DEFINITION

Performs a variety of advanced technical and specialized accounting duties in the preparation, maintenance, and processing of accounting records and financial transactions. Analyzes accounting records to assess accuracy, completeness, and conformance to standards defined by federal, local, and state regulations as well as the Finance department. Trains and provides technical advice to lower-level accounting personnel, and performs related work as required. Works with a high degree of independence in performing accounting and financial activities.

SUPERVISION RECEIVED AND EXERCISED

Receives direction from the Finance Director/Treasurer. May exercise supervision over additional professional, technical and/or support staff as assigned.

ESSENTIAL JOB DUTIES

Essential duties may include, but are not limited to the following:

• Prepare and maintain payroll function for the Town; manage records for employee deductions; create reports and arrange payments to various taxing and financial organizations; and interpret and implement guidelines provided by other agencies related to payroll and deductions.
• Prepare quarterly and yearly payroll reports for federal and state agencies; responsible for capital asset accounting and reporting.
• Prepare journal entries and reconciles general ledger and subsidiary accounts.
• Makes wire transfers and journal funding transfers and reconciles monthly bank statements.
• Respond to inquiries from Town employees and vendors (if necessary) and explain processes and systems; compose correspondence as necessary.
• Review entries made to various financial records for proper coding and maintenance of appropriate accounting procedures; review cash receipts, business license, and accounts payable entries; prepare monthly health benefit and retirement benefit payments.
• Monitor and maintain Capital Improvement Program projects and grant activities; ensure compliance with stipulations and reporting requirements, and confirm data is recorded in the Town’s financial accounting system.
• Assists with the fiscal year-end close and fixed asset accounting, including prepare audit schedule.
• Assist with the preparation of the annual budget.
• Perform other duties as assigned.

QUALIFICATIONS

Knowledge of:

• Accepted principles, techniques, and practices of governmental accounting, fund, accounting, auditing, and fiscal management.

• Accounting systems and data processing interrelationships.
• Applicable federal, state, and local laws, regulatory codes, ordinances, and procedures relevant to municipal financial operations.
• Modern office practices, methods, and computer equipment and applications related to work, including word processing and spreadsheet software.

Ability to:

• Organize and prioritize a variety of projects and multiple tasks in an effective manner; organize own work, set priorities, and meet critical time deadlines.
• Understand, explain, and apply accounting and auditing principles, techniques, and procedures.

EXPERIENCE AND EDUCATION

Experience:

Four (4) years of experience performing standard accounting duties.

Education:

Education equivalent to a high school diploma and two (2) years of college coursework or training in accounting, business administration, public administration. A Bachelor’s degree in a related field is desirable.

LICENSE(S) AND CERTIFICATION(S)

Possession of a valid California State Driver's License, or license in another state with the ability to obtain a California license within 30 days of hire.

ABOUT THE POSITION

The City of Gilroy is recruiting for a full-time Accounting Assistant I in the Finance Department. This position will primarily be assigned to the Utility Billing/Information Desk area, providing excellent customer service to internal and external customers, and performing cashiering and accounting-related work. The Finance Department’s goal is to provide timely and accurate financial information to City Management, City Council, and the public, while responsibly managing the City’s assets, including cash and investments.

Under the direct supervision of the Finance Manager or Supervising Accounting Technician, the Accounting Assistant will perform a wide variety of accounting and statistical record-keeping assignments related to maintaining financial and statistical records. Summary
Under general supervision, performs technical paraprofessional accounting duties including payroll processing and accounts receivables and payables for Conejo Recreation & Park District (CRPD) and Mountain Recreation & Conservation Authority (MRCA); prepares accounting records and journal entries as necessary; generates reports and reconciles data; and performs other related duties as assigned.

Essential Duties and Responsibilities

• Compiles timesheets from District and MRCA employees, inputs payroll data into payroll system, prints proof list and verifies hours; corrects errors in time reporting; processes payroll and allocates payroll costs to budget appropriation accounts.
• Calculates and prepares payment for a variety of taxes including sales tax, payroll taxes and income withholdings; assists with issuance of employee, contractor and vendor tax statements.
• Processes routine and special check runs; validates accuracy of coding and payments and prepares checks for mailing or distribution.
• Prepares direct deposit, warrants and wire transfer information for approval and transmittal to the bank before established deadlines; prepares bank deposits.
• Maintains independent contractor and vendor records and databases including contracts, payment and ACH information.
• Assists with generating financial reports, spreadsheets and records; maintains purchase order file and records expenses; scans and files data and documents in accordance with District and MRCA records management policies and procedures.
• Gathers statement backup and reconciles Cal-Card statements; processes approved payments.
• Researches and answers District and MRCA employee and department inquiries regarding payroll, reimbursements and general status inquiries.

• Provides backup to divisional administrative staff.

DEFINITION

Under general supervision to perform general duty firefighting and fire prevention activities; to respond to emergency calls; to operate and maintain firefighting apparatus and equipment; to assist and participate in fire training programs and fire station maintenance; and to do related work as required.

DISTINGUISHING CHARACTERISTICS

This classification includes a variety of assignments in preventing, controlling and extinguishing fires, performing emergency medical care and rescue operations, public education activities, and maintenance operations. While time spent fighting fires constitutes a small fraction of the scheduled work time, incumbents must be able to meet such emergencies and the hazards which may involve considerable physical exertion, and potential risk to health and safety.

The San Mateo County Controller's Office is seeking highly qualified candidates for the position of Application Support Analyst III.

The Controller’s Office

The mission of the Controller’s Office of San Mateo County is to promote the County's operational effectiveness and ensure its financial transparency and integrity by providing quality accounting, audit, and financial reporting services.
   
The Controller's Office maintains the County’s accounting system and records, and prepares independently audited, award-winning annual financial reports (ACFR and PAFR) that disclose the financial condition of the County to the public. We are staffed with 51 full-time accounting, audit, and information systems professionals. The office also calculates annual property tax bill amounts, distribute taxes collected to local government agencies, and performs internal audits of the County’s operations.
  
We are seeking a highly skilled and motivated individual to join our Controller’s Information Systems (CIS) team to support various mission-critical applications for the County as they pertain to finance, expense reimbursements, timekeeping, as well as support Countywide system integrations.  
  
As an Application Support Analyst III, you will leverage your systems expertise to collaborate and consult with colleagues within the Controller’s Office and other County fiscal and/or technical staff and resolve issues related to the systems, improve business processes by recommending and implementing solutions within the systems, process requests such as report and integrations development, and maintain application security at both an authentication and application access level.  
  
This role will entail hands-on support, administration, configuration, and maintenance of multiple related financial systems, including Finance Enterprise by CentralSquare for general accounting, Coupa for accounts payable and vendor onboarding, and Workday Expense for employee expense reimbursements.  
 
While the ideal candidate has experience in all of these systems, we are also accepting candidates who have experience and expertise in at least one of the aforementioned systems but can demonstrate transferable skills to learn the other systems and applications.
   

The ideal candidate will also have:

• 5+ years of proven application support and administration experience, preferably in Finance Enterprise, Coupa, and/or Workday Expense.
• A Bachelor's Degree or higher in Management of Information Systems, Information Technology, or an equivalent field of study is preferred.
• Proven experience leading end-to-end small to medium-sized application projects and implementing solutions for operational improvements and automation.
• Knowledge of VB Script, SQL, and Cognos (or other reporting platform).
• Knowledge of basic security concepts as they pertain to Finance Enterprise, Coupa, and/or Workday.
• The ability to work with and analyze large data sets.

• Reviews, analyzes, streamlines, and documents business processes and relates them to application software; recommends and implements procedural and operational modifications to optimize internal and customer workflows.

• Develops and implements automated processes, scripts, triggers, specialized views, and reports in response to user needs.

• Designs methods to import/export data for analysis and performs comparative analysis of data from dissimilar applications, designs and codes new and modified programs for data processing.

• Designs, develops, tests, refines, and implements software that supplements or integrates with system applications; customizes and maintains system objects as required.

• Develops and executes test plans to ensure application performance conforms to specifications.

• Responds to and resolves software users' inquiries and complaints and escalates problems or issues to vendor representatives as needed.

• Stays abreast of new trends and innovations in technology related to County operations; researches, recommends, and evaluates vendor solutions and technologies; implements improvements; works with staff to maintain, revise, or improve operations and systems.

• Writes and maintains user and technical operating instructions and documentation; provides training to users and other technical staff and advises on best practices.

• Provides updates, status, and completion information to staff and/or users via voicemail, email, or in-person communication.

Qualifications

Education and Experience:
Any combination of training and experience that would provide the required knowledge, skills, and abilities is qualifying. 

A typical way to obtain the required qualifications would be:

Equivalent to graduation from an accredited four-year college or university with major coursework in management information systems, computer science, or a related field and four (4) years of progressively responsible experience in applications analysis, design, and development.

Additional related experience may substitute for education requirement on a year-for-year basis, up to four (4) years.

Knowledge of:

• Advanced principles and practices of computer systems management, analysis, design, and maintenance.
• Various software packages, including word processing, spreadsheet, SQL database, database management, and reporting tools.
• Data processing, management, and general administration practices and techniques.
• Advanced techniques and methods of system evaluation, implementation, and documentation.

Anyone may apply. Current County of San Mateo and County of San Mateo Superior Court of California employees with at least six months (1040 hours) of continuous service in a classified regular, probationary, or extra-help/limited term position prior to the final filing date will receive five points added to their final passing score.

The examination process will consist of an application screening based on the candidates' application and responses to the supplemental questions (weight: pass/fail). Candidates who pass the application screening may be invited to a panel interview (weight: 100%). Depending on the number of applicants, an application appraisal of education and experience may be used in place of other examinations, or further evaluation of work experience may be conducted to group applicants by level of qualification. Applicants meeting the minimum qualifications are not guaranteed advancement through any subsequent phase of the examination. All examinations will be given in San Mateo County, California, and applicants must participate at their own expense.
