Key Responsibilities include, but are not limited to:

• Perform a wide range of professional accounting duties, including analyzing and maintaining accounting records, auditing check payments, and preparing financial reports. Record monthly and annual journal entries for benefit and cost allocations, revenue and expense accruals, and reclassifications. Reconcile asset and liability accounts, as well as subsidiary transactions and reports, to the Infor General Ledger.
• Process employee Purchasing Card (P-Card) expense reports by reviewing transactions for accuracy, ensuring receipts and documentation are complete, checking for proper coding of expenses, compliance with policies and spending limits, reconciling charges, and checking for supervisor approvals and authorization before expenses are recorded. Process claims and fees reimbursements for the Board of Directors. Provide assistance to P-Card users of Infor XM.
• Prepare diverse financial summaries, schedules, footnote disclosures, and reports, ensuring data accuracy and completeness. Examples include the Quarterly Board of Directors' Expense Report and supporting schedules and footnote disclosures for the Annual Comprehensive Financial Report (ACFR).
• Enter the Board of Directors' timesheets biweekly. 
• Assist in recording collections and cash receipts.
• Assist with the fiscal period/month-end close procedures to identify inconsistencies, errors, or unusual activities. Prepares audit schedules and responds to audit inquiries.

Ideal Experience:.

Four (4) years of professional accounting experience involving transactions analysis, journal entry preparation,  maintenance of accounting records, account reconciliation, and preparation of financial reports.

• Ability to independently perform the full range of professional accounting functions.
• Ability to prepare a variety of clear and concise financial summaries and accounting reports.
• Ability to proficiently use Microsoft Outlook, Excel, Word, PowerPoint, and web-based programs or equivalent.

• Ability to provide excellent customer service through all levels of the organization and external parties.

Ideal Knowledge:

• Knowledge of governmental accounting and financial management practices in compliance with the Governmental Accounting Standards Board. 
• Knowledge of principles and practices of financial analysis and auditing.
• Knowledge of automated financial systems such as Infor, PeopleSoft, SAP or equivalent.

Ideal Training and Education:

Equivalent to a bachelor’s degree from an accredited college or university with major course work in accounting or a related field.

Or

Directly related experience may be substituted for the college requirement on the basis of one and one-half years of experience for one year of education to a maximum of four years.

General Accounting Unit (Position Code 120)
Valley Water Telework Program: Eligibility for telework will depend on the type of work performed, operational needs, and the ability for the employee to perform the essential functions of their job duties while teleworking. Employment with Valley Water requires employees to live within 150 miles of their primary physical work location located in San Jose, California by their start date.

This position is eligible for a hybrid telework schedule, typically working 40% remote and 60% onsite, after completion of the probationary period (one year).

THE POSITION

To perform responsible clerical accounting work involved with billing and collection of utility bills; the maintenance and review of financial and statistical records; the entry of data processing; and/or assisting in the preparation and maintenance of payroll and related records.  The purpose of this recruitment is to fill a current vacancy, as well as establish an eligibility list for future vacancies.

 

Finance Clerk I:  This is the entrance level for clerical accounting employees.  Employees in this class normally work under close and continuous supervision performing a group of repetitive or closely related duties according to established procedures. Finance Clerks I are normally considered to be on training status and, as assigned responsibility and breadth of knowledge increase with increased experience, may reasonably expect their positions to be reassigned to the next higher class of Finance Clerk II.

 

Finance Clerk II:  Positions in this class are normally filled by advancement from the lower grade of Finance Clerk I, or, when filled from the outside require prior responsible clerical accounting experience.  A Finance Clerk II works under general supervision and, within a framework of established procedures, is expected to perform a variety of accounting duties with only occasional instruction or assistance.

The Ideal Candidate for the Finance Clerk position will possess excellent customer service skills and maintain professionalism regardless of work environment.  Cash handling experience with proven accuracy and integrity are essential to the position.  Strong communication skills are vital.  Candidates must be able to communicate with internal and external customers with ease and confidence.  The Ideal Candidate will also demonstrate the ability to prioritize multiple competing timelines, remain organized, show attention to detail, as well as being highly trainable.  Regular, predictable, consistent, and timely attendance is an essential function of the position. The ability to communicate in Spanish is highly desirable.

 

ESSENTIAL JOB FUNCTIONS

Prepare and process utility bills; collect payments over the counter and through the mail; balance cash drawer and prepare deposits; and process delinquent accounts; Set-up and maintain accounts on a computerized accounting system. Prepare or assist in the preparation of a variety of financial and statistical reports as assigned. Process accounts payable for the City; input purchase orders and blanket purchase orders to be paid into computer system; enter and verify invoices for payment; prepare and print claim report and distribute to City departments/divisions.

 

Process various transactions involving accounts payable, payroll, general ledgers and accounts receivable. Assist customers over the counter with respect to utilities billings, opening/closing accounts, problems, etc.; respond to citizen complaints and/or inquiries, referring more complex issues to higher level of authority as appropriate. Print and mail out renewal notices, delinquent notices, billings changes, etc. Review and check records, forms, and other documents for accuracy, completeness and conformance to rules and regulations. Post a wide assortment of information to records. Process fixed asset requests, invoices and purchase order disbursements. Input a variety of data to computerized record keeping/data processing systems; maintain computerized and/or manual files of correspondence, records, and other documents as assigned. Receive, sort, and distribute in-coming and out-going mail as assigned. Order and maintain supplies. Perform related duties as assigned.

 

QUALIFICATIONS

 

Experience and Education:

Any combination equivalent to the experience and training that would likely provide the required knowledge and abilities would be qualifying.  A typical manner to achieve the knowledge and abilities would be:

 

Finance Clerk I

Education:  High School Diploma or equivalent.

 

Experience:  One (1) year experience performing clerical or accounting support work.

 

Finance Clerk II

Education: High School Diploma or equivalent. 

 

Experience: One (1) year experience performing duties comparable to those of a Finance Clerk I in the City of Woodland.

The Office of the Assessor-County Clerk-Recorder and Chief Elections Officer is seeking qualified candidates for the position of Senior Auditor-Appraiser.

 

Under general direction, Senior Auditor-Appraisers:

• Make site visits to businesses to audit their books, records, and financial reports, and to make appraisals to determine assessment valuations.
• Provide direction to Auditor-Appraiser I/II staff including assigning, directing, and reviewing their work.
• Perform the most difficult audits and appraisals of the largest and most complex properties for assessment purposes.

 

"Largest" audit and appraisal projects will include those businesses with the higher assessed values, such as airlines, biopharmaceutical, or manufacturing concerns. "Complex" audit and appraisal projects will include those businesses with accounting systems that contain subsidiary ledgers and journals, "abnormal" obsolescence, such as high technology concerns or specialized manufacturing equipment, and major accounts with multiple locations.  

 

In addition to the ability to perform large and complex audits and appraisal projects, the ideal candidate for this position will have:

• Successfully present appraisal reports at the Assessment Appeals Board.
• Appear as an expert witness before the Assessment Appeals Board as to property values.
• Review other assessment issues, in compliance with the Revenue and Taxation Code.
• Perform out-of-state audit assignments in a variety of geographic locations, as necessary.
• Lead a team on an out-of-state airline audit, or major biopharmaceutical audits, as necessary.
• Possess excellent computer skills, including advanced working knowledge of MS Office, specifically Excel and Word.
• Demonstrate outstanding interpersonal relations and customer service skills.

The ideal candidate will also have:

• Two or more years of experience as an Auditor II performing a full range of audits and appraisals and will have experience performing more advanced level audits and appraisals of tangible and taxable property for tax assessment purposes.
• A four-year degree with a specialization in accounting from a recognized institution of higher education (accredited); or 18 semester units (or quarter equivalents) of accounting and/or auditing courses from a recognized institution of higher education. Business law and economic classes may not contribute toward the 18 units; or 19 semester units (or quarter equivalents), 16 units of which must be accounting and/or auditing courses from a recognized institution of higher education, and 3 semester units may be either business law or economic classes.

Qualifications

 

Licensure/Certification:

• Acquisition within one year of appointment of a permanent Property Tax Appraiser Certificate issued by the California State Board of Equalization.

• At least two years of experience as an Auditor II performing a full range of audits and appraisals or has experience performing more advanced level audits and appraisals of tangible and taxable property for tax assessment purposes.

 

Education:

• Bachelor's degree from an accredited college or university with upper division coursework in accounting, auditing, appraising or cost estimating.

Under direct supervision of the Controller, provides accounting and fiscal support, including accounts payable, cash and accounts receivable receipts, invoices, and processes, records, reviews, and reconciles a variety of financial transactions and records for Peninsula Library System and its multiple contracted agencies.

This class is the first in the Accounting Assistant series. The Accounting Assistant I works under close supervision and performs daily and routine accounting duties in accordance with established accounting procedures. It is distinguished from the Accounting Assistant Il by the amount of accounting and/or financial experience required. An Accounting Assistant I works under general supervision and, within a framework of established procedures, is expected to perform a variety of complex accounting duties with only occasional assistance and may provide lead directions to other accounting support staff on a project or day-to-day basis.

Management Analyst I/II/III

This position provides an excellent opportunity for an experienced individual in Public Administration to apply their administrative and analytical knowledge, skills, and abilities. Under the guidance of the City Manager, the incumbent will be responsible to provide professional, administrative and technical assistance in the development, administration and implementation of Town programs, operations, services and policies.  The individual may conduct financial and special studies, surveys and research assignments in a wide range of municipal policies involving organization, procedures, finance, and personnel services; may be responsible for oversight of programs, projects and/or financial, and personnel services of the assigned department.

EXAMPLES OF DUTIES AND RESPONSIBILITIES

Duties may include, but are not limited to, the following:

• Compile and analyze data; prepare reports and make recommendations on the formulation of policy and procedure. 
• Perform research and statistical analyses on administrative, fiscal, personnel, and operational problems. 
• Assist in the development of short and long-range plans; gathers, interprets, and prepares data for studies, reports and recommendations. 
• Assist in the development of new program elements and program modifications as necessary to meet goals and objectives. 
• Compile materials and assist on the preparation of reports, manuals, and publications. 
• Prepare and deliver clear and concise reports, correspondence. 
• Prepare and administer contracts and agreements; participate in and coordinate or facilitate departmental and/or citywide committees and projects. 
• Interpret Federal, State and local regulations; coordinate their application to Town operations.

About the role:

This is the highest level classification in the management analyst series. The incumbent will act as a lead; be recognized as a technical specialist of the various technology systems for Human Resources functions and will be relied upon to provide expert consultation to meet user needs. The incumbent will act as a project manager over some aspects of the Enterprise Resource Planning (ERP)/Oracle and may act as a lead over some Payroll functions. Some responsibilities include performing diverse, specialized, and complex work involving significant accountability and decision-making responsibility.
