DEFINITION

Account Clerk I: Under supervision, perform clerical work of moderate difficulty in connection with preparing, maintaining or checking financial or statistical records; receive and receipt money; operate office accounting machines; do related work as required.

EXAMPLE OF DUTIES

Cashier

The Cashier receives and receipts cash payments and maintains daily files of validated documents; balances transaction and prepares cash reports daily; does responsible clerical accounting work in maintaining financial records, recording and checking financial transactions, and preparing financial or statistical statements or reports; batch balances cash from various City entities; organizes money and sets up daily starting cash drawer; computer posts utility transactions as required; maintains the Petty Cash Fund; answers customer inquiries on account status using computer equipment; issues various parking permits and maintains related files; store, issues, and controls vehicle ignition keys for City pool cars, and records and reports mileage/usage; types routine documents; and assists with various Utility Billing Division activities as required.

Utility Billing Division

Either manually or through the use of computers, as appropriate, does responsible clerical accounting work in the maintenance of financial records, recording and checking financial transactions, and preparing financial or statistical statements or reports; interacts with residents through phone, email, and in person; receives and receipts money; prepares records to open, change, maintain or close utility accounts; performs routine arithmetical computations; opening, sorting, and processing mail; operates adding machines; does routine typing of documents and precise computer data entry of financial data.

MINIMUM QUALIFICATIONS

Knowledge of: 

Account Clerk I level: Methods, principles, and terminology used in financial clerical work; and modern office practices.

Ability to:  

Perform clerical work of average difficulty; prepare basic financial reports, maintain journals, ledgers, and complex files; operate adding and calculating machines; perform arithmetic computations rapidly and accurately; interact positively and cooperate with co-workers, respond politely to customers, work as a team member, function under demanding time pressure, respond in a positive manner to supervision, and attend work and perform duties on a regular and consistent basis.

Experience:

Account Clerk I:  One year of clerical experience involving financial record keeping and general office work; six (6) months of experience using computer spreadsheets is desirable.

Education:  Graduation from high school or equivalent.

Summary Description

Representative Duties

The following duties are typical for this classification. Incumbents may not perform all of the listed duties and/or may be required to perform additional or different duties from those set forth below to address business needs and changing business practices.

1.      Perform a variety of professional accounting functions supporting City-wide operations; maintain accuracy of general, revenue, and expenditure ledgers and subsidiary financial systems.

2.      Reconcile financial ledgers and records; prepare financial statements and reports, general and subsidiary ledgers and supporting schedules; research and resolve discrepancies.

3.      Review and audit all accounts payable, purchase orders, cash receipts, business licenses, payroll, utility billing, and other accounting records and transactions; ensure money is posted to correct accounts and that all accounts balance.

4.      Provide assistance in the development of the annual budget; assist in the review and validation of the annual City budget; create a variety of spreadsheets, documents, and graphs; assist in preparing the final budget document for approval by City Council.

5.      Prepare bank reconciliations and related journal entries for a variety of accounts.

6.      Prepare a variety of monthly, periodic, and annual financial and statistical reports and account summaries; prepare treasurer reports; prepare and file annual State Controllers Report.

7.      Assist in preparation of year end closings and accompanying financial reports.

8.      Perform grant accounting work related to federal, state or grant agency funding; maintain records for audit purposes.

9.      Maintain and track fixed asset inventory control records for the City.

10.   Participate in the year-end audit; compile and prepare supporting schedules, work papers, and financial reports as requested by auditors.

11.   Prepare property tax remittances for payment.

12.   Respond to public inquiries in a courteous manner; provide information within the area of assignment; resolve issues in an efficient and timely manner.

13.   Provide responsible staff assistance to management staff; perform special department projects as assigned.

14.   Serve as department liaison to various City committees as necessary.

15.   Perform related duties as required.

The Controller's Office of the County of San Mateo seeks applicants with experience in internal auditing, risk assessment, and business process analysis for the mid-level position of Internal Auditor II.

The qualified candidate will have:

• A four-year degree or an advanced degree from an accredited college or university, with a major or concentration in accounting, finance, business administration, or a related field.
• Certified Public Accountant, Certified Information Systems Auditor, or Certified Internal Audit certificates (highly desirable).
• A minimum of two years of responsible professional experience conducting complex audits, compliance reviews, and internal control assessments in accordance with professional auditing standards.

• Assisting in the completion of audit projects independently and with a team.
• Performing risk assessments of operations, business processes/procedures, and internal controls.
• Identifying and communicating issues and developing recommended internal control procedures and solutions to address business risks and improve operational effectiveness.
• Ensuring audit findings, analysis, and recommendations are well supported with proper documentation and evidence.
• Following up with auditees and others to ensure assigned audits and projects stay on track and requested information and documents are provided in a timely manner.

THE CONTROLLER'S OFFICE

THE INTERNAL AUDIT DIVISION

The Division works to help safeguard County assets and reduce risks. This is accomplished by conducting independent operations and internal control audits to assist County management to improve operations and reduce risks related to County’s programs, functions, and information systems. Audits are conducted in accordance with the Institute of Internal Auditors (IIA) guidelines.

The Department

The Parks and Recreation Department is the third largest department in the City and is organized by program area, with each program administered by a supervisor, coordinator, or specialist. The Parks and Recreation Department is composed of a Director and 22 full-time management positions. The department is comprised of the Recreation, Parks, and Building Maintenance divisions. The Building Maintenance Division maintains 32 facilities totaling more than 563,000 square feet and over 275 acres of park land. General

The Claims Specialist will report to the Insurance and Claims Administrator and will assist with liability claims and insurance program for the San Mateo County Transit District (SamTrans), the Peninsula Corridor Joint Powers Board (Caltrain), the San Mateo County Transportation Authority (TA) and the San Mateo County Express Lanes Joint Powers Authority (SMCELJPA). 

• Claims Processing and Management: Responsible for the processing of third-party personal injury and property damage claims against the District, ensuring thorough documentation, and adherence to both legal requirements and the District’s claims handling procedures. 

• Technical and Administrative Support: Provide essential technical and administrative assistance to the District’s third-party adjusting firm and internal and external legal partners facilitating efficient claim adjustments and resolutions. 

• Insurance Program Support: Assist in the administration and documentation of the District's annual insurance program, contributing to the enhancement and modernization of insurance processes. 

• Process Improvement and Modernization: Support the Insurance and Claims Administrator in identifying and implementing process improvements and modernization initiatives, aiming to increase efficiency and effectiveness in claims handling and insurance management.

• Consumer Complaint Processing: Address and process consumer complaints asserting injury or damage, ensuring timely and appropriate responses. 

• Records Maintenance: Maintain accurate and up-to-date records of claims and lawsuits against the District, ensuring compliance with legal and regulatory requirements. 

• Invoice Processing: Responsible for processing of invoices related to claims and insurance operations, ensuring financial accuracy and accountability. 

• Subrogation Assistance: Assist with third-party subrogation processes, ensuring the District recovers costs effectively from other parties when applicable. 

• Insurance Documentation Support: Compile supporting documentation necessary for the annual insurance program applications, facilitating thorough and compliant submissions. 

• Records Management: Perform records destruction in accordance with the District’s guidelines, ensuring that all actions comply with legal standards for document retention and destruction.
