The Department:

The Finance Department administers the financial affairs of the City of Santa Clara, including City-owned public utilities. The department is comprised of five divisions, Administrative Services, Budget and Treasury, Accounting, Municipal Services, and Purchasing. Together these divisions carry out the mission of the Finance Department to ensure that the financial/fiscal activities of the City are performed, recorded, and presented in compliance with professional and ethical standards.

The Position: 

The Finance Department is seeking to recruit a Senior Management Analyst in the Accounting Division to support personnel management, general accounting, and accounts payable. The Senior Management Analyst will also be involved in the financial analysis of special grants and fund accounting and prepare periodic and annual reports for the City, its Agencies and Corporations, and the annual State Controller Reports. The incumbent would be a contributor of the Annual Comprehensive Financial Report which includes Management’s Discussion and Analysis (MD&A), basic financial statements including notes, and supplementary information.

The ideal candidate for this position will have a strong accounting background and possess a bachelor's degree in a related field. This position will be required to perform high-level technical support and complex financial analysis related to accounting. It would be especially valuable if the candidate is familiar with governmental accounting and related Governmental Accounting Standards Boards (GASB) pronouncements. Candidates should have strong attention to detail, solid written and verbal communications, and must be deadline-oriented. Responsibilities

• Manage professional, technical, clerical, and other lower level staff to include, prioritizing and assigning work; conduct performance evaluations; provide training; and making hiring, termination, and disciplinary recommendations. Evaluates training needs and workload balance for staff and prepares plan for implementation.
• Prepare and monitor the department or division budget; prepare revenue estimates and forecast; prepare and monitor operating and capital budgets, grants, contracts and other financial transactions;
• Analyze organization structures, functions, procedures, and practices; provide analyses and recommendations of various kinds and levels of services provided by City government and other budgeted resources; recommend process improvements.
• Review and analyze policies and procedures to determine efficiency and effectiveness, both financially and operationally;
• Conduct statistical analyses and apply information technology applications, spreadsheets and databases, to analyze and evaluate data;
• Propose reasonable conclusions, effective solutions and potential options;
• Write complete, concise reports designed to effect improvements and/or implement solutions;
• Present report contents and provides constructive feedback to departments, organizations, functions impacted by the report;
• Assist in the development and implementation of new and/or revised programs, systems, policies, and procedures
• Create and manage project timelines; work with staff, other departments, and/or vendors/outside consultants to meet deadlines and achieve project goals; Manage department or City-wide programs and projects with general direction;
• Investigate, research and respond to assigned complaints, issues or concerns raised by the public or employees, and propose responses and/or resolutions for review and acceptance by City Manager or senior management;
• Perform monitoring, review and analysis of procedures, plans, contracts, processes, guidelines, and instructions to ensure compliance with departmental policies and Federal, State, and City regulations;
• Analyze and report on the effects of recent legislation and case law on assigned areas of responsibility;
• Effectively explain and clarify departmental and City policies, procedures, and programs to City staff, elected officials, other agencies, businesses, and the general public as required; Serve as staff liaison, as assigned, to City Commissions and/or committees;
• Represent the City and the department in interdepartmental, interagency, community, and/or professional organization projects, meetings, and events;
• Maintain, as directed, relations with governmental jurisdictions, organizations, associations and other external groups, making personal appearances as necessary;

As a member of the City's Unclassified Service, this is an "at-will" position and the incumbent serves at the discretion of the City Manager.

Minimum Qualifications:

Education and Experience

• Graduation from an accredited college or university with a bachelor's degree in Public Administration, Business Administration or closely related field; and
• Three years of responsible professional journey-level experience in public administration which may include systems and procedures, budget, fiscal program and project coordination, or human resources programs.

Desirable Qualifications

A Master's degree in Public or Business Administration or closely related field is desirable.

Certifications/Licenses 
 Possession of an appropriate, valid California Class C driver's license is required at time of appointment and for duration of employment.

TEMPORARY LIBRARY SPECIALIST III, PART TIME

Note: Casual non-benefited employees are limited to working no more than twenty-five (25) hours per week and no more than 900 hours in a fiscal year (July 1-June 30). *Seasonal non-benefited employees are limited to working no more than six (6) consecutive months and no more than 900 hours in a fiscal year (July 1-June 30). 
 
 The City of Sunnyvale is seeking to fill the positions of Temporary Library Specialist III. An energetic and highly motivated individual who possesses excellent customer service, technical and interpersonal skills is needed. 
 
 This classification provides clerical support for Library operations and programs by receiving and responding to patron questions, performing circulation duties, and performing duties related to the opening and closing of the Library. This classification differs from the lower-level classification of Library Specialist II in that the Library Specialist II performs the more routine duties.

Essential Job Functions:

(May include, but are not limited to, the following):

• Conducts transactions with the public and employees including the acceptance of payments or fees, registration of new library cards, checking library materials in and out using either manual or automated circulation systems, updating patron records, preparation of requisitions, and receiving reports, distribution of documents, data, or information.
• Provides information about library services, policies, and procedures to the public.
• Performs simple operations for updating or blocking certain fields in a patron's record and performs related work on the online system.
• Assists and trains patrons on the use of the Technology Center; troubleshoots public access computer issues; and responds to patron questions regarding computer usage.
• Uses the online system to search for library materials and patron information.
• Assists in receiving and resolving patron complaints and questions.
• Deletes and discards outdated and damaged library materials from circulation system.
• Processes and shelves holds and other library materials.

• Performs simple maintenance on library equipment and machines.

In addition to the duties above, employees may be assigned to one or more workgroups.
 
 If assigned to the Circulation work group, additional duties include:

• Provides first point of contact customer service to patrons in person and on the phone.
• Performs daily start-up and closing operations for the computerized circulation system including setting up and taking down self check-out machines, logging on and off computers and restocking the circulation desk.
• Delivers library materials to homebound residents and offsite locations.

If assigned to the Technical Services work group, additional duties include:

• Processes new library materials; applies labels and creates packaging; programs RFID tag, enters information into circulation system and organizes onto carts for processing.
• Corrects call number labels and barcodes; reviews and resolves issues related to media playability.
• Receives and processes receiving slips and invoices for payments.
• Maintains work group's processing manual.
• Develops, maintains, and archives a variety of files, fling systems, and records.
• Collects information from various sources and compiles data for reports.

WORKING CONDITIONS
 Position requires prolonged sitting, standing, walking, reaching, twisting, turning, kneeling, bending, squatting and stooping in the performance of daily activities. The position also requires grasping, repetitive hand movement and fine coordination in using a computer keyboard. Additionally, the position requires near and far vision in reading reports and work related documents and using a computer. Acute hearing is required when providing phone and personal customer service. The need to lift, drag and push files, paper, books, carts and documents weighing up to 50 pounds is also required. Some of these requirements may be accommodated for otherwise qualified individuals requiring and requesting such accommodation.

Qualifications:

The responsibilities of the City Attorney's Office consist of representing and advising the City Council and all City officers in all matters of law pertaining to their offices, representing and appearing on behalf of the City in all legal actions or proceedings, providing the City Council with information and advice regarding ongoing litigation and legislation affecting the City, and staffing City Council meetings and City boards and commission meetings as necessary. The City Attorney's Office provides legal advice and support on matters initiated by the City Council, City Manager's Office, and City departments, including review and negotiation of contracts, leases, licenses, policies, and Public Records Act requests responses.

The Office consists of eight attorneys and a Risk Manager, who are supported by a full time Legal Executive Assistant and Legal Office Specialist (recently added in the FY 25-26 budget), as well as a part time Office Assistant.

The Position: 

The Legal Executive Assistant position is in the City Attorney’s Office and provides support to the City’s attorneys, as well as the Risk Manager.  This is a critical administrative support role in the City Attorney’s Office that is responsible for assisting with a wide variety of legal documents, processes and procedures. The ideal candidate should possess a high level of confidentiality, communication skills, tact and discretion, and be able to manage and track multiple projects for multiple attorneys simultaneously.  

The Legal Executive Assistant is distinguished from other classes in the administrative support series in that the incumbent provides responsible, confidential, administrative support services for the City Attorney and other attorneys in the Office. The job involves working with individuals, activities, and issues with which the City Attorney’s Office is involved and requires daily contact with a cross-section of government, community, and public and private officials, as well as individual members of the community. The incumbent must be able to handle non-partisan confidential matters with a high level of judgment.

As a member of the City's Unclassified Service, this is an "at-will" position and the incumbent serves at the discretion of the City Manager.

The annual salary range for this position is $124,099.08 - $160,594.68. This position may be filled at or near the minimum of the salary range. 

Minimum Qualifications

EDUCATION AND EXPERIENCE

Minimum Education Requirements: 

Associate of Arts degree from an accredited college or university in office administration, business management or related field

Minimum Experience Requirements: 

Six (6) years of progressively responsible and varied administrative support

Acceptable Substitution: 

Experience can be substituted for the required education on a year-for-year basis, with one year of experience equivalent to either thirty (30) semester or forty-five (45) quarter units.

License/Certifications: 

None.

Desirable Qualifications: 

• Experience in law office procedures, including court calendaring, litigation procedures, file system organization, records retention and management, and workflow management
• Four (4) years of experience in a legal office setting highly desirable
• Public sector experience highly desirable
