• Receives mail and direct payments from the public and funds from other City departments; balances monies received and prepares receipts and bank deposits.
• Processes accounts payable; assigns purchase order and vendor numbers; reviews invoices and receiving reports for accuracy and appropriate authorization; ensures that funds are budgeted and available and prepares documentation required for payment; enters data into the accounts payable system to produce payment.
• Reviews payroll records for completeness and accuracy; resolves problems and enters data into the payroll system to produce the City’s payroll.
• Provides information to business owners regarding business license requirements and fees; processes license applications and renewals; receives and receipts payments and prepares license certificates; maintains utility billing ledgers; inputs meter readings into the system and produces billing statements.
• Posts receipts, encumbrances, and expenditures to various accounts; reconciles accounts and prepares general ledger entries.
• Prepares and distributes billings for money owed to the City for fees and services.
• Answers questions, provides information regarding procedures and regulations and assists the public at a counter and over the telephone.
• Prepares and distributes payroll tax forms and 1099’s on an annual basis.
• Records and verifies a variety of financial transactions; prepares and maintains records and a variety of periodic and special financial, accounting, and statistical reports.
• Enters and retrieves information using standard word processing and spreadsheet software.
• Performs general office support duties such as opening and routing mail, preparing correspondence, maintaining an inventory of office supplies and stationery, and duplicating and distributing various written materials.

Position Summary

Under general supervision, performs difficult and varied accounting clerical work in support of either accounts receivable or accounts payable activities; compiles, reconciles and verifies general financial and statistical data; performs related work as required.  Employees in this class typically function either in Accounts Payable or in Accounts Receivable.  In either assignment, established policies, methods and procedures are followed when processing and maintaining financial data and records, although employees must exercise judgment in resolving job-related problems within these parameters.

THE POSITION

THE POSITION

Under the general direction of the Administrative Services Director, the Assistant Administrative Services Director is responsible for overseeing the Finance Division with 10 full-time staff and supporting citywide fiscal and budget operations. This role involves high-level coordination, analysis, and liaison work across City departments, divisions, and external agencies. This position requires deep expertise in financial management, public policy, and municipal operations, including knowledge of the roles of the City Council and the Finance and Audit Commission, exercising independent judgment in policy development and fiscal oversight. The Assistant Director’s daily duties include general accounting, financial reporting, budgeting, payroll, and business licensing, as well as long-term fiscal planning. This role is instrumental in achieving departmental and citywide goals, improving resource efficiency, and delivering high-quality customer service. Primary duties include but are not limited to the following:

• Planning, managing, and overseeing the daily functions, operations, and activities of the Finance Division; areas of responsibility include general accounting, budget, payroll, treasury, business license, tax and revenue collection, and financial reporting.
• Directing and participating in the development of the City-wide operating and capital budget; working with departments to provide data and support for their budget development; monitoring departmental budget performance and making recommendations for adjustments as needed; and conducting ongoing analysis of the City's financial condition, reporting to, and advising, executive management on fiscal matters.
• Directing the preparation of, and participating in developing fiscal reports including monthly, quarterly and annual reports as well as the City's Annual Comprehensive Financial Report (ACFR), ensuring adherence to mandated rules, regulations and professional standards.
• Preparing and updating the five-year financial forecast and other long-term projections and plans.
• Participating in the development and implementation of goals, objectives, policies, and priorities for the division; recommending appropriate service and staffing levels; recommending and administering policies and procedures.
• Developing and standardizing procedures and methods to improve and continuously monitoring the efficiency and effectiveness of assigned programs, servicing delivery methods, and procedures; assessing and monitoring workload, administrative and support systems, and internal reporting relationships; identifying opportunities for improvement and recommending to management.
• Participating in the selection of, training, motivating, and evaluating assigned personnel; providing or coordinating staff training; working with employees on performance issues; implementing discipline and termination procedures.
• Developing and implementing adopted finance and budget services strategic plans, policies, and standards.
• Establishing and maintaining internal control procedures and ensuring that state and national standard accounting procedures are maintained.
• Communicating complex financial data in a clear, concise manner to a variety of internal and external audiences.
• Overseeing the treasury function, including managing the City’s investment portfolio, ensuring availability of City funds, and preparing investment reports with consultant assistance.
• Overseeing the City’s debt issuance and management policy.
• Overseeing the development of consultant requests for proposals and qualifications for professional services; evaluating proposals and recommending project award; developing, negotiating, and reviewing contract terms and amendments; ensuring contractor compliance with City and department standards and specifications and time and budget estimates; analyzing and resolving complex problems that may arise.
• Providing highly complex staff assistance to the Administrative Services Director; conducting a variety of organizational and operational studies, special projects, and investigations; preparing and presenting staff reports and other necessary correspondence related to assigned activities and services; presenting reports to various commissions, committees, and boards.
• Attending and participating in professional group meetings; staying abreast of new trends and innovations in the financial field; monitoring changes in regulations that may affect business systems operations; implementing policy and procedural changes after approval.
• Receiving, investigating, and responding to difficult and sensitive problems and inquiring in a professional manner; identifying and reporting findings and taking necessary corrective action.

About the Opportunity

The City of Millbrae is looking for a full-time Deputy Finance Director based in Millbrae, California.

Reporting to the Finance Director, you will play a pivotal role in managing the day-to-day operations of the Finance Department and supporting citywide financial initiatives.

In this position, you will be primarily responsible for overseeing departmental functions, supervising staff, and supporting the Finance Director in budget development, auditing, and financial planning activities.

More About You

Education: Graduation from a four-year college or university with major coursework in accounting, finance, business administration, public administration, or a closely related field.

Experience: At least 5 years of progressively responsible professional experience in accounting, finance, or a related field, including 3+ years in a supervisory or management capacity.

Licenses: Possession of a valid California Driver's License and a satisfactory driving record. A Certified Public Accountant (CPA) license and a Certified Public Finance Officer (CPFO) certificate are highly desirable.

Speak clearly and understandably; operate standard computer programs and financial systems. Ability to work in a standard office environment, travel to various locations within and outside the City of Millbrae to meet program needs, and work additional hours to meet deadlines. When driving on City business, maintenance of a valid California Driver’s License and a satisfactory driving record is required. They will oversee the portfolio of projects and technology services for priorities that span across the Airport as well as help ensure the successful delivery of complex, multi-faceted projects involving internal/external resources, cross-functional teams, and a variety of project funding sources.

5. Implement governance structures to ensure transparency, accountability, and alignment with public sector mandates. Collaborate closely with cross-functional project teams, internal clients, and external stakeholders to define objectives, develop comprehensive project plans, and allocate resources effectively. Leverage emerging technologies such as smart infrastructure, passenger analytics, IoT, and cloud-based platforms to modernize airport systems, improve service delivery, and support data-driven decision-making.
6. Provide strategic leadership in developing and implementing transparent, citizen-focused frameworks for prioritizing ITT initiatives and optimizing resource utilization across the public sector enterprise. Champion continuous improvement in project intake, evaluation, and work request processes to ensure alignment with agency mandates and public service goals. Oversee cross-functional resource planning and budget stewardship to drive operational excellence, fiscal responsibility, and equitable service delivery across the ITT portfolio.
7. Provide visionary leadership for the ITT Project and Delivery function, driving the successful execution of complex, multi-agency technology initiatives that advance public service outcomes. 8. Direct and lead enterprise-level product analysis for technologies delivered across the public sector ITT portfolio. Minimum Qualifications

Education

Possession of a Bachelor’s degree from an accredited college or university in Business Administration, Engineering, Strategic Planning, Project Management or other closely related program;

Experience

Six (6) years of managerial experience in project management, change management, risk management, or a closely related field, all of which must include supervisory experience.

Substitution

Education Substitution: Additional qualifying experience as described above may be substituted for the education requirement on a year-for-year basis up to two (2) years. (One year of work experience is equal to 30 semester units or 45 quarter units).
