The City of Burlingame is currently recruiting for an Accounting Assistant I/II/III to perform a variety of accounting support duties, which (depending on the needs of the department) may include customer service in person and by telephone, accounts payable, accounts receivable, utility billing, cashiering, payroll, and general accounting duties.  The current opening is for Accounts Receivable.

DISTINGUISHING CHARACTERISTICS:

Accounting Assistant I

The Accounting Assistant I is the entry-level classification in the accounting support series that allows the incumbent to develop journey level knowledge and abilities. Initially, under immediate supervision, incumbents perform the more routine accounting support and customer service duties while learning City policies and procedures. As experience is gained, there is greater independence of action within established guidelines. Upon successful completion of one year as an Accounting Assistant I and gaining experience in at least two of the functional areas of the department, incumbents are eligible for promotion to the class of Accounting Assistant II. This classification is distinguished from the next higher level classification of Accounting Assistant II by the performance of work requiring a knowledge of at least two support function areas listed below and a greater degree of independence of action.

Accounting Assistant II

The Accounting Assistant II is the journey level classification in the accounting support series in which incumbents are expected to perform the full scope of assigned duties, including accounts payable, accounts receivable, billing, and related support duties with minimum supervision. Assignments are characterized by the presence of fairly clear guidelines from which to make decisions and the availability of supervision when required. Upon successful completion of one year as an Accounting Assistant II and gaining experience in all accounting support functional areas of the department, they are eligible for promotion to the class of Accounting Assistant III. This classification is distinguished from the next higher classification of Accounting Assistant III in that the latter is the advanced journey-level class that has experience in and can work independently in all accounting support functional areas.

Accounting Assistant III

The Accounting Assistant III is the advanced journey level classification in the accounting support series in which incumbents are expected to perform the full scope of assigned duties, including accounts payable, accounts receivable, billing, customer service, treasury and related support duties with minimum supervision. Incumbents are expected to be able to fully perform the duties and responsibilities in all of the department’s assigned functional areas. This classification is distinguished from the next higher classifications of Accounting Technician, Payroll Technician and Treasury Technician in that the latter are the para-professional level classes that perform a variety of specialized and complex task related to their assigned program area. 

SUPERVISION RECEIVED/EXERCISED:

Accounting Assistant I

Receives immediate supervision from one or more higher-level Finance staff, depending on assignment. Incumbents in this class do not routinely exercise supervision.

Accounting Assistant II

Receives general supervision from one or more higher-level Finance staff, depending on assignment. Incumbents may exercise technical and functional supervision over assigned staff.

Accounting Assistant III

QUALIFICATIONS: (The following are minimal qualifications necessary for entry into the classification.)

Any combination of education and experience that has provided the knowledge, skills, and abilities necessary for an Accounting Assistant I/II/III. A typical way of obtaining the required qualifications is to possess the equivalent of:

Accounting Assistant I

One year of clerical accounting experience, including public contact and some financial record keeping and report preparation, and a high school diploma or equivalent, supplemented by bookkeeping or accounting course work.

Accounting Assistant II 

In addition to the above, one year of experience equivalent to an Accounting Assistant I with the City of Burlingame, including the ability to perform the duties of at least two of the listed functional areas.

Accounting Assistant III

Any combination of education and experience that has provided the knowledge, skills, and abilities necessary for an Accounting Assistant III. A typical way of obtaining the required qualifications is to possess the equivalent of one year of experience equivalent to an Accounting Assistant II with the City of Burlingame, including the ability to perform the duties of all of the functional areas.  

PHYSICAL, MENTAL AND ENVIRONMENTAL WORKING CONDITIONS:

Position requires prolonged sitting, standing, walking, reaching, twisting, turning, kneeling, bending, squatting, and stooping in the performance of daily activities. The position also requires grasping, repetitive hand movement and fine coordination in preparing statistical reports and data using a computer keyboard. DESCRIPTION

Perform a variety of responsible accounting support and administrative duties involving the preparation, processing, maintenance and verification of accounting documents and records, related to accounts payable and accounts receivable activities and performs other duties as required.

DISTINGUISHING CHARACTERISTICS

This is the journey level position in the Accounting Technician series. It differs from the Senior position in that the Senior position exercises a significant amount of decision making and functions with a higher degree of independence.

ESSENTIAL DUTIES
Accounts Payable

• Verifies, audits and edits employee time entry in Telestaff; reviews and finalizes daily rosters for payroll
• Reviews all invoices for appropriate documentation and approval prior to payment
• Pays vendors by; verifying Federal ID numbers; scheduling and preparing checks; resolving purchase order, contract, invoice or payment discrepancies and documentation; insuring credit is received for outstanding memos; issuing stop-payments or purchase order amendments
• Processes check requests, wire transfers and ACH payments Audits and processes credit card statements for payment
• Responsible for maintenance of 1099 and W9 records throughout the year and prepares and reports annual 1099 information

Accounts Receivable

• Researches and resolves payment discrepancies and customer inquiries

MINIMUM QUALIFICATIONS

• Graduation from high school or GED equivalent
• Completion of 12 units of relevant accounting classes

The City of Patterson’s Finance Department is seeking to fill a full-time Accounting Technician position and to establish an Eligibility List.  Duties include but are not limited: under limited supervision, maintenance of the general ledger, a wide range of payroll processing activities and reconciliation of checking accounts; assists in the preparation of a variety of financial reports; provides technical assistance to higher-level accounting staff ; serves as liaison on accounting functions to other City departments and staff; may provide functional guidance to less experienced staff;  and performs related duties as required and/or assigned.  

DEFINITION:

Under general direction, manages and directs the Accounting Division of the Finance Department, including the budget development process and preparation of the budget book; budget monitoring, analysis and reporting; short- and long-range fiscal forecasting; ensuring adherence to financial policies and procedures; and capital planning.  The Accounting Manager trains and evaluates assigned staff.

CLASS CHARACTERISITICS:

This is a single position classification at the managerial level in the Finance Department responsible for managing the budget and accounting functions. The Accounting Manager has a broad range of independence within policy and procedural limitations and works under minimal supervision. The incumbent is accountable to the Finance Director for the quality and efficiency of services directed.  The Accounting Manager is expected to provide resources, system support, and oversight to all subordinate professional and paraprofessional staff. This position is responsible for the successful planning and implementation of the citywide budget process and the day-to-day accounting operations.  

EXAMPLES OF DUTIES (illustrative only):

• Plan, organize, direct and evaluate the activities of the Accounting Division including general accounting, accounts payable and payroll.
• Recommend the appointment of personnel; provide or coordinate staff training; conduct performance evaluations; work with employees on performance issues; and implement disciplinary procedures.
• Prepare, review and maintain journal entries and general ledger postings and supporting financial records and supervise the maintenance of the General Ledger.

• Oversee reconciliations of the City’s financial activities including bank accounts and investments, month-end and year-end close processes and prepare related reports.

• Effectively communicate budget preparation calendar and information needs, capabilities, and limitations as well as budget policies, procedures and outcomes to departments, city officials, citizens, and other interested parties.

Summary
Under general direction, plans and manages policies and programs relating to all phases of Accounting, including preparation and maintenance of District financial records, reports and systems and payroll for Conejo Recreation & Park District (CRPD) and Mountain Recreation & Conservation Authority (MRCA); and performs other related duties as assigned.

Essential Duties and Responsibilities

• Represents the District at local, regional, state and national conferences, meetings, work­shops and training seminars.

Qualifications

Education/Experience: A typical way to obtain the knowledge and abilities would be: graduation from an accredited four-year college or university with a bachelor’s degree in finance, business, accounting or a related field, and at least five years of progressively responsible account­ing, budgeting and financial administration experience; or an equivalent combination of training and experience.

Language Ability: Ability to read, analyze and interpret general business periodicals, professional journals, technical procedures or government regulations. Ability to research and write reports, business correspondence and procedure manuals. Ability to make formal and informal presentations at Board meetings, employee meetings and public forums.

Math Ability: Ability to work with mathematical concepts such as probability and statistical inference. The City of Berkeley is seeking a General Services Manager to join the Finance Department! In this role, you will act as the division head and will be responsible for planning, organizing, and directing the programs and activities of the General Services Division. You'll supervise staff, oversee procurement and mail services, and ensure compliance with City policies.

Responsibilities include oversight of a centralized Purchasing function. Working with departments, the Division identifies equipment, goods, and services that will meet the City’s needs and creates cost effective purchasing and maintenance agreements. The Division also issues and awards all non-construction bids and Request for Proposals, and opens all construction bids to obtain the best competitive pricing. MINIMUM QUALIFICATIONS
A typical way of gaining the knowledge, skills, and abilities for this position is:

EDUCATION
Equivalent to graduation from a four-year college with major course work in accounting, business administration, information technology or public administration or a related field.

EXPERIENCE
Four (4) years of experience with management and supervisory responsibility for purchasing, accounts payable or other municipal services functions similar to those identified herein, of which two (2) years of experience must have been in managing a centralized purchasing operation. Progressively responsible related experience may be substituted for the college course work on a year-for-year basis.

Other requirements: Must be able to travel to various locations within and outside the City of Berkeley to meet the program needs and to fulfill the job responsibilities. When driving on City business, maintenance of a valid California driver's license and satisfactory driving record is required.
