The Department:

The Finance Department administers the financial affairs of the City of Santa Clara, including City-owned public utilities. The department is comprised of five divisions, Administrative Services, Budget and Treasury, Accounting, Municipal Services, and Purchasing. Together these divisions carry out the mission of the Finance Department to ensure that the financial/fiscal activities of the City are performed, recorded, and presented in compliance with professional and ethical standards.  

The Position:

Accounting Technician I

This is the entry-level class within the Accounting Technician series in the classified service. Performs basic accounting work including the maintenance of financial records, systems or transactions. Interfaces with other City departments, auditors, business entities, governmental jurisdiction and general public, giving and receiving information regarding area of financial responsibility. Performs related duties as assigned.

Accounting Technician II

This is the second level classification in the Accounting Technician series. Performs advanced paraprofessional accounting work including the maintenance of financial records, systems or transactions. Interfaces with other City departments, auditors, business entities, governmental jurisdiction and general public, giving and receiving information regarding area of financial responsibility. May perform more complex processing and reconciliation work and related duties as assigned.

The annual salary range for Accounting Technician I is $78,600.72 - $100,518.12. The annual salary range for Accounting Technician II is $82,479.24 - $105,722.40.  This position will be filled at or near the bottom of the salary range.

MINIMUM QUALIFICATIONS:

• Graduation from high school or possession of a GED;
• Two (2) years of work experience in Finance/Accounting (accounts receivable, accounts payable, payroll, or general accounting);

The Accounting Manager leads a team of 10.5 Full Time Equivalent positions and plans, organizes, directs and coordinates the activities of the accounting division which includes functions such as all aspects of accounting services, accounts payable, accounts receivable and debt and investment management. This position is also responsible for regulatory federal and state reporting, acts as the staff liaison with external auditors, leads the preparation of the Annual Comprehensive Financial Report (ACFR), and provides highly complex staff assistance to the Director of Finance.

The Santa Clara County Housing Authority (SCCHA) is seeking a skilled and detail-oriented Accountant II to join our dynamic team. About the Position:  The incumbent will be a part of a cohesive team of 15 in the Natural Resources Department, which is part of the Visitor and Field Services service line. The Wildlife Program is comprised of four fulltime program staff, including this position, and an intern. The position is a working supervisor meaning that time is divided between program administration, oversight, and staff development while also managing and advancing District projects. Strong supervisory and project management skills are required, as well as an ability to shift seamlessly between program and personnel management. This position works not only within the Natural Resources Department but is often a liaison with other departments and external agencies to advance larger District programs and projects. Wildlife program staff currently specialize in different subject matter expertise, but cross training is provided and providing back up to one another in differing area is expected. The supervisor manages and assigns program staff to oversee and assist with different projects primarily based on their areas of expertise, but also based on available staffing. The wildlife program covers a broad range of topics including but not limited to: permit administration, wildlife conflict management, special status species monitoring and research.   

The Ideal Candidate:

• Possesses a broad breadth of understanding of wildlife management for wide ranging taxa from large megafauna to micro invertebrates

• Experience in negotiating and securing permits (ideally programmatic permits) from regulatory agencies primarily California Department of Fish and Wildlife and US Fish and Wildlife Service but may include US Army Corps of Engineers or Regional Water Quality Control Board.
• Experience overseeing sensitive status species monitoring, reporting and recovery efforts
• Supervisory experience for multiple staff and consultant biologists, strong leadership skills, and the ability to mentor and grow junior staff
• Is a creative thinker, problem solver and able to juggle competing priorities
• Strong background in project management, from developing project scopes, schedules and budgets to consultant and contract oversight
• Ability to work collaboratively in a multidisciplinary team to deliver capital projects while avoiding and minimizing impacts to sensitive natural resources
• Assists staff in designing projects to reduce the need for mitigation, understands mitigation monitoring and reporting, and works creatively to secure mitigation when needed
• Ability to develop and maintain relationships with partner agencies, environmental advocacy groups, scientists and researchers, as well as other staff, boards, volunteers, vendors and the general public
• Strong public speaking skills

Work Environment:  This position will report to Midpen’s Administrative Office in Los Altos, CA.  Midpen offers a hybrid office/telecommute work schedule for this position following successful onboarding. A minimum of three days in the office is required per week.  In addition to working in an office setting to complete project tasks and at various venues across the San Francisco Peninsula to present information at public meetings, the Senior Resource Management Specialist may sometimes work in the field and hike steep terrain and wildland areas with poison oak and wildlife.

Field Work: Fieldwork is integral to this position and dependent on the season and current projects.  Fieldwork will require driving District vehicles in remote areas on dirt roads, working in all weather conditions, and hiking through steep terrain and wildland areas. Ideal candidates will be comfortable working in these types of field conditions, as well as in an office environment.

Equivalent to graduation from an accredited four-year college or university with major coursework in environmental design, natural resource management, ecology, biology, or a related field, and five (5) years of increasingly responsible experience in natural resource management preferably in parks, open space, or related field, including at least three (3) years of experience supervising staff, consultants, or contractors. A Master’s Degree is desirable. Professional work experience with parks and open space is highly desired.

The City of Lincoln is hiring for the position of Code Enforcement Officer I/II within the City Attorney's Office.

• Code Enforcement Officer I: $4,767.69-$6,389.16
• Code Enforcement Officer II: $5,256.37-$7,044.04

Under general supervision, the Code Enforcement Officer I/II will perform residential, commercial and industrial site inspections and investigations to determine compliance with applicable federal, state and local codes, laws and regulations; performs other related duties as required.

DISTINGUISHING CHARACTERISTICS

The Code Enforcement Officer I
The Code Enforcement Officer I is the entry level class in the code enforcement series that allows the incumbent to develop journey level knowledge and abilities. Initially, under immediate supervision, incumbents perform the more routine and less complex code enforcement assignments while learning City policies and procedures. As experience is gained, there is greater independence of action within established guidelines. This classification is alternatively staffed with Code Enforcement II and incumbents may advance to the higher level after gaining experience and demonstrating a level of proficiency that meets the qualifications of the higher-level class.

The Code Enforcement Officer II
The Code Enforcement Officer II is the journey level class in which incumbents are expected to independently perform the full scope of assigned duties. Incumbents are responsible for performing the full range of inspection and code enforcement responsibilities involving codes and regulations in a broad range of areas, including zoning, building, fire, health and safety. The work requires independence and discretion in working with the public and in conducting field inspections and involves a proactive implementation of applicable codes and regulations. This classification is distinguished from the Building Inspector class by the performance of duties primarily related to zoning and code violations.

The Code Enforcement Officer I
The Code Enforcement Officer I receives immediate supervision from the City Attorney. Incumbents of this classification do not routinely exercise supervision.

The Code Enforcement Officer II
The Code Enforcement Officer II receives general supervision from the City Attorney and may exercise technical and functional supervision over assigned staff.

ESSENTIAL FUNCTIONS

Include but are not limited to the following:

• Performs residential, commercial, industrial and site inspections; determines existence and type of code violation; compiles, analyzes and evaluates findings of investigations and inspections; coordinates with property owners or their representatives and other regulatory agencies to take corrective action; performs follow-up inspections and investigation as required; ensures compliance with all applicable municipal codes and regulations; issues administrative citations for non-compliance.
• Interprets, applies and explains applicable municipal codes, zoning ordinances, building codes, vehicle codes, state housing, health and safety codes, relocation regulations, Community Development Block Grant (CDBG) administrative requirements and other related laws, codes and regulations; advises property owners on the requirements for compliance; explains processes and procedures for obtaining compliance or appropriate permits.
• Maintains clear, concise and comprehensive records and reports related to enforcement activities; composes and types correspondence, reports, forms and specialized documents; maintains communication/action logs for code enforcement cases; enters and retrieves information from automated records systems; prepares notices of violation and orders.
• Photographs violations; gathers evidence and prepares cases for court proceedings; produces photographs and records of violations for evidence; represents the City in court regarding noncompliance if required.
• Responds to questions and concerns from the public, departmental staff and other agencies; provides information as appropriate and resolves service issues and complaints; cooperates with other agencies, neighborhood improvement groups and organizations interested in neighborhood beautification, improvement and clean up.
• May be assigned on a City-wide basis or in targeted areas of the City.
• Establishes positive working relationships with representatives of community organizations, state/local agencies, City management and staff and the public.

PHYSICAL, MENTAL AND ENVIRONMENTAL WORKING CONDITIONS

Position requires sitting, standing, walking on level and slippery surfaces, reaching, twisting, turning, kneeling, bending, stooping, squatting, crouching, grasping and making repetitive hand movement in the performance of daily duties. The position also requires both near and far vision when making inspection, reading written reports and work-related documents. Acute hearing is required when providing phone and personal service. The need to lift, carry and push tools, equipment and supplies weighing 25 pounds or more is also required. Additionally, the incumbent in this outdoor position works in all weather conditions, including wet, hot and cold. Incumbents may frequently deal with irate members of the public.

Ability to:  Inspect and analyze a variety of buildings and properties and identify code violations; appropriately apply codes and regulations to varying situations; effectively deal with angry and non-cooperative people; read and interpret maps, sketches, drawings, specifications and technical manuals; perform mathematical calculations quickly and accurately; learn more complex principles, practices, techniques and regulations pertaining to assigned duties; facilitate appropriate corrective action from property owners regarding violations; implement, explain and apply applicable laws, codes and regulations; read, interpret and record data accurately; organize, prioritize and follow-up on work assignments; work independently and as part of a team; make sound decisions within established guidelines; analyze a complex issue, and develop and implement an appropriate response; follow written and oral directions; observe safety principles and work in a safe manner; communicate clearly and concisely, both orally and in writing; establish and maintain effective working relationships.

Skill to: Operate an office computer and a variety of word processing and software applications.
