THE POSITION

To monitor City facilities during programs and rentals; to open and close facilities; to set up and take down equipment; to provide information and assistance to the public in person and on the phone; to perform general administrative tasks when assigned; to perform certain custodial duties; to ensure user compliance with policies, regulations, and laws pertaining to facility use; and to perform other duties as assigned. The purpose of this recruitment is to fill current temporary/part-time positions.

Temporary / Part-Time employees work no more than 130 hours per month

AND 960 hours per fiscal year.

ESSENTIAL JOB FUNCTIONS

Follow established facility use guidelines, policies, and procedures.  Open and close facilities.  Meet, greet, and monitor facility users.  Act as liaison between facility users and City staff.  Patrol facilities as needed.  Perform facility check-in and check-out as needed.  Provide information and assistance in person and over the phone.  Check availability of facilities upon request by customers.  Assist patrons with enrolling in City recreation programs.  Ensuring users are in compliance with facility rules.  Assist maintenance staff with room setups.  Perform certain custodial duties.  Maintain reports as necessary, like incident reports or vandalism reports.  Use Microsoft Office tools for communication and assignments.  Provide nightly feedback to Supervisor of facility activity.  Perform related duties as assigned

QUALIFICATIONS

Age Requirement:  At least 18 years of age

Education:  Possession of a high school diploma or equivalent

Experience:  At least one (1) year of experience in resource management, parks & recreation, or other relevant customer service positions.

License and Certificates:  Possession of a valid California Driver's License is required upon hire.

SALARY

$19.25 - $20.25 per hour (based on years of experience)

BENEFITS

All of these positions are temporary/part time. Temporary employees work no more than 130 hours per month AND 960 hours in a Fiscal Year.

The pay cycle is bi-weekly.  Except for worker's compensation coverage and sick leave accrual, no other benefits are provided. Employees must contribute 1.45% of salary to Medicare and 7.5% to a retirement plan in accordance with Federal Law.

General

The Deputy Director, Traction Power and OCS, reports to the Director, Engineering, and is responsible for the development and management of Engineering systems and lead projects and programs related to 25kV AC Traction Power, Overhead Contact System, Grounding and Bonding and EMC for the Peninsula Corridor Joint Powers Board (Caltrain).

Essential Functions & Duties

• Serve as an agency subject matter expert for all 2X25kV AC railway Traction power and OCS related issues to provide expert recommendations and assistance to executive leadership on Traction Power, OCS, grounding and Bonding, EMC and safety standards for Caltrain railroad network.

• Responsible for establishing and implementing the engineering processes for all traction power-related systems, including developing and maintaining 2x25kV AC Electrification Standards.

• Provide management and oversight of Traction Power related activities related to Engineering.

• Lead the development of performance indicators for Caltrain and the actions needed to improve or correct performance and the capture and analysis of Traction Power and OCS data, to include Electrical Traction power concerns, accident/incident data, and trends.

• Drive innovations and improvements to increase the reliability, availability, effectiveness and efficiency of the Traction Power/OCS assets and maintenance programs. 

• Assure compliance with the Agency’s Transit Asset Management Program for traction power and OCS systems.

• Provide technical guidance for the work performed by the railroad contract operator to maintain traction power and OCS systems.

• Provide engineering leadership to the Contract Operator’s Maintenance Department to resolve and repair failed traction power equipment.

• Responsible for the development of maintenance requirements for traction power and OCS assets.

• Lead all initiatives related to process improvements and change management. Ensures Standard Operating Procedures (SOP) are communicated and followed.

• Serve as a liaison and a lead contact person with utilities and regulatory agencies to ensure regulatory compliance for all Traction Power related positions.

• Liaison with internal and external stakeholders on Caltrain commuter rail operations and maintenance, planning, and safety departments for any traction power related issues.

• Provide technical input to the Planning department to develop project scopes.

• Make recommendations to contractors, project managers and lead engineers in the areas of Traction Power performance in accordance with the contract.

• Develop, implement, and maintain budgeting of the projects and programs related to traction power Engineering and monitor their financial health.

• Develop and maintain budgetary requirements for engineering projects. 

• Supervise staff. Hire, mentor, and take appropriate corrective and/or disciplinary action. Ensure EEO policies and procedures are followed. Participate in selection of staff. Coordinate staff training and professional development. Establish performance objectives. Monitor and evaluate employee performance.

Examples of Essential Duties:

• Identify Traction Power infrastructure quality concerns and propose solutions.

• Lead engineering design reviews for capital projects, ensuring compliance with Caltrain standards, codes and regulations, and industry guidelines.

• Represent Caltrain with the Federal Railroad Administration, California Public Utilities Commission, and other government regulatory agencies, as well as the public and transit/funding agencies.

• Plan and develop the implementation of operating rules and policies for the Traction Power and OCS System.  

• Lead and assess all reports related to Traction Power equipment failures, underperformance, and safety violations.  

• Promote safety awareness and follow safety procedures to reduce or eliminate accidents.  

• Lead the audit process, certification inspections, and regulatory requirements following alterations or improvements to the Traction Power and OCS system.  

• Establish predictive Traction Power and OCS maintenance programs for critical infrastructure assets to increase availability, resiliency, reduce repairs and service interruptions, and improve maintenance efficiency.  

• Identify Traction Power infrastructure quality concerns and propose solutions.  

• Develop cost estimates for Traction Power and OCS projects. 

• Responsible for training on Standard Operating Procedures (SOPs) and communicating policy changes and updates.

Minimum Qualifications

Sufficient experience, training and/or education to demonstrate the knowledge and ability to successfully perform the essential functions of the position. Development of the required knowledge and abilities is typically obtained through but not limited to:

• Bachelor’s degree in electrical engineering or a related field.

• Six (6) years of experience in Traction Power and OCS in 25kV AC electrified railroad.

• Three (3) years management level experience.

Preferred Qualifications:

• California PE License (or the ability to obtain within 6 months)

• Possess a valid California drivers’ license with a safe driving record.

• Possess effective written and oral communication skills.

• Strong prior experience with Microsoft Office suite, scheduling software (MS Project or Primavera)

The Senior Engineer, Railroad Structures reports to the Manager, Engineering Structures and Facilities, and is responsible for Caltrain corridor engineering, construction support of capital improvement projects, engineering design and maintenance support of facilities, including maintenance facilities and historical stations, project planning support, and design studies support for railroad structures including railroad stations, and railroad facilities for the Peninsula Corridor Joint Powers Board (Caltrain).

Essential Functions & Duties

• · Provide engineering architectural and design support related to design review, renovations, structural improvements and repairs for Rail Operations, Capital Projects, Construction Management, and other Caltrain departments.

• · Works closely with key stakeholders internally and externally to maintain railroad facilities, structures, tracks, tunnels and bridges (civil/structural).

• · Review and perform capacity calculations on railway structures, design reviews and capital improvement projects to protect the integrity of the railroad structures, including historical preservation and to ensure technical requirements are met.

San Mateo County Health's Public Health, Policy and Planning Division has exciting field-based opportunities for well-qualified and motivated Nurse Practitioners to provide both primary and urgent care to adults from vulnerable populations within our community—people experiencing homelessness and/or in shelters, monolingual Spanish speakers and other new immigrants, and those without insurance or underinsured. These services are provided through various Mobile Clinic modalities and venues, including but not limited to street medicine, shelter medicine, and the mobile coach. We are looking for collaborative Nurse Practitioners to work in and lead various multidisciplinary service teams in the field to provide comprehensive, low-threshold, client-centered care and engagement.

Teams are staffed by a Nurse Practitioner (NP), Psychiatrist, Medical Services Assistant, AOD Case Manager, and Patient Services Assistants. These teams work closely with our community partners from the Human Services Agency and community-based organizations who locate and identify clients needing medical and/or mental health services, as well as provide additional health, housing, and social services in the field.

Under general supervision, Nurse Practitioners provide urgent care and primary health care services such as physical examinations, chronic disease management (e.g., diabetes and hypertension), and referrals/linkages to specialty clinics as appropriate.

Currently, Public Health Clinics has one full-time, regular, 40-hour-per-week vacancy for a bilingual Spanish Nurse Practitioner and two 40-hour-per-week, Limited-Term Nurse Practitioner vacancies, requiring flexible schedules and field-based work at different locations. Sixty-five percent of the NP’s time will be in the field, with the remainder spent in the office documenting notes, placing orders, and coordinating with other staff as needed.

The ideal candidate has experience:

• In family practice addressing chronic disease management

• In the diagnosis and treatment of sexually transmitted infections

• Provide low-threshold, comprehensive care for San Mateo County’s most marginalized and vulnerable populations, including people experiencing homelessness, those in shelters, migrant and immigrant farmworkers, the recently incarcerated, the uninsured, and those with financial challenges.

• Provide comprehensive and urgent care in a variety of non-traditional settings, including homeless encampments, outdoor locations, shelters, and a mobile RV clinic.

• Build relationships with community partners to improve health outcomes and expand services.

Qualifications

Education and Experience
Any combination of education and experience that would likely provide the required knowledge, skills, and abilities is qualifying.

• Education: Completion of an advanced nursing degree from a program accredited by the Commission on Collegiate Nursing Education (CCNE) or the National League for Nursing Accrediting Commission (NLNAC), with emphasis in a Nurse Practitioner specialty area.

• Experience: Minimum of one (1) year of paid experience in an acute and/or ambulatory care setting.

Licensure

The Assistant Civil Engineer is an entry-level class in the Civil Engineer series. This class is distinguished from the Associate Civil Engineer by the performance of the more routine tasks and duties assigned to positions within the Civil Engineer series. Incumbents perform less complex office and field engineering work and assignments are generally routine or closely related within a framework of established procedures. The Assistant Civil Engineer receives general supervision from higher level professional engineers and may exercise technical or functional supervision over technical engineering staff. Position Summary

Under general direction of the Secretary of the District, performs complex and highly analytical work for the Secretary of the District, members of the Board of Directors and associated committees.   Departmental lead on government tort claims, legal documents and communications and participating in complex, sensitive, and detailed analytical work in the areas of budgets, historical preservation and economic, regulatory and administrative policy. Essential Responsibilities

• Serves as the primary analytical support to the District Secretary;
• Interprets meeting proceedings and prepares draft meeting minutes, with minimal oversight and as assigned, may attend meetings in the absence of the District Secretary;

• Performs a wide variety of complex legal analysis, research and briefings about claims for the District, Bridge, Bus and Ferry Divisions, and works with legal counsel in the areas such as government tort claims, subpoenas, Brady requests, small claims and lawsuits;
• Provides a wide variety of complex, confidential analytical duties in support of the District Secretary, Board of Directors, and standing Board committees;
• Independently composes, researches, compiles, summarizes, and prepares a variety of complex correspondence, reports and documents; reviews finished materials for completeness and accuracy; ensures documents comply with District standards, policies and procedures;
• Perform special studies for the District, and coordinates assigned activities with other District departments, and divisions, and outside entities;
• Independently responds to and resolves difficult and sensitive citizen inquiries and complaints;
• Coordinates and assists in the development of the annual budgets of the Board and District Secretary’s Office and monitors, reviews and approves department expenditures, and performs financial analysis for budgetary purposes;
• Assists the District Secretary with providing direct support in varied, analytical administrative projects related to the Board and its committees;

THE POSITION

The City of San Mateo is seeking a Per Diem Human Resources Technician providing a wide variety of technical human resource work in a variety of program areas including benefit administration; recruitment and selection; compensation; human resources information systems database analysis and report writing, and to do related work as required. This position receives general supervision from the HR Director or Senior HR Analysts.

EXAMPLE DUTIES

• Prepare and maintain personnel records.
• Write, edit and prepare digital and print communications materials.
• Assist in the recruitment process by preparing and distributing job announcements, composing, and placing ads, composing and recording announcements for the job hotline, updating and monitoring recruitment information on the City’s web site, screening applications, and answering inquiries from applicants.
• Work with departments in coordinating examination schedules and locations; prepare necessary correspondence for the examinations; notify candidates; enlist the services of examination board members; assemble and mail packets to oral board members.
• Process, update, and maintain invoices and accounts payable.
• Gather and assemble data and prepare routine reports; maintain a variety of records and files.
• Screen calls and visitors, referring inquiries as appropriate, and respond to requests for information regarding general personnel matters.
• Use specialized technical equipment or computer programs.

JOB RELATED SKILLS & ESSENTIAL QUALIFICATIONS

Knowledge of:

• Personnel policies and procedures relating to recruitment, selection, benefit administration, compensation, human resources information systems, and related areas.
• English usage, grammar, spelling and punctuation.
• Modern office procedures, methods and computer equipment.

Ability to:

• Plan, coordinate, and organize work to meet deadlines.
• Compose routine correspondence demonstrating good English skills in spelling, vocabulary, grammar and punctuation.
• Communicate clearly and concisely both orally and in writing.
• Understand, interpret, and apply rules, regulations and memoranda of understanding.
• Establish and maintain cooperative work relationships with those contacted in the course of work.
• Operate standard office machines including personal computer, and calculator.
• Prepare and maintain accurate and complete records and reports.

EXPERIENCE AND EDUCATION

• Two years of increasingly responsible clerical or account clerical experience, preferably in a human resources environment.
• Equivalent to a high school diploma. Additional specialized training in public administration, human resources management, business administration or a related field is desirable.
