/or for labor negotiations.
26. Update and maintain current data and information on the human resources and risk management related pages of the City’s website.
27. Establish and maintain a variety of files and official records, most being confidential in nature.
28. May coordinate projects or special events and/or participate on employee committees.
29. Provide technical and/or administrative support to director and/or analysts as needed.
30. Participate in training and enrichment programs and provide training to internal team members on topics as assigned.

1. Education and experience equivalent to a high school diploma or GED and three years of related human resources and/or risk management experience in a city or county municipal agency or with another similar organization/firm performing relevant technical, paraprofessional, and support activities.

   Examples of alternate ways to meet the above requirements, include, but are not limited to:

   • Possession of an Associate’s degree in business administration, public administration, or other related field of study from an accredited college or university is highly desirable, and such education may be substituted for up to two years of the required work experience, with 30 semester units equating to one year of the required work experience.
   • Possession of a Bachelor’s degree in business administration, public administration, or other related field of study from an accredited college or university is highly desirable, and when paired with a college-level internship of no less than three months in public sector human resources and/or risk management is qualifying.
   • Equivalency and evaluation of education and work experience is at the sole discretion of the City of Gilroy.

2. Computer keyboarding proficiency, with speed and accuracy, including experience using MS Office required.  Strong skills in Word, Excel, Outlook, and Adobe required.   Experience with the use of an ERP – Human Capital Management System is highly desired.

3. Possess and maintain a valid California Class C Driver License and a safe driving record necessary to operate assigned vehicles.

4. Willingness to attend related training programs to acquire and maintain skills, knowledge, and abilities related to the work.

5. Pass an employment background check, including a Department of Justice criminal record check.

6. May be required to pass a post-offer medical examination, which includes a drug test for employment.

THE POSITION

The current opening is for a per diem position and is under the direction of the Police Dispatcher/Records Supervisor.  The Police Dispatcher/Clerk is a non-sworn technical and complex clerical support classification associated with law enforcement support services assigned in the Town Police Department.  Police Dispatcher/Clerks learn and perform a variety of responsible records management, communications and dispatching duties for emergency and non-emergency calls for service.

City Manager’s Office– 2 positions

The City Manager's Office is responsible for providing strategic direction and support to all City departments for day-to-day operations and planning, as well as support to the City Council with its policy making. The City Manager’s Office also operates as the Executive Director’s Office of the Santa Clara Stadium Authority (Stadium Authority), a joint powers agency that owns Levi’s Stadium, which is leased to the San Francisco Forty Niners for NFL Events. The Stadium Authority also contracts with the Forty Niners Stadium Management Company (Stadium Manager) for management of Non-NFL Events and facility operations at Levi’s Stadium. 

The City Manager’s Office/Executive Director’s Office is seeking two (2) motivated and experienced Management Analysts who will support budget development and management, procurement, contract administration, Public Records Act requests, and grant administration. 

 

Key responsibilities may include preparing and managing the Executive Director’s Office budget for the annual Stadium Authority Operating, Debt Service, and Capital Budget; supporting with tracking and payment of Stadium Authority Capital Expenditure (CapEx) projects; processing Public Records Act requests; assisting with Stadium Authority’s Procurement Policy Ordinance updates; implementing procurement processes; reviewing procurement requests and documentation for compliance with applicable agreements, laws, and policies; drafting reports and agenda items to the City Council/Stadium Authority Board including approval of service and public work agreements and note and file compliance reports; tracking and maintaining contract records in applicable records systems/platforms in accordance with public records laws and records retention policies; assisting with records retention updates; supporting the City’s Community Grant Program; serving as a staff liaison to community organizations; and providing various administrative support such as routing agreements and invoices for approval. Community Development Department - Housing & Community Services Division (2 positions)

The Community Services Grants Management Analyst will oversee the administration of the City's federal HUD Community Development Block Grant (CDBG), HOME, and HOME ARP grant programs. Over the next five years, the City will administer over $6M in federal funds in support of housing counseling, senior services, landlord/tenant mediation, homelessness prevention, meal delivery, legal assistance, independent living assistance, and other critical services. These funds also support capital projects that renovate and repair single family homes, multifamily affordable housing, and public facilities. Santa Clara directly administers a revolving home rehabilitation loan program and oversees a Tenant Based Rental Assistance Program. The primary duties for this position include managing a small team, serving as the City’s liaison to the Regional HUD representative, staying current on applicable federal rules and regulations, preparation of the HUD Five Year Consolidated Plan, Annual Action Plans and HUD Consolidated Annual Performance and Evaluation Reports (CAPER),  preparing written and visual reports, administering competitive procurements, budgeting, managing contracts, managing funding allocations through the HUD IDIS system, monitoring and working with sub-recipients to ensure compliance, preparing funding draws, ensuring timely expenditures, conducting basic environmental reviews, and maintaining current policies and procedures. The ideal candidate is a skilled project manager who communicates clearly, collaborates with ease, is comfortable working with numbers and detailed spreadsheets, is able to adapt to changing HUD regulations, who is passionate about helping low-income communities thrive, is able to utilize resources from the County and State, and is able to complete reports, analysis and research for City Council and the Department.  The ideal candidate is able to work collaboratively with internal and external team members, be a solution-oriented team member, and able to build and grow a team. 

The Homelessness Response Management Analyst (HRMA) is a new position approved by the City Council that will support the implementation of the City’s Plan to Reduce Homelessness and Its Impacts and lead specific work items within the plan. The HRMA will help forge ongoing partnerships with local and regional nonprofit, government, faith-based, private sector, volunteer, and other groups that are working to provide innovative and effective solutions to homelessness. The HRMA will manage several programs and their related contract(s), evaluate and seek ways to improve or leverage the City’s programs, conduct research and policy analysis, prepare reports for the City Council and/or public, respond to and route inquiries, analyze data and review performance measures, identify potential funding sources, plan resource pop-up events, organize volunteers for the biennial point in time count, maintain access to the County’s Homeless Management Information System (HMIS) client database, and help develop focused solutions for chronically unhoused residents. The ideal candidate will be a compassionate and effective project manager who has experience with coordinating or managing a comprehensive work plan and is comfortable working with a wide variety of stakeholders including people experiencing homelessness. The HRMA will work in the Community Development Department reporting to the Housing & Community Services Division Manager and will work closely with the City Manager’s Office, several public facing departments, and the City’s contracted mobile case management team.

Electric Department (Silicon Valley Power)

The Electric Department is seeking a Management Analyst for its Compliance Division. This position will support the administrative activities of the Compliance Management Team (RFP management, budget preparation, contracts processing, policy and procedure development and maintenance), lead administrative projects, and help drive SVP’s NERC, Environmental, and Safety Compliance programs. 

Ideally, candidates will have prior experience working in cross-functional utility teams, utility operations or utility compliance, and will have a demonstrated aptitude for grasping, conveying, and applying technical information related to electric systems as well as interpreting regulations. Experience managing MS SharePoint is highly desirable.

Fire Department – 2 positions

The Fire Department is currently recruiting for two Management Analyst positions to support the Fire Administrative Division and the Community Risk Reduction Division (CRRD). 

The Administrative Division provides essential administrative, fiscal, and human resources support while ensuring alignment with City-wide initiatives. The Management Analyst assigned to this division will analyze departmental procedures, policies, and data to develop recommendations that enhance performance, manage costs, and improve service delivery across the entire department.

The CRRD includes Fire Development Services, Fire Non-Development Services, the Certified Unified Program Agency (CUPA), Fire Education, and Fire Investigation. Its mission is to protect life, property, and the environment through education, engineering, enforcement, economic incentives, empowerment, and emergency response. The Management Analyst supporting CRRD will perform similar analyses focused on optimizing its unique programs and services. THE DEPARTMENT

The Community Development Department provides timely, public-facing, and internal services related to the review of applications for development and building permits, as well as code enforcement of the City’s development regulations and other laws of the City. The Department has primary responsibility for the maintenance and implementation of the City’s General Plan, Local Coastal Program, Zoning Regulations, and Building Code, as well as environmental review of City and private development projects in accordance with CEQA regulations.
