DESCRIPTION 

The City of Thousand Oaks Community Development Department is excited to announce a rewarding career opportunity for a passionate and motivated Community Development (CDBG and Affordable Housing) Analyst to join our dynamic team!  

PRIMARY RESPONSIBILITIES 

• Administer CDBG: Coordinate and implement the Community Development Block Grant (CDBG) program. 

• Housing Program Coordinator: Assist in implementing the City’s Affordable Housing programs, HOME Investment Partnerships Programs, City Rent Stabilization Program, Housing Successor Fund, and City Housing Trust Fund, and related housing assistance programs. 

• Ensure Regulatory Compliance: Interpret and implement regulations with the US Department of Housing and Urban Development (HUD), the State of California Housing and Community Development (HCD), and local ordinances and resolutions. 

• HUD Needs Assessment: Conduct application workshops and community meetings; prepare applications, funding availability notices, and participate in the evaluation of funding applications and community needs.   

• Coordinate Interagency Efforts: Coordinate CDBG and affordable housing funding activities with internal departments (City Manager, City Attorney, Finance, and City Clerk) and outside agencies at the County, State, and Federal levels. Review the work of contractors and consultants.  

• Community Engagement: Represent the City in meetings with community groups and agencies. Participate in special multi-disciplinary task forces.  

• Conduct Analysis: Analyze social, economic, demographic, housing, and land use data, as well as development plans, and technical studies for compliance with the General Plan, regional plans, codes, ordinances, and state/federal law.  

• Prepare Reports & Documentation: Develop staff reports with recommendations on funding, program implementation, and complete HUD/HCD documentation, including contracts, performance reports, applications, public notices, Consolidated Plan, and NEPA clearances.  

• Monitor Program Performance: Conduct compliance reviews, site visits, and performance evaluations. Maintain accurate records and develop tracking systems and monitoring procedures.  

• Evaluate Housing Affordability: Review controlled rents, household income, affordable housing costs, and affordable sale price calculations. Screen and interview applicants to determine the household’s eligibility for affordable units. 

• Deliver Customer Service: Respond to inquiries from the public, applicants, developers, consultants, and agency representatives. Explain program requirements and assist with applications.

The Position

 
The San Bruno Police Department is recruiting for entry-level Public Safety Dispatchers.  Public Safety Dispatchers are responsible for public safety dispatch and related records management activities. This position operates on a 24-hour, 365 days per year basis, and may be assigned to either a day, swing, or graveyard shift on a regular, rotational basis that includes nights, weekends, and holidays.  Public Safety Dispatchers perform a wide range of duties involving radio, telephone, and computers, applying various procedures and codes. Dispatchers receive and transmit emergency and non-emergency telephone and radio traffic as well as process communication reports, records, and radio logs, while maintaining
a high level of confidentiality.  Dispatchers may also support the Police Department by performing clerical tasks, training, assisting with fingerprinting, and being accountable for financial transactions.  This position is integral in supporting the goals and objectives of the City and Police Department.  

Examples of Duties

Essential Duties

• Receives and transmits emergency
  and non-emergency
  telephone and radio traffic.  

• Maintains and processes a variety of communications reports, records and radio logs.

• Operates a dispatch console, uses Computer Aided Dispatch (C.A.D.) System and other computer programs to process information and records.

• Responsible for various Record Management System (RMS) entries, some of these include but are not limited to citations, warrants, subpoenas. 

• Responsible for accurate and timely entries into the California Law Enforcement Telecommunication System (CLETS), as well as, the National Crime Information Center (NCIC).

• Maintains a high level of confidentiality.

• Performs collateral duties including a variety of related clerical tasks:
  records entry, assisting in fingerprinting and jail operations, which may include searching prisoners; and is accountable for handling cash, bond, and check transactions. 

• Performs related duties and responsibilities as assigned.

Certificates and Licenses

• Must possess and maintain a valid California Driver’s License, Class C with a good driving record.

• Typing certificate issued within the last year verifying minimum typing speed of thirty-five (35) net words per minute with a maximum of nine (9) errors. Typing certificate must be submitted with application to be considered.  Online typing certificate permitted with application; formal test will be administered to final candidate.

The Department of Public Works is accepting applications for the position of Public Works Technician I/II. Under general supervision, Public Works Technicians perform a variety of routine to journey level sub-professional technical, field, and office civil engineering work in a variety of technical areas.

The current vacant Public Works Technician I/II position is in the Road Operations - Permitting Section of the Road Services Division.

The Road Maintenance Division of County of San Mateo's Department of Public Works is responsible for routine and emergency repairs to over 315 miles of road surfaces, culverts, shoulders, drainage facilities, and roadside vegetation on roads within the public right-of-way of San Mateo County's unincorporated districts.

Public Works Technician I is the entry level class of this technical support series. Initially under close supervision, incumbents learn technical support and County procedures. As experience is gained, there is greater independence of action within established guidelines. This class is flexibly staffed with Public Works Technician II and incumbents are expected to advance to the higher level after gaining experience and demonstrating proficiency which meet the qualification of the higher-level class.

Public Works Technician II is the journey level class of this series, fully competent to independently perform a variety of responsible technical support duties. This class is distinguished from the Senior Engineering Aide class which is specialized in scope and technical functions.

The ideal candidate for this position has the following knowledge, skills and abilities:

• Familiarity and experience with permitting, plan review, or other technical clerical work
• Communicate effectively and work professionally with the public and co-workers. 
• Has field experience related to utility construction projects.
• Has experience in construction or inspection of construction projects
• Read and interpret engineering and architectural plans and regional maps. Understanding of construction terminology and standards.
• Organize workload and work independently in the field and office.

• I level: High school diploma with mathematics courses.
• II level: Two years' experience in providing technical support to a related public works field such as engineering, drafting, construction, surveying or related technical support field.

The City of Half Moon Bay Community Development Department invites qualified candidates to apply for the position of Senior Planner.  The Department is seeking an attentive and well-qualified Senior Planner Supervisor to join the Planning Division. The Senior Planner reviews and manages complex development projects through the entitlement process, oversees professional planning assignments, manages long-range planning studies, and incorporates meaningful community engagement into planning initiatives. At any given time, the Senior Planner may be interpreting zoning regulations, managing consultant work, preparing detailed project analyses, or advising the public on planning matters.

The Senior Planner reports to the Community Development Director and supervises more junior planners. Senior Planners may also serve as project manager for major private development proposals and City planning projects, serve as Deputy Zoning Administrator, and act as staff liaison to the Planning Commission.

• Manage a variety of complex planning projects, including residential, commercial, and mixed-use development.
• Apply policies and procedures of the City’s Local Coastal Program (LCP), General Plan, and zoning regulations.
• Direct consultant services for CEQA and technical reviews.
• Conduct and present analyses of planning proposals; prepare staff reports and recommendations.
• Facilitate public engagement and represent the City at meetings, workshops, and hearings.
• Provide guidance to architects, contractors, developers, and the general public regarding development standards.
• Supervise and mentor planning staff in best practices and project review.
• Coordinate interdepartmental project review and collaborate with external agencies.

The Department 

The Public Works department is comprised of the Maintenance, Engineering and WQCP (Water Quality Control Plant) divisions. The Maintenance Division is responsible for all of the asphalt and concrete streets within the City as well as all of the associated signalized intersections, streetlights, road signs and traffic markings.  The division also maintains the sanitary sewer/storm system which includes all of the sanitary sewer lines, all of the storm lines and catch basins, several storm water pump stations, as well as various large storm water trash capture devices throughout the City.

THE POSITION

Under close to general supervision, this hourly position is responsible for cleaning and maintaining the downtown corridor, including the removal of litter, debris, and illegal dumping. Duties are primarily driven by SeeClickFix service requests and may include other related maintenance and cleaning tasks as assigned.
 

IDEAL CANDIDATE 

The ideal candidate will have experience with outdoor maintenance work and be familiar with basic tools, equipment, and safety practices related to cleaning and debris removal in public spaces. They will take pride in keeping high-visibility areas clean and welcoming, respond promptly to service requests (such as those submitted through SeeClickFix), and interact professionally with the public and City staff. The ideal candidate will be reliable, self-motivated, and able to work independently or as part of a team, using sound judgment while following established safety procedures.

TYPICAL DUTIES (may include but are not limited to the following):

• Conduct daily cleaning and maintenance of the City’s downtown corridor, ensuring all public areas are free of litter and debris.
• Efficiently empty, clean and service all City owned trash receptacles, adhering to waste disposal and sanitation standards.
• Respond to requests for service in real time via smart device.
• Uses a variety of hand and power tools in connection with the above duties; operates light, motorized equipment, such as pick-ups, flatbeds, and dump trucks.
• Identify and report maintenance issues, safety hazards or vandalism during routine duties to appropriate City personnel.
• Performs related duties and responsibilities as assigned.

QUALIFICATIONS: Any combination of experience and training that would provide the required knowledge, skills, and abilities would be qualifying. A typical way to obtain the knowledge, skills, and abilities would be:

Experience: One year of experience in general construction or maintenance work.

Training: Equivalent to graduation from high school.

The City of Menlo Park is seeking a Regulatory Compliance Analyst for the Public Works Department. Under general direction, the Regulatory Compliance Analyst coordinates and oversees the planning, development, and implementation of regulatory programs within the Public Works Department. The role involves organizing, investigating, developing, directing, and managing the activities of regulatory programs to ensure compliance with all federal, state, and local laws related to engineering and related fields. The Regulatory Compliance Analyst will maintain a thorough understanding of the laws and regulations set forth by various federal, state, and local regulatory agencies. Additionally, this specialist will inspect properties, facilities, operations, and construction activities to ensure compliance with applicable laws and regulations.

About the Department

The Public Works Department consists of approximately 72 full time employees and is responsible for maintaining and improving the City’s streets, parks, water and stormwater systems, traffic signals, fleet, and public buildings.  Public Works provides many of the basic services affecting the daily lives of everyone living, working, visiting, and commuting within the City, including:  

• 26 City-owned buildings/facilities and their grounds
• A fleet of over 250 vehicles and pieces of equipment
• 97 miles of streets
• Drinking water delivery for 16,000 customers
• Flood protection and stormwater management programs particularly along the San Francisco Bay, San Francisquito Creek and Atherton Channel

THE OPPORTUNITY

The City of Pacifica is recruiting for a Public Works Superintendent within the Department of Public Works. Under the direction of the Field Services Manager, the incumbents will be responsible for the field services of the Public Works Department. They will plan, organize, and direct the work of field personnel and perform related work as required. THE DEPARTMENT

The Public Works Department is responsible for maintaining and repairing the City’s infrastructure and wastewater treatment operations in an efficient and cost-effective manner while providing a high level of customer service and a safe work environment for city employees. The Department maintains parks, playing fields and medians and keeps streets and trails clean and well-maintained. The Department also coordinates the tree program, cleans beaches and coordinates the City Beautification program.

The Public Works Department is organized into three divisions including Wastewater Treatment Operations, Field Services and Engineering. The Wastewater Treatment Operations includes the operation of the Calera Creek water treatment plant and management of the collection system. Field Services oversees the maintenance of city streets, parks, trees, vehicles and public facilities. PUBLIC WORKS SUPERINTENDENT

DEFINITION

Under direction, manages the field services of the Public Works Department; to plan, organize, and direct the work of field personnel, including Parks, Trees, Streams Streets, Buildings, Rangers and/or Motor Pool Divisions.

DISTINGUISHING CHARACTERISITCS

This is a management class with major responsibilities for the City’s Parks, Trees, Streams Streets, Buildings, Rangers and/or Motor Pool maintenance programs, that requires significant independence, initiative, and discretion within established guidelines. This position assists in the strategic planning, organization, and management across multiple operational units.

SUPERVISION RECEIVED AND EXERCISED

Receives direction from the Field Services Manager or designee. Exercises general supervision over supervisory, professional, technical and administrative support staff through subordinate levels of supervision.

The Department:                                       

The Engineering and Transportation Department is supported by 27 FTEs, 9 contract employees, and a FY 2025-26 Capital Budget of approximately $72.9 million covering infrastructure and transportation projects. The Five-Year CIP (FY 2025-26 to FY 2029-30) totals $372 million, including citywide projects. Major projects include an impressive list of transportation projects, such as the SR84/US101 Freeway Interchange, grade separations along the Caltrain rail line, parking, transportation demand management and Vision Zero implementation, and various traffic calming and roadway projects. Other major projects entail the Transit Center, the Water Master Plan implementation, finalizing and implementing a Recycled Water Master Plan, and various Stormwater System improvements. Future priorities will involve developing an Adaptation Plan to address Sea Level Rise and the Redwood Shores and Bayshore protection projects.

The Public Works Department is responsible for operating, maintaining, and improving the City’s public infrastructure – streets, water, storm, public buildings, the City’s fleet, trees, parks, and traffic signals. The Department also reviews plans and inspects construction of public improvements to serve private residential and commercial development and plans the capital and operating budgets.

The Department is seeking to hire engineering and public administration interns to provide support for several programs as described below:

DESCRIPTION 

We are seeking a collaborative, proactive Revenue Operations Manager who will be responsible for the direction and management of the Public Services Division of the Finance Department! 

The primary focus of this position is to manage and provide oversight of Citywide Revenue Operations, including billing, delinquency processing, and collection duties; oversees tax collection, the issuance of licenses and regulatory permits; cashiering and the receipt of payments. The position leads and guides the Public Services Division’s staff of nine, and is an essential senior management position reporting to the Deputy Finance Director. 

PRIMARY RESPONSIBILITIES 

• Plans, organizes, and manages the operations and staff of the Public Services Division of the Finance Department.   

• Develops, implements, and monitors long-term plans, goals, and objectives focused on achieving the department’s mission and priorities.   

• Directs the development, implementation, and evaluation of policies, procedures, systems, and work processes to achieve annual objectives and service standards.  

• Monitors and evaluates the efficiency and effectiveness of service delivery methods and procedures; recommends appropriate services and staffing levels.  

• Provides leadership, supervision, and mentorship to staff to ensure a high-performance, customer service-oriented work environment.  

• Forecasts, monitors, and directs Citywide revenue collection; oversees delinquency reviews, collection activities, cashiering functions , and appeals of enforcement actions.  

• Administers the Utility Billing program, including initiation and termination of customer accounts, delinquency processing, collections, and lien recommendations.  

• Coordinates water and wastewater utility rate administration, including working with consultants on financial and cost of service studies, verifying research and recommendations, and presenting findings to the Finance and Public Works Directors, City Council workshops, and Proposition 218 hearings.  

• Administers and oversees tax programs, including Transient Occupancy Tax, Business Tax and Licensing; reviews renewals, remittances, and applications; conducts audits; and ensures compliance.  

• Administers and oversees the parking citation adjudication program, including administrative reviews, procurement of hearing officers, and scheduling and conduct of hearings for various local programs on contested citations.  

• Oversees billing and collection of False Alarm fines.  

• Monitors and evaluates the impact of proposed legislation and regulations; researches and recommends new policies, procedures, and programs to ensure compliance with changing requirements.  

• Researches, prepares, and presents management studies, staff reports, and related documents to departmental leadership and City Council. 

• Manages procurement and contract administration for division programs and services, including development of RFPs, vendor selection, contract compliance, insurance requirements, and timely processing of vendor payments. 

• Provides staff assistance to the Deputy Finance Director; completes special projects as assigned; and represents the City at various meetings, workshops, and events. 

• Establishes and maintains appropriate internal controls; directs staff responsible for cash control, accounts receivable, revenue collection, and customer service.
