THE POSITION

The City of San Mateo is seeking a Per Diem Human Resources Technician providing a wide variety of technical human resource work in a variety of program areas including benefit administration; recruitment and selection; compensation; human resources information systems database analysis and report writing, and to do related work as required. This position receives general supervision from the HR Director or Senior HR Analysts.

EXAMPLE DUTIES

• Prepare and maintain personnel records.
• Write, edit and prepare digital and print communications materials.
• Assist in the recruitment process by preparing and distributing job announcements, composing, and placing ads, composing and recording announcements for the job hotline, updating and monitoring recruitment information on the City’s web site, screening applications, and answering inquiries from applicants.
• Work with departments in coordinating examination schedules and locations; prepare necessary correspondence for the examinations; notify candidates; enlist the services of examination board members; assemble and mail packets to oral board members.
• Process, update, and maintain invoices and accounts payable.
• Gather and assemble data and prepare routine reports; maintain a variety of records and files.
• Screen calls and visitors, referring inquiries as appropriate, and respond to requests for information regarding general personnel matters.
• Use specialized technical equipment or computer programs.

JOB RELATED SKILLS & ESSENTIAL QUALIFICATIONS

Knowledge of:

• Personnel policies and procedures relating to recruitment, selection, benefit administration, compensation, human resources information systems, and related areas.

• Equivalent to a high school diploma. Additional specialized training in public administration, human resources management, business administration or a related field is desirable.

Education/Training: Equivalent to the completion of the twelfth grade

Experience: One year of experience in the operation of a transit vehicle.

ABOUT THE POSITION
The City of Gilroy is hiring two part-time Recreation Specialist positions, each with a distinct focus. One position will support Youth, Adaptive, and Senior programs, while the other will focus specifically on serving the East Gilroy neighborhood with various recreation programs. Both roles will involve leading programs for socio-economically disadvantaged youth, teens, and adults, managing part-time staff, program planning, administering grants, and collaborating with local organizations and public agencies.
 
Under general supervision of a Recreation Manager, Recreation Supervisor, or Recreation Coordinator, the Recreation Specialist will plan, organize, and direct the physical, recreational, and social activities of assigned recreation programs. Program areas include but are not limited to: Adaptive (special needs), Adult and/or Youth Sports such as organized leagues or classes, After School Program, Cultural Arts, Facility Attendant, Senior Center, Special Events, Summer Camps, Theater, and Youth Center/Youth Services. This is an entry-level, paraprofessional position supporting the Recreation Division.

The Coordinator is responsible for providing the highest quality of guest service to all visitors. The Coordinator will be responsible for administrative duties and assist at various City facilities, as assigned. In addition, the Coordinator will monitor facility rentals and support the special events. This is potentially a year around part time position.

• Must be a minimum of eighteen (18) years of age
• Must have high school diploma or GED equivalent and have one year college or volunteer / paid experience that would qualify the applicant to perform all duties
• Must have reliable transportation to and from job assignments
• Must possess strong organizational skills and be able to multi-task
• Must be able to establish and maintain productive relations with others
• Must be willing and able to work days, nights, weekends, holidays, and overtime as required
• Depending upon assignment, may need to possess Class C Driver's License

REQUIREMENTS FOR EMPLOYMENT

• Must be able to handle sensitive and/or stressful situations or information with tact, discretion and significant awareness of confidentiality
• Must effectively communicate with adults and children from a variety of cultural backgrounds
• Willingness to comply with suspected child abuse reporting (11166.5 PC)
• Employees are required to be certified in Adult/Child CPR, First Aid, & AED from American Red Cross, American Heart Association or supervisor approved equivalent. Employees must be certified within 30 days of hire date or prior to the first day of work, whichever occurs earlier.

THE POSITION

Under general supervision of a Police Sergeant, the Reserve Police Officer is a sworn position assigned to field operations to patrol for the prevention and detection of crime and enforcement of laws and regulations within the philosophy of community oriented policing.  Incumbents are normally expected to solve most work problems independently and to refer to supervisory personnel only those matters which involve policy decisions, technical questions and unusual problems at the entry level and make recommendations at the advanced level.

ABOUT THE POSITION
The City of Gilroy is recruiting for part-time Recreation Leaders II/III assigned to the Adaptive Program. The main goal of the City of Gilroy’s Recreation Division is to offer excellent recreation programs that provide community members with a wide range of opportunities to celebrate life and community through people, parks, programs, and special events which are delivered by a team of employees dedicated to offering quality recreational, social, and cultural services to all Gilroy residents. 
 
Under direct supervision of a Recreation Supervisor, the Recreation Leader II/III will assist, plan, organize, and lead the physical, recreational, and social activities of assigned recreation programs. Program area focus is Adaptive (Special Needs), but you might be asked to support another recreation area.

 When assigned to the Adaptive Program, the leader will have an opportunity to have hands-on experience working with a special needs population.  Disabilities of participants vary in range from non-communicative to diminished motor skills to severe autism.  The position will report to an experienced staff member.  As related experience is gained as noted in the job qualifications and requirements, and with the recommendation in the employee’s performance evaluation, Recreation Leaders can advance from Recreation Leader II to Recreation Leader III.  As the employee advances through the job series the employee will take on more responsibility and more challenging work assignments.

Job Description

Under general supervision, the 8562 Counselor, Juvenile Hall, is responsible for the care, custody, safety and welfare of juveniles detained at Juvenile Hall.

Essential duties include, but are not limited to: 

1. Observes behavior of detainees in an assigned living unit; directs detainees in the upkeep of personal hygiene, during mealtimes, and while cleaning the unit; maintains appropriate close supervision over detainees to prevent negative incidents; provides appropriate discipline; consults with supervisors regarding disciplinary problems; conducts regular state mandated security checks of rooms; monitors visiting sessions to ensure the safety and security of detainees and counselors.

2. Inspects windows, locks doors when not in use, and keeps count of all detainees assigned to the unit; administers emergency first aid pending the arrival of medical staff; responds to emergency conditions which may require physically subduing and restraining hostile detainees to ensure the safety and security of the unit and the facilities.

3. Completes incident reports, behavior reports, individual case reports, and other departmental forms and reports; maintains the unit log book to ensure adherence to legal requirements. Maintains and updates electronic databases and case management systems.

4. Conducts ongoing individual and group counseling sessions with detainees by communicating rules, policies, expectations, and consequences; listens and responds to questions, concerns, complaints, and requests; provides assistance in working out problems to assist detainees.

5. Directs leisure time activities; teaches and encourages good sportsmanship.

6. Transports residents to and from various locations; directs and controls residents’ movement to ensure the safety and security of the residents.

7. Facilitates the admittance and release process of residents.

8. Confers with departmental personnel and representatives of outside agencies.

Qualifications

Education:
Possession of a baccalaureate degree from an accredited college or university.

License and Certification:
Possession of a valid California driver license.
Possession of a valid Cardiopulmonary Resuscitation (CPR) certificate.

Substitution:
Experience as a counselor in a juvenile detention facility or experience involving the organization, detention, or suspension of youth groups in a recreational or correctional program may substitute for up to two (2) years of the education requirement on a year-for-year basis. One (1) year equals thirty (30) semester units or forty-five (45) quarter units.
