San Mateo Medical Center is currently seeking a professional, goal-oriented full-time, regular (benefited) Clinical Services Manager I who will plan, organize, direct, and supervise the operations of our Medical-Surgical (ADC of 35), Intensive Care Unit (ADC 4), and Infusion Center. As Clinical Services Manager I, you will have the opportunity to manage patient care while ensuring appropriate quality of care and compliance with regulations. In addition, you will participate in training, coaching, and counseling activities and perform other assigned duties.

The Clinical Services Manager I will receive direction from the Chief Nursing Officer/Deputy Director and will exercise direct and indirect supervision over professional, clinical, technical, and clerical staff, including consultants and contract service providers. You will join a dynamic team of professionals committed to the mission of our safety net hospital.

This role oversees a large, complex span of control across multiple service lines and requires the ability to manage high-volume operations, competing priorities, and diverse clinical environments simultaneously. The Clinical Services Manager I is expected to operate with a high level of autonomy, making sound operational and staffing decisions while balancing quality, patient safety, and fiscal stewardship. The position requires strong experience in managing large teams, coordinating across departments, and ensuring alignment of day-to-day operations with organizational goals.

This role is grounded in a culture of continuous improvement, where leaders are expected to actively identify opportunities, lead improvement efforts, and embed sustainable changes into daily operations.

The ideal candidate will:

• Possess a Baccalaureate degree in Nursing with certification in a specialty
• Have three years of progressive management/supervisory experience in an accredited hospital or clinic
• Have a background that includes experience in an ICU
• Bring strong clinical and operational leadership experience in acute care settings, with the ability to manage across multiple service lines, including Medical-Surgical, ICU, and infusion services
• Demonstrate experience managing large, complex teams (approximately 75–100+ FTEs), ideally across multiple departments or programs
• Have experience with budget development, financial oversight, and resource management, including labor and operational expense management
• Demonstrate the ability to independently prioritize and manage competing operational demands in a fast-paced, high-acuity environment
• Have experience leading through complexity and change while maintaining staff engagement and accountability
• Demonstrate strong critical thinking, with the ability to assess operations, identify gaps, and implement and sustain improvements, including continuous improvement efforts
• Have experience working in environments with high regulatory expectations and maintaining continuous survey readiness
• Demonstrate the ability to build effective working relationships across disciplines, including physicians, ancillary departments, and executive leadership
• Exhibit a leadership style that emphasizes visibility, communication, accountability, and staff engagement
• Demonstrate the ability to coach, develop, and support staff while addressing performance issues appropriately
• Bring established leadership experience with the ability to step into a complex environment, quickly stabilize operations, prioritize effectively, and lead with minimal ramp-up

Examples Of Duties

Duties may include, but are not limited to, the following:

• Participate in the development and implementation of goals, objectives, policies, procedures, and priorities within a defined nursing area or program
• Select, supervise, train, and evaluate clinical, professional, technical, and clerical staff
• Organize, supervise, and monitor the provision of nursing care and related services within assigned units or programs 
• Ensure continuous quality improvement and ongoing regulatory readiness of assigned units or programs 
• Lead and support continuous improvement efforts to enhance quality, efficiency, and patient outcomes
• Prepare cost estimates and justifications for budget recommendations; monitor and control expenditures to ensure objectives are achieved within an approved budget 
• Assist in negotiating, administering, monitoring, and evaluating contracts with outside vendors, consultants, and organizations
• Represent the department in and/or chair relevant committees and work groups
• Provide staff support and subject matter expertise to executive leadership on nursing and operational issues
• Maintain effective working relationships with internal and external stakeholders, including Health System divisions, County departments, medical staff, and community partners 
• Supervise the enforcement of applicable nursing standards, codes, and regulations
• Respond to inquiries and provide information to the public, as appropriate
• Perform related duties as assigned

Qualifications

Licensure/Certification: Possession of a valid California license as a Registered Nurse (R.N.).  Must possess a Basic Life Support (BLS) and Advanced Cardiac Life Support (ACLS) certificates approved by the American Red Cross or American Heart Association. 

Education and Experience: Any combination of education and experience that would likely provide the required knowledge, skills and abilities is qualifying. A typical way to qualify is;

• Three years of professional nursing experience in an accredited hospital or clinic, of which at least one year included responsible supervisory experience, unless otherwise specified below in the additional qualifications.
• Two years of the required experience must have been in acute care and surgical nursing and includes experience in infusion, including chemotherapy, telemetry, antibiotics, blood transfusions and pediatrics.

Knowledge of:

• Nurse Practice Act.
• Principles and practices of nursing and clinical systems, including safety and infection control practices.
• Principles and practices of community health care including current trends in research, treatment, prevention, education and related services.
• Principles and practices of program management, including planning, implementation, and evaluation.
• Principles of budget preparation and monitoring.
• Principles of personnel training, supervision and evaluation.
• State and other regulatory requirements for assigned unit or program.
• Emergency Medical Services Act (EMS), relevant EMS regulations and functions, and public safety/law enforcement organizations, if assigned to EMS.
• Principles and practices of public health, public health nursing, epidemiology, communicable disease control and prevention, emergency preparedness response and environmental health, if assigned to disease control and prevention and public health nursing programs.
• Non-profit public/private entities, community/faith-based organizations and related state and federal agencies, as well target population for assigned program, if assigned to public health nursing programs.
• Treatment and intervention practices for acute psychiatric population, if assigned to psychiatric nursing.
• Third-party reimbursement systems, revenue streams, and other principles relevant to the financial management of operating rooms, if assigned to perioperative nursing.

Skill/Ability to:

• Organize, direct, coordinate and evaluate nursing services that ensure quality patient care and conform to all prescribed standards.
• Work cooperatively with other County departments and public and private organizations, including private medical providers.
• Analyze service delivery problems accurately, develop recommendations and take appropriate action to resolve them.
• Develop, evaluate and maintain accurate records; prepare complex and detailed written reports, procedures and contracts.
• Communicate effectively with administrative, medical, professional, clinical and citizen groups.
• Train staff and coordinate activities of contractors, volunteer groups and staff, as appropriate.
• Conduct field public health investigations; administer immunizations, TB skin tests, and chemoprophylaxis; and perform venipuncture and collect diagnostic specimen, if assigned to disease control and prevention and public health nursing programs.
• Maintain medical stability of acute and chronic conditions in a 24/7, non-medical setting, if assigned to correctional health nursing.
• Lead multi-disciplinary patient care conferences, if assigned to psychiatric nursing.
• Provide unit management and support during evening, off hours and weekends, if assigned to administration and designated as nursing supervisor.
• Surgical scheduling systems, if assigned to medical-surgical nursing.

THE POSITION

The Police Dispatcher/Clerk is a non-sworn technical and complex clerical support classification associated with law enforcement support services assigned in the Town Police Department.  Police Dispatcher/Clerks learn and perform a variety of responsible records management, communications and dispatching duties for emergency and non-emergency calls for service.

The Program Coordinator for is a unique position that is primarily responsible for planning and coordination of all aspects of the ASES funded After School Academy (ASA) program. ASA provides students in grades 1st through 6th a safe space for expanded learning. Every day students have the opportunity to make social connections, experience enriching activities, and receive academic assistance. Students socialize and connect with our team and their peers daily. ASA supports students every school day immediately after school until 6pm. Our goal is to improve student's social, emotional, and academic potential through community, education, recreation, and enrichment.

• Coordinate all aspects of a After School Academy program
• Establish and maintain program records and computer databases
• Supervise and assign programming tasks to instructors and volunteers

MINIMUM QUALIFICATIONS

• Must be at least 18 years of age.
• Must possess one of the following: forty-eight (48) college semester units, AA Degree or higher
• Relevant technical skill, education, experience or expertise
• Experience assisting with implementation of children and/or youth programs and activities.
• Ability to establish and maintain productive relations and positive attitude toward others
• Excellent written and verbal skills
• Excellent organizational and supervisory skills, be resourceful, flexible and able to work both alone or as a team member
• Must be reliable and be able to provide transportation
• Available to work Monday through Friday, 12:00pm-6:00pm schedule.

DESIRABLE QUALIFICATIONS

• Bachelor's degree with teaching experience preferred
• Experience in implementation and programming of ASES grant funded programs
• Ability to frequently interpret and translate a language other than the English language among students, parents and school-based staff members

REQUIREMENTS FOR EMPLOYMENT

• Must be able to handle sensitive and/or stressful situations or information with tact, discretion and significant awareness of confidentiality
• Must effectively communicate with adults and children from a variety of cultural backgrounds
• Willingness to comply with suspected child abuse reporting (11166.5 PC)
• Employees are required to be certified in Adult/Child CPR, & AED First Aid from American Red Cross, American Heart Association or supervisor approved equivalent. Employees must be certified within 30 days of hire date or prior to the first day of work, whichever occurs earlier.

What You'll Do

Key Responsibilities

• Inspect public works and capital projects – including streets, storm drains, sidewalks, grading, and related infrastructure – for compliance with plans, specifications, codes, and safety standards
• Review construction plans, specifications, and permit applications
• Administer encroachment and transportation permits from issuance through closeout
• Prepare daily inspection reports and maintain project documentation, including support for payments and change orders
• Guide contractors on proper construction methods, materials, and standards
• Oversee field testing for soils, asphalt, and concrete
• Perform survey work and assist with traffic engineering studies
• Investigate resident concerns and coordinate solutions with contractors and City staff
• Serve as a liaison among the City, contractors, utilities, businesses, and property owners
• Support interns and assist with training related to permit processing

The San Mateo Medical Center operates five dental clinics located in San Mateo, Redwood City, Daly City, and Half Moon Bay, along with a Mobile Dental Clinic. These clinics provide dental care for children and adults, including homeless and transitional populations. Pregnant women on Medi-Cal and patients with an HIV diagnosis also receive dental services at these clinics, with coverage available through the Ryan White grant. 

All Clinics are open Monday through Friday, 8 AM to 5 PM and some Saturdays and evenings. The Fair Oaks Health Center hosts UCSF dental students, while both the Fair Oaks Health Center and the Mobile Dental Clinic host UOP dental students to aid in patient care.

The Dental Assistant Series levels include:

Dental Assistant ($29.55 - $36.92 hourly) is the experienced level class in the Dental Assistant series, competent to independently perform the full range of journey-level dental assisting work under the supervision of a dentist. This class is flexibly staffed with the Registered Dental Assistant and incumbents may advance to the higher level after obtaining required certification and demonstrating the required proficiency for the higher level.

Registered Dental Assistant ($34.92 - $43.66 Hourly) is the advanced journey-level classification in the series.  Under the supervision of a dentist, incumbents at this level perform dental assisting duties which are limited to a person certified as a Registered Dental Assistant in addition to performing Dental Assistant duties of the lower level.

We are seeking Dental Assistants and Registered Dental Assistants who are motivated and demonstrate the willingness to learn and adapt to new situations. All Dental Assistants and Registered Dental Assistants rotate and should be available to work at any of our dental clinics. Transportation to each work site is the employee's responsibility. The current vacancy is a Part-Time, Extra-Help positions. Spanish speaking is preferred, but not required. 

The ideal candidate will be a skilled and compassionate professional with a strong commitment to providing high-quality dental care to underserved communities. This includes children, adults, individuals experiencing homelessness, and patients with complex medical needs. Ideal candidates will also have:

• Proficiency in chairside assisting, digital X-rays, mixing dental materials, and maintaining a sterile environment. Registered Dental Assistants should also have additional skills such as coronal polishing and sealant application.
• Experience using Electronic Medical Records (EMR) systems, with a strong preference for EPIC.
• Ability to work effectively in a fast-paced environment while remaining composed when handling patient emergencies or high patient volumes.
• A valid California Registered Dental Assistant (RDA) license.
• Capability to conduct oral inspections and provide preventive services, including coronal polishing and topical fluoride application.
• Ability to provide chairside assistance in all phases of clinical dentistry, including oral surgery, pediatric dentistry, and other specialized procedures.
• Experience in testing pulp health, fabricating temporary fillings and crowns, and re-cementing dislodged temporary restorations.
• Competency in assisting with the administration of Nitrous sedation.
• Fluency in Spanish (reading, writing, and speaking) is highly desirable.

This role requires a dedicated professional who thrives in a collaborative environment and is passionate about improving oral health outcomes for diverse and vulnerable populations.

NOTE: This is an extra-help, at-will assignment, paid on an hourly basis. Extra-help hours are dependent on the business needs of the department and therefore work hours may vary from week to week. Extra help employees shall not exceed 1,040 hours of work per fiscal year. Some extra help positions are eligible for benefits under the Affordable Care Act. Extra help employees are not guaranteed permanent status at the end of the assignment.

 

 

Examples Of Duties

Duties may include, but are not limited to, the following:

• Prepare patients for examination, treatment or surgery; arrange dental instruments, equipment and accessories on trays; set up medical and dental charts and X-rays.
• Take, develop and mount dental X-rays; maintain cleanliness of the X-ray room.
• Maintain dental/medical records of patient examinations and treatments, dental charts and medical histories; complete insurance forms; schedule return appointments for patients; schedule patients per provider request.
• Maintain office, operatories and equipment in sanitary and orderly condition; clean, oil, and prepare dental equipment for sterilization.
• Mix dental medicaments.
• Follow prescribed procedures in response to patient emergencies during treatment such as gagging, vomiting, convulsions, etc.; clean patients' air passages, remove obstacles from mouth and support head.
• Perform related duties as assigned.

Additional duties for Registered Dental Assistant, include, but not limited to:

• Conduct mouth inspections and provide preventative services, including, pit and fissure sealant application, coronal polishing, and topical fluoride application.
• Provide chairside assistance to dental providers in all procedures of clinical dentistry, including. oral surgery, pediatrics, and other procedures as permitted by the California Dental Board for Registered Dental Assistant.
• Under direct supervision, perform pulp vitality testing, and record findings. - Fabricate and cement temporary crowns and place temporary fillings-Under direct supervision, assist in the administration of nitrous oxide sedation (i.e. adjust the flow of gas as directed).

Qualifications

Knowledge of:

• Preparation of patients for examination.
• Methods of use, care and sterilization of instruments and equipment.
• Dental hygiene instruction, prophylaxis or coronal polish (for RDA level), and sealants (for RDA level)
• Dental X-ray techniques and safety procedures.
• Dental terminology.
• Office procedures and record keeping.

Skill/Ability to:

• Take, develop and evaluate dental X-rays.
• Work tactfully with patients and other personnel under stressful conditions.
• Respond appropriately to patient emergencies during treatment or surgery.

Education and Experience:

• Any combination of education and experience that would likely provide the required knowledge, skills and abilities is qualifying.  A typical way to qualify is completion of a course of instruction for dental assistants.

Licensure/Certification:

• Possession of a Certificate of examination for radiation safety from the California Board of Dental Examiners.
• Possession of a Certificate of completion for a course in Basic Life Support as approved by the American Red Cross or American Heart Association.

Additional licensure/certification for Registered Dental Assistant:

• Possession of a valid California License as Registered Dental Assistant issued by the California Board of Dental Examiners.
