Accountant II position plays a critical role in maintaining the integrity, accuracy, and timeliness of departmental financial operations. By performing core accounting functions-such as recording journal entries, reconciling accounts, processing P-Card reports, and preparing financial schedules-the position ensures compliance with policies, supports transparent reporting, and enables informed decision-making. Their work directly supports the Quarterly Board of Directors' Expense Report and the Annual Comprehensive Financial Report, both essential for governance and external accountability.

Additionally, the Accountant II strengthens operational stability by assisting with month-end close, preparing audit schedules, and serving as backup to the Senior Accountant, ensuring continuity of the General Ledger function. Key Responsibilities include, but are not limited to:

• Perform a wide range of professional accounting duties, including analyzing and maintaining accounting records, auditing check payments, and preparing financial reports. Record monthly and annual journal entries for benefit and cost allocations, revenue and expense accruals, and reclassifications. Reconcile asset and liability accounts, as well as subsidiary transactions and reports, to the Infor General Ledger.
• Process employee Purchasing Card (P-Card) expense reports by reviewing transactions for accuracy, ensuring receipts and documentation are complete, checking for proper coding of expenses, compliance with policies and spending limits, reconciling charges, and checking for supervisor approvals and authorization before expenses are recorded. Process claims and fees reimbursements for the Board of Directors. Provide assistance to P-Card users of Infor XM.
• Prepare diverse financial summaries, schedules, footnote disclosures, and reports, ensuring data accuracy and completeness. Examples include the Quarterly Board of Directors' Expense Report and supporting schedules and footnote disclosures for the Annual Comprehensive Financial Report (ACFR).
• Enter the Board of Directors' timesheets biweekly. 
• Assist in recording collections and cash receipts.
• Assist with the fiscal period/month-end close procedures to identify inconsistencies, errors, or unusual activities. Prepares audit schedules and responds to audit inquiries.

Ideal Experience:.

Four (4) years of professional accounting experience involving transactions analysis, journal entry preparation,  maintenance of accounting records, account reconciliation, and preparation of financial reports.

• Ability to independently perform the full range of professional accounting functions.
• Ability to prepare a variety of clear and concise financial summaries and accounting reports.
• Ability to proficiently use Microsoft Outlook, Excel, Word, PowerPoint, and web-based programs or equivalent.

• Ability to provide excellent customer service through all levels of the organization and external parties.

Ideal Knowledge:

• Knowledge of governmental accounting and financial management practices in compliance with the Governmental Accounting Standards Board. 
• Knowledge of principles and practices of financial analysis and auditing.
• Knowledge of automated financial systems such as Infor, PeopleSoft, SAP or equivalent.

Ideal Training and Education:

Equivalent to a bachelor’s degree from an accredited college or university with major course work in accounting or a related field.

Or

Directly related experience may be substituted for the college requirement on the basis of one and one-half years of experience for one year of education to a maximum of four years.

Valley Water Telework Program: Eligibility for telework will depend on the type of work performed, operational needs, and the ability for the employee to perform the essential functions of their job duties while teleworking. Employment with Valley Water requires employees to live within 150 miles of their primary physical work location located in San Jose, California by their start date.

This position is eligible for a hybrid telework schedule, typically working 40% remote and 60% onsite, after completion of the probationary period (one year).

About the Program

The Summer Internship Program is tentatively scheduled to run from June 15, 2026 through August 14, 2026 (8 weeks). End date may be adjusted based on the intern's schedule and availability.

About the Administrative Services (ASD) Intern Opportunity

The Administrative Services Department (ASD) includes the City’s Finance, Information Technology (IT), and Human Resources (HR) divisions. The Senior Fiscal Analyst serves as the lead staff for the Trial Court Budget Advisory Committee and its three subcommittees: Funding Methodology, Revenue & Expenditure, and Fiscal Planning, providing comprehensive support for all committee operations. This role manages the Funds Held on Behalf of the Trial Courts program, a fiscal process that assists courts in managing their operational budgets. The analyst also provides budgetary support for the Court Interpreter Program and acts as a key backup to the Senior Fiscal Analyst responsible for the trial court allocations and Workload Formula policy implementation. This position requires advanced, journey-level analytical expertise to manage complex projects and programs, conduct in-depth research, develop fiscal policies and procedures, compose official comprehensive written reports, and serve as a subject matter expert in trial court finance and planning.

RESPONSIBILITIES

• Serve as lead staff and provide high-level professional support to the Trial Court Budget Advisory Committee, its subcommittees, and working groups. This is one of the most active advisory bodies to the Judicial Council that represents trial court funding priorities and policies. This role involves strategic planning, policy compliance, stakeholder engagement, and administrative coordination to ensure the committee’s operations align with Judicial Council governance standards. 
• Manage the annual submission cycle, analyze funding requests from trial courts, and coordinate the Funds Held on Behalf of the Trial Courts program to ensure compliance, transparency, and effective fiscal oversight. 
• Provide high-level professional support in a backup capacity to the Senior Fiscal Analyst position that oversees the trial court budget allocations of $3 billion annually and the Workload Formula policy. This role collaborates extensively with Judicial Council leadership and trial court representatives to ensure effective governance of trial court funding and policy execution. 
• Provide advanced-level analytical and budgetary support to the Court Interpreter Program. This includes technical assistance to the Language Access Program for annual court interpreter allocations to the trial courts, implementation of budget proposals, and review of reports to the Legislature and other documents. 
• Provide support for the development and implementation of the annual trial court budget. Contribute to cross-functional initiatives that support trial court operations, ensure fiscal integrity, and support the goals of the Judicial Council. 
• Document and maintain detailed records of operational processes, procedures, and related backup information to ensure clarity and consistency for key budgetary processes that support the trial courts.

MINIMUM QUALIFICATIONS 
Bachelor’s degree, preferably in business, finance, accounting, or a directly related field, and four (4) years of professional experience in accounting, financial analysis, budgetary, or contract administration/procurement. 

Possession of a bachelor’s degree in a directly related field such as accounting, finance, business, etc., may be substituted for one (1) of the years of required experience. An additional four (4) years of professional experience in the assigned function as noted above may substitute for the bachelor’s degree. Or, additional directly related experience and/or education may be substituted on a year-for-year basis. 

OR

Juris doctor, Master of Business Administration, or master’s degree in a directly related field for the assigned discipline such as finance, contract administration or accountancy, and one year of experience as identified above. 

OR 

One (1) year as a Fiscal Analyst in the assigned field with the Judicial Council of California or one (1) year of experience performing the duties of a class comparable in the level of responsibility to that of a Fiscal Analyst in a California superior court or California state-level government entity. 

Desirable Qualifications

• Knowledge of California’s state budget process and governmental budgeting practices.
• Strong political acumen and understanding of governmental laws, rules, and policies.
• Experience implementing budgetary policies within government frameworks.
• Proficiency in Microsoft Office tools, including Outlook, Word, Excel, and PowerBI.

THE POSITION:

The Policy Advisor for Public Safety is responsible for tracking and shaping policies related to law enforcement, emergency response services, probation, juvenile justice, and criminal justice reform. The Advisor works to ensure that public safety systems in District 1 are rehabilitative, transparent, equitable, and aligned with community needs. This position reports to the Director of Policy. 

Key Responsibilities:

• Monitor board items and legislative actions related to the Sheriff’s Department, Probation, District Attorney, and emergency response.
• Draft board letters, amendments, talking points, and constituent updates.
• Draft talking points and speeches that communicate the elected’s policies, priorities, and vision to constituents, stakeholders, and community leaders
• Serve as liaison with community safety coalitions, violence prevention groups, and first responders.
• Provide support to the elected at community events coordinating scheduling, logistics, and constituent engagement.
• Conduct research and communicate policy ideas in support of the elected’s legislative agenda.
• Develop strategies that promote rehabilitation, accountability, de-escalation, diversion programs and reduce recidivism.

DEFINITION
Under general direction, performs complex and responsible technical and clerical work for the Director of Human Resources and as administrative support to the City's Human Resources Department. Completes related work as required.

DISTINGUISHING CHARACTERISTICS
An incumbent in this position is a Human Resources generalist performing a wide range of personnel assignments in administering and processing health and welfare benefits; managing the administrative duties associated with the Personnel Board and overseeing the preparation and management of all employee requisition and action forms; managing the office and providing administrative support to the Director of Human Resources, Assistant to the Director of Human Resources, Senior Management Analyst, the Human Resources Analyst(s) and Human Resources Specialist(s).

EXAMPLES OF DUTIES
Including but not limited to maintaining frequent, sensitive and critical contacts with public and private agencies, other departments, professionals and officials; transmits information, decisions and directives. Answers inquiries by phone or email; investigates and resolves complaints or provides information, explains departmental or City procedures; exercises judgment in giving information and proper disposition of problems; composes correspondence and prepares reports. Serves as Assistant for the Personnel Board, other related meetings, and disciplinary and appeal hearings by collecting, preparing, and sending agendas, taking and transcribing minutes, and typing and distributing minutes and other material. Processes and manages distribution retiree health reimbursement checks. Administers Department of Motor Vehicles (DMV) Pull Program, tracks employee driving records and issues quarterly department list of commercial drivers’ medical expirations. May assist in responding to internal and external surveys. May assist department personnel with data entry on applicant tracking program, proctoring Civil Service examinations, in administering certification of active Civil Service Employment Lists using applicant tracking program, and assists with City-wide events. Processes employee separations and cafeteria plan worksheets, enters employee information into ERP system, tracks employee trainings; and processes invoices.

Provides support to the Director of Human Resources, Assistant to the Director of Human Resources, Senior Management Analyst, Human Resources Analyst(s) and Human Resources Specialist(s). Administers the documentation requirements of the 1986 Immigration and Control Act. Prepares and processes required Human Resources’ forms, such as new employee forms and employee Action Forms. Assists with preparation and publication of the employee newsletter. Maintains and orders office supplies and other duties as assigned.

MINIMUM REQUIREMENTS

DESCRIPTION

The City of Thousand Oaks has an excellent opportunity for an Assistant Analyst within the Public Services Division of the Finance Department. This position performs analytical, reporting, and project support that improves operations, strengthens financial performance, and supports data-driven decision-making across City programs.

 

The Assistant Analyst collaborates with departments Citywide to analyze data, develop dashboards and reports, and identify opportunities to improve processes, controls, and customer service outcomes. The Staff Analyst position will support the Office of Civic Engagement in implementing the Safe, Clean Water Grants & Partnerships Program under Measure S. This position will be responsible for leading the implementation of the Refill Station Grant funding opportunity (Project F9 Key Performance Indicator #2), with oversight from the Community Benefits Program Administrator. 

The position will provide administrative and analytical support for the Grants & Partnerships Program, which includes the following tasks: application review and evaluation, drafting grant agreements, providing technical assistance to grantees, processing and validating invoice submissions, conducting grantee site visits and closeout tasks for completed projects, developing and writing memos and formal correspondence to grantees and management, tracking data and analytics for the grants program, maintaining the Fluxx grants management system, tracking grantee inquiries, among other duties as required. 

The Staff Analyst may participate in outreach and community engagement events/activities, which may sometimes require working at night and/or on the weekends. Additionally, all Valley Water employees are considered Disaster Service Workers and may be called on to report to an Emergency Operation Center during a disaster.

This position may require occasional visits to school campuses and must submit and pass a tuberculosis test and criminal background check.

Valley Water Telework Program: Eligibility for telework will depend on the type of work performed, operational needs, and the ability for the employee to perform the essential functions of their job duties while teleworking. Employment with Valley Water requires employees to live within 150 miles of their primary physical work location located in San Jose, California by their start date.

 

This position is eligible for a hybrid telework schedule, typically working 40% remote and 60% onsite, after completion of the probationary period (one year).
