The Firefighter-Paramedic protects life, property, and the environment by performing firefighting activities, emergency medical aid, hazardous materials response, and fire prevention duties. The position is also responsible for maintaining fire equipment, apparatus, and facilities.

ABOUT THE DEPARTMENT

The Library and Recreation Department is comprised of two divisions, Library and Recreation & Childcare, that are dedicated to enhancing the quality of life of San Rafael residents. The Department’s mission is to enrich the community through discovery, learning, and play, and strives to maximize the delivery of strategically aligned programs and services to provide the highest value for the community.

The current vacancy is at our San Rafael Community Center and Albert Field, which is located in downtown San Rafael and hosts a wide variety of events, programs, and activities.  The community center is a multi-use facility to accommodate groups of all ages, from tiny tots to older adults.  Individuals, groups, or organizations are welcome to rent any part of the facility for meetings, weddings, seminars, banquets, fundraisers or any other events.  The center includes an auditorium/theatre, kitchen, lobby, lounge, and four multi-purpose meeting and activity rooms - three of which can be combined to create a single larger room.  

THE POSITION

The Custodian position will primarily support the Recreation & Childcare Division.  The Division includes three community centers, five children's centers, one cultural center, an aquatics center, two community gardens, three ball fields, a multi-use  turf field, three community parks, 11 neighborhood parks, six pocket parks, and five special use parks.  The Recreation Division is responsible for developing innovative, diverse, and community-centered programs and services at the City's park and recreation facilities.

Position Summary

Under the general direction of the District Engineer, plans, organizes and directs activities of the Engineering Contracts Section of the Engineering Department. Manages the centralization of engineering contract development activities.  Manages implementation of contract administration procedures.  Manages coordination between project managers and District attorneys, insurance advisor, capital and grants staff, Small Business Enterprise staff, state and federal funding oversight agencies, and consultants/contractors.  Manages the preparation and processing of requests for proposals for professional services and invitations for construction bids for District facilities capital improvement projects.   Administers professional services agreements and construction contracts, including verification of consultants and contractors' compliance with certified payroll submissions, prevailing wage requirements and other contract labor rules.  Supervises contract administration staff.  Provides assistance to District Engineer regarding engineering contract matters, budget analysis and cash flow reports, including acting as liaison between District Engineer and District Officers, Heads of District Divisions and the Board of Directors. Facilitates the work of the District Engineer by using discretion, prudence, initiative, and independent judgment. Performs other related duties and special projects as required.

Essential Responsibilities

• Organizes, plans, writes, directs, coordinates reviews and prepares final versions of requests for proposals, formal bids, professional service agreements, purchase agreements, construction contracts, amendments and change orders in adherence to federal, state, local laws and regulations and District procurement policies and guidelines. 
• Reviews contract documents for accuracy, content, timeliness, reasonableness, funding, performance periods, deliverables, and other terms and conditions.
• Provides procurement and contract administration guidance to engineering staff to ensure contract uniformity, and consistency.

• Manages and supervises processing of contract invoices for payments, including checking for accuracy and compliance with contract payment provisions.
• Prepares monthly reports for tracking contract expenditures.  
• Reviews contract budgets and assures that expenditures do not exceed authorized limits.
• Manages and supervises contract compliance activities to ensure that all engineering contracts are in adherence to federal, state, local laws and regulations and District procurement policies and guidelines.
• Manages auditable contract invoice and payment records. 
• Manages processing of change order and amendment requests and assures compliance with District policies, FHWA and FTA guidelines, applicable laws and regulations.
• In coordination with project managers, negotiates and maintains reimbursement rate agreements and any adjustments with consultants.
• Makes recommendation regarding resolution of procurement/contract issues.
• Consults with District attorneys on contract legal issues.
• Attends pre-proposal and pre-bid conferences as needed and explains the District’s contract award procedures and guidelines.
• Organizes proposal evaluation committees, coordinates appropriate committee meetings and reviews, and assists in preparing Board reports.
• Attends District Committee and Board meetings as required.
• Prepares in-house memoranda and written correspondence to consultants and contractors, e.g., notices to proceed, notifications, sole source justification.
• Administers the contracts throughout their duration including the close out process.
• Reviews cost/price analysis as needed.
• Provides supervision and guidance to subordinate staff.

THE DEPARTMENT

The Information Systems and Technology Division is responsible for the City's network infrastructure, cybersecurity, Help Desk support, and daily IT operations. DEFINITION

Under general supervision, perform a variety of routine and complex duties in support of City-wide information systems, security, and technology operations. As part of the Engineering Services Division, Survey Section of the Public Works Department is responsible for delivering land surveying services on a variety of City projects including street widening/improvements, storm and sanitary facilities, library/community center/fire station sites, and airfield projects. These land surveying services include, but are not limited to the following:  topography, property acquisition, construction staking, pavement marking layout, and monument preservation. 

The Survey Section is currently recruiting to fill two (2) Instrument Person vacancies. An Instrument Person performs a variety of sub-professional surveying and engineering functions of moderate difficulty either on a survey crew in the field or in the Survey Section office. 

Responsibilities include, but are not limited to the following:  

• Acts as instrument person on a survey party. 

• Records field notes and prepares maps and sketches from survey data. 

• Sets up, adjusts, and operates all types of survey instruments. 

• Provides lead direction and training to other survey personnel. 

• Uses modern, survey-grade Global Positioning System (GPS) equipment. 

• Calculates grades and enters data into field books. 

• Turns angles and extends horizontal line using a total station. 

• Uses the level to obtain vertical control. 

• Uses the level, total station, rod, targets to perform topographic surveying in order to describe the existing features of a piece of land in order that it may be reproduced as a plan map. 

• Locates survey points by measurement, magnetometer and from maps of former surveys. 

• Assist with transferring electronic field data to a PC workstation, processing and interpreting the data, and checking for errors. 

• Assists with producing high-quality, computer-generated topography maps and tables using sophisticated engineering software. 

This is the journey level class in a four class surveying series. This class differs from the next higher class of Survey Party Chief in that incumbents of the latter perform sub-professional surveying work and are usually responsible for completing only a segment of a surveying program or project.

DEFINITION

Join San Bruno Community Services, Parks Department as a Lead Maintenance Worker! 

The Community Services Department is committed to providing quality programs, services, and spaces to benefit the health and well-being of the community. Within Community Services, the Parks Maintenance Division is responsible for the maintenance of all City’s outdoor recreation sites, including 20 parks covering 68 acres, 6 baseball fields, 128 acres of open space, all City owned facilities, over 7 miles of medians, and one dog park. 
 

Under the supervision of the Parks Field Supervisor, the Parks Lead Maintenance Worker performs a variety of skilled tasks and complex assignments in maintenance, repair, and construction work. The Lead Maintenance Worker is a working supervisor position. The position exercises direct supervision over crews engaged in service, maintenance, and repair. Work assignments may also involve considerable skill in various construction and mechanical crafts and the operation of heavy construction and maintenance equipment. 

CORE DUTIES

Examples of duties may include, but are not limited to:

• Assigns and reviews work of Maintenance Workers I/II and seasonal staff; trains, supervises, and reviews work of assigned staff; provides input into performance evaluations and performance issues.

• Inspects and repairs equipment at frequent intervals to ensure that all aspects of the systems are safe and functioning properly; maintains a variety of records relating to inspections, maintenance activity, materials supply, athletic field layouts and surfaces, base positioning and installation, and layouts of field markings.

• Determines and marks the locations of irrigation system wiring and water lines from the appropriate sources prior to excavation.

• Responds to complaints and resolves problems regarding functional areas such as tree conditions, ball field conditions irrigation system problems, park, building and ball field lighting, water leaks, parks facility issues.

• Ensures the proper maintenance of equipment and tools assigned to their area of responsibility by checking equipment and tools and maintaining maintenance records, and refers defects to supervisory staff.

• Safely operates vehicles/equipment of various sizes and weights in the loading, hauling and unloading of various equipment, soil and sand, concrete, performance of tree work; and other job functions; operates pneumatic tools and power tools.

• Oversees and participates in construction and maintenance projects as part of a crew, including laying pipe, trenching and backfilling, determines safety and playability of sports fields and reports information to their supervisor, prunes trees and shrubs in conformance with established professional practices and safe working methods.

• Applies pesticides and utilizes best Integrated Pest Management practices for assigned areas of responsibility.

• Performs set up of traffic safety work zones utilizing traffic safety control devices as needed for work performed in areas such as medians, right-of ways, streets, and parks.

• Performs other duties as assigned. 

MINIMUM QUALIFICATIONS

Any combination of education, experience, and training that would provide the best qualified candidates. A typical way to obtain the knowledge and abilities would be a high school diploma or GED, and two (2) years of increasingly responsible experience performing field maintenance work similar to that of a Maintenance Worker II with the City of San Bruno. 

HIGHLY DESIRABLE

• Possession of a valid California Class B driver’s license. 

• Possession of a Qualified Pesticide Applicators Certificate.

The Housing Authority of the County of San Mateo is pleased to announce its recruitment for the position of Housing Programs Specialist I/II.

The Housing Programs Specialist will perform the variety of tasks required to maintain eligible households in the rental subsidy programs, while observing regulatory and quality assurance requirements and offering an elevated level of customer service.  The person selected for this position will work as part of the Voucher Other team– and will be responsible for determining initial and ongoing eligibility for the various housing programs.

At the Housing Programs Specialist I level, incumbents are trained to perform eligibility, occupancy, and housing inspection functions according to regulations and established procedures. The position requires utilizing dedicated housing case management systems including Yardi and Laserfiche.  The salary range at the Housing Programs Specialist I level is $69,690 - $87,126.

At the Housing Programs Specialist II level, incumbents independently perform all duties including rent negotiations, eligibility determination, portability, and other duties of the position. Both levels are characterized by the presence of HUD and HACSM regulations and guidelines from which to make decisions, although the frequent use of tact, discretion, initiative, and independent judgment are required.  The salary range at the Housing Programs Specialist II level is $78,280 - $97,760.

This is a full-time, regular position. The Housing Programs Specialist will be hired on a 9/80 schedule with every other Friday off).

WHAT YOU WILL DO

• Interview housing applicants and participants to obtain program eligibility information.
• Review and verify submitted information.
• Determine eligibility and subsidy amount and communicate this to applicants and program participants.
• Ensure compliance with application HUD regulations and HACSM policies and procedures.
• Conduct participant eligibility recertifications and interims.
• Track progress of clients who are in housing search.
• Advise participants (tenants and landlords) of program requirements and changes. 
• Provide excellent customer service by responding to questions and complaints and mediating disagreements between applicants, participants, landlords, owners, and others.
• Make referrals to community resources and other human services programs.
• Utilize various software application systems and establish and maintain electronic files and records.
• Prepare, complete, and distribute various housing forms and documents as required to complete the eligibility processes.
• Investigate possible fraud situations.
• Attend community meetings, as needed.
• Perform other duties as assigned.

WHAT YOU WILL NEED

Any combination of education and experience that would likely provide the required knowledge, skills, and abilities is qualifying.  All new hires will be placed in the Housing Programs Specialist I classification level.  

Relevant knowledge includes:

• Laws, rules, regulations, procedures, documents, and terminology related to affordable housing programs, especially the Housing Choice Voucher program.
• Fair housing principles and regulations.
• Principles and techniques of effective customer service including working with clientsandco-workersfromculturallyandsocio-economicallydiversebackgrounds.
• Principles and practices of effective interviewing, negotiating, and case management.
• Principles and practices related to eligibility determination, field inspections, referral, and real estate lease/rental.
• Principles and practices of the agency Quality Assurance program.
• Available governmental and community human services resources.
• Correct English usage, business arithmetic, and business software applications. 
• Proficiency in Microsoft Office Suite (particularly Excel), Laserfiche, and Yardi; strong Yardi skills are especially desired.

The Housing Authority of the County of San Mateo

With an annual budget of more than $150 million, the Housing Authority of the County of San Mateo (HACSM) is federally funded through the Department of Housing and Urban Development (HUD) and provides housing assistance to low-income families throughout San Mateo County.  In San Mateo County, HACSM is a component unit of the Housing Department of the County of San Mateo but is a separate entity that utilizes different case management and financial reporting systems.  In addition, HACSM has separate payroll and benefits from the County of San Mateo and HACSM employees are not County employees.  

The Housing Authority serves over 4,700 low-income households by providing rental subsidies so that they may rent in privately owned properties in San Mateo County's expensive housing market. Currently, approximately 1,700 property owners participate in the HACSM's programs. By leveraging its Moving-To-Work (MTW) status and collaborating with Housing and Community Development division of the Housing Department, the Housing Authority also provides funding and support in preserving existing and developing new, affordable housing units.
