THE POSITION: 

The Finance Department at the City of San Mateo has an opportunity for an entry level Accounting Assistant I to work in the Accounts Payable section. The Accounts Payable team manages the payment of invoices, expense reimbursements, and credit cards, among other things, for the City as a whole and is part of a team of 18 Finance employees. The Accounting Assistant I will work with the Senior Accounting Assistant to support 11 Departments as well as the San Mateo Consolidated Fire Department.

DUTIES:

Depending upon assignment, duties may include, but are not limited to the following:

• Audit invoices against purchase orders; verify encumbrances; research discrepancies; approve for payment and post to the proper account.
• Open and close accounts; maintain various ledgers, registers, journals, and spreadsheets according to established account classifications.
• Maintain daily transaction records by balancing, preparing summaries, and entering into financial system; maintain records of delinquent invoices.
• Respond to citizen inquiries; research and answer employee and department questions regarding the status of accounts and payments, the proper coding of transactions, and other matters.
• Participate in the preparation of payroll, accounts payable and accounts receivable as well as control and account verification of an accounting system.
• Perform related duties and responsibilities as required.

MINIMUM QUALIFICATIONS: 

• One year of clerical experience, preferably including some financial and statistical record keeping.
• Equivalent to completion of the 12th grade.

DEFINITION:

Under general direction, manages and directs the Accounting Division of the Finance Department, including the budget development process and preparation of the budget book; budget monitoring, analysis and reporting; short- and long-range fiscal forecasting; ensuring adherence to financial policies and procedures; and capital planning.  The Accounting Manager trains and evaluates assigned staff.

CLASS CHARACTERISITICS:

This is a single position classification at the managerial level in the Finance Department responsible for managing the budget and accounting functions. The Accounting Manager has a broad range of independence within policy and procedural limitations and works under minimal supervision. The incumbent is accountable to the Finance Director for the quality and efficiency of services directed.  The Accounting Manager is expected to provide resources, system support, and oversight to all subordinate professional and paraprofessional staff. This position is responsible for the successful planning and implementation of the citywide budget process and the day-to-day accounting operations.  

EXAMPLES OF DUTIES (illustrative only):

• Plan, organize, direct and evaluate the activities of the Accounting Division including general accounting, accounts payable and payroll.
• Recommend the appointment of personnel; provide or coordinate staff training; conduct performance evaluations; work with employees on performance issues; and implement disciplinary procedures.
• Prepare, review and maintain journal entries and general ledger postings and supporting financial records and supervise the maintenance of the General Ledger. 
• Conduct and coordinate the annual audit and serve as the liaison between the City and the external auditors, provide requested information and necessary documentation for completion of the audit, and ensure timely completion of the audit, State Controller’s Office reports and other compliance reports as required.
• Oversee reconciliations of the City’s financial activities including bank accounts and investments, month-end and year-end close processes and prepare related reports.
• Plan and implement citywide budget process and related fiscal programs.
• Effectively communicate budget preparation calendar and information needs, capabilities, and limitations as well as budget policies, procedures and outcomes to departments, city officials, citizens, and other interested parties.
• Project citywide personnel costs on an annual basis and as needed.
• Monitor the City’s budget, perform budget analysis, prepare quarterly budget status reports, develop financial and capital plans, and prepare short- and long-range financial forecasts.
• Research and implement new budget initiatives that increase the usefulness and clarity of budget presentations and maximize staff efficiency.
• Conduct a variety of special studies; prepare and present various analyses, statistical compilations, and reports to City staff, City Council, or the public.
• Assist in the management of the City’s capital financing programs, including debt issuance.
• Facilitate development and implementation of improved processes and standard procedures.
• Participate in the development and implementation of Department goals, policies, and priorities.
• Assist in operational administration of risk management activities as assigned.

The City of Menlo Park is recruiting for the exciting and challenging position of Management Analyst I/II. As a member of the Administrative Services team, the incumbent will serve as an experienced accounting and financial analyst for the City, with primary responsibility for maintaining, reconciling, and analyzing the City’s general ledger and related financial records. This position will provide financial analysis and reporting support while ensuring compliance with applicable governmental accounting standards and internal control requirements. The incumbent will collaborate closely with other finance functions, including but not limited to payroll and accounts payable.

Additionally, the incumbent will assist with annual, interim, single, and other required audits and will support the development and production of the annual budget, forecasts, and other related financial documents.

• Conducts financial and operational analyses by applying appropriate accounting, analytical, and research techniques; evaluates alternatives; develops and supports recommendations; and assists with the implementation of approved changes to accounting procedures, reporting methods, and financial processes.
• Maintains comprehensive financial documentation and workpapers, identifies options for improvement, and provides well-supported recommendations to management.

Requires knowledge of:

• Principles and practices of governmental accounting, including general ledger maintenance, financial reporting, internal controls, and compliance with applicable accounting standards.
• Administrative and organizational practices related to the analysis, evaluation, development, and implementation of financial policies, procedures, and systems.

The City offers hybrid and flexible schedule options. The Management Analyst position is eligible for a 9/80 schedule (every other Friday off) and working from home 1-2 days per week.

Rate: $23.85 - $31.95, depending on experience

Under direct supervision of the Controller, provides accounting and fiscal support, including accounts payable, cash and accounts receivable receipts, invoices, and processes, records, reviews, and reconciles a variety of financial transactions and records for Peninsula Library System and its multiple contracted agencies.

This class is the first in the Accounting Assistant series. The Accounting Assistant I works under close supervision and performs daily and routine accounting duties in accordance with established accounting procedures. It is distinguished from the Accounting Assistant Il by the amount of accounting and/or financial experience required. An Accounting Assistant I works under general supervision and, within a framework of established procedures, is expected to perform a variety of complex accounting duties with only occasional assistance and may provide lead directions to other accounting support staff on a project or day-to-day basis.

DUTIES AND RESPONSIBILITIES

• Prepares and processes the full cycle semi-monthly payroll;
• Sets up and maintains employee master file records in the payroll system;

• Runs trial payroll and reviews for accuracy; makes corrections as needed;

• Generates pay checks and direct deposits;
• Calculates separation payouts, including lump sum leave payouts and contributions to deferred compensation plans;
• Prepares spreadsheets to record and track disbursements;
• Creates accounts payable claims for payment of payroll liabilities and assists in reconciling payroll clearing accounts;
• Tracks accrued payroll tax liability, monitors deadlines and prepares tax deposits;
• Assists employees with various questions and requests for information;
• Receives and researches requirements for wage assignment orders and tax levies and implements related deductions;
• With guidance from Human Resources, Interprets and applies MOU provisions and City policies and procedures;
• Receives and completes various forms, surveys and verifications of employment;
• Assists in the preparation and reconciliation of annual W-2 forms;
• Establishes and maintains effective communication and working relationships with managers, supervisors, employees, retirees and all external customers; and

PHYSICAL DEMANDS

The ability to maintain effective audio/visual discrimination and perception to the degree necessary for the successful performance of assigned duties. 

WORKING CONDITIONS

This position requires prolonged sitting, standing, walking, reaching, twisting, turning, kneeling, bending, squatting and stooping in the performance of daily activities.  The position also requires grasping, repetitive hand movement and fine coordination in preparing statistical reports and data using a computer keyboard.  Additionally, the position requires near vision in reading correspondence, statistical data and using a computer.  Acute hearing is required when providing phone service and communicating in person.  The need to lift, drag and push files, computer reports or other materials weighing up to 25 pounds also is required.

This position performs a variety of highly complex technical para-professional administrative duties in support of fiscal and accounting procedures, including budget preparation and auditing a variety of financial records under limited supervision. This position will require thorough knowledge of accounting terminology and procedures. The position is full-time, and scheduled for forty (40) hours per week. 

JOB DUTIES

• Coordinates services and repairs with maintenance staff and/or vendors; conducts inspections, investigations, or interviews as needed to identify problems.
• Enters data into computer systems and maintains information systems database; enter data, processes transactions, assess and validates data, compiles documentation, examines, reconciles and adjusts financial records and reports.

Position Duties

The City of San Jose is seeking an experienced Deputy Director to provide strategic direction and day-to-day leadership for the Account Management, Marketing, & Public Affairs Division and Customer Programs Division within the Department. The Energy Department launched clean energy services to most residents and commercial customers in early 2019.

This position reports to the Assistant Director. It is responsible for customer relations, account and billing services, business development, community engagement, marketing and communications, and design and implementation of customer energy programs. The Deputy Director is an integral part of the Energy Department executive team and will have the following responsibilities:

• Forecast SJCE's annual revenue plan and achieve targets. Track electricity usage, revenue, and cash collections by customer class.
• Lead SJCE rate-making recommendations, implementation and communication of new rates.
• Lead SJCE's account services function, developing and maintaining relationships with key customers including large load customers such as data centers.
•  Develop custom rates for large load customers as needed.
• Coach the team to provide high quality customer service optimizing the User Experience (UX).
• Oversee internal and contracted services for data management, billing services, and the customer call center. Liaise with PG&E and customers to resolve issues and optimize the Customer Experience (CX).
  • Direct the development and execution of comprehensive marketing, outreach, and communications strategies that promote SJCE programs, rates, and brand identity. Oversee all department communications including print, social media, e-newsletters, and the department's website. Conduct mandatory noticing activities.
  • Ensure clear, accessible, and multilingual communications for diverse community audiences.
  • Manage press releases and external relations. Serve as a liaison with the media and community groups to ensure SJCE is responsive to concerns. Schedule and deliver public and community presentations.
• Provide direction, guidance, and review of community outreach and business development plans to increase customer participation, support customer retention, and improve cost-effectiveness.
• Lead the planning, design, implementation, and evaluation of customer energy programs, including energy efficiency, demand response, electrification, and distributed energy resource initiatives.
• Ensure programs align with state policy, regulatory requirements, and community priorities.
  • Foster partnerships with community organizations, technology providers, and regional agencies to expand program reach and impact.
• Provide leadership and collaborate with staff across the department, the City Manager's Office, Finance Department, the City Attorney's Office, Planning Department, and economic Development as well as other Departments to achieve SJCE and City objectives.
• Collaborate and build contacts with external stakeholders, including CalCCA, regulatory agencies, community organizations, and the public to ensure programs and services meet objectives, the needs of customers and community.
• Seek out additional funding opportunities, innovative programs and new product offerings to advance mutually beneficial goals.

Position Summary

The Deputy General Manager, Bus Transit Division plans, organizes, and directs all activities of the Bus Transit Division and performs all duties and responsibilities subject to executive approval by the General Manager within limits of Board of Directors policy.  The Deputy General Manager, Bus Transit Division exercises the maximum degree of initiative and judgment in developing, coordinating, and executing policies, programs, methods, and procedures relating to operations, maintenance, administration, and related activities.   Responsibilities include routine high-level personal contact with transit agency personnel, civic groups, and members of boards and commissions.  This individual must have the ability to negotiate effectively, resolve conflict, and inspire others to achieve the vision of the Golden Gate Bridge, Highway and Transportation District. The Deputy General Manager, Bus Transit Division collaborates extensively with the General Manager, District Board of Directors, Officers, Deputy General Managers for the Bridge Division, Ferry Division and Administration and Development Division and various department managers to formulate and implement strategic objectives to successfully execute the District’s mission. 

Essential Responsibilities

• Plans, organizes and directs the administration, operations, safety, training, fleet and facility maintenance, and service scheduling activities of the Bus Transit Division.  Collaborates extensively with the Deputy General Manager-Ferry and other transit agencies to effectively coordinate service
• Oversees operations and maintenance at several facilities including San Rafael, San Francisco, Santa Rosa and Novato
• Directs and manages a customer-focused approach to services consistent with the District’s values, including service, respect, integrity, accountability, teamwork, safety and inclusion; establishes policies and procedures to address operational and administrative issues/challenges within that framework
• Leverages performance monitoring systems, programs and/or technologies for identifying strategies and approaches to achieving the most economical use of workforce and equipment while maximizing service for meeting ridership needs
• Champions the implementation of new technologies and innovative solutions in response to operating challenges and regulatory changes within the Bus Transit Division
• Identifies and supervises implementation of cost control procedures and training programs to effect safe, efficient, and economical bus transit service
• Develops the Bus Division’s annual, performance-based operating and capital budget for presentation to the General Manager and the Board of Directors that meets the Division’s goals, projects, and operating priorities
• Reviews and approves plans for scheduling changes and expansion of service; coordinates activities of the Scheduling Department in preparing for new service or for changes in service in coordination with adjoining transit systems

• In collaboration with the District’s Planning Department, researches, recommends and implements solutions for transportation issues and concerns including service expansion or reduction planning
• Participates in the preparation of procurement documents and makes recommendations to the General Manager and Board for acceptance of the various bids and proposals received
• Plans, assigns, reviews and evaluates work of staff; selects and trains employees as appropriate; responds and resolves personnel issues and problems; recommends and implements employee discipline
• Provides leadership in creating a work environment that encourages process and continuous improvement, performance management, communication, accountability, and collaborative problem solving
• Identifies and facilitates relevant training, workforce development, and teambuilding programs for promoting customer service and improvements to processes to enhance service delivery and operational efficiency
• Participates directly in labor negotiations, labor and employee relations, and labor contract administration; may conduct final step grievance hearings on appeal decisions with unions operating in the bus Transit Division and at times, conduct hearings for matters in other Divisions of the District
• Leads efforts to strengthen labor-management partnerships with Bus Division collective bargaining units, including the Workforce Investment Network (WIN) Partnership with ATU Local 1575 that provides the foundation for the Bus Operator Mentor, Pre-apprenticeship and Apprenticeship Programs
• Fosters relationships with community-based organizations (CBOs), local colleges, and other community stakeholders; leverages those relationships to strengthen GGT’s community presence and understanding of its services, to build local goodwill, and to access resources and/or services that support employee recruitment and retention efforts
• Monitors local, state and federal policies and regulations, analyzes their impact on the operational efficiency, effectiveness, and sustainability of the Golden Gate Transit (GGT) system; effectively communicates any impacts to the General Manager, District colleagues and internal staff
• Participates as a member of the District’s executive management team
• Works collaboratively and effectively with District staff to carry out the organization’s vision and mission and advance projects and programs for meeting operational priorities 
• Acts as a liaison between the Board of Directors, its committees and the Bus Division on transit policy, programs and related matters; prepares detailed reports and recommendations for agenda items for presentation at Board and Committee meetings
• Represents to the Golden Gate Bridge, Highway and Transportation District at national and regional meetings of the American Public Transportation Association, the California Transit Association, the Metropolitan Transportation Commission, and other transit-related organizations

• Ensures that appropriate safety and health policies, procedures and programs are effectively implemented; that adequate resources and priority are assigned to correcting hazardous conditions, and that applicable safety program activities are carried out
