The Principal Development Services Inspector classification is a single position classification allocated to the Development Services Division of the Department of Planning and Development.

The Principle Development Services Inspector is distinguished from the Senior Building Inspector and Supervising Construction Inspector in that the Principal Development Services Inspector is assigned continuing full supervisory responsibilities over the Senior Building Inspector and Supervising Construction Inspector, professional, technical and support staff; coordinates the activities of inspection operations across the Building, Land Development Engineering and Fire Marshal sections of the Development Services Division; whereas the Senior Building Inspector is responsible to supervise a phase of the inspection program and to perform the more difficult or more specialized inspections. The Supervising Construction Inspector is responsible for a major segment of a program area of construction projects and for supervising staff.

The Department:

The Finance Department administers the financial affairs of the City of Santa Clara, including City-owned public utilities. The department is comprised of five divisions, Administrative Services, Budget and Treasury, Accounting, Municipal Services, and Purchasing. Together these divisions carry out the mission of the Finance Department to ensure that the financial/fiscal activities of the City are performed, recorded, and presented in compliance with professional and ethical standards.

The Position: 

The Finance Department is seeking to recruit a Senior Management Analyst in the Accounting Division to support personnel management, general accounting, and accounts payable. The Senior Management Analyst will also be involved in the financial analysis of special grants and fund accounting and prepare periodic and annual reports for the City, its Agencies and Corporations, and the annual State Controller Reports. The incumbent would be a contributor of the Annual Comprehensive Financial Report which includes Management’s Discussion and Analysis (MD&A), basic financial statements including notes, and supplementary information.

The ideal candidate for this position will have a strong accounting background and possess a bachelor's degree in a related field. This position will be required to perform high-level technical support and complex financial analysis related to accounting. It would be especially valuable if the candidate is familiar with governmental accounting and related Governmental Accounting Standards Boards (GASB) pronouncements. Candidates should have strong attention to detail, solid written and verbal communications, and must be deadline-oriented. Responsibilities

• Manage professional, technical, clerical, and other lower level staff to include, prioritizing and assigning work; conduct performance evaluations; provide training; and making hiring, termination, and disciplinary recommendations. Evaluates training needs and workload balance for staff and prepares plan for implementation.
• Prepare and monitor the department or division budget; prepare revenue estimates and forecast; prepare and monitor operating and capital budgets, grants, contracts and other financial transactions;
• Analyze organization structures, functions, procedures, and practices; provide analyses and recommendations of various kinds and levels of services provided by City government and other budgeted resources; recommend process improvements.
• Review and analyze policies and procedures to determine efficiency and effectiveness, both financially and operationally;
• Conduct statistical analyses and apply information technology applications, spreadsheets and databases, to analyze and evaluate data;
• Propose reasonable conclusions, effective solutions and potential options;
• Write complete, concise reports designed to effect improvements and/or implement solutions;
• Present report contents and provides constructive feedback to departments, organizations, functions impacted by the report;
• Assist in the development and implementation of new and/or revised programs, systems, policies, and procedures
• Create and manage project timelines; work with staff, other departments, and/or vendors/outside consultants to meet deadlines and achieve project goals; Manage department or City-wide programs and projects with general direction;
• Investigate, research and respond to assigned complaints, issues or concerns raised by the public or employees, and propose responses and/or resolutions for review and acceptance by City Manager or senior management;
• Perform monitoring, review and analysis of procedures, plans, contracts, processes, guidelines, and instructions to ensure compliance with departmental policies and Federal, State, and City regulations;
• Analyze and report on the effects of recent legislation and case law on assigned areas of responsibility;
• Effectively explain and clarify departmental and City policies, procedures, and programs to City staff, elected officials, other agencies, businesses, and the general public as required; Serve as staff liaison, as assigned, to City Commissions and/or committees;
• Represent the City and the department in interdepartmental, interagency, community, and/or professional organization projects, meetings, and events;
• Maintain, as directed, relations with governmental jurisdictions, organizations, associations and other external groups, making personal appearances as necessary;

As a member of the City's Unclassified Service, this is an "at-will" position and the incumbent serves at the discretion of the City Manager.

• Three years of responsible professional journey-level experience in public administration which may include systems and procedures, budget, fiscal program and project coordination, or human resources programs.

Desirable Qualifications

A Master's degree in Public or Business Administration or closely related field is desirable.

Certifications/Licenses 
 Possession of an appropriate, valid California Class C driver's license is required at time of appointment and for duration of employment.

Overview:

The Capital Project Management and Project Controls Program supports capital projects that deliver safe, clean water, flood protection and environmental stewardship throughout the county by providing streamlined solutions for the oversight and management of capital projects. Under this program, Valley Water has implemented and now manages a project management information system (PMIS) for projects in the Capital Improvement Program (CIP) and other business intelligence and analytics tools to provide enhanced project data analysis and reporting. The program also oversees the quality management system documentation of procedures and work instructions relating to the delivery of capital projects; provides regular updates on the status of capital projects to the Board of Directors and the Board’s CIP Committee; and coordinates with various departments across multiple divisions to create engagement and transparency in our agency’s multifaceted business areas. This position will be expected to provide analysis and support for all aspects of capital project delivery. This position will focus on developing and maintaining performance reporting and dashboards for capital projects. The Management Analyst will be expected to be well versed in data analysis and dashboard creation and able to assist in developing recommendations for organizational, operational, policy, financial, budgetary, and procedural improvements. Business Planning and Analysis Unit (Position Code 28)
Valley Water Telework Program: Eligibility for telework will depend on the type of work performed, operational needs, and the ability for the employee to perform the essential functions of their job duties while teleworking. Employment with Valley Water requires employees to work within 150 miles of their primary physical work location located in San Jose, California by their start date.  

This position is eligible for a hybrid telework schedule, typically working 40% remote and 60% onsite.

The City of Dixon is recruiting to fill one full-time position of Fire Battalion Chief and to establish an eligibility list for future vacancies. The Fire Battalion Chief will act as a shift commander, ensure operational readiness for emergency response and perform emergency command and control functions; to provide highly responsible staff assistance to Fire Administration; and to manage and participate in administrative tasks, programs, and projects.

TEMPORARY LIBRARY SPECIALIST III, PART TIME

 The City of Sunnyvale is seeking to fill the positions of Temporary Library Specialist III. An energetic and highly motivated individual who possesses excellent customer service, technical and interpersonal skills is needed. 
 
 This classification provides clerical support for Library operations and programs by receiving and responding to patron questions, performing circulation duties, and performing duties related to the opening and closing of the Library. This classification differs from the lower-level classification of Library Specialist II in that the Library Specialist II performs the more routine duties.

Essential Job Functions:

(May include, but are not limited to, the following):

• Conducts transactions with the public and employees including the acceptance of payments or fees, registration of new library cards, checking library materials in and out using either manual or automated circulation systems, updating patron records, preparation of requisitions, and receiving reports, distribution of documents, data, or information.
• Provides information about library services, policies, and procedures to the public.
• Performs simple operations for updating or blocking certain fields in a patron's record and performs related work on the online system.
• Assists and trains patrons on the use of the Technology Center; troubleshoots public access computer issues; and responds to patron questions regarding computer usage.

• Deletes and discards outdated and damaged library materials from circulation system.

 If assigned to the Circulation work group, additional duties include:

• Provides first point of contact customer service to patrons in person and on the phone.
• Performs daily start-up and closing operations for the computerized circulation system including setting up and taking down self check-out machines, logging on and off computers and restocking the circulation desk.
• Delivers library materials to homebound residents and offsite locations.

If assigned to the Technical Services work group, additional duties include:

• Processes new library materials; applies labels and creates packaging; programs RFID tag, enters information into circulation system and organizes onto carts for processing.
• Corrects call number labels and barcodes; reviews and resolves issues related to media playability.
• Receives and processes receiving slips and invoices for payments.
• Maintains work group's processing manual.
• Develops, maintains, and archives a variety of files, fling systems, and records.
• Collects information from various sources and compiles data for reports.

WORKING CONDITIONS
 Position requires prolonged sitting, standing, walking, reaching, twisting, turning, kneeling, bending, squatting and stooping in the performance of daily activities. The position also requires grasping, repetitive hand movement and fine coordination in using a computer keyboard. Additionally, the position requires near and far vision in reading reports and work related documents and using a computer. Acute hearing is required when providing phone and personal customer service. The need to lift, drag and push files, paper, books, carts and documents weighing up to 50 pounds is also required. Some of these requirements may be accommodated for otherwise qualified individuals requiring and requesting such accommodation.

Work Environment: This full-time position is part of the Land Stewardship & Trails Department at Midpen’s Administrative Office in Los Altos, California. Midpen offers a hybrid office/telecommute work schedule for this position following successful onboarding. A minimum of three days on-site in the office is required per week. This is primarily a sedentary office classification.  Must possess the ability to lift, carry, push, and pull materials and objects weighing up to 25 pounds. Some fieldwork may be required, which involves the ability to walk for short distances over rough terrain, drive vehicles over unimproved roads, and stand for extended periods.

Education and Experience:

Any combination of training and experience that would provide the required knowledge, skills and abilities is qualifying.  A typical way to obtain the required qualifications would be:

Equivalent to graduation from an accredited four-year college or university with major coursework in business administration, public administration, or a related field and three (3) years of professional analytical experience equivalent to a Management Analyst I at the District. Public sector experience is preferred and previous supervisory experience is desirable.

Licenses & Certifications Required:   Possession of a valid California Driver’s License.
