Finance Department

DEFINITION

Account Clerk I: Under supervision, perform clerical work of moderate difficulty in connection with preparing, maintaining or checking financial or statistical records; receive and receipt money; operate office accounting machines; do related work as required.

EXAMPLE OF DUTIES

Cashier

The Cashier receives and receipts cash payments and maintains daily files of validated documents; balances transaction and prepares cash reports daily; does responsible clerical accounting work in maintaining financial records, recording and checking financial transactions, and preparing financial or statistical statements or reports; batch balances cash from various City entities; organizes money and sets up daily starting cash drawer; computer posts utility transactions as required; maintains the Petty Cash Fund; answers customer inquiries on account status using computer equipment; issues various parking permits and maintains related files; store, issues, and controls vehicle ignition keys for City pool cars, and records and reports mileage/usage; types routine documents; and assists with various Utility Billing Division activities as required.

Utility Billing Division

Either manually or through the use of computers, as appropriate, does responsible clerical accounting work in the maintenance of financial records, recording and checking financial transactions, and preparing financial or statistical statements or reports; interacts with residents through phone, email, and in person; receives and receipts money; prepares records to open, change, maintain or close utility accounts; performs routine arithmetical computations; opening, sorting, and processing mail; operates adding machines; does routine typing of documents and precise computer data entry of financial data.

MINIMUM QUALIFICATIONS

Knowledge of: 

Account Clerk I level: Methods, principles, and terminology used in financial clerical work; and modern office practices.

Ability to:  

Perform clerical work of average difficulty; prepare basic financial reports, maintain journals, ledgers, and complex files; operate adding and calculating machines; perform arithmetic computations rapidly and accurately; interact positively and cooperate with co-workers, respond politely to customers, work as a team member, function under demanding time pressure, respond in a positive manner to supervision, and attend work and perform duties on a regular and consistent basis.

Experience:

Account Clerk I:  One year of clerical experience involving financial record keeping and general office work; six (6) months of experience using computer spreadsheets is desirable.

Education:  Graduation from high school or equivalent.

The Controller's Office of the County of San Mateo seeks applicants with experience in internal auditing, risk assessment, and business process analysis for the mid-level position of Internal Auditor II.

The qualified candidate will have:

• A four-year degree or an advanced degree from an accredited college or university, with a major or concentration in accounting, finance, business administration, or a related field.
• Certified Public Accountant, Certified Information Systems Auditor, or Certified Internal Audit certificates (highly desirable).
• A minimum of two years of responsible professional experience conducting complex audits, compliance reviews, and internal control assessments in accordance with professional auditing standards.
• Experience in the application of auditing and accounting principles and best practices in operational and business process analysis.
• Experience in performing audits of information (IT) systems and related processes.
• The ability to perform well when working independently and in teams.
• The ability to complete audit projects independently.
• Excellent written and verbal communication skills.
• Excellent research skills.
• The ability to work on several projects simultaneously with minimal direction or oversight.
• A desire to constantly learn about the County departments’ various functions and the services provided.
• The ability to interact with the public, staff, and management on all levels in a professional and effective manner.
• Experience in information systems and software applications such as the Microsoft applications, ACL for data analysis, TeamMate for auditing, Monarch, etc.

The qualified candidate will be responsible for:

• Assisting in the completion of audit projects independently and with a team.
• Performing risk assessments of operations, business processes/procedures, and internal controls.
• Identifying and communicating issues and developing recommended internal control procedures and solutions to address business risks and improve operational effectiveness.
• Ensuring audit findings, analysis, and recommendations are well supported with proper documentation and evidence.
• Following up with auditees and others to ensure assigned audits and projects stay on track and requested information and documents are provided in a timely manner.
• Developing audit programs and testing procedures relevant to risks and testing objectives.
• Developing effective working relationships with auditees.
• Preparing well-written audit reports and other communications in an accurate, clear and concise manner.

THE CONTROLLER'S OFFICE

The Controller's Office mission is to promote the County's operational effectiveness and ensure its financial transparency and integrity by providing quality accounting, audit, and financial reporting services.

THE INTERNAL AUDIT DIVISION

The Division works to help safeguard County assets and reduce risks. This is accomplished by conducting independent operations and internal control audits to assist County management to improve operations and reduce risks related to County’s programs, functions, and information systems. Audits are conducted in accordance with the Institute of Internal Auditors (IIA) guidelines.

Examples Of Duties

Duties may include, but are not limited, to the following:

The Department

The Parks and Recreation Department is the third largest department in the City and is organized by program area, with each program administered by a supervisor, coordinator, or specialist. General

The Claims Specialist will report to the Insurance and Claims Administrator and will assist with liability claims and insurance program for the San Mateo County Transit District (SamTrans), the Peninsula Corridor Joint Powers Board (Caltrain), the San Mateo County Transportation Authority (TA) and the San Mateo County Express Lanes Joint Powers Authority (SMCELJPA). 

• Claims Processing and Management: Responsible for the processing of third-party personal injury and property damage claims against the District, ensuring thorough documentation, and adherence to both legal requirements and the District’s claims handling procedures. 

• Technical and Administrative Support: Provide essential technical and administrative assistance to the District’s third-party adjusting firm and internal and external legal partners facilitating efficient claim adjustments and resolutions. 

• Insurance Program Support: Assist in the administration and documentation of the District's annual insurance program, contributing to the enhancement and modernization of insurance processes. 

• Process Improvement and Modernization: Support the Insurance and Claims Administrator in identifying and implementing process improvements and modernization initiatives, aiming to increase efficiency and effectiveness in claims handling and insurance management. 

• Documentation and Reporting: Aid in the documentation and tracking of claims, assessing budget impacts, and preparing comprehensive reports for internal and external stakeholders. 

Examples of Essential Duties:

• Claims and Lawsuits Management: Refer claims and lawsuits to the District’s outside third-party claims adjusting firm, ensuring proper handling and follow-up and provide support in discovery and litigation activities. 

• Consumer Complaint Processing: Address and process consumer complaints asserting injury or damage, ensuring timely and appropriate responses. 

• Records Maintenance: Maintain accurate and up-to-date records of claims and lawsuits against the District, ensuring compliance with legal and regulatory requirements. 

• Invoice Processing: Responsible for processing of invoices related to claims and insurance operations, ensuring financial accuracy and accountability. 

• Subrogation Assistance: Assist with third-party subrogation processes, ensuring the District recovers costs effectively from other parties when applicable. 

• Insurance Documentation Support: Compile supporting documentation necessary for the annual insurance program applications, facilitating thorough and compliant submissions. 

• Records Management: Perform records destruction in accordance with the District’s guidelines, ensuring that all actions comply with legal standards for document retention and destruction. 

• Perform all job duties and responsibilities in a safe manner to protect one’s self, fellow employees and the public from injury or harm. Promote safety awareness and follow safety procedures in an effort to reduce or eliminate accidents. 

• Perform other duties as assigned. 

Sufficient experience, training and/or education to demonstrate the knowledge and ability to successfully perform the essential functions of the position. In lieu of a degree, full time work-related experience that demonstrates the skills and experience necessary to perform this role will be accepted. Development of the required knowledge and abilities is typically obtained through but not limited to: 

• AA degree in Business Administration, Accounting, Finance, Statistics, or another directly related field

• Three (3) years of experience in the field of insurance, personal injury claims, or risk management
