The Superior Court of California in San Mateo County is seeking qualified candidates for the position of Court Senior Accountant – Exempt.

Under direction the Senior Accountant plans, oversees, coordinates, and monitors a significant accounting functional area in the Court’s Finance Office.  The Senior Accountant may assign, direct, review, and evaluate the work of accounting professional and support staff and will perform complex professional accounting work. 

The Senior Accountant is either the supervisory and/or the advanced specialist level in the professional accountant series. Incumbents in this class exercise a high degree of independent judgment on diverse and specialized projects and have significant accountability and ongoing decision making associated with their work. Incumbents may identify and implement full accounting systems, initiate modifications to fiscal recordkeeping systems, make projections of revenues and expenditures, and participate in the budgeting process.  Senior Accountants model a culture of transparency, accuracy, and clarity in all matters of the Court.

The ideal candidate will have:

• The ability to effectively communicate both verbally and in writing with staff in the Superior Court and County Departments, and with external stakeholders.
• Experience in day-to-day governmental accounting and reporting. 
• Experience supervising fiscal staff.
• Experience with project management.
• The ability to identify and implement process improvements.
• The ability to work independently, problem solve, and exercise sound judgment within established guidelines.

Examples Of Duties

Duties may include, but are not limited to, the following:

• Provide direction, supervision, training, and work review to and evaluation of assigned professional and fiscal support staff on a project or ongoing basis.
• Provide input into staff selection decisions and disciplinary matters.
• Prepare and maintain control and subsidiary accounting records involving a variety of transactions and accounts and prepare trial balances and financial reports.
• Coordinate and calculate month-end and year-end closings.
• Prepare journal entries and periodic reconciliations of general ledger, journal, subsidiary accounts, and bank statements. 
• Compile and prepare financial statements, general and subsidiary ledgers, and supporting schedules and maintain expenditure and budgetary control accounts.
• Review, analyze, and adjust budgets for Court funds.
• Maintain varied departmental cost accounting records, disbursing funds to various accounts and/or billings for reimbursement as required.
• Provide technical support to internal auditors and governmental program auditors.
• Apportion monies, including secured, unsecured, impounded, redeemed, and other taxes.
• Review and claim for referral of tax, grant, or other monies and prepare claims for reimbursement from various State or funding agencies and/or programs.
• Analyze programs and legislation to determine fiscal and budgetary impact and prepare budgetary appropriation transfers and supplemental budgets.
• Review and recommend modifications to accounting systems and procedures and upon approval, implement new or modified systems and procedures.
• Perform related duties as assigned.

Qualifications

Education Requirement:

This classification requires the successful completion of a minimum of twelve semester units of college level accounting coursework. 

Experience and Education:

In addition to the required 12 semester units of college level accounting coursework, any combination of education and experience that would likely provide the required knowledge, skills, and abilities is qualifying. A typical way to obtain the required knowledge and skills is:

• Equivalent to graduation from a four-year college or university with major coursework in accounting, finance, business administration, or a closely related field and one year of journey level accounting experience. 

Knowledge of:

• Basic supervisory principles and practices.
• Principles, practices, and terminology of general, fund, and governmental accounting.
• Principles and practices of business data processing, particularly as related to the processing of accounting information.
• Principles of public finance.
• Applicable laws regulating public fiscal operations.
• Budgeting principles and terminology.
• Auditing and financial reconciliation principles and methods.

Skill/Ability to:

• Plan, direct, review, and evaluate the work of assigned staff.
• Train others in work procedures.
• Review, analyze, post, balance, interpret, and reconcile complex financial data and accounts.
• Develop and implement accounting systems and procedures.
• Verify the accuracy of financial data and information.
• Ensure proper authorization and documentation for disbursements.
• Interpret and apply complex financial procedures and legal documents.
• Exercise sound independent judgment within established policy guidelines.
• Prepare and direct the preparation of clear, concise, and complete financial reports and statements, audit reports, and audit work papers.
• Make accurate mathematical and statistical calculations.
• Establish and maintain effective working relationships.

Anyone may apply. Current employees of the Superior Court of California in the County of San Mateo with at least six months (1040 hours) of continuous service in classified regular, probationary, extra-help/limited term positions prior to the final filing date will receive five points added to their final passing score.

The examination process will consist of an application screening (weight: pass/fail) based on the candidates' application and responses to the supplemental questionnaire. Candidates who pass the application screening will be invited to a panel interview (weight: 100%), which may include a writing exercise or brief accounting exam given before the interview.

Depending on the number of applicants, an application appraisal of education and experience may be used in place of other examinations or further evaluation of work experience may be conducted to group applicants by level of qualification. All applicants who meet the minimum qualifications are not guaranteed advancement through any subsequent phase of the examination. All examinations will be given in San Mateo County, California and applicants must participate at their own expense.

Position Summary

Under general direction of the Director of Budget & Financial Analysis, performs complex financial, analytical, and administrative work supporting the District’s capital grant and accounting programs. Responsibilities include capital planning and budgeting, grant administration, financial reporting, and compliance. This role ensures accurate accounting, strong internal controls, and effective coordination of audits and regulatory reporting to support delivery of the District’s capital program.

Essential Responsibilities

• Develops and manages the preparation of the District’s annual capital budget, including project solicitation, review, and analysis of costs, schedules, and funding sources 
• Performs complex financial analyses, account reconciliations, and journal entries across multiple accounting areas, including capital assets and grants 
• Manages federal and state grant billing and reporting, including FFR preparation and restricted funding reconciliations 
• Maintains the District’s long-range capital and fixed asset plans, including project budgets, cash flow projections, and depreciation schedules 
• Monitors revenue recognition processes and strengthens internal controls 
• Supports full lifecycle grant administration, including funding strategy, applications, reporting, and fund tracking 
• Prepares and coordinates regulatory reports with regional, state, and federal agencies, including the Metropolitan Transportation Commission (MTC) Regional Transportation Plan (RTP), Regional Transit Capital Inventory (RTCI), Program of Projects (POP), Transportation Improvement Program (TIP), Transit Asset Management (TAM), National Transit Database (NTD), Federal Highway Administration (FHWA), State Controller’s Office (SCO), and Indirect Cost Rate Plan (ICRP)

Main Duties

The main duties will include, but are not limited to:

• Accounts payable, including verifying availability of funds and proper classification of expenditures.
• Review monthly credit cards  transactions for proper coding, approval, and timely processing; follow up with staff as needed due to high transaction volume and coordinate resolution of coding or approval issues.   
• Report generation, including the preparation of the Claims Report for each Board meeting. The Claims Report includes the Accounts Payable and credit cards transactions for a specific period. The Claims Report is a public document and must be reported at every regular Board meeting.
• Perform routine reconciliation of expenditure and revenue accounts, including bank statements.
• Produce journal entries to post to the general ledger.
• Verify, post, and record financial transactions; maintain accounting records, ledgers, registers, journals, and supporting databases in accordance with established accounting policies and procedures.
• Providing technical assistance  for  year-end audit preparation,  including  supplying information to the auditors  and responding to requests and questions.

Additional Responsibilities

The additional responsibilities may include:

• Accounts receivable duties as needed.
• Reconcile specialized accounts including land acquisition worksheets, capital assets, and long-term debt funds to ensure accuracy of financial records.
• Assist in processing debt service obligations, including preparing payment schedules, processing annual payments, posting interest on bonds and notes, updating liability balances, and preparing related journal entries.
• Review, post, balance, reconcile, and maintain accurate and confidential accounting and payroll records. Accurately prepare employee and vendor payments for retirement and other benefits; submit reportable compensation to CalPERS and process payments; prepare Federal and State tax reports.
• Assist in gathering data and preparing monthly financial and statistical reports.

THE POSITION

The successful candidate for Director of Finance & Administrative Services will bring a proven breadth and depth of financial management experience to the position. Appointed by and reporting to the City Manager or their designee, the new Director will lead a staff of 35 in the management of accounting, cash management, revenue collections, business licensing, utility billing, purchasing, payroll, budget, and information technology. Bringing supervisorial and leadership experience, the Director will have an opportunity to continue to build and enhance the department team as it faces future retirements. The Director will offer recommendations and solutions to the City Manager and will advise the City Council on long-term financial planning on policy matters. Working collaboratively with other members of the executive team and staff, the Director will take a proactive approach to identifying opportunities for new ideas, creativity, innovation, and technological advances. In addition, the Director will foster a team approach of customer service and problem solving as well as a culture that accepts and embraces change. Exceptional communication skills and a strong desire to provide superior services to both internal and external customers are critical. The Director will be comfortable in an organizational culture that welcomes input, engagement with, and participation of the community. The city utilizes a two-year, budget and currently faces budgetary challenges due to changing CalPERS retirement costs and laws, decreased tax revenues, and other structural issues. The Director will work closely with the City Manager, executive team, and staff in order to address these issues, identify necessary solutions, and facilitate highly efficient services and programs to the community.

MINIMUM QUALIFICATIONS

This position requires a Bachelor’s degree, and desirably a Master’s degree and CPA, in accounting, public or business administration or a related field. In addition, progressive executive level responsibility is desirable in finance administration, accounting, auditing, budget administration, purchasing and risk management, long-range financial forecasting, debt and investment strategies, and labor negotiations. Experience with information technology and computer software systems is highly desirable.

This is an excellent career opportunity for individuals who have a breadth of financial management experience in various agencies as a division head, Deputy Director, or Director. While experience in municipal finance is highly desirable, a combination of public and private sector experience is acceptable as well.

DEFINITION

DISTINGUISHING CHARACTERISTICS

This classification includes a variety of assignments in preventing, controlling and extinguishing fires, performing emergency medical care and rescue operations, public education activities, and maintenance operations. While time spent fighting fires constitutes a small fraction of the scheduled work time, incumbents must be able to meet such emergencies and the hazards which may involve considerable physical exertion, and potential risk to health and safety.

EXAMPLES OF DUTIES

Responds to fire alarms with fire company; connects and lays hose lines; operates nozzles and applies fire streams on fire surfaces; carries and operates hand extinguishers; carries and uses ladders, ropes, axes and other equipment; enters burning structures to combat fires and remove occupants; lays salvage covers and protects exposures and performs salvage operations; responds to emergency rescue calls, administers appropriate emergency first aid to victims; conducts inspections of buildings and properties for compliance with safety codes; conducts public information/education programs for the public; attends and participates in fire department training programs, maintains required skills; inspects, and performs appropriate preventative maintenance on vehicles, apparatus, equipment and fire hydrants, assists in the maintenance of fire station and grounds; as assigned drives and operates fire apparatus; receives and transmits radio messages and prepares and completes forms and reports; and performs other tasks as required.

MINIMUM QUALIFICATIONS

Ability to: Learn firefighting techniques, principles and practices; learn the basic operation and mechanics of firefighting equipment, streets and locations and the locations of hydrants, mains, and major fire hazards; learn to operate apparatus and equipment in conformance with safety procedures; demonstrate physical endurance, agility, dexterity and strength necessary to perform required duties; understand and act in accordance with Fire Department and City Rules and Regulations, policies and procedures; to follow written and oral directions; perform in a calm and efficient manner under stress; analyze emergency situations and adopt effective courses of action; respond to orders from supervisors; perform cooperatively and effectively as a member of a team; interact positively and cooperate with co-workers, respond politely to customers, work as a team member, function under demanding time pressure, respond in a positive manner to supervision attend work and perform duties on a regular and consistent basis.

Education: Graduation from high school or equivalent. (College level course work in fire science desirable).

License/Certification:

Possesion of a valid Commercial Class B  California Driver's License OR a valid Class C California Driver's License with a Firefighter Endorsement, as currently provided by law.

            Possession of a valid Emergency Medical Technician-1 (EMT-1) Certificate

Age: Twenty-one (21) years of age for entrance.

Physical: Weight commensurate with height and build. Normal visual functions and visual acuity not less than 20/70 vision in each eye without corrections, and corrected to 20/20 in the better eye and not less than 20/30 in the lesser eye; normal hearing; freedom from color blindness.

THE DEPARTMENT

The South San Francisco Public Library is a full-service library committed to delivering quality services to a diverse community.  Library services are available at three sites, including the Main Library (901 Civic Campus Way), the Grand Avenue Library (306 Walnut Avenue) and the Gene Mullin Community Learning Center (520 Tamarack Lane).  Lifelong literacy services are provided by Project Read at the Main Library and the Gene Mullin Community Learning Center (GMCLC).

THE POSITION

This classification is distinguished from all other Library classifications by its responsibility for program development and implementation in coordinating the day-to-day operation of a literacy program, and by the degree of initiative and independence necessary to oversee the coordination of resources and materials. Incumbents must exercise considerable initiative and judgment, have good communication and assessment skills, and be able to work accurately and independently.

The City of Brisbane is currently recruiting for a Communications Coordinator. Under general direction, performs and administers the City’s digital communications activities, including website content management, social media publishing, digital asset management, photography, and video content support; ensures public-facing communications are accurate, timely, and accessible to meet current standards. POSITION:
This classification is distinguished from all other classes by its responsibility in carrying out day-to-day digital communications functions and supporting the City’s public information program. The incumbent exercises independent judgment in content development, organization, and publishing, and is expected to perform a significant portion of work independently. This position is responsible for executing communications initiatives and supporting the implementation of citywide communication strategies as directed by the City Manager’s designee. This classification does not exercise direct supervision but may provide technical guidance to staff.

• Implements communications priorities and projects as directed by the City Manager’s designee, ensuring timely and consistent delivery of public information.
• Updates and maintains content on the City’s website; ensures information is accurate, current, and consistent with established standards and accessibility requirements.
• Reviews, edits, and publishes content submitted by departments; ensures alignment with City policies, branding, and communication practices.
• Publishes and monitors content on official City social media accounts; supports consistent posting and timely dissemination of public information.
• Designs and produces clear, engaging, and accessible graphics and visual materials to effectively communicate City news, programs, and initiatives to a broad and diverse community across digital and print platforms.
• Develops and executes editorial calendar for City-administered pages, social media pages, and digital signboards.
• Maintains and organizes a centralized digital photo and media library, including file naming, tagging, archiving, and retrieval.
• Applies digital accessibility best practices, including alt text, captioning, and document formatting, in alignment with current standards (WCAG 2.1 AA).
• Reviews and edits captions and transcripts for recorded video content to ensure accuracy and accessibility.
• Coordinates with City departments to gather, verify, and prepare content for publication, while independently managing assigned projects and deadlines
• Provides on-site support at City events, including photography and basic media coverage.
• Tracks and reports basic website and social media metrics; uses data to develop and optimize marketing communications strategies.
• Captures and edits photographs of City programs, events, and facilities for use in digital and print communications; maintains archives.
• Assists with layout and design of digital and print materials, including newsletters, flyers, and reports, in collaboration with the City Manager’s designee.
• Livestreams shorter city events.
