Plans, organizes, manages and directs the activities of the Accountants, Accounts Payable, and Payroll within the Finance Department, provides highly complex staff assistance to the Director of Finance within the Finance Department; performs other related duties as required. Experience in government accounting is a plus!

Distinguishing Characteristics

The Accounting Manager is the management-level class responsible for assisting the Director, or designee, in the day-to-day administrating, directing and managing of assigned divisions. This classification is distinguished from that in the lower classification of Principal Accountant by their responsibility for overall management of the accounting division.

Supervision Received/Exercised

Receives general direction from the Director of Finance or his/her designee. Exercises direct supervision over professional, technical, and clerical accounting staff.

The City of Dixon is looking to fill one full-time, regular position of Accountant in the Finance Department. This position performs professional level accounting functions such as recording and reporting financial transactions, review of financial records; provides fiscal control for assigned areas of operation, preparation of financial report statements and analyzes. This is not a remote position and work schedule will be Monday through Friday, onsite.

Accountant - This classification is the entry level, mid-management position in the accounting series. Professional level work is performed, and incumbents are expected to perform the full range of accounting duties with minimal supervision. The City of Lincoln's Finance Department is seeking a detail-oriented and collaborative individual to join our team as a Payroll Technician or Senior Payroll Technician, depending on qualifications and experience. This position plays a vital role in ensuring accurate and timely payroll processing for the organization. The ideal candidate will have a strong understanding of payroll practices, excellent organizational skills, and a commitment to delivering high-quality customer service to employees and departments. DEFINITION

Under general supervision, performs general and specialized payroll and accounting duties related to the preparation, issuance and maintenance of City-wide payroll and financial records and payroll system; reviews and reconciles a variety of payroll reports including payroll taxes, benefits reports, quarterly taxes, and PERS retirement contributions; to serve as liaison to departments and City personnel, researching and responding to questions related to payroll; and to prepare and submit a variety of payroll related reports; and performs related duties as required.

DISTINGUISHING CHARACTERISTICS

The Payroll Technician is the entry-level class within the Payroll Technician series; however, it operates at the journey level. Employees at this level are expected to perform the full range of routine to moderately complex payroll duties, requiring thorough knowledge of City payroll systems, policies, and departmental procedures. While Payroll Technicians operate independently in day-to-day payroll processing and compliance tasks, they are not typically responsible for interpreting complex regulations or acting as subject matter experts.

This classification is distinguished from the Senior Payroll Technician by the scope, complexity, and level of responsibility. Payroll Technicians work within established policies and procedures, while Senior Payroll Technicians lead the resolution of complex issues, interpret regulatory changes, and serve as technical specialists in the field.

The Senior Payroll Technician is a specialist-level classification responsible for the City’s payroll function. This class is distinguished from the Payroll Technician by the assignment, responsibility and performance as an experienced specialist in public sector payroll who can independently perform the duties and is expected to be the expert in the field. This work involves the interpretation and application of Federal, State and organizational rules, regulations and procedures requiring sustained, frequent, and intensive use of financial, statistical, and numerical data and information. The position requires a significant degree of knowledge, skill and experience in payroll functions and exercises a high degree of independent judgment and decision making.

SUPERVISION RECEIVED AND EXERCISED

Receives supervision/general supervision from the Accounting Manager and/or Finance Director. May exercise technical and functional supervision over staff acting as supporting payroll personnel.

ESSENTIAL FUNCTIONS

Include but are not limited to the following:

Payroll Technician:

• Maintains the payroll system and employee pay records; posts and distributes time and attendance records, reviews, audits, and corrects time sheets; prepares paychecks; distributes paychecks and reports to various departments; prepares and files required reporting documents in an accurate and timely manner (including but not limited to quarterly reports and annual reporting of W-2s).
• Demonstrates a full understanding of applicable wage policies, procedures and work methods associated with assigned duties; maintains current knowledge of City, state and federal legislation affecting payroll; understands and implements applicable provisions of MOUs.
• Prepares pay records for posting to the general ledger; reconciles payroll records to the general ledger; prepares payroll journal vouchers; prepares a variety of routine and special reports as necessary; reviews, reconciles, approves, and submits all vouchers for payment of payroll liabilities (may include tracking of COBRA insurance payments and receipts).
• Processes withholdings, deductions, wage garnishments or other special payroll actions, and changes affecting net wages such as exemptions, insurance coverage, and loan payments; submits PERS retirement reports each payroll; prepares payroll tax deposits; complete, verify, and process forms and documentation for administration of benefits such as pension plans, and unemployment and medical insurance; reconciles payroll deductions withheld from employees to actual cost, including union dues, deferred compensation and credit union.
• Identifies and resolves problems and inconsistencies relative to the maintenance of payroll accounting controls; reviews wages computed and works with human resources to correct errors to ensure accuracy of payroll; computes any corrections or retroactive pays; prepares manual checks when necessary; makes wage adjustments.
• Assists employees, benefit vendors, auditors and outside agencies with payroll questions and requests; works with management to address any legalities and payments regarding compensation concerns such as judgments, arbitrations, and/or court rulings; assists employees in the completion of payroll related forms; researches changes to wage and hour ordinances and recommends modifications to the payroll system for compliance purposes; researches and analyzes data regarding salaries and benefits for cost studies.
• May be assigned to perform a variety of accounts receivable and bookkeeping functions on a relief or support basis.
• Maintain confidentiality of payroll and personnel information contained in employee records or discussed with human resources and/or management.
• Establishes positive working relationships with representatives of community organizations, state/local agencies and associations, City management and staff, and the public.
• Interfaces with the Human Resources Department to assure proper and timely processing of employee related paperwork.
• Perform related duties as assigned.

Senior Payroll Technician:

• Coordinate and perform a variety of specialized and detailed duties involving the processing and review of City-wide payroll; perform manual calculations as necessary, ensuring integrity and accuracy of data.
• Processes withholdings, deductions, union dues, wage garnishments or other special payroll actions and changes affecting net wages such as exemptions, disability insurance, health insurance coverage and loan payments.
• Balance and post payroll transactions to payroll ledgers and reconcile to accounting system; balance other financial, statistical and operational reports, statements and records.
• Ensure the accuracy of the City’s payroll; conduct detailed research and make corrections to calculations and payroll related reports.
• Analyze and reconcile payroll records; prepare, reconcile and submit a variety of bi-weekly, monthly, quarterly and annual payroll reports including but not limited to payroll taxes, GCC, ACA, W2’s, retirement, deferred compensation, payroll deductions, leave accruals and miscellaneous benefits.
• Reviews, reconciles, approves and submits all vouchers for payment of payroll liabilities including tracking of COBRA insurance payments and receipts. 
• Establish and maintain a variety of files for employee and payroll records; maintain records of payroll deductions; track and reconcile deductions.
• Determine schedules and timelines for payroll processes; post and distribute time and attendance records; review timesheets for accurate record-keeping; and preparation and submission of related reports.
• Test and implement payroll software system changes; consult with other City staff and outside vendors regarding software updates.
• Work with management to interpret and implement personnel rules, Memoranda of Understanding, federal and state regulations, CalPERS rules, and changes to reporting; explain rules and regulations regarding payroll.

• Build and maintain positive working relationships with co-workers, other City employees and the public using principles of good customer service.

The Policy Advisor for Public Safety is responsible for tracking and shaping policies related to law enforcement, emergency response services, probation, juvenile justice, and criminal justice reform. The Advisor works to ensure that public safety systems in District 1 are rehabilitative, transparent, equitable, and aligned with community needs. This position reports to the Director of Policy. 

Key Responsibilities:

• Monitor board items and legislative actions related to the Sheriff’s Department, Probation, District Attorney, and emergency response.
• Draft board letters, amendments, talking points, and constituent updates.
• Draft talking points and speeches that communicate the elected’s policies, priorities, and vision to constituents, stakeholders, and community leaders
• Serve as liaison with community safety coalitions, violence prevention groups, and first responders.
• Provide support to the elected at community events coordinating scheduling, logistics, and constituent engagement.
• Conduct research and communicate policy ideas in support of the elected’s legislative agenda.
• Develop strategies that promote rehabilitation, accountability, de-escalation, diversion programs and reduce recidivism. 
• Track jail conditions, behavioral health service integration, and reentry programs.

The Policy Advisor for Land Use and Environment Group (LUEG) leads the Supervisor’s agenda in areas including the Tijuana River sewage crisis, environmental policy, transportation, housing, climate adaptation, agriculture, and regional planning. This person plays a key role in the Supervisor’s priorities for equitable development and environmental justice. This position reports to the Director of Policy.

Key Responsibilities:

• Analyze and advise on policies related to planning, permitting, housing sustainability, and transportation.
• Draft policy proposals, board letters, environmental reviews, and public updates.
• Draft talking points and speeches that communicate the elected’s policies, priorities, and vision to constituents, stakeholders, and community leaders.
• Monitor the County’s Climate Action Plan, general plan amendments, and mobility investments.
• Conduct research and communicate policy ideas in support of the elected’s legislative agenda.
• Provide support to the elected at community events coordinating scheduling, logistics, and constituent engagement.
• Engage with academic researchers, environmental advocates, housing developers, and regional planning agencies.

The Policy Advisor for Health and Human Services Agency (HHSA) leads on all matters related to the County’s social services, public health, behavioral health, and child and senior welfare programs. This individual tracks policies, advocates for equitable investments in District 1, and helps design board actions that enhance public health, general welfare, and access to medical care and social support systems. This position reports to the Director of Policy.

Key Responsibilities:

• Analyze HHSA initiatives and county programs related to the safety net, public health, behavioral health, homeless service, housing development, child welfare, and services for seniors and people with disabilities.
• Draft policy memos, board letters, and recommendations to address systemic inequities.
• Draft talking points and speeches that communicate the elected’s policies, priorities, and vision to constituents, stakeholders, and community leaders.
• Serve as a liaison to County departments, community-based organizations, and health justice advocates.

The Multimedia Designer is responsible for shaping the visual identity and public-facing content of the Office of Supervisor Paloma Aguirre. This creative role includes capturing and producing photos and videos, managing graphic design, and overseeing the visual design and functionality of the Supervisor’s website and digital communications. The ideal candidate has strong creative and technical skills and is committed to community-centered storytelling. This position reports to the Director of Communications. 

Key Responsibilities:

• Plan, capture, and edit photography and video content for events, announcements, and social media.
• Design flyers, infographics, reports, and branded materials for public distribution.
• Maintain and update the website's visual layout, graphic assets, and visual consistency.
• Collaborate with the Communications Director and Digital Communications Specialist to ensure brand alignment across platforms.

The Digital Media Manager is the lead writer and content strategist for the Office of Supervisor Paloma Aguirre. This position is responsible for developing and executing written content for social media, newsletters, speeches, digital platforms, press releases, and official statements. The Digital Media Manager ensures consistent voice, tone, and message alignment across all platforms and works closely with the Media Content Producer to deliver cohesive digital storytelling. This position reports to the Director of Communications. 

Key Responsibilities:

• Draft, edit, and publish content for newsletters, social media, and the official website.
• Write press releases, talking points, public statements, and speeches.
• Develop and maintain a content calendar in alignment with office goals and public engagement efforts.
• Support rapid response communications during high-profile or crisis events.
• Collaborate with the Media Content Producer to pair visual and written content effectively.
• Track analytics on digital engagement to track performance and adjust content strategies accordingly.
• Ensure all written content reflects the values and voice of the Supervisor.
• Monitor trends and conversations in local media to inform messaging and identify opportunities for engagement.
• Assist with translation and adaptation of bilingual content for cultural accuracy and tone.

POSITION

To respond to fire alarms, medical emergency, and other emergency activities in the protection of life and property; and to participate in fire prevention, training and station and equipment maintenance activities.  The purpose of this recruitment is to fill a current vacancy in the Woodland Fire Department (WFD), as well as establish an eligibility list for future vacancies.

ESSENTIAL JOB FUNCTIONS

• Respond to fire alarms with assigned company; lay and connect hose lines; hold nozzles and direct water streams; raise and climb ladders.

QUALIFICATIONS

Education:

• High school diploma or equivalent.  College-level coursework in fire science, general management, or related field is desirable.
• Proof of completion of accredited Firefighter Academy

Experience:

• Possession of at least three (3) years of full-time work experience with a municipal fire agency, including current employment in good standing.  Exceptions may be considered for those in lay-off status if deemed not for cause.

License or Certificate:

DEFINITION

Under general direction, performs complex and highly responsible professional and technical human resources work in the areas of recruitment, examinations, classification and compensation, benefits administration, and provides support to the Human Resources Director.

DISTINGUISHING CHARACTERISTICS

The Senior Human Resources Analyst is a professional level class in which the incumbent is expected to perform a wide range of the most complex human resources activities.  As the advanced journey level classification within the Human Resources Analyst series, positions at this level are distinguished from other classes within the series by the greater level of responsibility assumed, complexity of duties assigned, independence of action taken and by the nature, scope and impact of the work performed.  Employees perform the most difficult, confidential and advanced level type of duties assigned to classes within the series, which may include providing direct supervision over assigned personnel and performing complex professional analytical work in support of internal and external customers with sound judgement and minimal supervision.

SUPERVISION RECEIVED/EXERCISED

Receives general supervision from the Human Resources Director.  Incumbents may supervise technical or support staff.

ESSENTIAL FUNCTIONS

Include but are not limited to the following:

• Administers the City’s selection process; plans and coordinates recruitments; conducts labor market analyses and determines length of recruitments; prepares job bulletins and recruitment information; determines and places advertising in appropriate media; coordinates participation in career and job fairs; and reviews and evaluates applications; determines appropriate written, oral and/or performance examination programs; develops, evaluates and validates selection instruments; supervises the administration and scoring of examinations and the establishment of eligible lists; receives, researches and responds to candidate appeals; manages the employee onboarding and separation processes and develops and implements recruitment processes and procedures.
• Prepares or oversees the preparation of all personnel action forms, including new hires and separations, and submission of payroll for processing.
• Administers the City’s employee benefit program including retirement, health, dental, life insurance and voluntary employee benefits; evaluates program and vendor effectiveness; assists in resolving difficult or sensitive problems; serves as intermediary for employees and vendors/providers and administers the City’s open enrollment process.
• Conducts position classification studies; performs job audits and analyses of individual positions, classes and series of classes; participates in organizational and staffing studies of City departments; prepares and revises class specifications and proposes appropriate salary ranges for newly established and revised classifications.
• Conducts salary and employee fringe benefit surveys, analyzes data and recommends adjustments and internal relationships.
• Develops, implements and manages the use of the City’s HRIS system; analyze and develop forms and procedures associated with human resources processes and HRIS applications; maintain the department internet and intranet pages.
• Provides professional and technical advice regarding memorandum of understanding (MOU), language, Personnel Rules and Regulations, policies, procedures, laws, rules and regulations to City departments, employees, employee organizations, job applicants and the general public and responds to complaints and requests for information from employees, management, outside agencies and the public.
• Designs and conducts employee training and orientation programs and assesses training effectiveness and modifies training programs as needed.
• Supports the Human Resources Director with employee and labor relations matters to include handling investigations, disciplinary matters and labor relations duties; assists in the collection and preparation of data used in negotiations.
• Supports the Human Resources Director with conducting formal and informal inquiries into discrimination, harassment and equal opportunity related complaints.
• Coordinates leave management programs; advises employees on their rights under the Family Medical Leave Act (FMLA), California Family Rights Act (CFRA), State Disability Insurance (SDI), Paid Family Care Leave (PFL), long-term disability and disability retirement; receives and processes requests for FMLA, CFRA and other leaves; determines eligibility and sends initial notices; requests additional information and prepares other leave-related correspondence; recommends approval or denial of leaves.
• Supports the Human Resources Director with monitoring compliance of the Department’s various programs with applicable laws, guidelines and regulations; tracks and analyzes proposed legislation to determine impact on human resources operations and programs; researches, develops and proposes updates to, and/or establishment of new, City policies, administrative regulations and personnel rules.
• Establishes highly effective working relationships with clients, employees and union representatives, representatives of community organizations, state/local agencies and associations, City management and staff and the public.
• Performs related duties as required.

PHYSICAL, MENTAL AND ENVIRONMENTAL WORKING CONDITIONS

Position requires sitting, standing, walking, reaching, twisting, turning, kneeling, bending, stooping, and squatting in the performance of daily activities. The position also requires grasping, repetitive hand movement and fine coordination in preparing reports using a computer keyboard. Additionally, the position requires near and far vision in reading written reports and work related documents. Acute hearing is required when providing phone and personal service. Additionally, the incumbent in this position may work in all weather conditions including wet, hot and cold. The need to lift, drag and push files, paper and documents weighing up to 25 pounds is also required.

KNOWLEDGE, SKILLS AND ABILITIES

Knowledge of:  Principles and practices of public personnel administration; methods and techniques related to classification, compensation and benefits analysis; applicable state and federal employment laws and regulations; principles and techniques of recruitment and selection in the public sector; knowledge of Meyers-Milias-Brown Act, California Public Employees’ Retirement System, Worker's Compensation law, Family and Medical Leave Act, Fair Labor Standards Act, current labor case law and other related federal, state and local laws, codes and regulations.

Skill in:  Operate an office computer and variety of word processing, spreadsheet, presentation, financial and other software applications. Develop, analyze, proofread and maintain Excel spreadsheets.

Ability to:  Interpret the City's personnel programs and policies to employees and department managers; interpret and analyze information; coordinate a variety of tasks and assignments; elicit the cooperation of others; use a variety of computer software programs, including Microsoft Word, Excel, PowerPoint, and Visio; work in an office environment, which may require sitting for extended periods of time; maintain physical and mental condition appropriate to the performance of assigned duties. Incumbents must possess the physical and mental capacity to work under the conditions described in this document and to perform the duties required by their assigned position.
